Code of Conduct
REFEREES
Every season the League has to deal with complaints, regarding the standard of
refereeing.
It is important to note that an unqualied Referee has the same powers and
status of a qualied ofcial (League Rule 6[A]). This covers the time he/she enters
the ground until such time he/she leaves. Any formal complaint received, under
League Rules, will be referred to Surrey County FA.
The League appreciates that many Referees are Team Managers, Assistants, or
Parents and we will, initially, be very protective if a complaint is received.
Please consider that without Referees we would not be able to provide football
for our players.
The League would like to be in the position to appoint Referees to all xtures but
this unfortunately is not possible.
Another important factor, to bear in mind, is that Team Managers are responsible
for the behaviour of their Players and Supporters (Rule 11[A]). This applies both
on and off the eld of play.
If the Guidelines are followed the level of complaints the League receive will be
reduced:-
At the time the xture is conrmed (not later than the preceding Sunday),
advise the opposing Team Manager, the name of the Referee.
If you are unable to provide this information, at the time, let the opposing
team know, giving as much notice as possible.
Advise the opposing team whether or not the Referee is qualied.
If you, or jointly with your opposing Team Manager, consider it necessary
agreement can be reached whereby the opposing team provide the services
of a Referee (the fee for a league match to be paid by the home team).
If for any reason you cannot mutually agree on the Referee for the xture, the
matter should be referred, immediately, to your Age Group Secretary

elcome to the Surrey Primary League and the 2013/14 playing season and thank you for
choosing to play your football in our league.
The Surrey Primary League was founded in 1994 by a group of likeminded individuals who wanted
to give children a beter experience of football; this ethos is stll very strong at the League today. We
contnue to champion ideas, rule changes and try our hardest to apply common sense to ofen very
difcult circumstances to be able to deliver this ethos.
With all the changes currently rolling out at the Youth Football level there has been a great deal of
confusion surrounding age group qualifcaton, it is hoped as the format changes roll up the age groups
that much of this confusion will be overcome.
Sadly I believe the FA, who have put a great deal of efort to make sweeping changes, have missed a
very large opportunity in that the standard code of rules for youth leagues is stll not truly refectve
of the needs of youth leagues and whilst they contnue to adapt adult rules for children they will have
many areas that will be of concern which the league will champion to the best of its ability.
One such major concern that is currently being championed by the SPL is that of dual registratons,
in a world where children are only permited to play in one game or part of one game per day the
serious queston that needs an answer is why do the FA not stop clubs/teams from registering children
in more than one competton playing on the same day thus allowing children to play in more than
one game per day? None of the FA systems support putng a stop to these practces which is alarming
considering the amount of money that has been spent on these systems and studies.
Youth leagues form the largest percentage by far of players playing in the county and yet instead of
having our own truly refectve code of rules we have to work with adapted adult rules. Each year the
true input and ability to make real changes to these rules by youth leagues is being eroded away by
the FA and untl a truly representatve body of youth League representatves have real input into the
standard code of rules then the current vein will contnue.
The 2013/14 season sees a new secretary in place in Tim Wilson. Tim is very keen to get as much
administraton as possible online and I would ask for all of your support and understanding whilst we
are rolling out these many new online systems and facilitate all the volunteers to get used to these
systems. There will be hiccups and the odd oversight but please help us by providing constructve
feedback, raising concerns and ofering solutons to overcome these. Only by us all working together
can we hope to improve all of our experience of Youth Football and deliver to all of the children in the
league the best experience possible.
I would again take the opportunity to thank all the volunteers running the clubs and teams, all of the
league Volunteers both on the management commitee and age group secretaries. The efort you all
put in to allow so many children to partcipate in the game of football is to be commended. On behalf

The qualifcaton dates for the Competton shall be as follows:

In accordance with the foregoing qualifcatons a player under the age of 14 must not play in a
match where any other player is older or younger by 2 years or more. Similarly no player can take
part in organised football untl the season following their 6
th
birthday and no player can take part in
11-a-side games untl the season afer their 10
th
birthday.
The above qualifcaton dates are subject to the provisions contained in FA Rule C.4(a)(vi).
Age Group Qualifcaton
Children who have atained the age of six but are under the age of (a) seven as at midnight on
the 31st August in season 2013/14 (b) eight as at midnight on the 31st August in season 2014/15
may be permited to play in a match between sides with a maximum of fve players and shall
play according to the correct Laws of The Game for that format.
Children who have atained the age of (a) seven as at midnight on the 31st August in season
2013/14 (b) eight as at midnight on the 31st August in season 2014/15 may be permited to
play in a match between sides with a maximum of seven players and shall play according to the
correct Laws of the Game for that format.
Children who have atained the age of nine but who are under the age of ten as at midnight on
the 31st August in the playing season may be permited to play in a match between sides with
a maximum of seven players and shall play according to the correct Laws of the Game for that
format.
Children who have atained the age of ten but who are under the age of (a) eleven as at midnight
on the 31st August in season 2013/14 (b) twelve as at midnight on the 31st August in season
2014/15 may be permited to play in a match between sides with a maximum of nine players and
shall play according to the correct Laws of the Game for that format.
Children who have atained the age of (a) eleven as at midnight on the 31st August in season
2013/14 (b) twelve as at midnight on the 31st August in season 2014/15 may play in a match
between sides with a maximum of eleven players and shall play according to the correct Laws of
the Game for that format.
Children who have atained the age of six as at midnight on the 31st August in a playing season
may play Futsal according to the Laws of the Game Futsal. The partcular age ranges for such
actvity are subject to amendment by The Football Associaton from tme to tme.
In season 2013/14, children shall not play, and shall not be permited or encouraged to play, in
a match between sides of more than the following number of players, according to their age
group:
Under 7 5v5 (including Futsal)
Under 8 7v7

SURREY PRIMARY LEAGUE
PURPOSE OF LEAGUE
The purpose of this League Competton is to provide an enjoyable experience of football
for all children between the ages of 6 and 18 years through playing the game of football in a
compettve but sportng and fair manner, in accordance with the Competton Rules as set out
by the Football Associaton Rules and Regulatons.
The general ethos of the League being
That everyone be it players, spectators or ofcials shall enjoy the experience of
partcipatng.
That everyone is aware that unsportng behavior and inappropriate conduct is not
tolerated.
That child welfare is of the utmost importance.
SURREY PRIMARY LEAGUE RULES 2013 2014 SEASON
NOMENCLATURE AND CONSTITUTION
1. (A) This Competton shall be designated the Surrey Primary League/Cup and known as
the Surrey Primary League and shall consist of not more than 150 Clubs approved by
the sanctoning authority.
The Competton will provide football in accordance with the agreed youth formats
published under FA Rule C4(A). This Competton will reproduce the relevant FA Rule
in its handbook and on its website to ensure clarity and compliance with Rule 8(B).
(B) All such Member Clubs must be afliated to an afliated County Football Associaton
and their names and partculars shall be returned annually by the appointed date on
the Form D to the Surrey County Football Associaton. The area covered by the
Competton Membership shall be at the discreton of the management commitee.
This Competton shall apply annually for sancton to the Surrey County Football
Associaton(s) and the consttuent teams of Member Clubs may be grouped in divisions.
(C) Inclusivity and Non-discriminaton
(i) This Competton and each Member Club must be commited to promotng
inclusivity and to eliminatng all forms of discriminaton.
(ii) This Competton and each Member Club does not and must not [by its rules or
regulatons or] in any manner whatsoever unlawfully discriminate against any person
within the meaning and scope of the Equality Act 2010 or any law, enactment, order
or regulaton relatng to discriminaton (whether by age, gender, gender reassignment,
sexual orientaton, marital status, race, natonality, ethnic origin, colour, religion or
belief, ability or disability or otherwise).
(iii) [This Competton and each Member Club must make every efort to promote
equality by treatng people fairly and with respect, by recognising that inequalites
may exist, by taking steps to address them and by providing access and opportunites
for all members of the community, irrespectve of age, gender, gender reassignment,
sexual orientaton, marital status, race, natonality, ethnic origin, colour, religion or
belief, ability or disability or otherwise).

(iv) Any alleged breach of the Equality Act 2010 legislaton must be referred to the
appropriate sanctoning Associaton for investgaton.
(D) This Competton and its Clubs shall support the FAs Respect programme. As such
it recognises that everyone in football has a collectve responsibility to create a fair,
safe and enjoyable environment in which the game can take place. A Respect League
values the contributon of match ofcials, players and spectators and ensures that
they are treated with courtesy and fairness by opposing players, club ofcials and
spectators. The League and its Clubs will seek to play fxtures in a fair, compettve but
not antagonistc environment.
(E) Member Clubs shall not enter any of their teams playing in the Competton in any
other Compettons (with the excepton of F.A. and County F.A. Compettons) except
with the writen consent of the Management Commitee of the Competton.
(F) Acceptance of Clubs or teams to the Competton is not guaranteed and is subject
to the approval of the Management Commitee prior to electon at the Annual
General Meetng. All decisions relatng to the acceptance of Clubs and Teams into the
Competton will be fnal with no right of appeal. The interests of the existng Member
Clubs will be paramount when making decisions.
(G) The League Management Commitee shall have the power to decide or adjust the
compilaton of the divisions at their discreton. When necessary this Rule shall take
precedence over Rule 12.

ENTRY FEE, SUBSCRIPTION, DEPOSIT
2. (A) Applicatons by Clubs for admission to this Competton or the entry of an additonal
team(s) must be made to the Secretary, online through
www.thesurreyprimaryleague.com. There will be no Entry Fee.
At the discreton of a majority of the accredited votng members present applicatons,
of which due notce has been given, may be received at the Annual General Meetng
or a Special General Meetng.
When Rule 12(B) is applied and a team seeks a transfer or is compulsorily transferred
to another division no Entry Fee shall be payable.
(B) The Annual Subscripton shall be 70.50 per Team playing 11-a-side football,
60.50 per team playing 9 v 9, 50.50 per Team playing Mini-Soccer and 30.50 per
Team playing at the Under 7 & 8 non-compettve age group, payable on or before the
31st July in each year.
(C) Each Club shall, pay a Deposit of 0 which shall be returnable to Clubs on leaving
the Competton provided they have fulflled their fxtures and complied with all orders
of the Management Commitee.
(D) A Club shall not partcipate in this Competton untl the Annual Subscripton has
been paid.
(E) Clubs must advise annually to the Secretary in writng by 14th August of its County
Football Associaton afliaton number for the forthcoming Season, failing which they
shall be fned 20. Clubs must advise the Secretary in writng, or on the prescribed
form, of details of its Headquarters, Ofcers and any other informaton required by the
Competton.
OFFICERS
3. The Ofcers of the Competton shall be determined by the Annual General Meetng
and elected thereat. (N.B. Auditors/Verifers are not Ofcers).

