TheDGCAhaspreparedaconversionprocessinaccordancewiththeprovisionsof
CAR66.A.70. The purpose of this is to enable holders of Indian aircraft mainte
nance engineers licences issued prior to the implementation of CAR66 to be is
sued with a CAR66 licence. The privileges of the CAR66 licence will reflect the
privilegesofthelicencethatisconverted.Whereapplicable,theDGCAwillinclude
technicallimitationsontheCAR66licenceforthoseapplicantswhoselicencedoes
notmeetthefullrequirementsatthetimeofconversion.
TheDGCAwillonlygivecreditsforexaminationsandtestspriortotheimplemen
tationofCAR66inaccordancewithparagraph14B,CandDbelow.
14) 66. B.305 and 66.B.405 Conversion of type ratedAMELicenceandcredit for
erstwhilelicenceexaminationpapersandexaminationcredits.
A. ConversionofTypeRating
1. AnapplicationbyholdersofatyperatedAMElicenceismadeonDGCACAForm
1904OnreceiptoftheCAForm1904itwillbecheckedbyAirworthinessDirec
torateinDGCAHeadquartersforcompletenessincludingtherequiredsupporting
documentationforconversionoftheirAMElicencetoaCAR66AMEL.Nofeewill
bechargedforconversionofoldlicencesintonewCAR66format.
2. CAR66.A.70hasprovisionforconversionofanexistingAircraftMaintenanceEn
gineers Licence into a CAR66 Aircraft Maintenance Engineer Licence (CAR66
AMEL).TheconversionprocesswillconfertheprivilegesexercisedbyanAMELi
cenceholderpriortotheintroductionofCAR66.
3. All existing Type rated AME Licences shall be converted into either full or re
strictedCAR66AMELdependinguponthetyperatingsalreadyendorsedonthese
licences.
4. KnowledgeExaminationModulesthataredeemedtohavebeencoveredbyvirtue
oftheexistingLicenceheldbytheAMEandthoserequiredtobecoveredtomeet
therequirementsofCAR66AMELaregiveninTable2andTable3belowinre
spectofCategoryB1andB2respectively.
5. Table2&3establishthecreditsthatcanbeclaimedbytheholdersofBasicAir
craftMaintenanceEngineersLicence/BasicAircraftMaintenanceEngineerCer
tificate.
6. ApplicantsrequestingtoconverttheirAMElicencetoaCAR66Licenceshallmeet
therequirementsspecifiedinthecorrespondingTable1ofthisappendix.
7. WhereanapplicantdoesnotmeetthefullrequirementsofTable2orTable3
below, the converted Licence would be issued with Limitation(s). The limita
tion(s) shall be removed after the applicant has fully met the requirements of
KnowledgeExamination,Experience,TrainingandSkillTestpertainingtotheim
posedlimitation(s).

