investment proposals; MP to become
driving force of countrys economy
hief Minister Shivraj Singh Chauhan
informed at the concluding session of
Global Investors Summit that invest-
ment proposals of Rs. 6 lakh 89 crore have
been made during the summit. He said that
every possible effort will be made to make MP
the driving force of countrys economy. The
next Global Investors Summit will be held at
Indore from October 19 to 21, 2016. At the ses-
sion, the Union Ministers endowed thousands
of crores proposals for MP. Chief Minister
Chauhan said that a roadmap will be chalked
out on the basis of investment proposals
received at the summit. Sanctions will be given
through single-door system by associating one
officer with every investor. He said that for
industries, MP has water, power, connectivity,
land, talents and trust. On the basis of these,
he will leave no stone unturned to realise
Make in India dream of Prime Minister
Narendra Modi. He will get a report prepared
on Ease of Business doing in MP and present
it before the country. He urged entrepreneurs
to become partner in development of the state
and restructure a new MP. Trust of investors
will not be broken. He will meet investors

that he wishes to develop such an economy in
MP where every person is happy, successful
and lives a meaningful life. MP will be a state

MP to become one lakh crores
petrochemical investment region
Union Minister for Chemicals &
Fertilisers Ananth Kumar said that MP will
become focal point of industrial development
in the country. He announced that the Central
Government will develop Petrochemical Petro
Investment Region costing Rs. one lakh crore
in Bina refinery area. First landlock petro-
chemical complex of the country will be devel-
oped near Bina. Bina refinerys capacity will be
increased from 6 million tonnes to 8 million
tonnes. BPCL will invest Rs. 25 thousand crore
in it. Later, the capacity will be increased to 15
million tonnes. Gas Authority of India will
develop a gas grid in MP with an investment of
Rs. 10 thousand crore. Plastic Park will be
developed in Mandideep and Polymer Park in
Gwalior. National Institute of Pharma
Education and Researh will establish Centre
of Excellence at Bhopal. Union Minister for
Steel and Mines Narendra Singh Tomar said
that concept of integrated and balanced devel-
opment has been concretised in MP. He said
that public sector undertaking SAIL is assess-
ing deposits of 50 million tonne iron ore in MP.
Rs. 1500 crore will be invested in its pilot proj-
ect. If upto 140 million tonne iron ore deposits
are assessed then a steel plant costing Rs. 12
thousand crore will be established. NALCO
will invest Rs. 6 thousand crore in aluminium
refinery in bauxite reserve area. HCL will
invest Rs. 100 crore for solar energy and MOIL
will invest Rs. 250 crore for manganese plant.
Similarly, NMDC will invest Rs. 1000 crore for
diamond mining in Tikamgarh. In next 3
years, NMDC will complete survey of geo-
chemicals and geo-mining in MP. For coal
block based power plants, NALCO will invest
Rs. 19 thousand crore and NMDC Rs. 3 thou-
sand crore. Union Minister for Social Justice
Thawarchand Gehlot said that National
Mental Treatment and Rehabilitation Centre
costing Rs. 50 crore is being established in MP.
Composite Regional Centres for disabled and
Disabled Rehabilitation Centres have been
sanctioned for all districts. One Regional
Centre each will be established at all division-
al headquarters. He said that it has been pro-
visioned that 2 percent net profit of industrial
institutions will be given towards corporate
social responsibility.
MP a model state for others
Union Minister of State for Coal and
Energy Piyush Goyal said that development
model of MP is an example for other states. He
informed that NTPC has maximum capital
investment of Rs. 75 thousand crore in MP.
NTPC is setting up a power plant of 1320 MW
at Gadarwara. Process for 2 other power
plants has also got underway. Rs. 50 thousand
crore will be invested in renewable energy sec-
tor in MP. Public undertakings of Union
Energy Ministry will construct toilets costing
Rs. 125 crore in 12 thousand 477 schools in
MP under the Swachh Bharat Abhiyan.
Besides, additional Rs. 300 crore will be spent
under corporate-social responsibility. Union
Minister of State for Commerce & Industries
Nirmala Sitaraman said that the biggest
industrial hub will be developed in
Pithampur-Dhar-Mhow area under Delhi-
Mumbai Industrial Corridor in MP. Under the
same project, Smart Industrial City will be
constructed near Ujjain. Food processing
plants will be set up for value addition in agri-
culture sector in MP. For this, the Central gov-
ernment will work in tandem with the state
government. Foreign equity flow is increasing
rapidly in MP.

nology sector in MP were lauded at sectoral
seminar on investment facilities in MP in IT,
ITES, BPO and BPM during Global Investors
Summit. At the seminar, officers of
Government of India, entrepreneurs and
experts participated and suggested to makethe
work more efficient. In his keynote address,
Union Secretary, Information Technology Prof.
R.S. Sharmadwelt in detail on PrimeMinister
Modis Digital India campaign. He said that
campaigns objective is to ensure access of
every citizen of Indiato broadband connectivi-
ty. This facility will bemadeavailablein every
Panchayat in next 2 years. About Digital
Service Delivery, he informed that in it stress
has been laid on certification of identity. Every
person who has amobilephonecan avail ben-
efit of digital facilities. There is a scheme to
open every persons bank account under Digital
India. Financial inclusion is an important part
of Digital India, he added. Sharma informed
that all certificates and documents to beissued
by Government of India will be digitised. No
one will be compelled to show copies of cer-
tificates issued by various government depart-
ments. Besides, aperson may bein any part of
the country, he will get facilities there as per
eligibility. Cash payments will be minimized
and electronic payments maximized.