Ofcers Positons:
President, Chairman, Vice Chairman, Secretary, Treasurer, League Referee Ofcer, Discipline
Secretary, Youth League Welfare Ofcer/s, Charter Standard League Coordinator, Cup
& Plate Secretary, FA Liaison Ofcer.
MANAGEMENT, NOMINATION, ELECTION
4. (A) The Competton shall be governed in accordance with the Rules and Regulatons
of The Football Associaton by a Management Commitee comprised of the Ofcers
and no other members who shall be elected at the Annual General Meetng. All
Partcipants shall abide by The Football Associaton Regulatons for Safeguarding
Children as determined by The Associaton from tme to tme.
(B) Retring Ofcers shall be eligible to become candidates for re-electon without
nominaton. All other candidates for electon as Ofcers or Members of the
Management Commitee shall be nominated to the Secretary in writng, signed by
the Secretaries of two Member Clubs, not later than twenty one (21) days prior to the
Annual General Meetng in each year. Names of the candidates for electon shall be
circulated with the notce of the Annual General Meetng. In the event of there being
no nominaton in accordance with the foregoing for any ofce, nominatons may be
received at the Annual General Meetng.
(C) The Management Commitee shall meet at least quarterly.
On receiving a requisiton signed by two-thirds of the Members of the Management
Commitee the Secretary shall convene a meetng of the Commitee.
(D) Except where otherwise mentoned all communicatons shall be addressed to
the Secretary who shall conduct the correspondence of the Competton and keep a
record of its proceedings.
(E) All communicatons received from Clubs must be conducted through their
nominated Ofcers.
(F) No Member Club shall have more than three (3) individuals connected to the
same Club on either the Management Commitee or any Sub-Commitee of the
League.
POWERS OF MANAGEMENT
5. (A) The Management Commitee may appoint sub-commitees and delegate such of
their powers as they deem necessary. The decisions of all sub-Commitees shall be
reported to the Management Commitee for ratfcaton. The Management Commitee
shall have power to deal only with maters within the Competton and not for any
maters of misconduct that are under the jurisdicton of the Football Associaton or
afliated Associaton.
(i) An Age Group Secretary shall be appointed to each age group. These positons shall
be appointed by the Management Commitee, with powers delegated to them as
deemed appropriate by the Management Commitee. The Management Commitee
may, at its discreton appoint assistants to the Age Group Secretaries and delegate
such powers to them as deemed appropriate.
(ii) The Management Commitee shall appoint a sub-commitee known as The
Disciplinary Commitee. This Commitee shall have powers to apply, act upon and
enforce the Rules of the Competton and shall have jurisdicton over all maters
afectng the Competton, including any not provided for in the Rules in accordance
with Rule 5(D). The decisions of The Disciplinary Commitee shall be reported to the

Management Commitee for ratfcaton.
(B) Subject to the permission of the Surrey County Football Associaton having been
obtained the Management Commitee may order a match or matches to be played
each season, the proceeds to be devoted to the funds of the Competton and, if
necessary, may call upon each Club (including any Club which may have withdrawn
during the season) to contribute equally such sums as may be necessary to meet any
defciency at the end of the season. (See Rule 6(e)).
(C) Each Member of the Management Commitee shall have the right to atend and
vote at all Management Commitee Meetngs and have one vote thereat, but no
Member shall be allowed to vote on any maters directly appertaining to such Member
or to the Club so represented or where there may be a confict of interest. (This shall
apply to the procedure of any sub-commitee).
In the event of the votng being equal on any mater, the Chairman shall have a second
or castng vote.
(D) The Management Commitee shall have powers to apply, act upon and enforce the
Rules of the Competton and shall also have jurisdicton over all maters afectng the
Competton, including any not provided for in the Rules.
With the excepton of Rules 5(I), 6(H), 10(A), 11 and 19 for any breaches of Rule a
formal writen charge must be issued. The respondent shall be given seven days from
the date of notce to reply to the charge and given the opportunity to:-
(i) Accept or deny the charge
(ii) Submit in writng a case of mitgaton, or
(iii) Put their case before the Management Commitee.
All breaches of the Laws of the Game, Rules and Regulatons of The Football Associaton
shall be dealt with in accordance with F.A. Rules by the appropriate Associaton.
With the excepton of Clubs playing at Step 7 of the Football Pyramid and the FA
Womens Premier League, the maximum fne permited for any breach of a Competton
rule is 250 and, when setng any fne, the Competton must ensure that the penalty
is proportonal to the ofence, taking into account any mitgatng circumstances.
(E) All decisions of the Management Commitee shall be binding subject to the right of
appeal in accordance with Rule 16.
Decisions of the Management Commitee must be notfed in writng to those
concerned within fourteen (14) days.
(F) Four (4).......................... Members of the Management Commitee shall consttute
a quorum for the transacton of business of the Management Commitee and Four
(4).......................... Members shall consttute a quorum for the transacton of business
by any sub-commitee of the Competton.
For the purposes of any sub-commitee meetng, one Ofcer of the sub-commitee
must be the League Chairman or League Vice Chairman or League Secretary.
(G) The Management Commitee, as it may deem necessary, shall have power to fll in
an actng capacity, any vacancies that may occur amongst their number.
(H) A Club having failed to comply with an order or instructon of the Management
Commitee, or failing to satsfactorily atend to the business and/or the correspondence
of the Competton, shall be liable to be fned or otherwise penalised at the discreton
of the Management Commitee.
(I) All fnes and charges shall be paid within 14 days of the date of postng of the
writen notfcaton.
Any Club failing to do so will be fned a maximum of 50. Further failure to pay the fne
including the additonal sum within 14 days will result in fxtures being withdrawn untl
such tme as the outstanding payments are setled.

(J) A Member of the Management Commitee appointed by the Competton to atend
a meetng or match may have any expenses refunded by the Competton.
(K) The Management Commitee shall have the power to fll any vacancy that may
occur in the membership of the Competton between the Annual General or Special
General Meetng called to decide the consttuton and the commencement of the
Competton season.
(L) No partcipant under the age of 18 can be fned.
(M) Leagues who organise Mini Soccer for teams playing U7, U8 and U9 football may
not, with the excepton of Rules 6, 10(A), 11(D), 14 and 19 fne clubs for breaches of
League Rules.
(N) For those leagues defned under Rule 5(M) when a team fails to fulfl either a
festval or development fxture and pitch hire costs have been incurred, the Organising
Competton will be empowered to order the defaultng club to pay these costs and
charge an administraton fee of up to 10.
(O) The business of the Competton as determined by the Management Commitee
may be transacted by electronic mail or facsimile.
(P) A Club that makes a request to the Secretary for an Ofcer of the League to atend
a match or matches shall be liable to a claim for travelling expenses set at 50 pence
per mile. This shall be paid by the requestng Club at the tme of atendance at the
venue. Clubs failing to comply with this Rule shall be dealt with as the Management
Commitee see ft.
ANNUAL GENERAL MEETING
6. (A) The Annual General Meetng shall be held not later than 30th June in each year. At
this meetng the following business shall be transacted provided that at least half of
the Members are present and enttled to vote:-
(i) To receive and confrm the Minutes of the preceding Annual General
Meetng.
(ii) To consider any business arising therefrom.
(iii) To receive and adopt the Annual Report, Balance Sheet and Statement of
Accounts.
(iv) Electon of Clubs to fll vacancies (as recommended by the Management
Commitee).
(v) Consttuton of the Competton for ensuing season.
(vi) Electon of Ofcers and Management Commitee.
(vii) Appointment of Auditors.
(viii) Alteraton of Rules, if any (of which notce has been given).
(ix) Fix the date for the commencement of the season and kick of tmes
applicable to the Compettons.
(x) Other business of which due notce shall have been given and accepted as
being relevant to an Annual General Meetng.
(B) A copy of the duly verifed Balance Sheet, Statement of Accounts and Agenda shall
be forwarded to each Club at least fourteen days prior to the meetng, and to the
Surrey County Football Associaton.
(C) A signed copy of the duly verifed Balance Sheet and Statement of Accounts shall be
sent to the Surrey County Football Associaton(s) within fourteen days of its adopton
by the Annual General Meetng.
(D) Each Member Club shall be empowered to send two delegates to an Annual
General Meetng. Each Club shall be enttled to one vote only. Fourteen days notce

shall be given of any Meetng.
(E) Clubs who have withdrawn their Membership of the Competton during the season
being concluded or who are not contnuing Membership shall be enttled to atend but
shall vote only on maters relatng to the season being concluded. This provision will
not apply to Clubs expelled in accordance with Rule 17.
(F) All votng shall be conducted by a show of votng cards unless a ballot be demanded
by at least two thirds of the delegates qualifed to vote or the Chairman so decides.
(G) No individual shall be enttled to vote on behalf of more than one Member Club.
(H) Any contnuing Member Club failing to be represented at the Annual General
Meetng without satsfactory reason being given shall be fned 50.
(I) Ofcers and Management Commitee members shall be enttled to atend and vote
at an Annual General Meetng.
AGREEMENT TO BE SIGNED
7. The Chairman and the Secretary of each Club shall complete and sign the following
agreement which shall be deposited with the Competton together with the
Applicaton for Membership for the coming season, or upon indicatng that the Club
intends to compete.
We, A, [name] of [address] (Chairman) and B [name] of [address] (Secretary) of the
[name] Football Club have been provided with a copy of the Rules and Regulatons
of the Surrey Primary League Competton and do hereby agree for and on behalf
of the said Club, if elected or accepted into Membership, to conform to those Rules
and Regulatons and to accept, abide by and implement the decisions of the Management
Commitee of the Competton, subject to the right of appeal in accordance with Rule 16.
Any alteraton of the Chairman and /or Secretary on the above Agreement must be
notfed to the Surrey County Football Associaton(s) to which the Club is afliated and
to the Secretary of the Competton.
(Note: The spaces above are intended for the inclusion of the signatures and addresses
of ofcers and members). This makes up League Form C. League Form C contains the
Rule 7 Agreement and shall be signed by the Chairman and Secretary of the Member
Club when submitng the Applicaton Form.
QUALIFICATION OF PLAYERS
8. (A)(I) Contract players, as defned in Football Associaton Rules, are not permited in
this Competton with the excepton of those Players who are registered under Contract
with the same Club who have a team operatng at Steps 1 to 6 of the Natonal League
System.
It is the responsibility of each Club to ensure that any Player signing a registraton form
for that Club has, where necessary, the required Internatonal Transfer Certfcate.
Clearance is required for any Player aged 12 and over crossing borders including
Wales, Scotland and Ireland.
(ii) No player registered with a F.A. Premier League or Football League Academy under
the Elite Player Performance Plan contained within Youth Development Rules will be
permited to play in this Competton. Details of the Youth Development Rules are
published on the FA web site.
(iii) While serving in any branch of Her Majestys Regular Forces, a player must frst
obtain the consent of his Associaton Secretary before signing a registraton form to
play for a Club.

