On Monday, August 31, 2009 at approximately 1527 hours I was dispatched to1980 NW -;;~~.Je..:n~"e
(Lauderhill Fire Rescue #57), Lauderhill, in reference to grand theft of computer programs.
Upon my arrival I made contact with Douglas Wesley Downs, City of Lauderhill Systems Administrator
(Victim Representative) who stated the following:
Downs stated that while conducting an audit of a Lauderhill City Employees email address (Rodney
Davis / Suspect) he observed a suspicious email. Downs stated that after reviewing the email and the
correspondence connected to it, he was directed to an FTP server (173.12.70.204), which Downs stated

had approximately twenty-one, City of Lauderhill Licensed computer programs attached to it available
for download on the internet.
Dowris had stated that one of the emails came from an unknown source. Downs stated that the email
was responded to by Davis, who directed the unknown person to the above FTP server.
Downs stated that Davis had made comments and bragged to City employees that he had created a
server for a church (Mt. Herman Church - Ft. Lauderdale)_ Downs stated that the server that is housing
the stolen programs is quite possibly the same server Davis was bragging about.
Downs stated that Davis had full access to the above mentioned programs. Downs further stated that
all of the programs combined had an estimated value of $100,000.00.
At this time there is no further information to add to this report. Downs was asked to compile a list of
supporting documents in relation to this case.

RDAVIS SECURITY BREACH CASE

08.30.09 0730 hours
Discovered suspicious email, spyware, from email
firewall. Reviewing user RDAVIS' email account, a reply to the suspicious email
contained an ftp site. After gaining access to ftp:i/173.12 70.204 through an
internet browser, without entering any log in credentials, the server returned with
a folder list from the main directory. Initial review of folders revealed that the
folder listing resembled the folder listing from the City's SAN Server. Further
investigation revealed that the programs listed in the folders on the FTP site,
ftp:i/173.12. 70.204 were programs that the City purchased over the past four
years. Verification of ownership was obtained through viewing the text files in the
program folder. Traceroutes on ftp:i/173.12.70.204 returned results showing the
site was hosted on a Comcast server with a static l.P. hopping last to
miami.hfc.comcastbusiness.net. Comcast NMD, (954) 532-7337, was unable to
provide the account holder information for ftp://173.12. 70.204.

Contact was made with the City Manager outlining the
findings of the security breach. Decision was made to move forward with a reset
of Enterprise Domain Security settings for the City's network, the disabling of
RDAVIS access for the network as well as the Security Access Controls for FS
57 & 3800. Additionally, MIS Manager was to contact Mr. Davis via phone and
inform him that he was being placed on administrative leave pending an
investigation into the FTP site and breach of security.
08.30.09 1302 hours
Contact was made to the City's Network Administrator
informing him that there was a security breach to the network and that a reset of
the Enterprise Domain settings would need to take place along with disabling the
RDAVIS account. A listing of the extensive steps is shown on [exhibit JJ

The City Manager called back stating that contact with
the Police Chief is needed to investigate as to whether there were any crimes
committed.