Most seats in dental colleges remain vacant
Thousands of people from marginalized
communities living near a state-owned coal
mine in Chhattisgarh are at risk of being
forcibly evicted, said Amnesty International
India recently. According to a release,
authorities began to demolish houses in
Ponri village in Korba on August 28, as
part of efforts to expand the Gevra open cast
mine run by South Eastern Coalfields
Limited (SECL), a subsidiary of the state-
owned Coal India Limited (CIL), one of the
world's largest coal mining companies. Two
houses were demolished on the same and
more evictions are likely to follow.
Government has given SECL permis-
sion to expand production at its coal mine in
Korba from 35 MTPA (metric tonnes per
annum) to 40 MTPA, which could lead to the
eviction of over 5,000 people from their
homes and lands in over 18 villages in
Korba. Those who could be evicted include
Kawar, Gond and Korwa Adivasis (indige-
nous peoples) and Dalit families. "The evic-
tions were carried out without genuine con-
sultation, adequate notice or compensation,
or the provision of adequate alternative
housing," said Aruna Chandrasekhar, busi-
ness and human rights researcher at
Amnesty International India. "We were cel-
ebrating Teej (a local festival) with rela-
tives, when I stepped outside and saw that
many policemen had surrounded my house,"
said Babita Adiley, a 27-year-old woman
whose house was demolished. "I didn't get
even a day's notice. When I protested and
asked to see an eviction notice, the police
dragged me away. Some of our belongings
inside the house were destroyed." Milind
Chahande, public relation officer SECL
admitted that eviction was going on at
Ponri village "but it was being done by state
administration. Eviction can't be done with-
out intimation. The locals, panchayat and
sarpanchs are informed beforehand." While
SECL plans to acquire 368 acre of land, it
has 180 jobs to provide to the affected and
those evicted from region, Milind said
adding that those possessing land more
than 2 acres and have to give evict are eligi-
ble for employment. However, the non-eligi-
ble ones with small pieces of land will be
given compensation of Rs 5 lakh per acre,
the PRO said.

With only three of the 350
seats for Bachelor of Dental
Surgery (BDS) courses being filled
for the ensuing academic this year,
an unprecedented 99.14% vacancy
exist in Dental Colleges in
Chhattisgarh. As the counselling
for the BDS courses ended recent-
ly, there were virtually no takers
for the 347 available seats, includ-
ing 97 in the Government Dental
College. Besides the 100 available
seats in the Government Dental
College, the state has quota of 250
seats, 50 seats each, in the five
private run dental colleges in the
state.
According to officials, there
are 500 seats in five private dental
colleges, 100 each in CG Dental
College and Research Institute,
Rajnandgaon, Maitri College of
Dentistry and Research Centre
and Rungta College of dental
Sciences and Research in Durg,
New Horizon Dental College and
Research Institute, Bilaspur and
Triveni Institute of Dental
Sciences Hospital and Research
Centre in Bilaspur. Of these 50%
(250) are for reserved for admis-
sions by the government. With
another 100 seats in Government
Dental College, Raipur, the total
number of BDS seats in the state
is 350. Though the response for
admissions to the government
quota seats in private colleges has
been extremely low in the state for
the past couple of years, it is for
that first time that 97 seats in the
Government Dental College have
remained vacant. In 2012 and
2013, while all the BDS seats in
the Government Dental College
were filled, majority of the 250
quota seats in private colleges,
230 and 242 respectively,
remained vacant. Officials attrib-
uted the poor response to the BDS
courses to the government's deci-
sion of not holding a separate
entrance Pre Medical Test (PMT).
All the admissions this year have
been done through the All India
Pre Medical Test (AIPMT).
According to officials though about
15,000 to 20,000 students from the
state had appeared for the AIPMT,
only 760 students qualified. Of
these while many with good rank-
ings have opted for medical col-
leges outside the state, about 535
of them have been absorbed in the
available 550 MBBS seats in the
six (Raipur, Bilaspur, Jagdalpur,
Rajnandgaon and Raigarh) med-
ical colleges in Chhattisgarh, leav-
ing almost none for the BDS
courses. Dr Sumit Tripathi,
deputy director, DME, also attrib-
uted the poor response to the sole
dependence for students from the
AIPMT list. However, he
expressed the hope that more BDS
would be filled during the final
manual counselling scheduled for
Wednesday. Tripathi said since the
manual counselling for the MBBS
seats is scheduled for Tuesday,
students who do not get selected
there might opt for BDS courses.
Meanwhile majority of the avail-
able 535 MBBS seats in the state
run Medical College were filled on
the last day of counselling on
Monday. Though a few vacancies
still exist, they are likely to be
filled during the manual coun-
selling on Tuesday.

