General Description:
The Monitoring, Reporting and Evaluating Specialist (MRE) will coordinate with the Country Director
(CD), Director of Programming and Training (DPT), Programming and Training Unit (PTU), Small Grants
Committee, and other staff to create a comprehensive MRE culture at Post including data collection,
compilation and analysis, and dissemination. Responsibilities at the collection level include Peace Corps
Trainees (new arrived) and Peace Corps Volunteers (PCVs, after completion of arrival training program)
and staff MRE training, Volunteer Reporting System (VRT) expertise, documenting results of Volunteer
Small Grants and other projects, etc. The results will contribute to the preparation of annual, quarterly
and partner reports; and performing impact evaluations on aspects of Volunteer work including grants.
The MRE will assist in other Agency initiatives such as the Core Expectations Assessment Tool, Terminal
Learning Objectives, Partner Surveys, and others.
Currently, Post has 3 projects (these are also sometimes referred to as programs), each with its own set
of indicators agreed upon between post and Headquarters. The 3 projects are: Teaching English as a
Foreign Language, Health Education and Sustainable Community Development.

2) Ongoing and regular consultation with the Project Advisory Committee (PAC) about overall program and
project needs. In collaboration with post staff, utilize PAC feedback to adapt and adjust post program and
projects as needed.
3) Serve as point of contact for HQ MRE Team. Actively share best practices in the areas of MRE procedures,
practices, and policies.
4) In collaboration with the PAC and programming staff, collect baseline data for all goals in new or revised
project frameworks
5) Coordinate and manage the reporting period-level and activity-level questions section in the VRT
Volunteer Support
1) During trainings, present the MRE Global Core training sessions or other post-developed MRE training.
Revise/update as needed.
2) During trainings, train Volunteers on using the VRT.
3) Develop technically and structurally sound data collection tools that are simple to use, utilize correct data
collection methods, and provide a seamless transition to VRT reporting
4) Provide MRE-related feedback on VRTs
Monitoring
1) Via the VRT data extracts, monitor the progress of the project framework targets, the fidelity between
Volunteer activities and the project framework, and clean the VRT data
2) Conduct data quality assurance checks with Volunteers to ensure their correct use of data collection tools
and understanding of basic MRE practices
3) Based on analysis of project-level data, revise project frameworks in collaboration with post programming
and HQ staff during scheduled project review periods
4) Lead the development of posts performance goals for the strategic planning and budgeting process (IPBS).
Track post's annual IPBS Performance Goals
Evaluation
1) Plan, coordinate, and manage project reviews of all post projects, utilizing standard process evaluation
guidelines and procedures
2) Conduct process evaluations as requested or necessary
3) Conduct outcome evaluations of post projects approximately 3-5 years after the completion of the project
framework and the final group of Volunteers that were trained under that project have completed their
service

Reporting
1) Lead and coordinate the organization and reporting of project-level data in post's annual reports to
stakeholders and partners (includes both project framework data and post-defined questions from
the VRT, as well as Status Report data)
2) Author reports on any project reviews, process evaluations, and/or outcome evaluations conducted
at post
3) In collaboration with post staff, lead and coordinate the sharing of aggregated project-level data
from the VRFs with Volunteers
4) Coordinate response to OSIRP's (Office of Information, Research and Planning) annual data call
6) Support the completion of the Annual volunteer Survey (AVS). Manage and coordinate the analysis
and dissemination of post-level AVS data. Provide recommendations on integrating AVS findings into
improving post operations
7) Support the completion of the counterpart survey. Manage and coordinate the analysis and
dissemination of post-level counterpart survey data. Provide recommendations on integrating
counterpart survey findings into improving post operations
8) In collaboration with posts staff, complete the annual Status Reports (SRs). Provide
recommendations on integrating SR findings into improving post operations
Other
1) Review all other relevant MRE materials currently available from the agency.
2) Attend local MRE professional trainings and community of practice meetings as necessary and
available
3) Participate in on-line MRE trainings as necessary and available
4) Other duties as required

Qualifications
Experience: Two years minimum of MRE work related experience OR certification or studies in MRE plus 1
year of work experience
Education: University/college degree in international development, social sciences, statistics, or a directly
related field
Languages: Excellent written and spoken knowledge of English and either Kyrgyz or Russian languages.
Knowledge: Diplomacy and tact with staff, Volunteers, Trainees, community members and members of
government. Knowledge of Peace Corps policies related to the position is an advantage.
Skills and Abilities:
o Skill and ability to design implement and evaluate training;
o Proven knowledge of Monitoring, Reporting, and Evaluation principles and application;
o Ability to analyze data, compile results relevant to Post strategic operations;
o Strong team working skills and ability to articulate and implement plans across units at Post;
o Skill in translation of paper or electronic documents and correspondence, interpretation for
meetings, speeches and conversations;
o Ability to simplify technical MRE topics for understanding by generalists.
o Experience with logistical frameworks
o Knowledge of statistical software
