EVALUATION REPORT EXPANSION OF MOBILE VETERINARY

CLINIC SERVICES IN KHYBER PAKHTUNKHWA.

Background / Introduction.
The Department of Livestock & Dairy Development has five components i.e.
Planning & Development, Animal Health Services, Breed Improvement Services,
Livestock Production & Extension Services, one Animal Husbandry In-Service Training
Institute (AHITI) and 03 breeding farms including Cattle Breeding and Dairy Farm
Harichand, District Charsadda, Buffalo Breeding & Dairy Farm D.I.Khan and Sheep
Breeding Farm Jaba, Mansehra which are actively involved in the promotion and
development of Livestock Sub-sector under the administrative control of Director
General/Director (Extension), Livestock & Dairy Development, Khyber Pakhtunkhwa,
Peshawar.
All the sub-offices of Livestock & Dairy Development, Khyber Pakhtunkhwa,
Peshawar. As well as Federal/Provincial level projects/ organizations are being active in
the promotion and development of the Livestock Sub-sector and are providing effective
services to the farming community throughout the Province, which has a viable impact on
the livestock productivity. District level veterinary institutions are working under the
administrative control of District Government, while the following institutions are
working under administrative control of Director General (Extension), L&DD
Department Khyber Pakhtunkhwa.
In the year 2005, the Provincial Government of Khyber Pakhtunkhwa announced
the Agriculture & Livestock Policy 2005 wherein it was decided that all the livestock
farming community of the Province will be facilitated by providing animal health,
livestock production and extension services at their door steps.
According to the PC-I, The subject Project was approved on 25.09.2009 by
PDWP and revised on 30.12.2010 with a total cost of Rs.70.00 million. The project life is
2009-2012 and the Project activities are being implemented in the whole province with
headquarters at Peshawar. One each Mobile Veterinary Clinics has been established at

Abbottabad, Bannu, Battagram, Buner, Charsadda, Chitral, Dir Upper, Hangu, Haripur,
Karak, Kohat, Kohistan, Lakki Marwat, Malakand, Nowshehra, Shangla, Swabi
Peshawar, Mardan, Swat, Dir Lower, D.I.Khan, Mansehra and Tank.
Objectives
Increase the socio-economic status of the rural population through provision of effective
animal health care, breed improvement & extension services in unattended far-flung areas of the
Province. Activities will include animal health, poultry development, breed improvement and
extension services.
The main thrust of the project is to reduce mortality and morbidity in livestock and
poultry through Expansion of Mobile Veterinary Clinics from District Headquarters Civil
Veterinary Hospitals to Tehsil Level Veterinary Hospitals/Dispensaries at Abbottabad, Bannu,
Buner, Charsadda, Chitral, D.I.Khan, Dir Lower, Dir Upper, Hangu, Haripur, Karak, Kohat,
Kohistan, Lakki Marwat, Malakand, Mansehra, Mardan, Nowshehra, Peshawar, Shangla, Swabi,
Swat and Tank for animal healthcare, disease surveillance and production extension activities.
Scope of Work/Activities

Establishment of Twenty-four (24) Mobile Veterinary Clinics.

Recruitment of Administrative, Professional, Technical & Supporting staff.
Provision of Staff Salaries and Operational funds/inputs.
Mass Vaccination (Animals/Poultry Birds).
Treatment (Animals).
Deworming & Drenching of animals.
Insemination (Cattle/Buffalo).
Disease Surveillance and Sample Tests.
Training of staff and progressive farmers.

Selected sites for MVC (Expansion):

The LS&DD Department have selected various site for vaccination and other animals
health activities in the whole 24 districts of Khyber Pakhtunkhwa on the basis of availability of
large numbers animals at the site or those area where the live stock department approach is very
limited. The project staff has conducted the activities in that area and the progress shown in the
documents is satisfactory. According to Dr. Ihsanullah Khan Director Animal Health LS &DD
Department .He explained in the meeting that the activities are also conducting during the
traditional travels time of the animals to upward and downward in the season to prevent seasonal
diseases and viral diseases among the animals.
Physical and Financial Achievements:
During the session 2009-10 the project utilization/expenditure is Rs-39.028 million
against the released budget Rs-50.00 million. An amount of Rs.10.972 million carried over to
next year and similarly Rs.20.oo further released to the department while the utilization of the
department was Rs.28.673 million in the second year of the project i.e 2010-11.The total
expenditure of the project life is Rs.67.701 million against the total budget reflected in the PC-I
which is satisfactory.

Findings/Recommendations
During the meeting with Department they explained the activities carried out under the
project in detail. According to the department Officials the project has got popularity
amongst the rural livestock farmers in providing animals health, Livestock production and
extension services in remote areas especially most beneficial for nomadic farmers. No doubt
that the activities concept is very clear towards the improvement under the sector focusing
far-flung area of the province.
The Divisional Monitoring Officer Kohat has submitted two monitoring report on the scheme
ie Kohat and District Karak where he observed that no proper rate of vaccine and deworming
of livestock has been fixed by the department and the activities are conducting on monetary
terms instead of animals numbers vaccinated or dewormed.

The DMO concerned

recommended fixed price for deworming as well as vaccination to improve the quality of
service delivery.
The DMO report also revealed that no proper record was provided in district Kohat by the
department which shows weak area of the project. Similarly he recommends hygiene
measures for deworming and vaccination avoid outbreak of livestock diseases due to
unhygienic condition.
In the monitoring report of District Karak, the DMO concerned recommended to educate the
people regarding the activities through Campaigns/ demonstration. The DMO also
recommended encouragement of female staff to participate in the activity for further

improvement and to provide veterinary tips to local females at their doorstep as most of the
female community of the district are actively involved with livestock activities.
Both the monitoring reports submitted by the Divisional Monitoring Officer are satisfactory
and the activities are smoothly running.
Conclusion
According to the traditional nomadic life most of the Livestock growers especially in
small animals as well as large in Khyber Pakhtunkhwa. The Mobile Veterinary Clinic plays an
important role for prevention/control of seasonal and viral diseases of animals during their
travels that they carry from up and down according to the season. Similarly to provide an
opportunity of service delivery to those areas which are for flung or ignored .The department is
mindful of the threat therefore submitted the PC-I of ADP schemes for approval with the aim to
provide the services at various levels to control livestock diseases, increase the quality
production of livestock in the province.
Furthermore a huge amount of Rs.70million has been spent over the scheme where
vehicles and other equipments have been purchased. Since it is a continuous process and should
not be limited to ADP scheme it is therefore recommended that the project may be converted in
to regular side to implement the activities according to the desired level.