to come up in Bhopal
EMCs to make MP self-reliant
in electronics manufacturing
Madhya Pradesh is contributing
significantly towards realization of
vision of Digital India. The Electronics
Manufacturing Clusters (EMCs) com-
ing up at Badwai near Bhopal and
Purva near Jabalpur will help the state
become self-reliant in electronics prod-
ucts by attracting IT/EHM invest-
ments. Through it, a target has been
set to reduce electronics imports to
zero. With the first two EMCs of the
country, Madhya Pradesh will become a
major centre of electronics industry.
The main objective of the scheme is to
promote investments in Electronics
Systems Design & Manufacturing
(ESDM). ESDM sector includes telecom
equipments including mobile sets, opto-
electronics, IT hardware, bio-
metric/identity devices, consumer elec-
tronics, power supply for ESDM prod-
ucts, medical electronics, semi-conduc-
tor wafering, solar photovoltaics, semi-
conductor chips and components, FABs
for ESDM, LEDs, LCDs, avionics, elec-
tro-mechanical components, nano-elec-
tronics, e-waste processing, automobile
electronics and electronics manufactur-
ing services.
Activities under
scheme
Under EMC Scheme, assistance
will be given for a number of activities
including construction of internal road,
streetlights, water treatment plant,
electricity sub-station, backup water
plant, warehousing, hostel and mess for
employees, ESIC, educational facilities,
shopping malls, R&D services, training
facility, IT manufacture, telecom, pack-
aging, testing and certification facility,
safety, electronics and mechanical prop-
erties, RoHS testing, tax support, pollu-
tion control etc.
Concessions in
Madhya Pradesh
A number of facilities and conces-
sions are being given to electronics
industry in Madhya Pradesh. The state
government has implemented IT
Investment Policy-2014. Under the poli-
cy, all facilities are being given through
single window clearance. Besides, 5 per-
cent subsidy is being given on interest,
25 percent capital investment subsidy
on new units, 50 percent subsidy on
stall rentals for participating in IT
events, 75 percent rebate on the cost of
land, concessions in stamp duty, VAT
and CST refunds, reimbursement on
skill gap training upto 50 percent of the
cost, industry-friendly policy for captive
power generation and usage, benefit of
entry tax and facilities on expansion
and modernisation are major provisions
of the policy.
Bhopal is set to get yet anoth-
er gift in the form of a unit
Semiconductor Fab
(Semiconductor Wafer
Fabrication) for producing unique
and ultramodern electronics
chips. This will pave way for
states development in ultra high
modern technique sector. A sum
of Rs. 34 thousand 399 crore is
estimated to be invested on it and
1.22 lakh people are expected to
get employment through it.

for this. Capacity of
Semiconductor Fab will be
about 40,000 WSPM. On the ini-
tiative of Chief Minister Shivraj
Singh Chauhan, the state govern-
ment will allot 100 acre land to
the company near Raja Bhoj air-
port. Setting up of
Semiconductor Fab will cast
very good impact on electronic
system and design and manufac-
turing in the country. It will help
set up critical peeler in electron-
ics system design and manufac-
turing electronics system design
and manufacturing sector. It will
help also increase flow of technol-
ogy and funds. It will create high
value addition in other electron-
ics products manufacturing. It is
noteworthy that a high level com-
mittee of Central government had
recommended to identify
investors in technology sector and
provide special facilities to pro-
mote fab facilities for setting up
of 2 semiconductor fabs in the
country. The Central cabinet com-
mittee presented its recommen-
dations and sanctioned incentives
package for establishment of
semiconductor fab.

worth Rs. 36

phases in MP. Of these, 70 per-
cent projects are of roads. This
was stated by Finance Minister
Jayant Malaiya at sectoral semi-
nar on Opportunities of
Investment in PPP in MP during
Global Investors Summit.

electronics industry
MP is an ideal state for
defence industry and electronic
products of other sectors. This
was stated by experts on electron-
ic system design and manage-
ment (ESDM) subject at sectoral
seminar during Investors
Summit. Information Technology
Minister Bhupendra Singh was
also present on the occasion.

tronics is a new and emerging
sector. Conducive situations pre-
vail in MP for its development.
He said that importance of elec-
tronics sector is increasing day-
by-day. If next war occurs, it will
be fought on the basis of electron-

Development Organisation
(DRDO) is situated at Gwalior.
Electronic products are necessary
for countrys defence. Giving
detailed information about
Brahmos and AGNI missile pro-
grammes, he said that not a sin-
gle electronics item used in them
is being manufactured in MP.

Youths of state to get
better employment
opportunities
Bhopal: Chief Minister Shivraj Singh Chauhan has
said that energetic youths of the state will be provided bet-
ter opportunities to set up industries. He said that state
government will extend every possible assistance to
youths for this. The Chief Minister was inaugurating glob-
al tech centre of Netlink at Mandideep recently. Chauhan
also launched new website of Netlink. The Chief Minister
said that Madhya Pradesh is being developed as a hub of
information technology industries and business process
outsourcing (BPO). Referring to progress of the state in
industrial and agriculture sectors, the Chief Minister said
that progress in these sectors have given a unique identi-
ty to Madhya Pradesh in the country. Chauhan said that
expert youths of the state have to go outside the state
since they do not find jobs in accordance with their quali-
fications. He said that in coming years, youths will get
employment opportunities in Madhya Pradesh itself.
Network of industries
to be laid in villages
Chauhan has said that a network of small, medium
and major industries will be laid in villages to provide
maximum employment opportunities to youths in the
state. He said that Madhya Pradesh will emerge with a
unique identity on industrial map of country soon. Chief
Minister Chauhan was inaugurating Rs. 1600 crore Terry
towel unit of Trident Group at Budni in Sehore recently.
On the occasion, Chauhan also laid foundation stone of a
joint textile project costing Rs. 2400 crore.