(B) A registered youth playing member of a Club is one who, being in all other respects
eligible, has:-
(i) Correctly completed a Competton registraton form online,
with the permission of his /her parent or guardian and an Ofcer of the Club, and
who has been registered with the Registratons Secretary seven (7) days prior
to playing and whose completed registraton counterfoil being a valid Surrey Primary
League Registraton Card, has been received by the Club prior to playing.
(ii) This Competton requires proof of the players date of birth. A scanned copy of a
birth certfcate will be acceptable. In cases where birth certfcates are not available,
the Competton will accept a scanned copy of the players passport or other ofcial
document issued by a Government Agency atestng to the players date of birth.
Players who were registered in the Competton during the previous Season shall
not be required to produce proof of date of birth provided a scanned Surrey Primary
League Registraton Card is submited with the applicaton.
(iii) The completed online Registraton form must incorporate a scanned current
passport-sized photograph showing a good likeness of the player seeking registraton.
(iv) Any player registraton submited to the Registraton Secretary afer the 31st July
2013 of the season shall incur a fee of 2 as required by Rule 8 (E) and require a
stamped addressed envelope for the return of the new card(s). Applicatons for Player
Registratons shall not be approved untl seven (7) days has elapsed prior to the frst
match the player can be eligible to play in and whose completed Registraton Card has
been received by the Club prior to playing.
(v) A Surrey Primary League Player Registraton Card shall be supplied by the
Competton for each registered player. The Player Registraton Cards are the property
of the Competton and shall be returnable on demand.
(vi) Surrey Primary League Player Registraton Cards are valid for a maximum period of
one Season and shall become invalid at the end of the current Season.
Replacement Player Registraton cards shall be provided at a cost of 2 per card, by
contactng the Registraton Secretary. The replacement card(s) will be sent not more
than seven days, from receipt of the applicaton.
The qualifcaton dates for the competton shall be as follows:
Children who have atained the age of six but are under the age of (a) seven as at
midnight on the 31st August in season 2013/14 (b) eight as at midnight on the 31st
August in season 2014/15 may be permited to play in a match between sides with a
maximum of fve players and shall play according to the correct Laws of The Game for
that format.
Children who have atained the age of (a) seven as at midnight on the 31st August in
season 2013/14 (b) eight as at midnight on the 31st August in season 2014/15 may be
permited to play in a match between sides with a maximum of seven players and shall
play according to the correct Laws of the Game for that format.
Children who have atained the age of nine but who are under the age of ten as at
midnight on the 31st August in the playing season may be permited to play in a match
between sides with a maximum of seven players and shall play according to the correct
Laws of the Game for that format.
Children who have atained the age of ten but who are under the age of (a) eleven as
at midnight on the 31st August in season 2013/14 (b) twelve as at midnight on the 31st
August in season 2014/15 may be permited to play in a match between sides with a
maximum of nine players and shall play according to the correct Laws of the Game for
that format.
Children who have atained the age of (a) eleven as at midnight on the 31st August

in season 2013/14 (b) twelve as at midnight on the 31st August in season 2014/15
may play in a match between sides with a maximum of eleven players and shall play
according to the correct Laws of the Game for that format.
Children who have atained the age of six as at midnight on the 31st August in a playing
season may play Futsal according to the Laws of the Game Futsal. The partcular age
ranges for such actvity are subject to amendment by The Football Associaton from
tme to tme.
In season 2013/14, children shall not play, and shall not be permited or encouraged
to play, in a match between sides of more than the following number of players,
according to their age group:
Under 7 5v5 (including Futsal)
Under 8 7v7
Under 9 7v7
Under 10 7v7
Under 11 9v9
Under 12 Under 18 11v11
In season 2014/15, children shall not play, and shall not be permited or encouraged
to play, in a match between sides of more than the following number of players,
according to their age group:
Under 7 5v5 (including Futsal)
Under 8 5v5
Under 9 7v7
Under 10 7v7
Under 11 9v9
Under 12 9v9
Under 13 Under 18 11v11
Children permited to play 11 v 11 but who are under the age of ffeen as at the 31st
August in a playing season shall not be permited to play in a match where any other
player is older or younger by two years or more than that person.
(The above qualifcaton dates are subject to the provisions contained in FA Rule C.4(a)
in its entrety.
(C) Not Adopted
(D) A player having taken part in matches for any Club afliated to any County Football
Associaton shall not be allowed to join, be transferred to, or sign for a Club in the
Competton without frst proving to the ofcials of the intended Club that the player
has discharged all reasonable fnancial liabilites to the previous Club or Clubs, and a
Club ofcial may not accept such players signature without frst ascertaining whether
such claims have been discharged to the satsfacton of the Club, or Clubs, for which
the player last played.
(E) The Competton shall provide free registraton for a maximum of sixteen (16) Mini
Soccer Players and twenty-four (24) Youth (11-a-side) players, provided that the online
Player Registraton Forms are correctly received by the Registraton Secretary by 31st
July of each year. A fee of two pounds (2) shall be paid for each player registered afer
that date.
Players registered in the Under 7 & Under 8 age groups shall receive free Registraton,
provided that the online Player Registraton Forms are correctly completed.
Online Registraton forms shall be completed through the Surrey Primary League website.

(F) The Management Commitee shall decide all registraton disputes.
In the event of a player signing a registraton form or having a registraton submited
for more than one Club priority of registraton shall decide for which Club the player
shall be registered. The Registratons Secretary shall notfy the Club last applying to
register the player of the fact of the previous registraton.
(G) It shall be deemed misconduct for a player to:-
(i) Play for more than one Club in the Competton in the same season without
frst being transferred.
(ii) Having signed for one Club in the Competton, sign for another Club in the
Competton in that season except for the purpose of a transfer.
(iii) Submit a signed registraton form for registraton that the player had wilfully
neglected to accurately or fully complete.
(H) (i) The Management Commitee shall have power to accept the registraton of any
player subject to the provisions of clauses (ii) and (iii) below.
(ii) The Management Commitee shall have power to refuse, cancel or suspend the
registraton of any player who has been charged and found guilty of registraton
irregularites. (Subject to Rule 16).
(iii) The Management Commitee shall have power to make applicaton to refuse or
cancel the registraton of any player charged and found guilty of undesirable conduct
(subject to Rule 16) subject to the right of appeal to the FA or the relevant County
Football Associaton. Undesirable conduct shall mean an incident of repeated proven
misconduct, which may deter a partcipant from being involved in this Competton.
Applicaton should be made to the parent County of the Club the player is registered
intending to registered with.
(iv) For a player who has previously had a registraton removed in accordance with
clause (iii) but has a registraton accepted at the expiry of exclusion will be considered
to be under a probatonary period of 12 months. Whilst under a probatonary period,
should the player commit a further act of proven misconduct under the jurisdicton
of the Competton, (excluding standard dismissals), the Competton would be
empowered to consider a further charge of bringing the Competton into disrepute.
(Note: Acton under Clause (iii) shall not be taken against a player for misconduct
untl the mater has been dealt with by the appropriate Associaton, and then only
in cases of the player bringing the Competton into disrepute and will in any case be
subject to an Appeal to the Football Associaton. All decisions must include the period
of restricton. For the purpose of this Rule, bringing the competton into disrepute can
only be considered where the player has received in excess of 112 days suspension,
or 10 matches in match based discipline, in a period of two years or less from the date
of the frst ofence for any team playing in this Competton.
(I) (i)Subject to FA Rule C2(a) dealing with players without a writen contract when
a player desires a transfer, the Club the player wishes to transfer to shall submit a
transfer form to the Registratons Secretary accompanied by a fee of 2. Such transfer
shall be referred by the Registratons Secretary to the Club for which the player is
registered. Should this Club object to the transfer it should state its objectons in
writng to the Registratons Secretary and to the player concerned within seven days
of receipt of the transfer form. Upon receipt of the Clubs consent, or upon its failure
to give writen objecton within seven days, the Registratons Secretary may, on behalf
of the Management Commitee, transfer the player who shall be deemed eligible to
play for the new Club from such date of such transfer.
(ii)Subject to the conditons laid down in Rule 8(Q) regarding the use of a Temporarily
Transferred Player, a Club which has more than one team in a specifc Age Group may

Transfer players between their teams. The team the player wishes to transfer to shall
submit a transfer form to the Registratons Secretary accompanied by a fee of 0. A
player may not be transferred to another team within the same Club and Age Group
afer 31st January except by special permission of the Management Commitee.
(iii) A Club which has more than one team in the same Age Group shall be allowed to
play a maximum of two (2) players who are registered to a lower ranked team in that
Age Group and not from another team playing in the same Division or higher Division.
These players will be referred to as a Temporarily Transferred Player.
Any player in breach of this Rule shall be deemed ineligible to play and Rule 8(O)(i), (ii)
and (iii) shall apply.
In the event of an objecton to a transfer the mater shall be referred to the
Management Commitee for a decision.
(J) A player may not be registered for a Club nor transferred to another Club in the
Competton afer 31st March except by special permission of the Management
Commitee.
(K) (i) A Club shall keep a list of the players it registers and a record of the games
in which they have played, and shall produce such records upon demand by the
Management Commitee.
In the event a Club has more than one team in an age group, each team must be clearly
identfable but not designated A or B or 1st or 2nd. In such cases, players will be
registered for one team only. A player so registered will be allowed to play for his Club
in a younger or older age group within the provisions of Rule 8(B).
However for the purposes of this competton a player may only play for a team in the
age group that he/she is registered.
(ii) Players in the non-compettve age groups (U7 & U8) shall be permited to play for
any team in the same club provided they are the same age group, subject to conditons
set out in Rule 10(B).
(iii) A player, registered with a team who has more than one team in the same Age
Group in the Competton, cannot play for any other team, unless frst seeking a
transfer, as required by Rule 8(I), subject to the overriding conditons laid down in Rule
8(I)(ii) and (iii) regarding the use of the Temporarily Transferred Players Rule.
Prior to the playing of the frst fxtures Age Group Secretaries shall circulate a registered
players spreadsheet of every relevant team to the team contacts within their Age Group.
(L) A register containing the names of all players registered for each Club, with the
date of registraton, shall be kept by the Registratons Secretary and shall be open to
the inspecton of any duly appointed Member Club representatve at all Management
Commitee meetngs or at other tmes mutually arranged. Registratons are valid for
one Season only.
(M) Not Adopted
(N) Not Adopted
(O)(i) Any team playing an unregistered or otherwise ineligible player or players shall
have the points gained in the match deducted from its total and may be fned and/or
otherwise dealt with at the discreton of the Management Commitee.
(ii) In additon the team may have 3 points deducted from its total at the discreton of
the Management Commitee and may be dealt with in any further manner which is
thought to be ft.
(iii) The Management Commitee may, at its discreton, award the points available in
the match in queston to the opponents, subject to the match not being ordered to be
replayed.
(The following Clause applies to Compettons involving players in full-tme secondary

