PAST AND PRESENT___________________________________________________________________

PETROCONSULT SRL was founded in 1990, at Ploiesti, where its main office is located, and was registered
in 1991, when the new law settling the founding of private enterprises was given.

Meeting the needs of its main clients, PETROCONSULT participated in a great number of projects developed
with well-known international companies such as ABB LUMMUS GLOBAL, AMEC SPIE , CHIYODA
CORPORATION, CHROME OIL SERVICES, DIETSMANN COMERINT, DRESSER RAND, ELETTRA
ENERGIA, ENTREPOSE DELATTRE BEZONS, FOSTER WHEELER, HYUNDAI ENGINEERING &
CONSTRUCTION, SAIPEM SERVICES, SNAMPROGETTI, TECHNIP, TECNIMONT, most of them being
Engineering, Procurement and Construction Companies. This fact enforced our position in Romania as a
leader between the small/middle-size companies supplying technical assistance and services for the oil & gas

Recruitment and Selection of Personnel

The companys personnel has sound, comprehensive expertise in oil well drilling, service and workover, oil
refining and processing, gas production and treatment, chemical and petrochemical processes, crude oil /
product storage and transportation, power plants and energy, pipeline systems, environmental facilities, plant
retrofitting / revamping, etc.
PETROCONSULT offers to clients an extensive service, from choosing the most suitable single individual to
the selection of a whole management and project team, as required.
Since its foundation, PETROCONSULT has supplied to world famous companies, more than 1700 skilled
specialists, own or rented personnel of various qualifications, who have provided technical assistance and
services, inland and especially abroad, for industrial units from the oil & gas sector.

PETROCONSULT operates both on direct contract basis and as a subcontractor offering a wide range of
specialists with comprehensive expertise (process, civil, mechanical, electrical, electro technical, instrument,
drilling, and other profiles - project managers, supervisory staff, consultants, engineers, foremen, technicians
and workers) for refinery, chemical and petrochemical plants.

To ensure a proper selection, PETROCONSULT has worked out a comprehensive dedicated database
comprising computer and hard copy files and records of personnel with different degrees of qualification,
experience and skills, covering a large range of trades. At the time being, PETROCONSULT bases its
selection on more than 3000 specialists intended for assignment at clients specific request. Thus, besides its
own specialists, PETROCONSULT has at its disposition a large reservoir of highly qualified personnel who
may be committed to PETROCONSULTs jobs, on the basis of long-term agreements concluded by our
company with refineries, chemical and petrochemical plants, technological equipment factories, institutes of
research, engineering, design, quality management, etc.


Training Services

PETROCONSULTs diverse and extensive oil & gas experience allowed us to develop a wide range of
specific training programs dedicated to the operating and maintenance staff of the existing facilities and new
plant installations within refineries and gas plants.

The professional training programs performed for our national or international Clients lay the accent on
the development of the professional knowledge of Clients staff and to give trainees in-depth understanding
and practical competences necessary to safely and efficiently apply their knowledge in the specific jobs.

The training format is tailored on Clients needs and practical oriented - based on training need analyse and
our long experience in sites worldwide. Designed for short, medium or long term (the training durations may
be granted for each case or requirement in part), it may consist in various modules: general /specific
theoretical courses; applied sessions (seminars, laboratories, simulations); practical workshop instruction; On-

the-job training conducted within Clients facilities performed as talk-thru or hands-on methods; monitoring and
supervising the training provided by other third parties, including Vendors and Licensors; cascade training.

The theoretical and applied training aims to refresh the knowledge acquired by the trainees during their
education and to fill up the eventual gaps whilst the OJT shall develop the practical skills and abilities,
underline the need and relevance of the theoretical knowledge and give work experience.

The target audience comprises the specific personnel designated to assure the operation and maintenance of
the plants and equipments: graduated engineers, technicians, foremen and operators, with or without previous
industrial experience in refineries, chemical and petrochemical plants.

Our trainers and instructors are field-seasoned experts who combine the dissemination of theoretical
knowledge with practical skills. They are top class specialists with international industrial background and
training experience. They have the capability to perform the training activities corresponding to the highest
exigencies and could act in any shape of job training positions: managers, coordinators, supervisors,
lecturers, OJT instructors.

The Clients / trainees are provided with adequate training support and up-to date manuals. The assessment
of performance, progress monitoring and evaluation of training effectiveness are systematic ensured. The
attendees are awarded with Certificates of Training issued by Petroconsult and its Partners.

In April 2008, PETROCONSULT became a British Safety Council Authorized Center Provider for Health
and Safety (OHS) Courses. We promote higher standards of OHS at the workplace through the provision of
relevant qualifications that meet the needs of learners and employers at all levels and across all sectors.


Quality Inspection

PETROCONSULTs personnel has carried out inspections of materials, sub-assemblies and equipment for
refineries, chemical and petrochemical plants, as well as drilling plants in the oil and gas field.

The inspections have been performed by PETROCONSULTs personnel assigned on the sites of our
Customers, both in Romania, at equipment manufacturing companies, such as: VILMAR Rm. Valcea,
PETROTUB Roman, SILCOTUB Zalu, CHIMOPAR Bucuresti, UZUC Ploiesti, etc., and abroad, such as:
BRITISH PETROLEUM, ENTREPOSE DELATTRE BEZONS, EXXON MOBIL EXPLORATION AND
PRODUCTION MALAYSIA INC., HYUNDAI ENGINEERING & CONSTRUCTION, MALAYSIAN SHIPYARD &
ENGINEERING SDN BHD, NUOVO PIGNONE, TECHNIP, SNC LAVALIN INC., KUWAIT OIL COMPANY,
SYRIAN PETROLEUM CO., P.C. CALTEX and other customers.

All inspections were carried out by skilled, reliable quality inspectors, in accordance with the provisions of
ASME, ASTM, API, and other Codes and Standards. Our inspectors have been assigned to carry out
chemical, mechanical, dimensional, electrical and pressure tests, as well as dye penetrant, ultrasonic, X-ray,
and magnetic particle checks.
PETROCONSULT implemented the Quality Management System of the C-type Inspection Body
PETROCONSULT INSPECIE as per the requirements of SR EN 17020 / 2005 Standard regarding the
General Criteria for the Operation of Various Types of Bodies Performing Inspection.

To ensure a continuous high standard, PETROCONSULTs Quality Management System was implemented
since 1999. In February 2011 PETROCONSULT S.R.L. has been re-approved by Lloyds Register
Quality Assurance to the following Quality Management System Standards ISO 9001:2008 EN ISO
9001:2008 BS EN ISO 9001:2008 SR EN ISO 9001:2008. The Quality Management System is applicable
to: Project management, trade, services and associated activities for refineries, chemical plants and
petrochemical plants; delivery of training services.