Govt to check
sale of
crackers not
meeting norms
RAIPUR: The state government has
formed special surveillance squads to keep
a check on sale of crackers that do not meet
the norms. Chhattisgarh Environment
Conservation Board (CECB) officials said
anyone found selling such crackers will be
booked. CECB will also undertake an
awareness drive to control usage of crackers
so that pollution levels are kept under lim-
its. The government is also taking meas-
ures to monitor air and noise pollution lev-
els resulting from fire crackers on Diwali.
Officials in Raipur said special monitoring
centres would be set up two-day before
Diwali and will continue to monitor pollu-
tion levels round-the-clock for next two
days. The government has issued directives
to all collectors and superintendents of
police of all districts in the wake of the apex
court's 2005 order that makes it mandatory
for firecracker manufacturers to publish the
noise levels of crackers and safety advi-
sories on boxes.
CECB officials informed that fire crack-
ers should not be burned between 10pm
and 6am and it should not be burst within
100 metre area of highly sensitive areas like
hospital, school, college, hostel, court, reli-
gious places. They said the maximum noise
limit for a cracker is 125 decibels. For a
series of crackers it is 105 decibels.
"Anybody found in gross violation of these
limits will be punished. But monitoring is
done more for ensuring prevention rather
punitive action," said an official of CECB.
State authorities have stepped
up their efforts to motivate lower-
rung rebel cadres to surrender and
return to mainstream. They are
trying to cut off supply lines and
village level back up to Maoists.
Meanwhile, Maoist cadres contin-
ued to surrender with 20 more
rebels, some of them carrying
rewards on their heads, recently
surrendered in tribal Bastar
region of Chhattisgarh.
This year about 280 rebels
have already laid down arms.
Kanker district SP RN Dash said
twelve Naxalites, including three
women, surrendered before senior
police and BSF officials in Kanker
district. In their statement to
police, they alleged atrocities on
tribals and sexual exploitation of
local women by senior cadres.
Naxalites who surrendered
include military platoon-17 com-
mander Somnath Kawre, carrying
a reward of Rs 8 lakh on his head,
Korar local operation squad com-
mander Rajnu Gota and others, all
between 20 and 40 years of age.
Kawre was involved in Chinpar
ambush in which three CRPF con-
stables were killed, Kalighat
encounter injuring two CRPF
jawans, killing of three police per-
sonnel in Mahamaya mines in
2008, killing two BSF jawans in
Etabalka Ambush in 2010 and
other deadly attacks.
Quoting statements from sur-
rendered Naxalites, Dash claimed
that senior Maoist leaders sexual-
ly exploited several tribal girls and
if they got pregnant, the rebels
allegedly forced them to undergo
abortion.

Chief Minister Raman Singh has
instructed disaster management
department and state disaster response
force to make preparation from October
12 to 14 for any emergency services in
all districts in view of cyclone Hudhud.
Hudhud cyclone is likely to get intensi-
fied as it gets closer to Andhra Pradesh.
According to weather department, it
may create impact on parts of southern
Chhattisgarh including Bastar and
Raipur with strong winds and heavy to
very heavy rainfall.
The Chief Minister has ordered all
government hospitals to remain open
till cyclone's impact is over in state and
be updated with first aid, medicines
and other necessary medicines.
Helpline number has been issued con-
nected to disaster management offices
for people's help on 0771-2510593 and
2510823. Singh has also appealed citi-
zens not to visit or move nearby water-
bodies, ponds etc for at least two days.
The Weather Department has said that
weather will remain cloudy and windy
with speed of 40-50 kilometers per hour
in Bastar and about 20 kilometer per
hour in Raipur. "Heavy to very heavy
rainfall is expected in southern parts of
Chhattisgarh before Sunday noon.
While state isn't expected to receive
much damage but warning has been
sounded across the state as strong
winds may cause damage to electric
poles and uprooting of trees," said the
Weather Department.
The South East Central Railway
has decided to cancel services of five
express trains in Chhattisgarh and
about 30 trains will run on diverted
routes on October 11 and 12 for safety of
passengers. To safeguard passengers
from cyclonic impact, Durg-Jagdalpur
express on Saturday and Samta
express, Vishakapatna-Lokmanyatilak
express, Vishakapatnam-Korba express
and Korba-Vishakapatnam express on
Sunday have been cancelled. Nearly 35
other trains are expected to keep divert-
ed via other routes on Sunday.

Rajendra Shukla has said that pri-
vate sector is being promoted in the state
for increasing power generation capacity
through unconventional energy sources. He
said that this sector is witnessing historic
progress in the state due to attractive poli-
cy. As a result of it, 3261 MW wind power
will be generated in the state by year 2017
and MP will be known as the best state in
the country in wind energy generation. He
said that state government will extend
every possible assistance to those investors
who are investing in wind energy sector in
MP. Shukla was addressing a session MP

On the occasion, project letters of commit-
ment were singed for 107 MW wind energy.

projects of 5,500 MW capacity have come to
MP after implementing Wind Power
Energy Policy-2012.
MP to be new power
hub of renewable energy
Rajendra Shukla said that MP is
emerging as the new power hub in renew-
able energy sector. He said that in view of
deteriorating environment, consumers
should be supplied domestic electricity
through renewable energy. He said that the
state government has made concrete
arrangements to promote generation of
power through renewable sources. Shukla
specially urged investors to invest in solar
energy sector. Shukla was addressing a sec-
toral seminar on Solar Power in MP dur-
ing Investors Summit.
Minister Shukla said that solar power
generation capacity in the state is 356 MW
in year 2014, which will increase to 2654
MW in year 2017. Shukla informed that
conditions of solar energy generation are
conducive in MP. Solar radiation in the
state is 6.2 KWH per square meter during
300 days a year. The Renewable Energy
Minister informed that solar power projects
are operating in Neemuch, Shajapur, Dhar,
Mandsaur, Ratlam, Rewa, Khandwa,
Sheopur Kalan, Rajgarh and Guna dis-
tricts. He informed that 20 thousand
hectare land has been identified for solar
power. Shukla said that worlds first ultra
mega solar power plant is being set up in
Rewa, which will generate 750 MW power.
He informed that countrys biggest 130 MW
solar plant is being established in
Neemuch district.