educaton):-
(P) (i) Priority must be given at all tmes to school and school organisatons actvites.
This is not applicable for under 17/18 football.
(ii) The availability of children must be cleared with the Head Teachers (except for
Sunday Compettons).
(iii) Children under 15 shall not play in a team involving players who are more than 2
years older.
CLUB COLOURS. CLUB NAME
9. (A) Every Club must register the colour of its shirts and shorts with the Secretary by
31st July who shall decide as to their suitability.
Goalkeepers must wear colours which distnguish them from other players and the
referee.
No player, including the goalkeeper, shall be permited to wear black or very dark
shirts.
Any team not being able to play in its normal colours as registered with the Competton
shall notfy the colours in which they will play to its opponents at least seven (7) days
before the match.
If, in the opinion of the referee, two Clubs have the same or similar colours, the away
team shall make the change. Any team not having a change of colours or delaying the
kick-of by not having a change shall be fned.
The Secretary of the Competton may request shirts to be submited if complaints are
received as to lack of distnguishing colours, and the Management Commitee may
refuse to permit any shirts or shorts as they think ft. Shirts must be numbered.
(B) Any Club wishing to change its name and/or colours must obtain permission from
its afliated County Football Associaton and from the Management Commitee.
PLAYING SEASON. CONDITIONS OF PLAY
TIMES OF KICK-OFF. POSTPONEMENTS. SUBSTITUTES
10. (A) The Annual General Meetng shall determine the date for the commencement of
the season in accordance with Football Associaton Rules. Original fxtures arranged
by the (Fixtures) Secretary, or at a meetng specially convened for that purpose, to be
held no later than 10th September, must not be arranged for a date later than seven
days preceding the concluding date.
The Age Group Secretary shall issue a fxture list at least a week before the
commencement of the frst fxtures in the competton. The fxture list will determine
on which days competton matches will be played and specifc alternatve dates
on which teams must be prepared to play a fxture that has been postponed due to
adverse pitch conditons.
(B) All matches shall be played in accordance with the Laws of the Game as determined
by the Internatonal Football Associaton Board or, for Mini-Soccer and 9v9 football,
the Laws as set down by The Football Associaton.
Clubs must take all reasonable precautons to keep their grounds in a playable
conditon. All matches shall be played on pitches deemed suitable by the Management
Commitee. If through any fault of the home team a match has to be replayed, the
Management Commitee shall have power to order the venue to be changed.
The Management Commitee shall have power to decide whether a pitch and/or
facilites are suitable for matches in the Competton and to order the Club concerned

to play its fxtures on another ground.
Football Turf Pitches (3G Artfcial Pitches) are allowed in this Competton providing
they meet the required performance standards and are listed on the FAs Register of
Football Turf Pitches. For clubs playing at Step 7 and below from season 2014/15,
all Football Turf Pitches used must be on the FAs register and must be tested (by an
accredited test insttute) every three years and the results passed to The FA. The FA
will give a decision on the suitability for use and add the pitch to the Register.
The home Club is also responsible for advising partcipants of footwear requirements
when confrming match arrangements in accordance with Rule 10(D).
All matches shall have a duraton as set out below unless a shorter tme (not less than
30 minutes) is mutually arranged by the two Clubs in consultaton with the referee
prior to the commencement of the match, and in any event shall be of equal halves.
For Mini-Soccer The maximum duraton of play shall be two halves of 20 minutes
each way. The maximum playing tme in any one day for under 7 and under 8 age
groups is 40 minutes and for under 9 and under 10 age groups is 60 minutes.
For Youth football The duraton of play shall be as follows unless it is mutually agreed
by all partes to reduce the tme. For under 11 and under 12, 30 minutes each half; for
under 13, 14, 35 minutes each half and under 15 and under 16, 40 minutes each half;
under 17 and under 18, 45 minutes each half.
The minimum tme for any game will not be less than 20 minutes each half for players
in the under 14 age group and below and 25 minutes each half for all other age groups.
No player partcipatng in an under 17 division or lower age group shall be permited
to play more than one game or, in the event the competton allows the playing of a
double-header, i.e.: two separate matches, 100 minutes per day in this Competton.
In the event that a double header is sanctoned to be played in this competton then the tmings
in the table below will apply.

The tmes of kick-of shall be fxed at the AGM. Any Club failing to commence at the
appointed tme may be fned a sum not exceeding 20 or be otherwise dealt with as
the Management Commitee may determine.
Referees must order matches to commence at the appointed tme and must report

all late starts to the Competton. In cases where a match is delayed by more than 30
minutes Rule 10(F) shall apply.
The home team must provide at least two footballs ft for play and the referee shall
make a report to the Competton if the footballs are unsuitable.
A size 3 ball will be used for age groups U7 to U9.
A size 4 ball will be used for age groups U10 to U14.
A size 5 ball will be used for all other age groups.
Goal nets must be used.
Each team must provide a frst aid kit which must be present at the side line for every
fxture for that team played within the competton. Teams deemed to be in breach of
this rule will be fned 10.00.
(C) Except by permission of the Management Commitee all matches must be played
on the dates originally fxed but priority shall be given to The Football Associaton and
parent County Associaton Cup Compettons. All other matches must be
considered secondary. Clubs may mutually agree to bring forward a match with the
consent of the Age Group Secretary.
In the case of a revised fxture date, the Clubs must be given by the Competton 5 clear
days notce of the match (unless otherwise mutually agreed).
(D) The Club Secretary or Team Administrator of the Home Club must give notce in
writng of full partculars of the locaton of, and access to, the ground and tme of
kick-of to the match ofcials and the Secretary of the opposing Club at least fve (5)
clear days prior to the playing of the match. The away club shall seek and acknowledge
receipt of full partculars.
If full partculars are not received by the away team prior to 9pm on the Monday
preceding the fxture then the away team must make verbal contact with the home
team by 9pm on the Wednesday preceding the fxture and report it to the Age Group
Secretary.
Any Club failing to comply with this Rule shall be liable to a fne of 10.
Where more than 24 hours is available from notfcaton of postponement to the
proposed kick of tme in the event that that pitch of the Home Club is not available,
or unplayable, the Home Club is to ofer to play at the opponents ground, if a pitch is
available. Any team refusing to travel to an alternate venue, under this rule, shall be
considered to have failed to fulfll the fxture and will be dealt with under Rule 10(F)
(E) In the event of a Club playing in any match with less than 5 players in 5v5 Mini
Soccer, 7 players in 7v7 Mini Soccer, 9 players in 9v9 youth football or 11 players in 11
a-side soccer, shall not be fned for each missing player.
A minimum of four (4) player in 5v5 Mini Soccer, fve (5) players in 7v7 Mini Soccer,
seven (7) players in 9 v 9 youth football and seven (7) player in Youth Football will
consttute a team for a Competton match.
At the under 7 & 8 non-compettve age groups teams who have 5 or 6 players will
notfy the Age Group Secretary as soon as possible and the oppositon will play with
the same number of players. i.e. 4v4, 5v5, 6v6. The intenton of this rule is to allow
games to go ahead and will not be allowed as a regular occurrence. Teams deemed
to be trying to gain an advantage from this rule will be dealt with by the management
commitee
At the under 9 & 10 age groups teams will be encouraged to play with the same
number of players.
The spirit of this rule is to allow for a beter experience for players and to facilitate
development.

(F)(i) Home and away matches shall be played. In the event of a Club failing to keep
its engagement the Management Commitee shall have power to infict a fne, deduct
points from the defaultng Club, award the points from the match in queston to the
opponents, order the defaultng Club to pay any expenses incurred by the opponents
or otherwise deal with them except the award of goals. Notwithstanding the foregoing
home and away provision, the Management Commitee shall have power to order
a match to be played on a neutral ground or on the opponents ground if they are
satsfed that such acton is warranted by the circumstances.
(i) Any Club with more than one team in the Competton shall always fulfl its fxture,
within the Competton, in the following order of precedence:- First Team, Reserve
Team, A Team. Clubs in breach of this requirement shall be fned a sum not exceeding
0 or otherwise dealt with by the Management Commitee.
(iii) Any Club unable to fulfl a fxture or where a fxture has been postponed for any
reason must, without delay, give notce to the Age Group Secretary, the Competton
Referees Secretary, the Secretary of the opposing Club and the match ofcials. Any
Club failing to comply shall be dealt with by the Management Commitee who may
infict a fne.
(iv) In the event of a match not being played or abandoned owing to causes over which
neither Club has control, it shall be played in its entrety on a date to be mutually
agreed by the two Clubs and approved by the Management Commitee. Failing
such agreement and notfcaton to the Age Group Secretary within fve (5) days the
Management Commitee shall have power to order the match to be played on a
named date or on or before a given date.
(v) The Management Commitee shall review all matches abandoned in cases where it
is consequent upon the conduct of either or both teams. Where it is to the advantage
of the Competton and does no injustce to either Club, the Management Commitee
shall be empowered to order the score at the tme of the abandonment to stand. In all
cases where the Management Commitee are satsfed that a match was abandoned
owing to the conduct of one team or its Club member(s) they shall be empowered
to award the points for the match to the opponent. In In cases where a match has
been abandoned owing to the conduct of both teams or their Club member(s), the
Management Commitee shall rule all points for the match as void. No fne(s) can be
applied by the Management Commitee for an abandoned match.
(vi) The Management Commitee shall review any match that has taken place where
either or both teams were under a suspension imposed upon them by the Associaton
or Afliated Associaton. In each case the team that was under suspension would
be dealt with in the same manner as if they had partcipated with ineligible players
in accordance with Rule 8(O) above. Where both teams were under suspension the
game must be declared null and void.
(G) For Mini-Soccer any number of substtutons may be used at any tme with the
permission of the Referee. Entry onto the feld of play will only be allowed during a
stoppage in play. A player who has been replaced may return to the play as a substtute
for another player. A Team must not have a squad greater than double the size of its
team in an age group, subject to the Temporarily Transferred Player provision.
Youth Football: U10 U16
A Club may at its discreton and in accordance with the Laws of the Game use four (4)
substtute players in Youth Football (includes 9v9) under 10 16 age groups substtute
players in any match in this Competton who may be selected from four (4) players in
the under 10 16 age groups, subject to the Temporarily Transferred Player provision.

Youth Football: U17 U18
A Club may at its discreton and in accordance with the Laws of the Game use fve (5)
substtute players in Youth Football under 17 & 18 age groups substtute players in any
match in this Competton who may be selected from fve (5) youth football players in
under 17 & 18 age groups, subject to the Temporarily Transferred Player provision.

