On November 5th at 0945 hours, a Manitowoc Police Detective driving an unmarked
squad northbound on S. Rapids Road was passed by a gold 1995 Toyota Camry
driving at a very high rate of speed. The vehicle passed several cars in a no passing
zone and continued northbound on North Rapids Road driving northbound in the
southbound lanes. The detective did not pursue the vehicle but followed from a
distance. The detective then witnessed the vehicle move back into the northbound
lanes on North Rapids Road and strike another northbound vehicle in the rear,
spinning that vehicle out. The suspect then proceeded south on North Rapids Road
in the northbound lanes and passed the detective at a high rate of speed, who again
attempted to keep the vehicle in sight. Moments later another Manitowoc patrol
officer driving a marked squad west on Calumet Ave. near Dewy St and responding
to this incident, had the vehicle pass him eastbound on Calumet Ave at a very high
rate of speed. The vehicle was weaving in and out of traffic.
Minutes later, the vehicle was observed by officers leaving the Police Department to
respond to this incident. The suspect vehicle was observed to turn off of S. 9th St and
drive at a high rate of speed on Jay Street past the police department, flipping off one
officer out the sunroof of the vehicle as he drove past. The vehicle then turned the
wrong way onto S. 10th St and drove over the 10th St. Bridge the wrong way to at
least Park St., where officers lost sight of the vehicle.
Moments later Two Rivers Police officers who were waiting for the vehicle as they
had been monitoring the radio traffic of Manitowoc Police, had the vehicle north on
Memorial Drive. The vehicle was again weaving in and out of traffic when it
apparently lost control and crossed the median, struck a utility pole and mailbox and
came to rest sideways in the driveway at 2826 Memorial Dr. The driver was
identified as 33 year old Mang Yang from Manitowoc. He was taken into custody by
Two Rivers Police Officers. While being taken into custody, Yang made comments
about being under the influence of drugs other than alcohol. Mang failed Standard
Field Sobriety Tests administered by Two Rivers Police and was arrested for a
second offense of Operating While Impaired (OWI). He also faces charges from
Two Rivers Police for Fleeing Police (felony), OWI and Recklessly Endangering
Safety (felony).

Mang Yang is being charged by Manitowoc Police for Recklessly Endangering


Safety (felony), Hit and Run Attended Vehicle, and Operating a Motor Vehicle
after his DL was Revoked (OWI related). He is being held at the Manitowoc County
Jail. The entire incident from when the Manitowoc detective first observed the
vehicle until Yang was taken into custody was approximately 13 minutes long.
