Corruption issues hound Sangguniang Kabataan


IS IT wise to elect minors to government posts?
Since its inception in 1991, the Sangguniang Kabataan has been met with criticisms questioning its wisdom and
practicability. The SK has so far withstood recurring calls for its abolition.
For Caloocan City Rep. Edgar Erice, who has filed House Bill (HB) 1122 seeking to abolish the SK, the youth council
gives barangay leaders a chance to corrupt the youth instead of training them to be good leaders.
We all know that corruption is rampant in the local government units, so how can you train the youth with the
possibly corrupt leaders as their trainers? Erice told the Varsitarian in an email.
Under the SK system, each barangay must have its own youth council composed of 15 to 18 year olds. They must
have resided in their respective barangays for at least six months.
Enrile said that as early as 2002, he had already noticed irregularities in the SK system, prompting him to seek its
abolition.
Commission on Elections (Comelec) spokesman James Jimenez, who defended the SK system in so far as it is what
law provides, agreed with Erice as regards to the influence of barangay mentors.
Erice compared the SK with the Kabataang Barangay (KB), which was abolished with the enactment of the Local
Government Code of 1991. KB officials had no salaries and acted purely on volunteerism.
The SK today [for instance] hires people to clean the surroundings as if they are the boss, and the worst part is that
they allocate [funds] to train ghost workers. he said.
A youth councils budget for Clean and Green projects is at P120,000 each year. There should be no budget for it in
the first place as it can be done for free, Erice said.
Minors
Another concern is that the youth council is run by minors. Minors run for SK posts but under Philippine laws, the right
to vote is only granted to a person upon reaching 18 years of age.
They do not have the legal capacity yet to enter into an agreement but they are allowed to disburse, transact, and
handle government funds, he said.
In 2010, Jane Cajes, former SK National (SKNF) president, faced corruption charges filed by two youth groups that
complained of lack of transparency in SK finances.
The groups pointed to the lack of bidding for the muti-million procurement of goods and services for SK national
congresses from 2008 to 2010, failure to liquidate over P93 million in SKNF funds, and lavish display of wealth that
allegedly included expenses for branded clothes and cosmetic surgery. Cajes, however, denied the allegations.
Alisa Demetrio, SK chairman of a barangay in Makati, said its the responsibility of the youth to vote wisely to avoid
corruption.
It is important for the youth to know if the candidate they will be voting is part of corruption, she told the Varsitarian.

Better auditing system


Erice also filed HB 2536 which seeks to remove the power of the SK to administer 10 percent of barangay funds
allocates for youth-oriented programs, projects, services and activities.
[This is to] prohibit the present SK from using the budget unless it will be used for youth-related activities. The
barangay council [will determine] where it [funds] will go, he said.
For Central Student Council (CSC) President Miyuki Morishita, the proper monitoring of funds is the way to go.
A certain office should hold the Sks money and then youth leaders need to liquidate first their expenses before
being allowed to access their budget, she said in a personal interview.
Deferring youth elections
Anti-SK lawmakers and the Comelec, meanwhile, are united in lobbying for the postponement of the SK elections
form October this year to the last Monday of October 2014.
We should not push through with the [SK] election until we come up with another venue of youth participation, said
Erice.
Jimenez said: "COMELECs stand is to postpone the SK election this October, so it can be studied, and change
whatever it is needed to be changed, then hold elections in its due course."
The SK elections will push through this October unless President Aquino certifies HB 2537, which seeks to defer the