For Youth Football for teams in the Under 18 age group and below, a player who has
been substtuted himself becomes a substtute and may replace another player at any
tme subject to the substtuton being carried out in accordance with Law 3 of the Laws
of Associaton Football.
The referee shall be informed of the names of the substtutes not later than fve (5)
minutes before the start of the match.
A player who has been selected, appointed or named as a substtute before the start of
the match but does not actually play in the game shall not be considered to have been
a player in that game within the meaning of Rule 8 of this Competton.
(H) The half tme interval shall be of fve (5) minutes duraton, but it shall not exceed
ffeen minutes. The half tme interval may only be altered with the consent of the
referee.
(I) The Competton shall require all players and club ofcials to have signed the FAs
Respect Codes of Conduct and produce these if so requested by the Management
Commitee.
Prior to each match the partcipatng teams and ofcials shall conduct the Respect
handshake and/or partcipatng teams to ofer three cheers and handshakes to the
opposing team afer the match.
The partcipatng clubs taking part in the fxture shall identfy a team captain designated
with a captains armband who has a responsibility to ofer support in the management
of the on-feld discipline of his/her team mates. If the partcipatng players are
considered to be too young to take on this role a member of the team coaching staf
should provide this support.
Each home club shall make arrangements for the provision of designated areas for
spectators. This area shall be marked by an additonal painted line, the use of cones, a
roped of area or use of a temporary spectator barrier. The area for spectators should
start two metres from the touchline on both sides of the pitch, but if this cannot be
achieved then 1 metre will be acceptable. Each area should run the full length of the
pitch. It is recognised, however, that the alignment of some public pitches does not allow
for this arrangement in which case other appropriate arrangements should be made.
Clubs, whose players, ofcials or spectators breach the F.A. Respect Programme Codes
of Conduct may be required to provide their observatons and / or comments to the
Competton Management Commitee. Any breaches of Competton Rules will be
determined by the Management Commitee and misconduct by individuals or Clubs
will be referred to the County F.A. to which the Club is Afliated.
Teams repeatedly receiving Fair Play or Managers & Supporters marks of two
(2) or less on match card entries received from opponents or referees, shall receive
a writen warning and have their conduct reviewed by the Management Commitee
who may appoint referees and/or assistant referees have the team observed and/
or have the Club Senior Management Commitee be brought in front of the League
Management Commitee to answer for and agree to an acton plan to correct and
resolve identfed issues. Any breaches of Competton Rules will be determined by the
Management Commitee and misconduct by individuals or Clubs will be referred to
the County F.A. to which the Club is Afliated.

(J) Teams who have a player(s) selected for County representatve fxtures that clash
with this compettons fxtures may apply to the League Secretary for a postponement
to their league fxture, this rule is intended so that teams are not disadvantaged. The
interests of the competton will be taken into account and the league secretarys
decision will be fnal.
REPORTING RESULTS
11. (A) The League must receive within fve (5) days of the date played, the result of each
Competton match in the prescribed manner. This must include the forename(s) and
surname of the team players (in block leters) and also the Referee markings required
by Rule 13, or any other informaton required by the Competton. Failure to do so will
incur a fne of 10 and/or the Club being dealt with as the Management Commitee
decide.
(B) The Home Club must SMS the result of each match to the results service by 7pm on
the day of the match. Clubs in default shall be fned 5 per missing result.
(C) The match result notfcaton, correctly completed, shall be signed by a responsible
member of the Club. Failure to do so will result in a fne of 10.
NB. If the fxed penalty exceeds 20 the Club must be charged as detailed in Rule 5(D).
(D) Leagues are permited to collect but not to publish results for fxtures they organise
for U7, U8 and U9 Mini Soccer. They may require a Club to confrm that a set fxture
has been played. A maximum fne of 5 may be imposed for a breach of this Rule.
(E) Immediately prior to the commencement of a match the appointed Club
Representatve of each team shall present themselves to the oppositon Club
Representatve to exchange and check the validity of the Surrey Primary League Player
Registraton Cards. Any team that fails to correctly check the eligibility of players
through this process shall be liable to a fne not exceeding 100.
(F) In the event that a players Surrey Primary League Player Registraton Card is not
available for producton the mater shall be brought to the immediate atenton of the
oppositon Club Representatve and reported to the match Referee (whether qualifed
or not).
Both Clubs shall submit a report to the League Secretary and Age Group Secretary no
later than three days following the playing of the match, providing the name and date
of birth of the player and reasons for the non-producton details of the Surrey primary
League Player Registraton Card. The Referee shall include details in his match report
to the League. A Club that fails to produce a Surrey Primary League Player Registraton
Card for a player or substtute playing in a match shall be liable to a fne not exceeding
150.
(G) All Player eligibility issues shall be brought to the immediate atenton of the
oppositon Club Representatve and reported to the match Referee (whether qualifed
or not). The complaining Club shall submit a report to the League Secretary and Age
Group Secretary no later than three days following the playing of the match, giving full
details of the discrepancy as per Rule 15(A)(i). The Referee shall include details of the
complaint in his match report to the League.
DETERMINING CHAMPIONSHIP
12. (A) Team rankings within the Competton will be decided by points with three (3)
points being awarded for a win and one (1) point for a drawn match. The teams gaining
the highest number of points in their respectve Divisions at the conclusion shall be

adjudged the winners. Matches must not be played for double points. In Mini Soccer
points can only be awarded for Under 10 Compettons onwards.
In the event of two or more teams being equal on points team rankings may be
determined by Deciding Matches which shall be played under conditons determined
by the Management Commitee.
A Deciding Match which has an equal score at the end of normal tme shall contnue
with a period of extra tme, consistng of two equal halves, subject to maximum
permited playing tme conditons contained in Rule 10.
If the score remains equal at the end of extra tme the winners will be determined by
the taking of kicks from the penalty mark in accordance with the Laws of the Game.
(B) Automatc promoton and relegaton shall be applied for the frst two (2)
and last two (2) teams in each Division except as provided for hereunder, subject to
provisions of Rule 1(B) as determined appropriate by the Management Commitee,
the ethos of the league to place teams into divisions of similar abilites, where
practcable, will be at the fore when making these decisions to facilitate the best
possible experience for players and to enable development.
(i) Should one or more teams withdraw from any one Division afer the fxtures have
commenced an equal number of teams to those withdrawing in that Division shall not
be automatcally relegated.
(ii) Vacancies occurring afer the conclusion of the season may be flled on any of the
following ways:
(1) retenton of otherwise relegated team(s)
(2) additonal promoton of the next ranked team(s) from the Division below
(3) electon
(C) In the event of a team not completng all of its fxtures for the season all points
obtained by or recorded against such defaultng team shall be expunged from the
Competton table. For the purpose of this rule awarded or void games count as
fxture(s) completed.
REFEREES
13. (A) Registered Referees (and Assistant Referees where approved by the FA or County
FA) for all matches shall be appointed in a manner approved by the Management
Commitee and by the sanctoning Associaton(s).
(B) In the event of the non-appearance of the appointed Referee the appointed senior
Assistant Referee shall take charge and a substtute Assistant Referee appointed by the
competng Teams. In cases where there are no ofcially appointed Assistant Referees,
or where the competton has been unable to appoint a Referee, the Clubs shall agree
upon a Referee. A Referee thus agreed upon shall, for that game, have the full powers,
status and authority of a registered Referee.
At the tme of agreeing the fxture, as required by Rule 10(D), the Home Club shall
indicate their intentons on the supply and the qualifcatons of a referee for the
match. In the event that the Home Club cannot appoint a qualifed registered referee,
the Away Club can supply a qualifed registered referee to ofciate the game provided
their qualifcatons are produced and accepted by the Home Club manager before the
agreed kick of tme.
In the event that neither team can provide a qualifed registered referee (or produce
their qualifcatons) for the match then it is the responsibility of the Home Club to
appoint a referee for the game.
In the event that the Away Club gives reasonable notce statng that they reject a
potental appointed referee, they must provide valid historical reasons for this refusal

to the Home Club and the relevant Age Group Secretary. The Home Club must then
ofer an alternatve.
In any event, the fnal agreement on the status of the referee must be agreed at least
24 hours before the agreed kick of tme and by default both teams acknowledge their
acceptance of the referee as soon as play is started.
Any Referee, whether qualifed or not, scoring less than 50 marks on three or more
match card entries, from diferent teams, will be reviewed by the Management
Commitee and may be asked not to ofciate at further League fxtures. In this case
the League Referees Secretary shall inform the County Football Associaton with which
the Referee is afliated with a view to providing suitable training to bring the referee
to an acceptable standard.
(C) Where Assistant Referees are not appointed each Team shall provide a Club
Assistant Referee. Failure to do so will result in a fne of 10 being imposed on the
defaultng Club.
(D) The appointed Referee shall have power to decide as to the ftness of the ground
in all matches and the decision shall be fnal. This is subject to either in the case of a
Local Authority ground or private ground, the Representatve of that body is the sole
arbiter and whose decision must be accepted unless the ground is declared ft for play.
(E) Subject to any limits/provisions laid down by the sanctoning Associaton Match
Ofcials appointed under this Rule shall be paid a match fee of:-
Mini soccer U7, 8, 9, 10 = 15.00 inclusive of travel expenses
9 v 9 U11, 12 = 20.00 inclusive of travel expenses
11 v 11 U13, 14 = 20.00 inclusive of travel expenses
11 v 11 U15, 16 = 25.00 inclusive of travel expenses
11 v 11 U17, 18 = 30.00 inclusive of travel expenses
Assistant Referees 15.00, and any other permited expenses actually incurred, subject
to any limits laid down by the sanctoning Associaton(s).
In the event of a double header then the fee for the referee will be 150% of the normal
fee for that age group and it will be split evenly between the two teams. It is the home
Clubs responsibility to notfy the referee that the fxture is a double header prior to
kick of.
The Home Club shall pay the Ofcials their fees and expenses before the match.
(F) In the event of a match not being played because of circumstances over which
the Clubs have no control, the Match Ofcials, if present, shall be enttled to half fee
plus expenses. Where a match is not played owing to one Club being in default, that
Club shall be ordered to pay the Ofcials, if they atend the ground, their full fee and
expenses.
(G) A Referee not keeping his or her engagement, and failing to give a satsfactory
explanaton as to their non-appearance, may be reported to the Associaton with
which he or she is registered.
If the Referee fails to arrive within 30 minutes afer the agreed kick of tme and a
mutually agreed replacement cannot be found the fxture shall not be played and must
be reported to the Age Group Secretary by 6pm on the evening of the match. The
Management Commitee will review the circumstances and may take such acton they
deem necessary.
(H) Each Club shall, in a manner prescribed from tme to tme by The Football
Associaton, award marks to the Referee for each match and the name of the Referee
and the marks awarded shall be submited to the Competton on the prescribed Form
provided. Clubs failing to comply with this Rule shall be liable to be fned or dealt with
as the Management Commitee shall determine.

