s it a school bus with a vacuum tank or a vacuum truck that can haul a
bunch of students on a field trip? Does the bus driver take kids to school,
pump a few tanks and then return to pick the kids up when the school
bell rings?
These are a few of the questions I asked myself when proud owner Dale
Wicklund sent me a photo of his unusual rig, a sawed-off 1981 Chevrolet
school bus. The subject on his email was Worlds Ugliest Pumper Truck, my
first clue this was a working septic service truck.
And work with it, Wicklund did. Unbelievably, the Frankenstein of
a truck was Wicklunds principal pumping truck, cleaning tanks throughout the furthest northern reaches of Minnesota. Wicklunds home base in
Greenbush, Minn. (population 800) is a tad further north than International
Falls, Minn., known by many as the coldest spot in the lower 48 states.
In fact, Wicklunds one-man pumping and plumbing operation, D.W.
Mechanical, is about the last stop of civilization in the state before untamed
wilderness takes over and you hit the Canadian border. To serve some of his
customers, Wicklund has to cross into Canada on a little nub of land at Lake
of the Woods, then cross back into Minnesota to reach the tank.
SMALL INVESTMENT
And its cold. How cold? Wicklund says he dealt with frozen lines until
the Fourth of July last summer.
Its rough, remote country and a tough place to scratch out a living as a
pumper which explains the almost-comical Unclassy Truck photo Wicklunds son Nels helped direct to my Pumper inbox. One of the tricked-out
trucks Wicklund sees here in the Classy Truck feature just wouldnt do way
up north. Sadly, he says there isnt enough business to justify a shiny new
custom-built truck, and his farmer customers wouldnt cotton to him coming up the driveway in one.
You cant build a fancy truck up here or theyll think youre making too
much money, Wicklund says in a phone call, pausing during a pumping job.
There isnt enough cash flow to have a fancy rig. So you keep it simple and
keep your costs down.
Wicklund sure kept his costs down over the years. Handy with a welder
and a torch, Wicklund transformed the bus into a vac truck by himself. He
bought the bus from the local school district for $1,500 in 1993 and figures
hes invested another $10,000 into it over the years.
First, he cut about 20 feet off the back end of the bus cab, removing four
rows of seats. Then, before reattaching the rear end of the cab, he added a
200-gallon plastic freshwater tank inside the bus. To the stout bus frame,
made of 3/8-inch steel, he added a manure-spreading farm tank, which he
used for about five years. Then he swapped it out for a bigger, used 1,500-gallon tank. To that, he hooked up a 75 cfm Masport pump, and hes been using
the same setup for 16 years.

My dad was an old-school-type person who handwrote everything,
from invoices to bookkeeping, says Kucharski, 38, owner of the business
with his wife, Laurel, who handles administrative duties and marketing. He
started driving a truck when he was 14 years old or so, after his older sister
married a guy who owned a septic business. Back then, drivers licenses
werent that big a deal, I guess.
Id been helping him out ever since I can remember; Im told I was 1
year old when I first tried to drag a hose for Dad. He didnt know too much
about child-labor laws, the younger Kucharski jokes.
When they took over, one of the first things the Kucharskis did was
incorporate the business. It was kind of scary when we realized we could
lose everything if something bad happened and we werent incorporated,
Kucharski explains.

