This course aims to accelerate the

promotion and delivery of PublicPrivate-Partnerships (PPP) projects in

the country. PPP is hailed as one of the
most important way to resolve complex
and risky development challenges in the
20th century. It has been applied in
many development projects in various
sectors like infrastructure, utilities,

poverty alleviation, health, education,

SME promotion, community and local
government development, climate
change, etc. The course will present
relevant case studies showing how PPP
succeeds and fails. It will develop with the
participants a checklist of practical actions
that facilitators can take home to enhance
their success in future PPP initiatives.

Initiating PPP Projects:

The Facilitators Course
Who are PPP Facilitators?
The course will equip the PPP facilitators

(or their staff) with the appropriate

competence set for identifying, developing,
and delivering PPP projects. The set will
include skills to plan, manage and
administer specific PPP project
opportunities and projects for their
respective institutions. PPP facilitators will
insure that PPP projects happen on time,
on budget, and to the required standards
no small feat without the proper
training. The focus is on specific PPP
elements that the PPP facilitators and
implementers need to effectively build and
manage the PPP team, carry out the
overall PPP processes, and get to
contract/transaction closure.

There are many PPP facilitators among us. They

are working with governments, NGOs, civil
societies, chambers of commerce, private sector,
non-profit associations and others. They are called
by different titles. PPP officers, development
facilitators and promoters, freelance consultants
and advisors, lawyers, Government staff and
policy makers, bankers and funding agencies,
entrepreneurs, private sector representatives and
civil society leaders.
In the local government structures, they may be:
Governors, Mayors, Vice-Governors, Vice-Mayors,
Provincial Board Members, City and Municipal
Councilors, Local Administrators, Legal Officers,
Planning and Development Officers, and Local
Investment Boards.

Learning Outcomes
On course ends, you will be able to:

Identify and practice the key roles, responsibilities, and management skills needed by PPP facilitators
List the PPP cycle from inception (idea) to completion.
Examine the various PPP modalities during project development, delivery and exit.
Analyze country, regional and international case studies on initiating and managing PPP Projects.
Create a detailed and personalized strategic PPP management checklist that will facilitate applications on-thejob.

1. Roles, Functions, & Responsibilities
Topic begins with the concept, definition(s), rationale,
drivers, and pitfalls of PPPs. The narrow (project-finance
arrangements) and broad definitions of PPP will be
explained. It includes the PPP cycle (e.g., key steps and
tasks in project inception, principles, best practices, key
applications, etc.), PPP opportunities identification,
engaging PPP actors and transaction advisors,
managing the pre-feasibility and feasibility analysis,
understanding, managing, and tracking risks, needs and
solutions analysis: balancing Government goals with
realistic PPP outcomes, communicating early with
stakeholders, effective and timely decision making and
maintaining good working relationships with the PPP
2. Powers and Mandates
This provides an overview of the right of the institution
(e.g., local and national governments, NGOs and civil
societies, private sector promotion agencies, etc.) to
engage and transact PPP initiatives and with whom. The
power and mandates of the PPP actors to respond to
the development challenge are brought into the table
and analyzed. Tools like negotiations, TOR creation,
PPP actors analysis, etc. are likewise included.
3. PPP Concepts and Practice
Topic will examine the background, history and
development, the state-of-the art of PPP practice. It will
look into future trends and developments. It will show
key PPP issues: achieving design quality,appointing and
managing PPP facilitators, appointing and working with

preferred bidders, public sector comparators (use,

selection, construction and application) and managing
long-term delivery of PPP results. PPP will also be
compared and distinguished from public provision,
procurement and privatization.
4. PPP Modalities, Procedures and Funding
This will present the PPP structures and procedures
including: BOT (Build Operate Transfer), BOOT (Build
Own Operate Transfer), DFBO (Design Build Finance
Operate), DCMF (Design Construct Manage and
Finance), BLT (Build Lease Transfer), BOO (Build Own
Operate), leasing, concessions, joint ventures,
management and service contracts (solicited, unsolicited
and negotiated) etc. A comparative matrix will
summarize the topic.
5. PPP Contracts and Risk-Allocation
Topic will discuss: overview of risk and risk allocation
(risk types and evaluation as well as risk allocation and
mitigation), sources and types of Funding (potential
financiers as well as types of funding: terms and tenors
(senior debt, bonds, junior debt, equity), public small
project funding, refinancing, and credit enhancements
(insurance, wraps, guarantees and other forms of credit
enhancement). it will also illustrate how to construct
Public Sector Cost (PSC) and Value for Money (VfM)
models and how to calculate and analyze input costs for
PPP projects.
7. PPP in Practice
The topic will present a sample of PPP contracts in
selected sectors preferred by the participants. The
discussion of the cases will lead the participants to
create a PPP checklist for the country. In longer
courses, the trainers require participants to diagnose
their current PPP projects.

7. Deliverables
The intensive five-day course will enable the participants
to evaluate topical "content-rich" documents and
reference materials, case studies, simulation exercises
and complete written assignments. Each day will require
participants to complete a group assignment that can
take additional two hours work.
An online discussion boards, email, and chat rooms will
be created where the participants can interact and
collaborate on assignments and exchanges with other
PPP practitioners worldwide. This will be maintained by
the Trainers for 3-4 months after the course.
The course will jointly create a PPP management
checklist and each participant will prepare a six-step
back home action plan--a comprehensive strategic
personal plan with weekly feedback and guidance from
the Trainer and other participants.
Participants who successfully complete the course
requirements will receive a Certificate of Achievement.

Canela. He is an electrical engineer, MBA and a PhD in
OD (systems dynamics). He has more than 25 years
experience in project development and management in
Asia, Africa and the Middle East. He has worked with
various donors including GTZ, DFID, US AID, The World
has also written several books and manuals and
implemented many small and medium enterprise
promotion and development projects worldwide.