Narendra Modis invitation to
Congress leader Shashi Tharoor for
Swachh Bharat campaign, to which he
responded positively leading to an outcry
from Congress's Kerala unit, Tharoor said,
"The fact is that we don't do distinction in
our politics".
Dismissing speculation that he was try-
ing to get close to the BJP as ridiculous,
Tharoor said those demanding that he be
punished for allegedly praising Narendra
Modi have neither understood his remarks,
nor bothered to talk to him. "Nobody under-
stands when somebody is trying to express a
complex set of ideas," he said and under-
lined he has been seen by some as a foreign
object. And perhaps there is a difficulty in
digesting who I am and how I conduct
myself," he said when asked about the con-
troversy.
Signalling that disciplinary action
would be contemplated against Tharoor if he
kept on lauding Modi's initiatives, KPCC
Vice President MM Hassan said in
Thiruvananthapuram, "As a first step, we
are asking him to stop praising Modi as his
stance went totally against the Congress'
ideals." Tharoor said that he is different
from those who have devoted their entire life
to politics, served the nation, served the
party. "I have indeed had a different career.
I have come into politics late in my life and
as a professional and perhaps there are
some incompatibilities that have manifested
these reactions," he said. Tharoor has main-
tained that his response to Modi's call to
support the "Swachh Bharat" campaign
would not mean that he even remotely
endorsed the BJP's "core Hindutva" agenda
and that he continued to be a "proud
Congressman".
"It is completely ridiculous. I reject it
completely," Tharoor said when asked about
talks in some sections within his party and
outside that Tharoor was trying to get close
to the BJP. Tharoor said that the amusing
thing is that everybody who has been seen
on Kerala television has his number.
"(They have) called me on various mat-
ters in the past and could have easily called
me again but they chose to go public and
didnt talk to me," he said. Meanwhile,
Tharoor tweeted saying Mahatma Gandhi
stood not only for physical cleanliness but
for cleanliness of mind, heart, soul and spir-
it. "I therefore urge @PMOIndia to also work
for an India cleansed of bigotry, hatred,
intolerance& divisiveness, an India that is
truly clean," he tweeted.

labour is con
demned to a life of poverty and
slavery. And yet nobody in India
paid attention to his argument or his
fight. He won several international
awards. But in India he was mostly
treated as somebody who was mak-
ing a lot of noise on a trivial issue.
Satyarthis mission would
have remained unrecognized had
he not gone global. In 1992, Satyarthi
led a Global March against Child
Labour through 125 countries. If
he had remained confined to
India, Satyarthi would have re-
mained every bit as invisible as the
children he rescued.
Satyarthis achievement is all
the more impressive when viewed
in the context of our political
and societal indiffernce
toward child labour. In many
ways, comparing him with Malala
Yousafzai is unfair. Malala be-
came an international icon within a
few years because her campaign was
met with brutal resistance from the
Taliban. Satyarthi, ironically, was
fighting against an equally powerful
enemy, all the more mighty be-
cause there were no bullets to point
to its brutality. Nobody resisted
Satyarthi's efforts; nobody issued
a fatwa against him or threatened
to put a bullet through his head. We
attacked him instead with silence
and apathy. This Nobel Prize
has rightly reminded India and
Pakistan of their common enemies.
It has embarrassed us in front of
the world by pointing out how we
continue to mindlessly pound each
others borders when there is so
much we can all fight together.

unrecognized in India

Thirty years ago, when Kailash Satyarthi broke away from Swami Agnivesh to
work against child labour, he met with typical Indian resistance and justifica-
tions: What will a poor child do if not work? How will he eat? Do you want him
to beg on the streets instead? Are we not helping him by letting him earn?
Most sound both logical and valid considering the plight of our rural poor and
their families. But Satyarthis comeback is more compelling.

Union Health Minister, Dr Harsh
Vardhan, who chaired a meeting of all the
health secretaries here recently, said
National Health Assurance Mission (NHAM)
would end forever the marginalisation of the
majority of Indians from quality and afford-
able health care. He admitted that several
rounds of brainstorming would be needed
over the next few months to add further
value to NHAM and ensure that it becomes a
dynamic, empowering instrument in the
hands of 1.25 billion Indians.
NHAM is presently being readied for
submission to the Union Cabinet. After it
meets with approval, it will be rolled out by
the end of the current financial year in a
phased manner. The Minister said that a
sound regulatory system would be erected to
ensure that the assurance does not remain a
paper promise.
The broad proposals contained in the
NHAM have been welcomed by the health
secretaries of all the States and Union
Territories. The minister said, Let us have a
social movement that will revive Indias past
glory as a health provider to its people.
NHAM, with the right implementation, right
monitoring mechanism and right informa-
tion systems, will make India a health power
just as it was in historic times.
Dr Harsh Vardhan also got the States on
board with his idea of disease control
through investment in preventive and pro-
motive health. A list of diseases and condi-
tions has been drawn up by for the preven-
tive campaign. These are: measles with
rubella, malaria, cancer, diabetes, hyperten-
sion, TB and chronic pulmonary diseases,
leprosy, obesity, cataract, deafness, geriatric
and AIDS. Lifestyles are also a focus. In this
area, tobacco and alcohol consumption are
named, as are the merits of sanitation, pub-
lic and personal hygiene, the importance of
organ donation, the promotion of blood dona-
tion and awareness of healthcare of the eld-
erly. Dr Harsh Vardhan also mentioned that
the pan-India campaign will also dedicate
special days to highlight the importance of
nutrition, deworming, and steps to prevent
anaemia. The primal need for protecting the
lives of new mothers through matri surak-
sha will also be part of the programme.
He stressed, I would request all the
States to observe these days because I feel
that with time these will become points of
rally for NGOs, doctors and those who have
experienced but survived these diseases and
conditions to provide a platform which would
go on to motivating people on ways to avoid
them. The States health secretaries were
advised by the Minister to promote the cul-
ture of rational prescribing of drugs among
doctors. He said, If necessary you could
insert a clause on mandatory prescribing of
rational drugs into the contract of new doc-
tors joining the health service. The Swachh
Bharat campaign found special place in his
address. The Minister urged the state gov-
ernments and UT administrations to see the
Prime Ministers call as a blessing in dis-
guise. He said, This is the opportunity to go
into mission mode in cleaning up your hospi-
tals, health centres and all health depart-
ment buildings.
Put in place permanent protocols for
cleanliness which would automatically lead
to greater efficiency in health delivery. A
clean hospital invariably leads to greater
faith in the public health system.
NHAM to ensure quality,
affordable healthcare to all
Japan Plus constituted to fast
track Japanese investments
The Department of Industrial
Policy & Promotion (DIPP) has set
up a special management team to
facilitate and fast track invest-
ment proposals from Japan. The
team, known as Japan Plus, will
comprise representatives from
Government of India and METI
(Ministry of Economy, Trade and
Industry), Government of Japan.
An outcome of the recently con-
cluded visit of the Prime Minister
to Japan, the mandate of the
Japan Plus team runs through
the entire spectrum of investment
promotion research, outreach,
promotion, facilitation and after-
care. The team will support the
Government of India in initiating,
attracting, facilitating, fast track-
ing and handholding Japanese
investments across sectors. The
team will also be responsible for
providing updated information on
investment opportunities across
sectors, in specific projects and in
industrial corridors in particular.
In addition, the Japan Plus team
will identify prospective Japanese
companies, including, Small and
Medium Enterprises (SMEs) and
facilitate their investments in
India. Government has also consti-
tuted a Core Group chaired by
Cabinet Secretary on India-Japan
Investment Promotion
Partnership. This Core Group will
co-ordinate and closely monitor the
process to ensure that investments
from Japan as envisaged in
IndiaJapan Investment
Promotion Partnership are facili-
tated in various sectors and oppor-
tunities of investment and technol-
ogy transfer are fully exploited.
During the recent visit of the
Prime Minister to Japan, the
IndiaJapan Investment
Promotion Partnership was
announced. Under this Investment
Promotion Partnership, Japan has
offered to invest in India approxi-
mately 3.5 trillion Yen (US $ 33.5
Billion) by way of public and pri-
vate investment and financing
including Overseas Development
Assistance, over the next five
years. India has been rated as the
top investment destination by
JBIC for the long term. Japan is
the 4th largest FDI contributor to
India, with major interests in
pharmaceuticals, automobiles and
services sectors and accounts for
7.46% of total FDI equity inflows
into India. Over the last decade,
the number of Japanese establish-
ments in India have increased by
11 times, reflecting the positive
sentiments of Japanese investors
for Indian market.