Referees Marks shall be given only on the approved result sheet and are to be submited
in accordance with Rule 11 (A). Marks given for a referee of 60 or less out of 100 are
to be accompanied by a writen explanaton, by the appropriate Team manager, giving
their reasons for the low marking.
Clubs failing to comply with this Rule shall be liable to a fne not exceeding 20.00 or
dealt with as the Management Commitee shall determine.
(I) The Competton shall keep a record of the markings and, on the Form provided by
the prescribed date each season, shall submit a summary to The Football Associaton/
County Football Associaton.
(J) The Referee shall submit a report Form, supplied by the Competton, giving the
result of the match, the number of players in each team and the tme of kick-of to the
Referee Secretary within two days of the match.
(K) Referees and Assistant Referees who have registered with their County FA shall be
supplied, each Season, with a copy of the Competton Rules free of charge.
(L) Referees and Assistant Referees shall have undertaken a Respect briefng ofered by
the FA/County FA or the League.
(M) A list of referees to be appointed to league fxtures will be circulated to all member
clubs at the start of the season and updated as required. Referees appearing on the
league list of referees are not allowed to be approached, by any club or team, to
ofciate at any match without the prior permission of the Referees Secretary. Clubs or
teams deemed to be in breach of this rule will be fned 25.00 and may have further
sanctons imposed.
CONTINUATION OF MEMBERSHIP OR WITHDRAWAL OF A CLUB
14. (A) Afer 31st December in the current Season a Club intending, or having a provisional
intenton, to withdraw a team from the Competton on completon of its fxtures and
fulflment of all other obligatons to the Competton must notfy the Secretary in
writng by 31st March each Season or be liable to a fne not exceeding 20.
All Clubs wishing to remain in membership of the Competton for the following Season
must confrm their intenton to do so, by registering their teams, to the Secretary by
31st July.
(B) A Club shall not be allowed to withdraw any or all of its teams from the Competton
afer the Annual General Meetng for the following Season. Any Club infringing this
Rule shall be liable to a fne not exceeding 25 per team and shall also be liable for its
share of any call which may be made under Rule 5(B).
(C) The Membership for the coming season having been decided at a Special General
Meetng held for that purpose or at the Annual General Meetng held not later than
30th June the Competton shall have the right, irrespectve of other provisions in
this Rule, to refuse to permit a Club to withdraw its team(s) in order to join another
Competton and may hold the Club to its engagements.
(D) In the event of a Member Club which is an unincorporated associaton withdrawing
and/or disbanding it shall be immediately liable to discharge all its fnancial and other
obligatons to the Competton.
In the event that any such obligaton remains undischarged afer a period of twenty-
one (21) days then such obligaton shall be met by the then current Club Members,
excluding those under the statutory school leaving age. Untl a Members pro rata obligaton
is discharged in full the Member shall not be allowed to partcipate in the Competton, which
may apply to the Clubs Parent County Associaton for a suspension order.

PROTESTS AND COMPLAINTS
15. (A) (i) All questons of eligibility, qualifcatons of players or interpretatons of the Rules
shall be referred to the Management Commitee.
(ii) Objectons relevant to the dimensions of the pitch, goals, fag posts or other
facilites of the venue will not be entertained by the Management Commitee unless a
protest is lodged with the Referee before the commencement of the match. Any Club
lodging such protest and not proceeding with it shall be deemed guilty of a breach of
this Rule and shall be dealt with by the Management Commitee.
(iii) All Clubs shall be held directly responsible for the behaviour and conduct of their
players, ofcials and supporters. Clubs must ensure that the reputaton and integrity
of the League is maintained at all tmes, with no acts or conduct undertaken which is
likely to bring the good name of the League or football in general into disrepute.
(B) Except in cases where the Management Commitee decide that there are special
circumstances, protests and complaints (which must contain full partculars of the
grounds upon which they are founded) must be lodged in duplicate with the Secretary
within seven (7) days (excluding Sundays) of the match or occurrence to which they
refer. A protest or complaint shall not be withdrawn except by permission of the
Management Commitee. A Member of the Management Commitee who is a member
of any Club involved shall not be present (except as a witness or representatve of his
Club) when such protest or complaint is being determined.
(C) Any dispute occurring between Clubs in the Competton shall be referred for
determinaton by the Management Commitee whose decision shall be binding upon
all partes subject to Rule 16.
(D) No protest of whatever kind shall be considered by the Management Commitee
unless the complaining Club shall have deposited with the Secretary a sum of 20.
This may be forfeited in whole or in part in the event of the complaining or protestng
Club losing its case. The Competton shall have power to order the defaultng Club or
the Club making a losing or frivolous protest or complaint to pay the expenses of the
enquiry or to order that the costs to be shared by the partes.
(E) All partes to a protest or complaint must receive a copy of the submission and
must be aforded an opportunity to make a statement at least 7 days prior to the
protest or complaint being heard.
(i) All partes must have received fourteen (14) days notce of the Hearing should they
be instructed to atend.
(ii) Should a Club elect to state its case in person then they should forward a deposit of
ten pounds 10 and indicate such when forwarding the writen response.
(F) When dealing with a protest or complaint the Management Commitee shall
take into consideraton the possession by the protestng or complaining Club of any
informaton which, if properly used, might have avoided the protest or complaint.
BOARD OF APPEAL
16. Within 14 days of the postng of writen notfcaton of any decision of the Management
Commitee or the Competton, a Club, Ofcial or Player against whom acton is taken
may appeal against such decision by lodging partculars in duplicate with the Secretary
of the Surrey County Football Associaton, including a fee of 25, for adjudicaton of
a Board of Appeal. The grounds of appeal shall be in accordance with FA Rules. The
Board of Appeal may order the appeal fee to be forfeited and shall decide by whom
the costs of the appeal shall be borne. The decision of the Board of Appeal is fnal and

binding on all partes concerned.
No appeal can be lodged against a decision taken at an Annual or Special General
Meetng unless this is on the ground of unconsttutonal conduct.
EXCLUSION OF CLUBS.OR TEAMS MISCONDUCT, CLUBS, OFFICIALS, PLAYERS
17. (A) At the Annual General Meetng, or Special General Meetng called for the purpose
in accordance with the provisions of Rule 19, Notce of Moton having been duly
circulated on the Agenda, the accredited delegates present shall have the power to
exclude any Club or Team from further membership which must be supported by
(more than) two-thirds (2/3rds) of those present and votng. Votng on this point shall
be conducted by ballot.
(B) At the Annual General Meetng, or at a Special General Meetng called for the
purpose, in accordance with the provisions of Rule 19, the accredited delegates
present shall have the power to exclude from further partcipaton in the Competton
any Club or team of a Club whose conduct has, in their opinion, been undesirable,
which must be supported by (more than) two-thirds (2/3rds) of those present and
votng. Votng on this point shall be conducted by ballot. A Club whose conduct is the
subject of the vote being taken shall be excluded from votng.
(C) Any ofcial or member of a Club proved guilty of either a breach of Rule, other than
feld ofences, or of inducing or atemptng to induce a player or players of another
Club in the Competton to join them shall be liable to expulsion or such penalty as a
General Meetng or Management Commitee may decide, and their Club shall also be
liable to expulsion in accordance with the provisions of Clauses (A) and (B) of this Rule.
(D) Not Adopted
TROPHY:- LEGAL OWNERS, CONDITIONS OF TAKING OVER,
AGREEMENT TO BE SIGNED. AWARDS.
18. (A) The following agreement shall be signed on behalf of the winners of the Cup or
Trophy:-
We A___[name]______________and B________[name]______________,
the Chairman and Secretary of _________[club name]_______________FC,
members of and representng the Club, having been declared winners of _______
[name]______________Cup or Trophy, and it having been delivered to us by the
Competton, do hereby on behalf of the Club jointly and severally agree to return the
Cup or Trophy to the Competton Secretary on or before 28th February. If the Cup or
Trophy is lost or damaged whilst under our care we agree to refund to the Competton
the amount of its current value or the cost of its thorough repair.
Failure to comply will result in a fne as determined by the Management Commitee.
(B) At the close of each Competton awards may be made to the winners and runners-
up if the funds of the Competton permit.
SPECIAL GENERAL MEETINGS
19. Upon receiving a requisiton signed by two-thirds of the Clubs in membership the
Secretary shall call a Special General Meetng.
The Management Commitee may call a Special General Meetng at any tme.

At least seven days notce shall be given of either meetng under this Rule, together
with an agenda of the business to be transacted at such meetng.
Each Member Club shall be empowered to send two delegates to all Special General
Meetngs. Each Club shall be enttled to one vote only, as will members of the
Management Commitee.
Any contnuing Member Club failing to be represented at a Special General Meetng
without satsfactory reason being be given shall fned 50.
Ofcers and Management Commitee members shall be enttled to atend and vote at
all Special General Meetngs.
Further, at the AGM or SGM, the Member Clubs will be advised of the dates of additon
meetngs (maximum of 4 [four]) to be held during the season. The purpose of these
meetngs is to advise the Members as to the progress of the Competton and to advise
on issues that may afect them. Member Clubs are required to send a representatve to
these meetngs. Failure to send a representatve, without a satsfactory reason being
given to the Competton Secretary, in writng prior to the meetng, shall be liable to a
fne of 50.
ALTERATION TO RULES
20. Alteratons, for which consent has been given by the sanctoning Associaton, shall
be made to these Rules only at the Annual General Meetng or at a Special General
Meetng specially convened for the purpose called in accordance with Rule 19. Any
alteraton made during the playing season to the Rule relatng to the qualifcaton of
players shall not take efect untl the following season.
Notce of proposed alteratons to be considered at the Annual General Meetng shall
be submited to the Secretary by 1st March in each year. The proposals, together with
any proposals by the Management Commitee, shall be circulated to the Clubs by 14th
April and any amendments thereto shall be submited to the Secretary by the 30th
April. The proposals and proposed amendments thereto shall be circulated to Clubs
with the notce of the Annual General Meetng. A proposal to change a Rule shall be
carried if a majority of those present and enttled to vote are in favour.
A copy of the proposed alteratons to Rules to be considered at the Annual General
Meetng or Special General Meetng shall be submited to the sanctoning Football
Associaton seven (7) days prior to the date of the meetng.
FINANCE
21. (A) The Management Commitee shall determine with which bank or other fnancial
insttuton the funds of the Competton will be lodged.
(B) All expenditure in excess of 500 shall be approved by the Management Commitee.
Cheques shall be signed by at least two Ofcers nominated by the Management Commitee.
(C) The fnancial year of the Competton will end on 30th April.
(D) The books, or a certfed balance sheet, of a Competton shall be prepared and
shall be verifed annually by some suitable person(s) who shall be appointed at the
Annual General Meetng.
INSURANCE
22. All Clubs must have public liability insurance cover of at least ten million pounds
(10,000,000).

