Invitation of Applications:- Applications are invited from the permanent residents of Jammu and Kashmir possessing the required eligibility on the enclosed format for filling up of the following posts in the Jammu and Kashmir Legislative Council Secretariat:- S.No Designation of post No of posts Pay scale Pay band Grade pay 1 Translator 03 Rs. 9300-39100 Rs. 4200/- 2 Reporter 03 Rs. 9300-39100 Rs. 4200/- 3 Photostat Assistant 01 Rs. 5200-20200 Rs. 1900/- Note: The salary of the appointed candidates for first five years shall be regulated in terms of SRO 332 of 2011 dated 28 th October, 2011. Eligibility:- (a) For the posts of Translator and Reporter, a candidate must be a graduate from a recognized university; (b) For the post of Photostat Assistant, a candidate must be matric pass with at least one years experience of handling Photostat machine. Age of Eligibility:- in order to be eligible, a candidate must not be below the age of 18 years as on 01-01-2013 and on such date should not be above the age of:- (a) 37 years in case of Open Merit (b) 40 years in case of SC/ST/RBA/ALC/OSC candidates (c) 39 years in case of Physically challenged candidate. (d) 40 years in case of candidate already in Government Service Last date for applying: The candidates shall apply for the posts advertised by or before 20-08-2013 and no application shall be received or entertained after the stipulated date. (Note): The candidates who have applied for the posts of Translator, Reporter and Photostat Assistant in response of Advertisement Notice No. 01 of 2013 need not to apply again. However, the candidates who may have applied for the post of Editor which was advertised vide Advertisement Notice No.1 of 2013 should apply afresh for the posts advertised vide this Notice as the post of Editor is no longer a direct recruitment post. How to apply:- (i) The candidates belonging to Kashmir Division shall submit their applications complete in all respects in the Jammu and Kashmir Legislative Council Secretariat office at Srinagar and the candidates belonging to Jammu Division shall submit their applications at Camp Office, Legislative Council Secretariat, Jammu. (ii) The application shall be accompanied by a copy of the following:- (a) A passport size colour photograph; (b) Permanent Resident Certificate; (c) Category Certificate, in case a candidate claims to belong to any reserved category; (d) Qualification Certificate; (e) Date of Birth Certificate. Rejection of incomplete applications:- Any application form incomplete in any respect shall be liable to rejection without notice. Procedure for selection:- (a) The applicants must submit their application forms in a neatly hand-written or typed form as per the enclosed format. The application forms can also be downloaded from our official website www.jklegislativecouncil.nic.in.
(b) The last date for the receipt of applications as prescribed above shall be the cut off date for determining the eligibility to apply for the post. The age limit, however, is determinable with reference to the first of January of the year in which advertisement is made. Only such academic, professional and technical qualification shall be considered for which the applicant is in possession of the requisite certificates on the last date of receipt of application i.e. 20-08- 2013.
(c) The prescribed qualifications reflect the bare minimum requirement of the job and mere possession thereof does not entitle the candidates to be called for interview. The interview /viva-voce is intended to judge the mental caliber of a candidate and an assessment of not only his intellectual qualities but also social traits and his interest in current affairs. Some of the qualities to be judged are mental alertness, critical powers of assimilation, clear and logical expositions, balance of judgment, variety and depth of interest, ability for social cohesion and leadership, intellectual and moral integrity. (d) Call letters shall not be issued individually. However, the Selection Committee shall give wide publicity through print media, official website of the Council Secretariat (www.jklegislativecouncil.nic.in) etc. about the venues, dates of interview for the eligible candidates.
(e) The candidates must produce the original qualifications/Category certificates at the time of interview so that their eligibility for participation in the interview is verified. Any candidate who fails to produce the relevant original documents/testimonials shall not be allowed to appear in the interview.
(f) No TA/DA will be paid for participation in the interview.
(g) The degrees/Diploma obtained through distance mode/Study Centre mode except from IGNOU and DOEAC/MANU, shall not be entertained/considered unless such degrees/Diploma are recognized by university of Kashmir/University of Jammu/State Board of Technical Education, J&K as clarified by the Higher Education Department vide their OM No. HE/LEGAL/2010 dated:-30-03-2010 and such candidates are advised to produce bonafide certificates (provisional cum character certificate) from the concerned campus/institute at the time of interview, otherwise they will not be entitled to appear in the interview and their candidature shall stand automatically cancelled.