8. ToremovelimitationsimposedonCAR66licence,whereanexistingAMElicence
doesnotdirectlyconverttoafullCAR66Category/subcategorylicence,therele
vantconversionmoduleexaminationsmustbepassedandappropriateexperience
requirementsasinaddendumIItoAMCofCAR66aremet.Applicationstoremove
limitations on a basic Category/ subcategory must cover all the limitations.
Knowledge Paper Modules/submodules required to be completed for removing
these limitation(s) are specified in Table 5 below. Codes pertaining to Limita
tionsendorsedontheconvertedLicencesaredetailedinTable6below.
9. ToreceivethefullcertificationprivilegesexercisedbytheAMEpriortotheCAR
66comingintoforce,theapplicantsarerequiredtoprovidefulldetailsoftypeen
dorsement held and privileges exercised by them in the application form along
with supporting documentary evidence. Categories/ Ratings held on the existing
Licenceswillbetransferredwith orwithoutlimitationunderappropriatecate
goryorSectionXIV(b)oftheCAR66licence.
10. EndorsementsofTypeRatingsinexistingA,B,DandXCategoryofLicences
coveringGliders,Balloons,Aircraft,Engine,Propelleranditemsofequipmentthat
arenotcoveredbyCAR66,shallbetransferredtoSectionXIV(b)oftheCAR66
AMELalongwithprivilegestoissueCRS.
11. Licences with open rating shall be converted with appropriate group rating pro
videdtheholderofsuchlicenceproducessuitableevidenceofhavingexercisedthe
licenceprivilegesonvariousaircrafttypes.Otherwise,theopenratedAMElicence
will be converted to a CAR66 licence conferring the privileges exercised by the
AMEinthepastonspecificaircraft.
12. EndorsementsofTypeRatingsinrespectofobsoletetypesofaircraftnotlistedin
theCAR66willnotbetransferredtothenewLicence.However,torecognizesuch
qualification,thesameshallberecordedinColumnXIV(b)ofnewLicenceindicat
ingthattheholderhadtheseTypeRatingsendorsedinhisearlierLicence.
13. CutoffdateforconversionoftheexistingLicencesis31stDecember2012.Allex
istingLicenceholderswillcontinuetoexercisetheprivilegesofoldLicencesuntil
thiscutoffdate,afterwhichtheywillceasetoholdtheprivilegesunlessconverted
into CAR66 AMEL. However, there is no timelimitforremovaloflimitationson
convertedLicences.
14. OnceanAMELicenceisconvertedintoaCAR66AMELthepreviouslyheldAME
Licencewillberenderedinvalid.
15. IfanapplicationdoesnotmeettherequirementsforconversiontoCAR66theap
plicationwillberejectedbytheDGCAandreturnedtotheapplicantwithacover
ingletterexplainingthereasonforrejection.
16. Whensatisfiedthattheapplicantmeetstherequirementsforconversionspecified
inCAR66theDGCAshallissuetheCAR66aircraftmaintenanceengineerslicence
totheapplicant.Allinformationpertainingtotheapplicationisretainedonfilein
DGCA Headquarters, Airworthiness DirectorateDetailedproceduresforthepro
ductionofthelicencearepublishedinChapter17oftheAirworthinessProcedures
Manual
17. The applicant should review the CAR66 aircraft maintenance engineers licence
on receipt and raise any questions relating to the conversion process to the Air
worthinessDirectorateinDGCAHeadquarterswithinonemonthofreceipt.

Removaloflimitationsfromalicence
Table 3 column 5 shows the basic knowledge requirement examinations thatmustbe
passed to satisfy the theoretical element for removing a limitation. The examination
will comprise the subjects of the modules or submodules as specified in table 3 and
Appendix1toCAR66.Theapplicantwillalsoberequiredtoprovideevidencethatthey
meettheappropriateexperiencerequirementsrelatingtothesubjectsofthemodules
orsubmodulesasspecifiedinthetable3andAppendix1toCAR66.
Inadditiontopassingtherelevantbasicknowledgeexamination,limitationsonatype
ratingcanonlyberemovedbycompletinganapprovedconversioncoursecoveringthe
differences or a full B1 or B2 type course as appropriate. This training must be con
ducted by an organisation approved by the DGCA. The type training is to be supple
mented by type experience covering the differences. The additional experience will
typicallybe6monthsappropriatetothebasiccategoryorsubcategorywhicharenot
covered on the converted licence. The experience requirement to remove the engine
andairframelimitationsfromaconvertedCategoryVorElicencewillbe1year.
ItshouldbenotedthatconversiontothefullCAR66licencestandardisoptional.

The following aircraft type ratings should be used to ensure a common standard
throughoutIndia.
The inclusion of an aircraft type in the licence does not indicatethattheaircrafttype
hasbeengrantedatypecertificateundertheAircraftRuleNo.49AandCAR21,thislist
isonlyintendedforthemaintenancepurposes.
Inordertokeepthislistcurrentandtyperatingsconsistent,suchinformationshould
befirstpassedontotheDGCAdaw@dgca.nic.inbyaffectedpersonnelororganizations
toissueatyperatingthatisnotincludedinthislist.