DISSOLUTION
23. A) Dissoluton of the Competton shall be by resoluton approved at a Special General
Meetng by a majority of three quarters of the members present and shall take efect
from the date of the relevant Special General Meetng.
(B) In the event of the dissoluton of the Competton, the members of the Management
Commitee are responsible for the winding up of the assets and liabilites of the
Competton.
(C) The Management Commitee shall deal with any surplus assets as follows:
(i) Any surplus assets, save for a Trophy or any other presentaton, remaining afer the
discharge of the debts and liabilites of the Competton shall be transferred only to
another Competton or Afliated Associaton or The Football Associaton Benevolent
Fund or to such other charitable or benevolent object in the locality of the Competton
as determined by resoluton at or before the tme of winding up, and approved in
writng by the sanctoning Associaton.
(ii) If a Competton is discontnued for any reason a Trophy or any other presentaton
shall be returned to the Donor if the conditons atached to it so provide or, if not,
dealt with as the sanctoning Associaton may decide.
SIMON HEDLEY MINI FESTIVAL
All teams from the Under 7 & 8 age group shall be entered into the Simon Hedley
Mini Festval. A series of Festval games played on a friendly basis will be organised in
accordance with FA Guidelines and recommendatons and all partcipants shall receive
a trophy for partcipatng.

SURREY PRIMARY LEAGUE CUP AND PLATE COMPETITIONS
1. NAME AND CONSTITUTION
The Competton shall be called the Surrey Primary League Cup and Plate Competton
and shall be open to Clubs competng in the League. The Rules of the Surrey Primary
League Competton shall apply when not covered by these Rules.
2. THE CUPS
The Cups shall be competed for annually and shall not become the property of any
one Club. Medals or trophies may, at the discreton of the Management Commitee,
be awarded each season.
3. ENTRANCE FEE AND PAYMENT OF FINES
(A) The Entrance Fee shall be covered within the League Compettons Annual
Subscripton.
(B) The setlement of all fnancial maters, including the payment of fnes imposed,
must in all cases, unless otherwise ordered, be made within 14 days. In the event of a
fne being then unpaid it shall be doubled.
4. OFFICERS
The Ofcers of this Competton shall be as appointed to the Surrey Primary League.

5. MANAGEMENT
The management and business of this Competton shall be transacted by the
Management Commitee. A sub-commitee may be appointed with full powers as
those of the Management Commitee. The decisions of the Commitee or the sub-
commitee shall be fnal and binding, subject to appeal in accordance with League
Competton Rules 15 and 16.
6. QUALIFICATION OF TEAMS
All Teams, in an Age Group, will automatcally be entered into the Cup Competton as
may be organised from tme to tme for the Age Group and matches shall be played
on the dates notfed by the Age Group Secretary. The League Competton Rules and
those set out herein shall apply in full as applicable to each Age Group for which a Cup
and Plate Competton is organised.
7. QUALIFICATION OF PLAYERS
(A) No player shall be allowed to play for more than one competng team in the Cup/
Plate Compettons.
(B) Only players registered and duly qualifed, in accordance with League Competton
Rule 8, prior to playing in the Competton. Any Team found to be in breach of this Rule
shall be liable to a maximum fne of 50 and will be excluded from the Competton
C) At least 14 days prior to the playing of the frst fxtures of each Cup Competton
Clubs shall supply to the relevant Age Group Secretary a Team Cup Squad List (Form
D) containing the players names and League Identty Card numbers for each Team
entered into the Cup/Plate Competton. Any Club that fails to provide Form D by the
due date may be liable to a fne and or expulsion from the Competton.
(D) Newly registered players, not subject of a transfer from another team in the
League, must be registered with the Competton before the 31st January of the
current season.
(E) In the case of postponed or replayed matches, only those players, who were eligible
on the date on which the match was originally due to be played, shall be allowed to
play.
(F) Any Club playing an ineligible player shall be ruled out of the Competton and shall
be fned twenty pounds (20) for each ineligible player, or otherwise dealt with as the
Management Commitee may determine.
8. ARRANGEMENT OF MATCHES.
(A) With excepton of the Cup Final, all tes shall be played on the ground of the frst-
named Club. Play should be of such duraton as determined in League Competton
Rule 10.
(B) If the scores are equal at full-tme, extra tme consistng of fve (5) minutes each
way in accordance with the Laws of the Game shall be played. Should the score stll
remain equal at the end of extra tme, penalty kicks, in accordance with the Laws of
the Game shall determine the result.
(C) Matches abandoned through circumstances over which neither side has control,
shall be replayed in their entrety.
(D) In any te ordered to be replayed in consequence of a breach of Rules, the

Management Commitee may order the defaultng Club to pay the costs of the replay.
(E) In the event of two Clubs taking part in the same match having similar colours, the
home team shall change.
(F) The reportng of the results of all Cup Competton matches shall be in accordance
with League Competton Rules.
(G) In the event of a Club failing to keep an arranged fxture, the Management
Commitee shall have the power to impose a fne not exceeding seventy fve pounds
(75), order the defaultng Club to pay any expenses incurred by the opponents,
disqualify them from the Competton or otherwise deal with them at their discreton.
9. ELIMINATION AND CONTINUATION

(A)The Management Commitee shall make the draw or appoint an appropriate person
to make the draw for all rounds of the Cup or Plate Compettons.
(B) Teams eliminated from the frst two rounds (Preliminary & First Round or First and
Second Round), of the Cup Competton shall be entered into the Plate Competton (if
any) which shall otherwise have the same Rules as the Cup Competton.
10. APPOINTMENT OF OFFICIALS
(A) Whenever possible, Referees shall appointed for all cup tes and ofcially appointed
registered Assistant Referees shall be appointed for the semi-fnals and fnals. The
failure of the home Club to notfy the Referee, as required in accordance with League
Competton Rules, shall result in a fne of ten pounds (10).
(B) In all rounds of the Cup Compettons up to and including the semi-fnals the match
ofcials fee is to be borne by the home team.
(C) Where Assistant Referees have not been appointed, each Club shall provide a
competent Assistant Referee for the match. Any Club failing to do so shall be fned ten
pounds (10) for each ofence.
(D) In all Cup Finals, a medal or plaque shall be provided with an inclusive fee.
11. CUP RECEIPTS AND EXPENSES.
(A) The Management Commitee shall take all receipts and pay all expenses in fnal
tes.
(B) The funds of the League Cup and Plate Compettons shall be deposited in any
bank or building society duly approved by the Management Commitee, as in League
Competton Rule 21(A).
APPENDIX A
SURREY PRIMARY LEAGUE
DETERMINING ABILITY OF TEAM
At the under 7 & 8 age groups, the League will arrange friendly games for all teams
in these age groups and the League will, to the best of its ability, group the teams
into similar standards of ability. The League will not publish the results of the friendly
games nor publish League tables.

AWARDS
Trophies, or medals, will be awarded for all Cup and Plate Compettons, as well as
Divisional Champions and Runners Up.
POOR PRACTICE / CHILD WELFARE ISSUES
It will be considered poor practce and a child welfare issue if Member Clubs enter any
of their players who are playing in this Competton in any other Compettons playing
on the same day. Incidents of this nature which are reported to the Management
Commitee will be investgated and where such cases are found proved appropriate
punishment shall be considered.
It shall be deemed poor practce to put a players name on a team shirt and it may
consttute a breach of FA Rules. Any Club found to be allowing this practce will be
reported to their County FA.
APPENDIX B

FIXED PENALTY FINES
Fixed penalty fnes are the fnes associated to Rules 5(i), 6(h), 10(a), 11 and 19. Fixed
penalty fnes are intended to be issued on a weekly basis. A Club will receive a Charge
or Charges with the fxed penalty fne shown alongside. The fne must be paid to the
treasurer within fourteen (14) days of the invoice being issued.
Club Disputng Fixed Penalty Fine
If a Club wishes to dispute the Fixed Penalty Fine it must respond in writng to the
LEAGUE SECRETARY within seven (7) days so that the mater can be investgated. The
Club will be notfed of the fnding by the League Secretary. If the fne is to be imposed
the Club must pay the fne within fourteen (14) days of being invoiced by the Treasurer.
CHARGING PROCEDURES
The League Secretary shall provide the Club or individual with the grounds which form
the Charge(s).
On receipt of the Charge(s) against the Club (or individual) it has a total of seven (7)
days from the date the Charge is formally laid (date of issue) to indicate to the League
Secretary that the Club (or individual) will: -
(1) Accept the Charge. The Club (or individual) may submit in writng any circumstances
that the Club (or individual) wishes to bring to the atenton of a League Disciplinary
Hearing.

(2) Deny the Charge.
a. Should a Club elect to state its case in person they shall forward a deposit of twenty
pound (20) to the Disciplinary Secretary and indicate such when submitng their
writen response. The deposit will be refunded to the Club if the case is found in favour
of the Club.
b. Should the Club elect to state its case in writng it will be heard at the next available
Disciplinary Sub-Commitee Meetng.
DISCIPLINARY HEARINGS
If a Disciplinary Hearing is to be convened to hear a case the Club will be given the
opportunity to present their case before the Hearing and a minimum of fourteen (14)
days notce will be given of the date for the Hearing.
Disciplinary Hearing Members
At least three Members (all three will be Ofcers of the Commitee) of the League
Management Commitee shall consttute a quorum for the transacton of business
of a League Disciplinary Hearing. One Ofcer will be appointed as Chairperson. The
Disciplinary Commitee Secretary will provide all the administraton required for such
a Hearing but will not partcipate in any adjudicaton.
Result of Case
The outcome of a Disciplinary Commitee Hearing will be provided to the Club formally
in writng, either electronically or by post within fourteen (14) days of the Hearing.
The 20 deposit will be refunded if the case is found in favour of the Club.
DISCIPLINARY SUB-COMMITTEE MEETINGS
At least three Members (all three will be Ofcers of the Commitee) of the League
Management Commitee shall consttute a quorum for the transacton of business
of a League Disciplinary Sub-Commitee Meetng. One Ofcer will be appointed as
Chairperson. The Disciplinary Commitee Secretary will provide all the administraton
required for the meetng.

APPENDIX C
AGE GROUP SECRETARY
Memorandum of Understanding for Member Clubs
1. All Member Clubs must be prepared to feld their teams every Sunday for the
duraton of the season. See Rule 10 (A)
2. All SPL League and Cup fxtures will be published on the SPL website and will be
confrmed by email to each Member Club by the Age Group Secretary. Any changes to
the fxtures afer they have been confrmed will be sent by email direct to the clubs
involved.
3. Whilst as much notce as possible will be given to clubs when advising of fxtures,

a match may be allocated to clubs up to and including the Monday evening preceding
the next Sunday on which a fxture list is allocated to.
4. Whilst as much notce as possible will be given to clubs when advising of midweek
fxtures, Clubs will be given at least six (6) days notce for all midweek matches.
5. When a team is involved in a County Cup match they will not be allocated an SPL
fxture.
6. If a club has an away County Cup match which is postponed due to the home teams
pitch being unplayable, the match may only be switched to the away teams ground if
there is no SPL match scheduled on that pitch on that date or with the approval of the
Age Group Secretary.
7. At least 28 days notce must be given to the Age Group Secretary for permission to
be granted to play a match in another competton - see 6 and 7 above. See Rule 1(A)
8. Divisions will be monitored and at a tme decided by the management commitee
and in line with rule 1b the Age Group Secretary will forward any/all proposed
movement to the commitee for a decision.