Revenue would start activity
relating to the budget of 2015-
16 from next month and will
interact with the various
industry groups for sugges-
tions, Revenue Secretary,
Shaktikanta Das said here
recently. From November
onwards we will get on with
our interaction with various
industry groups, we will be
starting our homework as
part of preparation of the next
budget, said Das while
addressing an ASSOCHAM
event. As we're moving
towards the next budget we're
looking forward to an active
engagement, very concrete
and actionable suggestions
from the industry, he added
while inaugurating the 11th
International Tax Conference
organised by The Associated
Chambers of Commerce and
Industry of India
(ASSOCHAM).
He said that providing a
predictable, business friendly
and enabling taxation regime
is a two-way process and it
has to be outcome of partner-
ship between the department
and tax experts, profession-
als, tax executives and lead-
ing industrialists/entrepre-
neurs. It has to be a partner-
ship effort between industry
and practitioners/experts and
the Revenue Department as
there is a need for construc-
tive engagement, said Das.
We should move away from
this whole business of aggres-
sive tax planning vis-a-vis
aggressive assessments, he
added. In an appeal to all
stakeholders including
investors, corporate houses
and tax practitioners, he said
that there is a need to keep
aside the 7-8 high-profile
pending cases and come
together, move ahead and
work in a spirit of co-opera-
tion and partnership.

the first bilateral advance-
pricing agreement (APA)
between Indian and Japanese
tax authorities in case of a
particular company based in
Japan has been finalised and
would be inked very soon.

for suggestions on Budget

programme for value addition
of dehaired Pashmina
New Delhi: The Textiles
Ministry is planning to introduce
a programme for value addition of
dehaired Pashmina in Leh in con-
sultation with the Ladakh
Autonomous Hill Development
Council. This was stated by the
Minister of State for Textiles,
Santosh Kumar Gangwar who
recently launched the Pashmina
Promotion Programme (P-3) and
laid the foundation stone of
Pashmina Dehairing Plant at
Pashmina Dehairing Plant
Complex in Skalzangling, Leh.
Assuring that the Ministry
would give priority to Ladakh
region being a border state, he
said they would make all efforts to
implement the programme suc-
cessfully in a time bound manner
and increase Pashmina wool pro-
duction to 65 tonnes by the 12th
Five Year Plan. Under Pashmina
Promotion Programme, a major
provision has been made for estab-
lishment of latest technology
including imported Pashmina
Dehairing Plant at Leh with total
financial allocation of Rs 19.35
crore including other machineries
like scouring, drying, and boiler
along with construction of build-
ing for installation of these
machineries at Leh.
Significantly, the existing
Deharing Plant has obsolete
Chinese dehairing machine and is
not sufficient to de-hair 45 tonnes
of Pashmina wool produced here
and with present capacity it can
only de-hair upto five tonnes pash-
mina. Ladakh region produces the
finest Pashmina wool (specialty
fiber) in the world, which has high
demand globally. The region
grows about 45 tonnes of
Pashmina wool every year having
a population of about 2.50 lakh
Effective amendments
in states tourism and
land disposal policies

Making MP The Tourist State has said that
amendments have been made in tourism and land
disposal policies for promoting tourism in MP. He
said that exemption has been given from luxury
tax in the new policy. Exemption from luxury tax
will be applicable for 8 years for new hotels. The
exemption will be for 5 years in Indore and
Bhopal. Luxury tax will not be imposed on rooms
upto Rs. 3000 rent. Heritage hotels will be eligible
for exemption for 10 years. Patwa said that poli-
cy and intention of MP government are sincere. If
you do not invest now, you will rue later, he added.
Patwa said that there is immense potential
of religious, forest and water body tourism in the
state. He informed that 6 crore 21 lakh tourists
visited MP during year 2013. Patwa said that
efforts are underway to enhance air connectivity
in the state.

