NEW CONTACT RULE (10-6-12)

The following acts constitute a foul when committed


against a ball handler/dribbler:
Placing two hands (front/back of hand) on the
player
Placing an extended arm bar (forearm that is away
from the body) on the handler/dribbler (post &
perimeter)
Placing and keeping a hand on the dribbler
Contacting the player more than once with the
same hand or alternating hands

RULE 10-6-12 INTERPRETATION

PlayPic 1 two hands on the player must be ruled a foul every time.
PlayPic 2 extended arm bar on the player must be ruled a foul every time
PlayPic 3 contacting the ball handler more than once with one hand or alternating hands must be ruled a foul every time.
In each of these situations, officials must make the ruling every time to stop the practice of the illegal use of the hands. Coaches will teach the players to back
away from the use of the hands if the ruling is consistently made.

RULE 10-6-12 INTERPRETATION


DBOA Clarification on Post vs. Perimeter defenders and what is allowed.

Perimeter:
o Perimeter defender: we will allow a single, initial tactile touch/measure on the ball handler out top.
a. Officials will talk through their whistle to the defender about the hand placed on the handler/dribbler. We will not
talk past the 1st week of play. During the 1st week for girls and the 1st week of play for boy we will only talk to
players during the 1st quarter of a game. 2nd quarter on we will enforce the rule. After the first week of play we
will enforce the rule the entire game.
b. We will never allow two hands on the handler/dribbler.
o Perimeter defender: an extended forearm will NOT ever be allowed on the perimeter by a defender on the ball
handler/dribbler. During the 1st week for girls and the 1st week of play for boy we will only talk to players during the 1st
quarter of a game. 2nd quarter on we will enforce the rule. After the first week of play we will enforce the rule for the
entire game.

Post:
Without Ball:
o Post defender: single extended forearm (with back to basket) allowed in post without ball. (Rule 4-24-6) It is not legal to
extend the arms fully or partially in a position other than vertical so that the freedom of movement of an opponent
is hindered when contact with the arms occurs. So the extended forearm is legal in the post as long as the defender is
not restricting the movement of the offensive player or dislodged from his initial spot.
With Ball:
o Once the ball comes into the post, by rule the offensive player is now the ball handler/dribbler and the extended forearm
must be removed. (Rule 10-12). We will initially talk through our whistle to the defender, if the arm bar is not removed we
must call a foul.

The coaches Concern:


Consistency! We need to be on the same page as a CHAPTER and officiate constantly during every game. Please discuss
illegal contact during the pregame and make adjustments during the game if needed.

RULE 10-6-12 INTERPRETATION

The coaches are also concerned about playing good defense and not getting a 5 second count. The distance for a closely
guarded count is 6ft. We must have a 5 second count for anything that is close to 6 ft. Please review closely guarded rule.
(Rule 4-10, 9-10).