APPENDIX D
Match Day Procedure

Before the commencement of any match being played in the League or any Cup/
Plate Competton under the Leagues jurisdicton the respectve managers of each
team shall exchange and check the validity of the Surrey Primary League Player
Registraton Cards for the players involved in the match.
Any complaint or protest about player eligibility is liable to fail if the Club Representatve
does not comply with the pre-match processes of player identfcaton, as laid down
in League Rules. It is important that issues of player eligibility are brought to the
immediate atenton of the oppositon Club Representatve and Referee prior to the
start of the match.
Directly prior to the start of the match it shall be the responsibility of the Club
Representatve to confrm the eligibility of players through the processes of checking
the oppositon teams Surrey Primary League Player Registraton Cards against the
oppositon squad list and to further check the player identfcaton against the photo
on the Player Registraton Card.
All discrepancies regarding player identfcaton shall be reported to the match referee
(whether qualifed or not) as soon as possible and prior to the start of the match. A
report is to be submited to the Age Group Secretary no later than 3 days afer
the match has been played giving full details of the discrepancy. This should be
accompanied by a report from the match referee.
A player who is unable to produce their Player Registraton Card shall be allowed to
play but the Club he is playing with shall be fned 150.00 and shall be further dealt
with by the commitee as they feel appropriate.
APPENDIX E
SIMON HEDLEY AWARD
The SPL will run an annual special award in recogniton of the outstanding work carried
out by Simon Hedley. Nominatons will be called for from all age groups, member
clubs and the SPL Management Commitee with the spirit of the award based on
outstanding contributon either through adversity or long term commitment.

Recipients can be either, an individual, group of people or team, for work on or of
the feld including club/team/league administrators/coaches or other volunteers who
work trelessly for the beneft of others.
Recipients must be members of the SPL or a member club of the SPL and have a proven
history of partcipaton within the league.
A panel to select the winners will consist of at least 3 league ofcers, 1 age group
secretary and a volunteer from the membership. Dates for nominaton will be set by
the management commitee.
There will be no fxed number of awards, this will allow fexibility in line with the ethos
of Simon Hedley. Simply as many or as few that are deemed necessary will be awarded.
The awards will be presented at the annual awards day.
APPENDIX F
GUIDANCE FOR MARKING MATCH OFFICIALS
Referees shall be given a mark by both the Home and Away Team, on their appropriate
result sheet. The mark awarded by a club must be based on the Referees overall
performance. It is most important that the mark is awarded fairly and not based upon
isolated incidents or previous games. The Referees performance should be determined
by the table below which should act as a guide for the overall mark which should fall
within the mark range for each standard of performance.

100-86 The Referee demonstrated very accurate decision-making and
controlled the game very well using management and communicaton skills efectvely
to add value to the game.
85-76 The Referee demonstrated accurate decision-making and

MANAGERS, COACHES AND HELPERS
This Code of Conduct exists to protect the children and all involved with the running
of Member Clubs, to reassure parents/guardians that you take your responsibilites
seriously by:-
Always identfy yourselves to parents/guardians before you approach any of the
children, untl you know who they are.
Only working with groups of three children or more, at a ground agreed by your
Club, using techniques and guidelines formally adopted by your Club.
Not giving lifs to children, when you are on our own, without parental consent.
Ensuring the transport is safe and secure, for the respectve age group and size of
the children
Not entering a changing room, or confned area, unless you are with another
adult.
Not administering any form of massage, treatment, or medicaton. The only
exceptons to this are to be either on the feld of play, or the touchline.
Avoiding situatons, or conduct, that could ofend, or be misinterpreted, in any
way, by the children, or spectators.
Never using physical force to admonish, or correct, inappropriate behaviour,
regardless of whether you have consent, or lawful right.
Never admonishing, or correctng, inappropriate behaviour in a demeaning,
bullying, or threatening way. Any withdrawal of rights should be appropriate and
capable of being enforced.
Ensuring that each player is correctly dressed with the necessary equipment, shin
pads etc., before being allowed to play.
Recording the numbers and names of the children in your charge, at every match,
training session, or event.
Undertaking to atend courses arranged by your Club, or League, to improve skills
in First Aid, Football Coaching and Leadership.
Undertaking to actvely ensure compliance to this Code of Conduct, by drawing
atenton to your Club of any non-compliance.

PLAYERS
The Surrey Primary League will endeavor to maximise the safety, development,
confdence and enjoyment of all Member Clubs.
The League believes that it is in the best interests of the sport that we observe certain
standards of behavior, to make the game more enjoyable and safe for everyone by:-
Researching and considering the individual needs of each child in your care, by
encouraging and respectng sportng achievement.
Never arguing with the Referee, Assistant Referee, or Linesperson.
Never using foul or abusive language, or behave badly, towards other players,
ofcials or anyone else.
Retring quickly to the required distance when a free-kick is given against your
opponents.
Not appealing for throw-ins, of-sides or free-kicks, etc.
Not taking advantage of an opponent, when given the ball for a throw-in, free-
kick etc., or for being out of positon.
Giving the ball, promptly, to your opponents, for throw-ins and free-kicks, etc.
Keeping your self-control at all tmes and not retaliatng.
Not over reactng when your team scores a goal.
Always displaying a positve attude. Approaching training and matches with the
right attude and commitment, being punctual and preparing properly.
Respectng your team mates, manager, or trainer.
Defeatng your opponents by skill and not by unfair means.
Acceptng victory modestly and defeat graciously, remembering that your Club
will be judged by your behaviour.
Being a team player, putng the interests of your team before yourself.
Playing for the fun of it and not just to please your parents, or manager.

PARENTS AND SPECTATORS
The Surrey Primary League will endeavor to maximise the safety, development,

The League believes that it is important that all parents and supporters set a proper
example of behavior for young players to follow by:-
LEARNING THE LAWS OF ASSOCIATION FOOTBALL - you will then appreciate how
difcult interpretaton can be. Do not enter the Field of Play unless invited to do so
by the Referee.
NEVER USING FOUL OR ABUSIVE LANGUAGE - do not shout abuse at match ofcials,
players, or other spectators.
NEVER TAKING THE LAW INTO YOUR OWN HANDS - let your Club, or team
representatve, deal with any problems that may arise.
NEVER BEING DRAWN INTO DISPUTES - do not become involved in an argument, or
dispute, with match ofcials, players, or other spectators.
SETTING A GOOD EXAMPLE TO YOUNG PLAYERS - your conduct and attude can be
copied by them.
RECOGNISING GOOD SPORTING BEHAVIOUR - show that you appreciate
sportsmanship on the feld.
APPRECIATING GOOD FOOTBALL - show that you appreciate good football, by
whichever team. Never scold a child for making a mistake during a game.
CONSIDERING OTHERS - even if excited by the game yourself, remember and consider
other spectators, young and old. Always display courtesy and consideraton to
players and spectators from other teams. Do not leave everything to the manager,
ofer to help whenever you can.
REMEMBERING WALLS HAVE EARS - remarks you may make, even in the dressing
room, could be detrimental to your Club.
REMEMBERING YOUTH FOOTBALL IS A GAME OF ENJOYMENT FOR BOYS AND GIRLS
- support the boys and girls in a manner which will maintain the high reputaton
that the League has acquired for sportng behaviour. Never force an unwilling child
to partcipate in football, against their will.

Code of Conduct
REFEREES
Every season the League has to deal with complaints, regarding the standard of
refereeing.
It is important to note that an unqualied Referee has the same powers and
status of a qualied ofcial (League Rule 6[A]). This covers the time he/she enters
the ground until such time he/she leaves. Any formal complaint received, under
League Rules, will be referred to Surrey County FA.
The League appreciates that many Referees are Team Managers, Assistants, or
Parents and we will, initially, be very protective if a complaint is received.
Please consider that without Referees we would not be able to provide football
for our players.
The League would like to be in the position to appoint Referees to all xtures but
this unfortunately is not possible.
Another important factor, to bear in mind, is that Team Managers are responsible
for the behaviour of their Players and Supporters (Rule 11[A]). This applies both
on and off the eld of play.
If the Guidelines are followed the level of complaints the League receive will be
reduced:-
At the time the xture is conrmed (not later than the preceding Sunday),
advise the opposing Team Manager, the name of the Referee.
If you are unable to provide this information, at the time, let the opposing
team know, giving as much notice as possible.
Advise the opposing team whether or not the Referee is qualied.
If you, or jointly with your opposing Team Manager, consider it necessary
agreement can be reached whereby the opposing team provide the services
of a Referee (the fee for a league match to be paid by the home team).
If for any reason you cannot mutually agree on the Referee for the xture, the
matter should be referred, immediately, to your Age Group Secretary

This policy is fully supported by the League Ofcers and Tracey Humphrey and Sarah Fearnehough who hold
the post of Youth League Welfare Ofcer at The Surrey Primary League and who are responsible for the
implementaton of this policy.
Equality at The Surrey Primary League means that in all our actvites we will not discriminate, or in any way
treat anyone less favourably, on grounds of gender, sexual orientaton, marital status, race, natonality, ethnic
origin, colour, religion or belief, ability or disability. It means that we will ensure that we treat people fairly and
with respect and that we will provide access and opportunites for all members of the community to take part
in, and enjoy, our actvites. And it means that we will not sancton any acton, or lack of acton, which might
disadvantage a member compared to other people for any reason related to the list above.
The Surrey Primary League will not tolerate harassment, bullying, abuse or victmisaton of an individual (which
for the purposes of this policy and the actons and sancton applicable is regarded as discriminaton). This
includes sexual or racially based harassment or other discriminatory behaviour, whether physical or verbal.
The Surrey Primary League will work to ensure that such behaviour is met with appropriate acton in whatever
context it occurs.
We are commited to the development of a programme of ongoing training and awareness raising events and
actvites in order to promote the eradicaton of discriminaton within The Surrey Primary League and in the
wider context, within football as a whole. We are also commited to circulatng this policy to all our members.
The Surrey Primary League is commited to a policy of equal treatment of all members and requires all
members to abide and adhere to these policies and the requirements of the following (but not limited to)
equalites legislaton - Equality Act 2006, Race Relatons Act 1976, Sex Discriminaton Act 1975 and Disability
Discriminaton Act 1995 as well as any amendments to these acts.
The Surrey Primary League commits itself to the immediate investgaton of any claims of discriminaton on
the above grounds and where such is found to be the case, a requirement that the practce stop and sanctons
be imposed, as appropriate.
League Complaints Procedure
In the event that any member feels that he or she has sufered discriminaton in any way or that the Leagues
Policies, Rules or Code of Conduct has been broken they should report the mater to the League Secretary or
another member of the Commitee.
If the complaint is with regard to the Leagues Management Commitee the member has the right to report the
discriminaton direct to the relevant County Football Associaton or to The Football Associaton.