Waste recyclers:
From biomass to energy
Technology developed by the Ohio-based quasar energy group llc utilizes
an anaerobic-digestion process to convert waste such as manure, municipal
biosolids and food-manufacturing byproducts including grease and oil
into biogas, pipeline-quality natural gas, electricity and fertilizer. Contractors
like Walt Kucharski Septic Service Inc. are embracing the process, diverting
waste from landfills and municipal treatment facilities and turning it into clean,
renewable energy.
Owner Walt Clay Kucharski says his company already transports about
a third of its grease trap waste to quasar facilities in Collinwood, an eastern
suburb of Cleveland, and North Ridgeville two of 11 such facilities quasar
operates in Ohio.
Heres how the process works: Microorganisms in an oxygen-deprived,
temperature-controlled digester tank heated to 95 to 105 degrees digest
organic materials. Its essentially the same process by which bacteria break
down waste in animal intestines or in septic tanks.
The digestion process takes 28 days. The microorganisms produce cleanburning biogas thats around 60 percent methane, the principal ingredient
in natural gas. At the Collinwood and North Ridgeville digesters, some of the
gas powers a biogas engine that spins a turbine that produces electricity. The
Cleveland Public Power utility buys electricity from the Collinwood facility. The
North Ridgeville facility supplies electricity thats used to run the citys French
Creek Wastewater Treatment Plant, quasar officials say.
GREEN DISPOSAL
The facilities can also convert biogas to compressed natural gas, used to
fuel vehicles with natural-gas-powered engines.
The facilities have been operating since 2012. Each has a 980,000-gallon
digester tank and can handle about 42,000 wet tons of waste per year. The
Collinwood plant can produce 1.3 megawatts of electricity per hour and the
North Ridgeville plant can produce 1 megawatt per hour; both plants can also
produce about 1,800 gasoline-gallon equivalents of compressed natural gas fuel
a day, according to quasar statistics.
We take grease trap waste to quasar whenever its more economical than
transporting it to a municipal treatment center, Kucharski says. The anaerobic
digestion is a very cool process. I think it matters to our customers a lot
of them are concerned about where their waste is going and how its being
disposed.
Anaerobic digestion is a popular waste disposal option in Europe, which
boasts more than 8,000 systems in operation. In addition to the 11 Ohio facilities,
quasar also operates two digesters in New York and one in Massachusetts.

becoming an authorized service provider for different brands of septic systems.
Currently, Ohio law requires a septic system dealer or distributor to officially
sponsor septic pumpers before they can service that particular brand.
But the state is trying to change the rules and regulations to increase
competition, so we look forward to getting into that end of the business,
Kucharski says. Right now, there are times when we cant truly fix a
customers problem all we can do is just pump out some of their tank to
give them a little extra volume until an authorized repairer can get there.
Were not trying to take work away from anyone, he adds. But we
want to serve our customers better by becoming more of a one-stop shop
that can handle all their needs.

AFTER hours
For longtime Maryland pumper James Dillard, keepin time in a band is the only way to rock By Ken Wysocky
hen James Dillard isnt out pumping septic tanks in and around
Annapolis, Md., odds are hes marching to the beat of a different
drummer: himself.
The 51-year-old owner of Dillards Septic Service, a business he
established in 1989, has been pounding the skins since he was just 7 years
old. The inspiration for his longtime hobby? A drum solo on Live Album,
a gold record put out by classic rock mainstay Grand Funk Railroad in 1970.
That drum solo and the audiences interaction with it totally blew
me away, Dillard recalls. I never really had much of an interest in playing
guitar, so I probably would have played drums anyway. But a [solo] on that
album pretty well sealed the deal.
Dillard comes from a musical family, steeped in country and bluegrass
music. His mother, Joy, enjoyed singing and was a member of a church choir,
and his father, Jack, sang and played guitar at small clubs and honky-tonks
around the region in his younger days. And his older brother, Jack, was a big
influence, too.
My father taught Jack to play guitar at an early age, Dillard says. He
went on to play electric bass guitar and lead guitar. Growing up with him and
listening to bands he listened to and the garage bands he played in it was
just natural for me to play an instrument. And I chose to play drums.