In theory, the Sangguniang Kabataan serves a very noble purpose. It was created to serve as a training ground for
the countrys future leaders. It was a place where those who wanted to learn about politics might enter to enrich their
skills and learn what it would take to become a future leader of the nation.
Over the years though, as what often happens with a once-noble purpose, the Sangguniang Kabataan has been
twisted and turned into something that is no longer in unison with its original purpose. It has become as open to graft
and corruption as the government itself, and instead of fostering future good leaders, it only seems to teach the youth
about the corruption that exists in the government at a very early age.
I think that in the last couple of years the purity and purpose of the SK has been something that not everyone
believed in anymore. However, it remained important for the youth to feel they have a voice so that they remained
interested in their government and how the country was being run. Over the weekend, Caloocan Rep. Edgardo Erice
proposed an amendment that would, in effect, abolish the SK, something he had originally proposed while he was in
his first term in office.
I read about this news over the weekend and I could not help but agree with his line of thinking. It just seems
ridiculous to keep an institution around that is no longer serving its purpose. Unless drastic changes are made to
return the so-called innocence of the SK, there really is no need to keep it around.
Other than just churning out younger corrupt future politicians, the SK has also been known to be the training ground
for political dynasties, a place where politician families can put their kids to learn about politics until they are of age
and can take over the family business. This seems rather unfair to those who truly want to run for the SK because of
a genuine interest in politics and serving the people. They stand no chance running against candidates who are
backed by their political families. Its just another place for politicians to gain a stronger foothold.

As mentioned by Erice, who himself had been a part of the Sangguniang Kabataan when he was younger, when he
was in it there was absolutely no budget allotted for the youth group. The group was pure volunteerism and those
who joined did it out of a sincere desire to learn and they worked on programs that directly benefitted them. It was
very different from the current way the group is set up.

They are now a logical first choice target for local politicians seeking a higher position. Because of this SK leaders
are truly exposed to the ugly side of politics at a very young age and instead of inspiration are being disillusioned and
even jaded by the system instead of striving to find ways to improve it and better it.
Of course, the idea of abolishing the SK is also having its fair share of opposition. There are those who claim that the
importance of the group is still the same and that is giving the youth a voice in the government and teaching them
about politics at a young age thereby helping them understand how the government works. With this mission I
wholeheartedly agree, however, that is not what is happening now.
The Caloocan Representative went on to say that he understood the importance of having a youth voice and
suggested instead the organization of a Barangay Youth Council headed by the youngest elected Sangguniang
Barangay member with four chairmen appointed. They will tackle topics directly related to the youth including
education, sports, environment, and culture and the arts.
I can see the merits of his suggestions and I think it would be a good first step in cleansing youth politics and keeping
them focused on what really matters building a better nation for themselves and their generation. As is, there are
both pros and cons to abolishing the SK, but in the end we have to ask ourselves which is the path that will lead to
more future growth and development.
While the concept of the Sangguniang Kabataan is noble, it is not being executed properly. It cant be denied that it is
a training ground for political dynasties and more and more political names are being put in the SK than possible
future leaders who may not come from as prestigious a legacy but who are more than capable of serving. Plus, there
is a substantial allocation of funds to the SK. If these are not being run correctly, the funds will surely not also be used
the best possible way.
At the same time though, should the group be abolished, how would the funding be used in a way that it will still serve
its intended purpose? That is a serious question that needs to be addressed as well. In an ideal world, the best way
to approach this problem is to institute reforms and safeguards. I think the Barangay Youth Council is a good idea in
the right direction. The government can also earmark the SK funds for youth related projects in their districts such
as school renovations, park and sports center buildings, and arts and culture programs for the youth. I think, in
general, that is what these funds are for, but due to the nature of politics sometimes earmarking is not the same as
actual budget implementation.
Another idea given by the Representative of Quezon City is to continue on the SK but with zero budget. Give the
youth their organization to learn about politics and make their suggestions within their barangays but dont include
money or budget in the process. He claimed that the SKs corruption comes from its leaders access to public funds.
A budget-less SK might be the antidote for such corruption. Its a very radical reform, but something that may also
work. Without budget, the SK would return to the purity it formerly had because the young leaders elders
politicians, barangay leaders, and etc would not be tempted to interfere.
Personally, I am not entirely sure about which road is the best one to take at this point, but I do agree that changes
need to be made. This is no longer something we can just ignore. The longer it goes on, the harder it will be to fix.
Whether this is something that can be address before the elections in October is something only time will tell.
Although for the amendment to just come in now is cutting it quite close though I must admit.