also being framed. Rao also informed about other
measures taken by the state government to pro-
mote tourism.

pitality sector suggested that hotels should also be
included in basic infrastructure. Member of

Kothari said that connectivity and statesmarket-
ing are vital for promoting tourism. He said that
MP is the first state to give capital subsidy. He
said that extension of interest subsidy should also

in Kullu recently, he said that it had been observed
that many power loom industries were copying the
pattern of Himachali shawls especially Kullu and
Kinnauri shawls and were selling them at higher
rates. He added that Himachali shawls had great
demand not only in the country but also abroad
and steps should be taken to patent these prod-
ucts. The Chief Minister also stressed the need to
revive silk and wool industries in the State. Citing
the example of Nurpur silk mill, he said Nurpur
silk saris and pashmina shawls had high demand
in the country but many such handloom industries
in the State despite having adequate infrastruc-
ture were idle and there was a need to revive
them. Singh said that Bhuttico weavers society of
Kullu was the first weaver cooperative society in
the country that was formed in the handicraft sec-
tor of Himachal Pradesh. The Himachal wool and
silk industry which was well established in those
days, needed to be given a fillip. He said that
small and medium scale industries were contribut-
ing a lot in economy of the people of the State by
providing direct and indirect employment. Further,
they contributed up to 40 per cent in export of var-
ious products. Information technology also had a
significant role to play in this sector, the Chief
Minister added.

The Zonal Railway
Training Institute (ZRTI)
is perusing a proposal to
tow down one of the oldest
and original steam loco-
motives from the high hills
to the lake city. If the rail-
way board gives its nod to
the proposal, the more
than 100-year- old steam
engine, once an integral
part of the classic '
Himalayan Bird' train
having operated between
Siliguri and Darjeeling in
the 19th century, would be
brought here to be show-
cased on the ZRTI premis-
es. The institute was sanc-
tioned a steam engine as a
display model some time
back. The initial plan was
to bring an engine kept in
the railway shed at Rajkot
but transporting this
metre gauge engine to
Udaipur posed a big prob-
lem. With most of the
metre gauges converted
into broader tracks, road
transport seemed to be the
only option to get the
engine to Udaipur.
However the transporta-
tion expenditure is esti-
mated run into more than
Rs 10 lakh, an amount
considered unfeasible to
be spent on display mod-
els. Considering the budg-
et limitations, the ZRTI
proposed an option to seek
a narrow gauge steam
engine from Neemuch in
MP. Since the steam
engines for narrow gauges
were considerably smaller
and easily transportable
in the current railway
wagons, attempts were
made to seek a narrow
gauge engine. The insti-
tute then wrote to the her-
itage wing of the railway
board seeking allocation
for one of the steam loco-
motives from the legendry
Darjeeling Himalayan
Railway (DHR), listed as
the world heritage site by
UNESCO in 1999.

investing in MP. Noted industrialist
Gautam Adani said that his group will invest
Rs. 20 thousand crore in MP in next 5 years.

during last 8-10 years. Reliance Groups
Chairman Mukesh Ambani said that MP
will become digital capital of India. His group
will invest Rs. 20 thousand crore by year
2015 in digital internet, energy, retail etc. He
also evinced interest in organic farming in
the state.
Essar Groups Chairman Shashi Ruia
informed about intention to invest Rs. 4000
crore in the state in energy, steel, BPO and
coal band. Su Sindoor Mittal of Welspun
Group said that MP has set an example of
providing facilities rapidly to industrialists.
She informed that her group will invest Rs.
5000 crore in renewable energy sector in com-
ing days. John Stone of J.N.S. Group of
Australia said that his country stands by
India and MP in writing a new chapter of his-
tory. He lauded the state government for cre-
ating atmosphere of investment. Future
Groups Chairman Kishore Biyani assured
to provide jobs to 10 thousand youths by
establishing food park in the state. He said
that wheat of MP is most suitable for prepar-

Tirkey informed investors and
entrepreneurs that the state govern-
ment has issued an order amending spe-
cial package policy for urban areas of the
state. The amendments will be applica-
ble in all municipal corporations, Nagar
Palika and Nagar Panchayat areas
except Indore city. Upto one acre land on
concessional rates will be provided to
100-bed super speciality hospital, 2
acres to 200-bed hospital, 3 acre for 300-
bed hospital, 4 acres for 400-bed hospital
and upto 5 acre land will be made avail-
able on concessional rates to super spe-
ciality hospitals of 500 or more beds. In
rates of government land under Bhopal
Municipal Corporation, 40 percent con-
cession will be given and 60 percent in
other municipal corporations, Nagar
Palika and Nagar Panchayat areas
(except Indores urban areas).
Accreditation from National
Accreditation Board of Hospitals will be
mandatory for ensuring quality of facili-
ties. Enumerating various conditions,
the Principal Secretary said that proj-
ects getting land on concessional rates
will not be eligible for capital and inter-
est subsidy. It will be mandatory to
reserve 50 percent beds for general ward
if land is provided on concessional rates.
Allotted land cannot be used for any
other purpose than super speciality hos-
pital, he added.
Better use of IT in health
security sector in state

health and medical education sectors in

sion, entrepreneurs interested in invest-
ing in healthcare sector were informed
about various beneficial provisions made
by the state government for the invest-
ment in health sector.

provided without any discrimination to
every person in rural and urban areas
through universal health coverage.
Giving details of various healthcare
schemes in the state, Tirkey said that
special attention is also being paid to
raising skilled human resources in
health and medical education sectors in
MP. Conducting the first session,
Commissioner Health Pankaj Agrawal
informed that special package has also
been chalked out in MP for establish-
ment of pharmaceutical industries.
Director Health Navneet Kothari con-
ducted the second session. Experts also
expressed their views at both the
sessions.

