Despite the effects of alcohol consumption on human health and on society as a whole, imbibing has
become a significant activity for ordinary citizens of Sri Lanka, making it one of the most profitable
industries in the country. The industry has become a valuable contributor to the economy, despite
alcohol restraining policies introduced by the government. However,
misconceptions on the legal alcohol trade, politicisation of the alcohol industry as
well as matters related to the illicit alcohol industry remain issues of concern.
Therefore, the main objective of this study is the formulation of a balanced policy
option for decision makers in Sri Lanka. The study reviews the opinions of a cross-
section of stakeholders from the industry, wholesalers, retailers, illicit brewers and
producers, moderate drinkers, law enforcement officials, government officials and
religious dignitaries, in order to develop a rational policy framework on alcohol
production, sales and consumption in Sri Lanka.

This is based on workshop proceedings on rebuilding of tsunami affected areas in
the Southern and the Eastern Provinces of Sri Lanka held in March 2009 in Kandy,
Sri Lanka. Restore Project is a reconstruction and restoration program under CIDA
(Canadian International Development Agency). Several Canadian Universities in
collaboration with Sri Lankan Universities were involved in implementing this
project. The ultimate aim of the project was to develop six selected villages as model villages to share
their achievements with other tsunami-affected villages.

Private hospitals were in existence prior to the World War Two period, and the growth of this sub-sector

such as characteristics, distribution, incentive mechanism for the private health sector, involvement of
government and foreign doctors in the private sector, user fees charged, medical negligence and the