DILG releases implementing rules on SK funds

CEBU, Philippines - The Association of Barangay Councils (ABC) in Dumaguete City and the entire country finally
received from the DILG a hard copy of the implementing rules and regulations (IRR) on the use of the 10 percent
fund for the Sangguniang Kabataan (SK), which was put on hold until the IRR is issued.
DILG city operations officer Felix Ablir announced the arrival of the IRR copy during the barangay assembly at
Bajumpandan in answer to the queries of the village officials on the matter. The IRR was signed by Comelec
Chairman Sixto Brillantes and DILG Sec. Mar Roxas.
Roxas said the IRR was finalized after consultations among representatives of the Comelec, National Youth
Commission (NYC), DBM and the DILG National Barangay Operations Office, Legal and Legislative Liaison Services
and regional offices.
IRR's Rule 2 states that the SK elections will be determined by the Comelec between October 28, 2014 and February
28, 2015. The P10,000 of the SK fund shall be reserved in the event an SK election is conducted.
On the use of the SK funds, Rule 5 provides that 10 percent of the barangay general fund be allotted for SK solely for
youth development programs or projects until a new set of SK officials are elected and qualified.
These youth development projects would include capacity building, leadership training, youth camps, skills training,
value formation, citizenship-nation-building seminar, health services and adolescent reproductive health program,
out-of-school youth programs, socio-cultural and sports development, disaster preparedness and climate change
adaptation, among others.

It is also mandated that plans and budget reports that detailed the use of SK funds, for the first semester, be posted
in the barangay hall and three conspicuous places, and be submitted to the DILG, with copies furnished the NYC, not
later than July 15, 2014 and the annual report not later than Jan 15, 2015.
Ablir said the SK funds can only be disbursed with the creation of the Youth and Sports Development Committee
(YSDC) in each barangay, to be headed by the councilman, who is chairperson of the committee on women and
family.
The IRR also provides for the creation of a Task Force on Youth Development in every barangay all over the country
to be composed of the chairperson of the YSDC and eight members to be nominated by youth organizations in the
barangay, and shall be designated through a resolution of the Barangay Council.
The Task Force is tasked to formulate and submit the youth development plan and budget for the different programs
and projects to be integrated into the overall barangay development plan. (FREEMAN)

Isang maalab na pagbati sa ating lahat! Bago ko ihayag ang aking posisyon bilang mag-aaral sa ating usapin,
nais ko muna bigyang linaw na hindi ako naging bahagi ng Sangguniang Kabataan o SK nung mas bata pa ako,
dahil kahit alam kong bata pa ako ngayon, hindi na aakma ang aking edad para sa SK. Hindi ko piniling
maging bahagi noon sa SK dahil bakas ang ideya ng katiwalian sa sistema ng pamamahala sa SK. Tinanong ko
sa aking sarili noon, bakit ako sasali sa isang grupo kung alam kong binabalutan lamang ito ng sistemang tiyak
na yuyurak sa aking pagkatao? Bukod pa rito ay talamak din ang mga kumento na wala namang ginagawa ang
SK para sa mga pinamamahalaan nito, bukod siyempre sa mga pa-liga na tanging mga basketbolista at mga
tagahanga lamang ang napasasaya. Hindi ako nagtangkang sumali dahil nariyan naman ang mga school-based
organizations tulad ng Konseho (Student Council) upang maging aktibo at may halaga sa kinabibilangan kong
institusyon.

Sa mga panahong iyon ay malinaw na para ako sa pagbasura ng SK. Ngunit ngayong nasa kolehiyo na ako ng
Pambansang Dalubhasaan ng Pamamahalang Bayan, kung saan ay lubusan kong natutuhan ang kahalagahan
ng mabuti at mahusay na pamamahala, ay nakita ko ang potensyal ng Sangguniang Kabataan upang maging
daan para sa mga kabataan upang makilahok at makialam sa sistema ng pamamahala ng ating lipunan. Oo,
hindi malinis ang sistema ng pamamahala ng ating bayan, kung kaya naman ay maaaring kaya ganito rin ang
sinapit ng SK. Ngunit naniniwala ako na sa masusing pagsusuri sa kasalukuyang kalagayan ng SK at sa

pagsasaayos ng naturang sistema, ay maaaring maibalik ang paniniwala sa SK bilang pamamaraan upang
maitaguyod ang representasyon ng mga kabataan sa sistema ng pamamahala, at gayun na rin ang pagsisilbi ng
SK bilang tagaayos ng mga pamamahalang tila nalilihis mula sa kanilang malinaw na mandato.