WHATS IN A NAME?
Over the last several years, we realized that the former name no longer
covered the entirety of the industry were reaching, he says. Last year in
Indianapolis, I called 30 wastewater service companies within a short drive
of our trade show, and many said they werent planning to attend because
they werent pumpers. They thought the show wasnt for them. We want
them to know that it is.
The WWETT name was chosen because it hits all segments of the
industry reached by COLE Publishings titles. Weve reached out into the
municipal water and wastewater industry with Treatment Plant Operator
and Municipal Sewer & Water magazines, and want those markets to know
that the show is theirs, too, says COLE Publishing President Jeff Bruss.
There are so many facets of the industry that are part of the show now, its
important to open and promote it to all we serve.
Education opportunities kick off Day 1 of the 2015 show, with presenters
from the industrys top manufacturers and associations. New to this years
lineup is a presentation by speaker John Conley on trucking safety topics,
including compliance with Part 180 and preparing for a tank truck CT shop
audit and cargo tank safety and regulatory report.
There are educational opportunities for everyone, though, as sponsoring
associations are offering over 50 sessions on Education Day. Trade
organizations taking part include the National Association of Wastewater
Technicians (NAWT), National Environmental Health Association
(NEHA), Southern Section Collection Systems Committee (SSCSC),
National Association of Sewer Service Companies (NASSCO), National
Onsite Wastewater Recycling Association (NOWRA), Waterjet Technology
Association/Industrial & Municipal Cleaning Association (WJTA-IMCA)
and the Sump and Sewage Pump Manufacturers Association (SSPMA). The

Remove trash and grit before storing. Grit will settle in the tanks. Both the grit
and trash can plug pipes and pumps.
Trash will have to be removed for land application to meet vector attraction
reduction requirements to limit mosquitoes, flies, rodents, etc., from spreading
pathogens.
Do you have access to enough land to properly empty the storage tank?
Plan for climate control of the storage tank to prevent winter freezing of pipes.
Application
Understand agronomic loading rates and how to apply the septage to stay
within those rates. And remember, the farmer may have stricter nutrient
management plan limits than those under federal law.
Remember to take into account erosion and runoff control when developing
your application plans.
Know the best times for land application and how your need for access to the
land matches the farmers plans. If you are not using storage, you may need
access to fields throughout the year.
Who is doing the land application? Ensure they are trained in the proper
recordkeeping and application procedures.
If you are doing the application, how will the labor requirements for land
application affect the normal day-to-day duties of your company?
Besides the cost of renting or purchasing the land, also consider the cost
of lime along with equipment and maintenance costs for tractors, tanks
for spreading, injector bars, mixers and pumps, or the costs of renting the
equipment or contracting for the service.
If you are not using storage, you will need a plan for removing trash before
land-applying.

Goal-Setting Strategies
Use these techniques to ease the fear and tension that accompany establishing employee objectives

long-term objectives into smaller, short-term targets that move the employee forward. Creating annual, quarterly and monthly goals that the
manager and employee can agree on is the starting place; it is then the
employees responsibility to break those goals into weekly and daily objectives.
It should be noted that not all employees have the skills to effectively
plan their own activities. Managers should review this procedure with their
people and perhaps walk them through the process of taking a months goals
and organizing them into weekly and daily tasks.
Listen. Before beginning the process of establishing goals and objectives with an employee, the first step is to allow the employee to express his
or her ideas and feelings. This discussion should establish a good mood and
should focus on the positive aspects of the employees job. If complaints
are brought up, managers should ask the employee for ways to correct the
problem. By giving an employee the opportunity to resolve a problem, the
discussion remains focused on the positive aspects of his or her job while
empowering him or her to develop a realistic solution.

Secure agreement. Once both the employee and manager have developed a realistic set of goals and objectives and demonstrated how to plan the
employees weekly and daily activities around meeting them, both parties
should secure an agreement. The agreement should focus on the individual
objectives and how they will be achieved.
Coordinate. Managers must make sure individual goals are aligned
with the companys goals, as well as with those of other employees. Failure
to do so can result in employees working against each other rather than cooperatively toward accomplishing common goals and objectives.
Remain task-oriented. Throughout the goal-setting process, the climate should be warm, friendly and informal. Yet managers should ensure
the process remains task-oriented and be aware that they will need each employees assistance to help attain their goals.
Commit to change. Managers should recognize establishing goals and
objectives is a commitment to change. With this in mind, employees may be
resistant to change and fear the consequences it may bring. Employees may
also be reluctant out of a personal fear that they will be unable to attain their
goals and objectives.
Review. Once the goal-setting process is complete, managers should
review each individual objective with the employee. These goals should be
committed in writing, with both the employee and manager receiving a copy
for future reference.