Srinivasan from participating in the
November 20 Annual General Meeting
(AGM) of the BCCI and to declare as illegal
the continuance of its office bearers due to
the failure of the Board to hold its elections
prior to September 30. The apex court said
before taking any call on the issue, it will
wait for the outcome of the inquiry of the
Justice Mukul Mudgal Committee which is
probing the IPL betting and spot-fixing
scandal and is scheduled to file its final
report by November 10.
"Let us wait for the report of the probe
committee. Let the decks be cleared for the
elections. We had given the last order (on
September 2013) allowing him (Srinivasan)
to participate in the election but he will not
hold the office (President) till further order.
"Till then you keep quite. We are not con-
cerned at this stage with the AGM. Please
wait till the report of the Justice Mudgal
Committee is filed," a bench comprising
Justices T S Thakur and F M I Kalifulla
told the Cricket Association of Bihar which
was seeking directions to declare the post-
ponement of AGM after September 30 as
illegal. Senior advocate Nalini
Chidamabaram, appearing for the CAB,
also submitted that since the AGM was not
held prior to September 30, no office bear-
ers have locus standi to continue in the
working committee of the BCCI.
She also submitted that since
Srinivasan has been directed by this court
not to function as President of the BCCI,
how can he contest the coming polls.
However, the bench said the apex court's
order last year made it clear that the
arrangement was till further order and also
he is not inelligible to contest the BCCI
election. It also questioned CAB's
Secrertary Aditya Verma of coming out with
the plea to bar Srinivasan from contesting
the polls before the submission of the
Justice Mudgal Committee's report. "So you
are filing the plea that don't allow him to
contest when the sword is hanging.
Tomorrow who knows he could be exonerat-
ed," the bench observed and added that "if
there is an election what happens to his
right". Realising that the bench was not
inclined to give any relief to the CAG,
Chidambaram said, "Don't pass positive
order allowing him to contest".

Guess who the BCCI's highest
paid employees are?
The cricketers might be sweating it out on the field giv-
ing their best for the nation but it's not the players who
receive the biggest pay cheques from the BCCI. It is not the
like the current ICC chairman N Srinivasan is the man
either. Nor is it the biggies in the BCCI administration --
the CEO or the COO. That title belongs to two of the
BCCI's old retainers -- Sunil Gavaskar and Ravi Shastri.
According to a report in The Indian Express, Ravi Shastri
and Sunil Gavaskar make a cool Rs 6 crore annually from
the BCCI. After the England Test series debacle, Ravi
Shastri was named the director of Indian cricket team for
the ODI series. And after a good performance in the ODIs, the former Indian all-rounder was
recently retained as the director till the 2015 World Cup. Gavaskar is the head of IPL oper-
ations. According to the report, the two already earn Rs 4 crore as BCCI-endorsed commen-
tators and they are earning Rs 2 crore more for their new roles.

the UN agency announced here Thursday.
Aamir endorsed the offer, in which capacity
he would support Unicef's work to promote
the right of South Asian children to nutri-
tion. In a programme organised in
Kathmandu Thursday, the UN agency offi-
cially announced Aamir Khan as new
Unicef ambassador after he visited
Kapilvastu and Lumbini in west Nepal
Wednesday to observe a locally initiated
nutrition programme by women health vol-
unteers, saving thousands of children from
malnutrition, a common phenomenon in
South Asia.
"I am delighted to become an ambassa-
dor of Unicef in South Asia. I hope my
messages on the importance of children's
nutrition will make parents, families at all
levels support and adopt proven services
and nutrition practices that will help chil-
dren grow and develop to their full poten-
tial," Aamir said after his endorsement.
Child stunting remains one of the great-
est development challenges in South Asia,
he said, adding that stunted children have
stunted bodies, stunted brains and stunted
lives. "Compared with children who are not
stunted, stunted children have poorer cog-
nitive development, often enrol later in
school, complete fewer grades and learn
less, leading to reduced productivity and
income-earning in adult life," he added.
After sub-Saharan Africa, South Asia
reports the highest number of deaths of
children under the age of five - 2.3 million
in 2011. In this region, 38 percent of the
children under the age of five have stunted
growth due to chronic under-nutrition. In
addition, an estimated 28 percent children
are born with low birth weight, largely due
to women's poor nutrition during and
before pregnancy, according to Unicef.
During his three-day Nepal visit, Aamir
also took part in the launch of the "1,000
Golden Days" national nutrition campaign.

Competition for youth under the
aegis of "Inspire" programme
beginning at Pragati Maidan,
New Delhi. Dwelling on the wide
dimensions of INSPIRE
(Innovation in Science Pursuit for
Inspired Research) programme for
the youth, Dr. Singh said that this
is one of the most innovative pro-
grammes developed by
Department of Science &
Technology headed by him and is
aimed to attract talent to the
study of science at an early age,
thus helping to build the vital
human resource pool for science
and technology with a long-term
foresight. Dr. Jitendra Singh said
that ever since he took over the
charge of Ministry of Science &
Technology four months ago, it has
been his constant endeavour to
catch young minds with innova-
tive aptitude at their formative
stage, so that foundation of future
India based on science, rests in
the hands of the best talent avail-
able. In this regard, he cited the
introduction of a scheme called
SEAT (Scheme for Early
Attraction of Talent), which aims
to attract talented youth to study
science by awarding them for their
work and another scheme called
SHE (Scholarship for Higher
Education), which aims to encour-
age talented youth to undertake
higher education in science pro-
grammes by providing them schol-
arships and arranging for them
summer attachment/ fellowship
with established researchers.