Nang matanggap ko ang imbitasyon mula sa 12th Congressional Internship Program for Young Mindanao
Leaders, na inorganisa nga Mababang Kapulungan ng Kongreso at US-Aid, bilang naniniwala ako sa konsepto
ng participatory governance at tamang konsultasyon, ginamit ko ang Facebook upang malaman ang pulso ng
mga kabataan. Bunsod na rin sa mga sinabi kong personal na dahilan kanina ukol sa aking hindi pagsali sa SK
noon, hindi na nakagugulat na halos lahat ng aking mga naitanong ay nais nilang ibasura ang SK. Nanguguna
rito ang kumentong wala namang kwenta at ginagawa ang SK, na sinundan na nasasayang lamang ang badyet
ng bayan, na ito ay pinagsisimulan ng kurapsyon, na nagiging duyan na rin ng mga Political Dynasties o ang
mga TRAPONG PULITIKO, na masyadong bata ang mga opisyal ng SK upang humawak ng malaking pera,
na nagagamit lamang ang mga kabataan bilang makinaryang pulitkal ng mga lokal na pinuno, na tanging
masamang pulitika lamang ang natutuhan ng kabataan, na kung ang mga nakatatanda nga ay di kayang
gumawa ng mga polisiya para sa kabaatan, paano ba kaya kung ang mga kabataan pa mismo?, at napakarami
pang iba. Mayroon pa ngang mga nagkumento na naging bahagi rin pala ng SK, at sila pa mismo ay para sa
pagbasura ng SK. Kung ganito man ang pangkaraniwang reaksyon ng karamihan, wala tayong magagawa.
Itoy mga opinyong tunay na sumasalamin sa totoong kalagayan ng sistema ng SK. Ngunit gaya nga ng
binanggit ni Representative Raymond Palatino kanina, walang perpektong organisasyon o sistema. Mayroon at
mayroong mga punto na kailangang tugunan upang mas maging akma sa hiningi ng bawat panahon.

Bilang mag-aaral ng Public Administration, naniniwala akong tanging pagbabago ang kailangan sa SK, at
hindi ang pagbabasura nito. Ang pagbabagong ito ay maaaring matupad kung itoy daraan sa maayos at
sistematikong pagsusuri at pag-aaral. Una, dapat nating alamin ang kabuuang problema na nararanasan ng
lahat ng mga pinamamahalaan ng SK. Ang naturang problema ba sa barangay na ito ay nakikita rin sa
barangay sa kabilang pulo? Pangalawa, maititiyak ba natin na isang itong problematikong sitwasyon kung saan
ay kinakailangan na makialam ang gobyerno upang itoy masolusyunan? Pangatlo, ano na nga ba ang mga
aksyon na ginawa ng pamahalaan upang itoy tugunan? Kung mayroon, anu-ano ito? Tunay nga bang itoy
epektibo o lalo lamang napalala ang problema? Pang-apat at panghuli, ang naturang polisiya nga ba ay hindi
epektibo? Hindi sapat? Hindi tinutugunan ang dapat nitong tugunan? Sa paggamit ng mga naturang gabay ay
maititiyak natin na mararating natin ang dapat kahinatnan ng SK.

Malinaw na mayroong problema sa polisiya ang SK kung kaya naman ay talamak na ang pagtutuligsa ng
marami nating mga kababayan sa pananatili ng SK. Ngunit, dapat lamang natin maisip na sa pagbabasura ng
SK ay napakarami ring punto at oportunidad ang maipagkakait sa mga kabataan. Kapag sa tingin mo ay may
mali sa isang bagay ay hindi dapat ibasura ito nang agaran. Suriin muna ito nang mabuti at saka humantong sa
iyong posisyon. Nangunguna siyempre sa mga puntong maaaring mawalan ng saysay ang puntong Youth

Marilyn Barua Yap sa pagsisimula ng programa na mahalagang mayroong representasyon ang mga kabataan
sa LAHAT ng lebel sa gobyerno. Kung kaya naman ay sa pagsisimula ng Sangguniang Kabataan ay kinilala sa
buong mundo ang naturang programa bilang bukod-tanging sistemang nagbibigay ng pagkakataon sa kabataan
upang aktibong makilahok sa pamamahala. Manipestasyon lamang ito na mayroong apresasyon ang
pamahalaan sa kakayahan ng mga kabataan.

