Mr co-chairs of the Ad Hoc Working Group on the Durban Platform for Enhanced Action Mrs. Cristiana Figueres, UNFCCC Executive Secretary Distinguished delegates and representatives
I would like to call on all of you to work constructively this week to prepare the substantive outcomes we expect from Lima.
I would like to call on you to work simultaneously on several issues:
- First, in the definition of the information that all of our countries will submit next year as part of our intended nationally determined contribution. It is crucial that this week we arrive to a possible consensus around the content and spectrum of such information as well as on the best way to incentivize and ensure that this information is clear, transparent and understandable next year.

- Secondly, it is clear that the discussion on INDCs is directly linked to our discussion on the elements for the draft negotiating text. I want to reiterate that it is a main priority for the Peruvian presidency that COP20 concludes with a text on the elements that is clear, structured and substantive, not just a list of ideas. Thus, I am also here in Bonn this week to encourage you to focus on the similarities, meaning the components of content and form that we can agree on in Lima in order to provide a strong basis for negotiations next year. The world needs to see that we have the capacity and the will to prepare a binding, equitable, durable and balanced agreement in 2015, firmly framed in the Convention and its principles.
- And thirdly, I want to encourage you to conclude this week a careful review of what will be our decision on Workstream 2. As I said in June, our clear expectation is that COP20 establishes a concrete plan to deal with the pre-2020 period including actions to ensure compliance with existing obligations, and the implementation of policy options with the greatest potential. In this context, I am pleased with the continuation of the technical experts meetings, TEMs, during this week on carbon 3
capture, use and storage and on non-CO 2 greenhouse gases.
Of course, working under the ADP, I urge you to not lose sight of the fact that other subsidiary bodies should also work on decisions or make significant progress in Lima on issues such as finance, mitigation, adaptation, loss and damage, REDD+, technology transfer, capacity building, response measures, Article 6, among others. Along with the decisions of the ADP, these advances should help to strengthen our common work under the Convention.
As I said earlier, my second message is one of confidence and trust.
First, confidence in the status of our negotiations. I am truly convinced that we are not far from consensus on many of the issues that I have mentioned. I am convinced that our positions have come closer and continue to do so since the beginning of this year, around the most sensitive issues. We have this impression after numerous meetings, events and visits in which myself or members of the Peruvian team have been involved, including informal consultations open to all interested Parties, held in Lima in recent weeks, as announced in the June inter-sessional meeting. Therefore it 4
is very important that during this week we hold meetings and consult widely among countries and groups, with the aim of having substantive results especially because this is our last opportunity before Lima.
Second, I want to express confidence and trust in the process. I am sure that with the help of all the process will continue to be Party-driven. All inputs for our decisions must come from the Parties and should be reflected. I am confident that our two Co-Chairs, Kishan and Artur, are doing and will continue to do everything necessary for this to happen.
Finally, I give you my assurance of my full commitment. My duty and intention is to lead the conference in Lima in a transparent and inclusive manner. My aim is to have results and consensus in Lima. To do so, I need your full engagement and support. Before and during the COP, I will ensure that you are all informed, of matters that are relevant for the Parties to continue to lead the process to deliver.
My presence here is a manifestation of my full commitment to work with all of you and with the co-chairs for success in Lima.

So lets move this discussion this week into solutions. Lets move our words into hope. Lets make things possible to show the world our responsibility. Lets just do it!