After seven years of legislative work, the Georgia Onsite Wastewater Association has helped
craft a bill to promote sustainable land application of septage By Doug Day
fter years and many hours of work by the Georgia Onsite Wastewater
Association, land application of septage is now an affordable alternative in the Peach State. GOWA had a big role, says President Matt
Vinson of Natural Systems Utilities. Several of our members were key in getting that done. It was a big victory.
Vinson took over the GOWA leadership role this year, succeeding John
Ford. The new land application regulations, seven
years in the making, place control of the permits in
the hands of the state, rather than local officials, and
will reduce costs for onsite professionals and the
homeowners they serve.
Vinson and Dart Kendall, of Advanced Septic,
discuss the work of the Georgia association:

Dart, how did this cooperative effort come about?
Kendall: A law passed seven years ago gave EPD five years to come up with
septage land application rules. The rules we got two years ago were so restrictive that nobody was going to apply [for permits]. There werent that
many at the time, about 22 or 23, and everyone was going to turn in their
permits because of the rules. We were going to have big areas of the state
with no place to dispose of septage, and some people would have to drive
100 miles to a treatment plant.
We got a new bill passed to delay the rules for two years. EPD was told
they had to sit down with us, the end users, and come up with more reason-

as consumptive use. They dont care that we put water into the ground and
it gets back to the groundwater and surface water over time; they want to
know how much goes back immediately.
A bill was introduced this past legislative session requiring local governments to return so much water to the source every month. If it was less
than 25 percent in 2016, no new water service connections would be allowed. In 2019, that percentage was 50 percent, and then 75 percent in
2024. That would have nibbled away at our onsite business. The bill died
in committee.
Does that say something about the importance of joining groups like
GOWA?
Vinson: There is power in numbers. So many onsite professionals dont see
how their money and membership is going to help. We are getting better at
increasing membership, mainly through our continuing education classes.
What is GOWAs role in training onsite professionals?
Vinson: Georgia requires eight hours of continuing education every two

losing time. One way to counteract that, he suggests, might be to empower
an employee to function as a sort of in-house safety inspector, with a bounty
for every hazardous situation he or she uncovers.
When you look at incentives what you want to look at are the kind of
behaviors you want to drive, Elliott says.
KEEPING IT MEMORABLE
Still, he says, whatever form it takes, a bonus is always found money
and once its spent, its gone and forgotten.
Considered that way, he finds no downside to simply paying a solid
market, or slightly above-market, wage along with reasonable benefits.
But dont just leave it at that. Along the way, fully communicate the value of all forms of compensation employees receive, Elliott says.
Larger and mid-sized companies increasingly provide their employees
a total reward statement that lays out not just the individuals wages or salary but also the dollar value of the company-paid portion of their benefits.
And if there is a bonus program, thats included too.
Small shops can follow that example. And dont just rely on a dense
document that looks and reads like an insurance policy. It needs to be simple and clear to follow. And its also a good idea to walk everyone through
the statement to ensure they really understand it.
Then with every paycheck weekly, biweekly or monthly employees
will be reminded exactly what theyre getting.
Theyll be much more engaged, Elliott says. That goes a longer way
than a bonus.