Binaggit ni Hon. Marc Douglas Cagas IV kanina na patunayan natin sa kanya na mali siya sa kanyang
posisyon upang ibasura ang SK. Sa ang palagay, at gayun na rin sa palagay ng mga naunang tagapagsalita
kanina, na ang SK, tulad ng ibang institusyon, ay mayroong mga kamalian. Ngunit, hindi ito dahil upang
ibasura na lamang ito. Ang pagsasalita ko ngayong umaga sa harap ninyong lahat, bilang kabataan, ay isang
patunay na may magagawa ang kabataan upang makilahok, tulad na lamang ng maibibigay ng isang bago at
maayos na Sangguniang Kabataan, kung kaya naman ay ihahayag ko ang aking ilang proposisyon para sa

Ginawa ang programang SK, nooy tinatawag na Kabataang Barangay, upang ilihis umano ang kabataan sa
aktibismo. Tingin koy walang mali sa pagiging aktibista, dahil ito lamang ay isang pamamaraan upang
itaguyod ang ating mga karapatan. Kung ito man ang punong dahilan sa pagkakalikha ng SK, muli wala na
tayong magagawa dahil itoy naitagong punto sa ating kasaysayan. At kung ito man ang dahilan upang hindi
maging makabuluhan ang SK, maaaring nagtagumpay nga ang diktaturya ni Marcos. Kung kaya naman ay
naniniwala ako na nararapat ay magkaroon ng reporma sa mga adhikain ng SK. Dapat ay malinaw na ipaalam
sa lahat na ang SK ay isang institusyon kung saan ay magsisilbi itong behikulo upang maging makabuluhan sa
lahat ng kabataan, sa pamamagitan nang paghihikayat sa mga kinasasakupan na makilahok at makialam sa
mga isyung panlipunan na direkta o di-direkatang nakaaapekto sa mga kabataan.

Sa ating pagsulong upang mapaigting ang representasyon ng mga kabataan, nararapat lamang na gamitin ito ng
mga kabataan para sa tunay na pangangailangan ng kanilang mga kinasasakupan, at itoy hindi abusuhin. Ang
tuwid na pamamahala ay nangangahulugang tuwid din at walang mantsa ang pakikialam at pakikilahok sa
pagsasagawa ng mga mahahalagang desisyon. Ang mga desisyong tulad na lamang nang pagsasagawa ng mga
programa, proyekto, at mga resolusyon. Nararapat lamang na ang mga itoy responsibo sa tunay na
pangangailangan ng mga kabataan. Hindi katulad sa kasalukuyan na mayroong MISMATCH sa mga
isinasagawa ng SK. Noong taong 2004 ay nagsagawa ng pag-aaral mismo ang National Youth Commission na
tinawag na Youth Attributes, Participation, and Service Providers at malinaw na sinasabi sa pag-aaral ba ang
tunay na pangangailangan ng mga kabataan ay mayroong kinalaman sa pangkalusugan, edukasyon, at
pangkabuhayan. Malinaw rin naman na taliwas ito sa mga isinasagawang programa ng SK. Ayon sa UP Center
for Integrative and Development Studies Psychosocial Trauma and Human Rights Program o UP CIDS, ang
Top 3 na programa ng SK ay may kinalaman sa isports/pangkalakasan, pangkalikasan, at pang-imprastraktura.

Hindi ko sinasabing mali ang Top 3 na mga programa na ito, ang pinupunto ko lamang ay mali ang desisyong
naisagawa ng SK. Hindi nito tinutugunan ang ang tunay na pulso ng mga kabataan.

Inaasahan din na mas maging transparent ang SK sa kanilang mga gawain. Ayon sa mga pag-aaral ay hindi
maayos ang sistema nang pagrereport ng mga opisyal ng SK ukol sa kanilang mga ginagawa. Gamit ng SK ang
pondo ng taumbayan, kung kaya naman ay nararapat lamang na patunayan din nila sa bayan na nagamit nila ng
maayos ang pera. Kung mayroon man ay hindi sapat ang mga nakalagay. Hindi sapat na tanging larawan
lamang ang makikita sa mga accomplishment reports. Lalong hindi katanggap-tanggap kung ang dahilan ay
tapos na rin naman sila sa termino at wala na silang kailangan pang patunayan.

Ang nakababahalang resulta na ito ay maaari rin namang bunsod ng mahinang paggabay sa kanila ng mga
nakatatanda at gayun na rin ang maaaring hindi epektibong pagsasanay sa mga opsiyal ng SK. Ang nais ko
lamang ipunto ay hindi lamang natin dapat sisihin ang kabataan sa mga pagkukulang na ito at sa sinapit na rin
ng SK sa kabuuan. Tunay na mayroong pagkukulang ang mga nakatatanda. Naniniwala ako sa kakayahan
naming mga kabataan, ngunit inaamin kong iba pa rin kung mayroong gabay na ibinibigay ang mga
nakatatanda, dahil silang may malawak na karanasan ay lubusang makatutulong sa ninanais nating tuwid na
pamamahala. Ngunit, siyempre, nararapat lamang din na tanging mga malilinis ang hangarin ang dapat
gumabay sa amin. Ang mga nakatatandang tinutukoy ko na mayroong kinalaman sa sinapit ng SK ay ang mga
BARANGAY COUNCILS, DILG, at ang NYC. Ang mga barangay councils ay hindi dapat maging eksklusibo
sa kanilang pamamahala sa barangay na dahil nariyan na ang SK ay hindi na nilatutugunan ang mga
pangangailangan ng mga kabataan. Nararapat lamang na patuloy ang kanilang paggabay sa lahat ng mga
aksyon ng SK. Para naman sa DILG na tumitingin sa mga financial statements ay nararapat lamang na
siguruhing nagamit nang wasto ang pondo. Kung mayroon mang mga pagkakamali ay dapat lamang
siguruhing maisasaayos ang isyu sa legal na pamamaraan. At para naman sa NYC o ang National Youth
Commission na mayroong mandato upang hasain ang mga opisyal ng SK, ay dapat lamang na paigtingin ang
paggagabay sa lahat ng SK sa buong Pilipinas.

Ang naturang mga nakatatandang gagabay ay inaasahang magsagawa ng mga malinaw na pamantayan upang
maitaguyod ang isang sistemang titiyak na magkakaroon ng tuluyang pagmasid sa mga mga gawain ng SK, sa
epektibong paggagabay, at gayun na rin ang pagbibigay ng suportang teknikal, lalung-lalo na sa pagsasagawa
ng mga desisyon at sa paglilikha ng isang malinis at makabuluhang mga financial statements.

Inuulit ko na naniniwala ako sa kakayahan ng mga kabataan, ngunit para sa SK na humahawak ng pera ng
taumbayan para sa kanilang pondo, nararapat lamang na repormahin ang mga edad na maaaring bahagi ng SK
upang maipasok ang konsepto ng kabataang pasimula pa lamang sa tuwid na pamamahala at ang kabataang

mayroon nang sapat na kaisipan upang maisagawa ang tamang pamamahala. Ikinatutuwa ko naman ang
posisyon ng NYC ukol sa kanilang mga proposisyon upang repormahin ang edad sa SK, na palawakin na ito
mula 15 na taong gulang hanggang 25 na taong gulang. Sinasang-ayunan ko rin ang proposisyon ni Hon.
Palatino na magkaroon ng panibagong aktibong gawain ang SK, at ito ay ang maghimok sa kanila na maging
watchdog sa bawat lebel ng pamahalaan at maging whistleblower kalaunan sa pagkakataong makakita sila ng
katiwalian. Nakakikilabot na manggaling pa mismo sa kabataan na nangungurap si Kapitan, si Konsehal, si