western portion of the state have caused septic systems to back up. According to published reports, most of those counties have received between 8
and 16 inches more precipitation this year than normal.
In some areas, the ground has been so saturated that drainfields cant
function properly and septic systems are backing up. Some haulers who
spread treated waste on farm fields have been hampered by saturated fields.
One state hauler said the problem has led to additional labor and fuel costs
and not enough time to get all the work done.
Alaska
Alaska pumpers reported problems in July due to heavy and sustained
rainfall. The precipitation has also saturated the ground and flooded many
septic systems. One pumper in North Pole, Alaska, discouraged the large
number of customers requesting pumpouts because empty tanks in saturated soil become buoyant and can rise to the surface. He reported that a
holding tank under an outhouse had lifted the structure 6 feet in the air.
New York
It might not sound like a lot, but for a town like Shelter Island, N.Y., every little bit helps. The town has received a check for $4,000 to help pay an
intern to collect records on existing septic systems and cesspools.
The money was provided by the Group for the East End, an environmental nonprofit group, which believes the database is crucially important
to developing informed recommendations and ultimately solutions for what
are increasingly important water-quality issues facing our entire region.
Michigan
The federal government is giving the state $200,000 for projects that
help recreational boaters with proper disposal of collected waste. The grant
is among $16.6 million being offered to 21 states under the Clean Vessel Act
program, run by the U.S. Fish and Wildlife Service.
Since 1993, the agency has distributed funds to states for construction,
replacement, renovation and maintenance of marine waste disposal facilities. The program also provides information and education about benefits
and availability of pumpouts. The Midwest regional office has used such
funds for new pumping equipment and reimbursement for materials. Some
states also install floating restrooms where boaters congregate and no restrooms are available.
Funding is generated through excise taxes on fishing tackle
manufacturers, motorboats and small engines.

Another of the companys newer products, Pro-Pump/TST Plus, was
introduced last year to fill another need Dent heard about from attendees
at the show. Customers wanted something a homeowner could easily use
that would cut down on drain odors, remove organic buildup, and provide
a benefit to the septic system, he says. The show was an excellent venue to
debut this new product.
Dent says the company is looking forward to coming back to
Indianapolis in 2015.
Indianapolis is a city that understands trade shows and how to handle
the large crowds that come, he says. There are plenty of hotels and great
dining options within walking distance of the convention center. We are
currently working on some new technologies, with an eye on the 2015 show.

at one end without breaking, it is cohesive. This is the same test used by
installers to determine whether the soil is dry enough to excavate.
The thumb penetration test is used to quickly estimate the compressive strength of a cohesive soil sample. Simply press the end of your thumb
into a fresh clump of soil. If the soil sample is Type A, your thumb will only
make an indentation in the soil with great effort. If the soil sample is Type
B, your thumb will sink into the soil up to the end of your thumbnail. If the
soil sample is Type C, your thumb will sink all the way into the soil clump.
nUmErIC mEASUrE
For a more numeric measurement, a pocket penetrometer can be
used. There can be some variability in these results, so its a good idea to
run this test on a few soil samples from the same part of the excavation to
make sure your results are consistent. A pocket penetrometer works like
a tire pressure gauge. The scale reads in units of tons per square foot. Its
important to recognize that a penetrometer may give false results if the soil
contains rocks or pebbles, which wont compress.
Determining the type of soil on a site will help the competent person

Case study: ConCentrate helps
restaurant reaCh permit levels
Problem: A large restaurant in Alpharetta, Ga., used a 2,000-gallon in-ground
grease trap with no effluent filter. The restaurant was exceeding permitted discharge
levels for FOG/BOD, with high FOG causing buildup in downstream lift stations.
Solution: REX-BAC-T Technologies assisted the restaurant with a goal of reducing BOD and FOG using a liquid biological concentrate. No enzymes were used
throughout the study. An automated
dosing system was installed, and
Bio-G2 Series concentrate was
injected into restaurant drains on a
daily basis. Effluent samples were
captured at different time intervals

Result: After one week of treatment, TSS was reduced 74 percent,

the company went to cloud-based data storage, which greatly improved
productivity by providing companywide access to documents even for
employees on remote work sites, says Jeff Rachlin, one of the companys
co-owners.
