The state government of Jharkhand is implementing IDA (World Bank) Assisted Centrally sponsored ICDS Systems
Strengthening and Nutrition Improvement Project (ISSNIP) in 12 selected districts, namely West Singbhum, Lohardaga,
Garwah, Palamu, Latehar, Chatra, Koderma, Giridih, Dhanbad, Godda, Dumka, and Pakur. All ICDS projects and the
Anganwadi Centres (AWCs) operational in the aforesaid districts are covered under ISSNIP. To support and manage the
project implementation, a State Project Management Unit (SPMU) has been set up within the Directorate of Social Welfare.
The Directorate seeks to hire a team of Consultants with expertise in the specific technical areas to provide technical and

Detailed Guideline Regarding Contractual Position Advertised through Notice No.1277
Hiring of Consultant for SPMU and District and Block levels under the IDA Assisted ICDS Systems
Strengthening & Nutrition Improvement Project (ISSNIP) (Credit No.5150N)
1. The Govt. of India has received a credit from the International Development Association (World
Bank) for implementing of the ICDS Systems Strengthening & Nutrition Improvement Project
(ISSNIP) in 8 (Eight) states including Jharkhand. Applications are invited for the Consultants
positions for the State Project Management Unit (SPMU), District Coordinator and District
Project Assistant for 12 districts of Jharkhand (i.e. West Singbhum, Lohardaga, Garwah, Palamu,
Latehar, Chatra, Koderma, Giridih, Dhanbad, Godda, Dumka, and Pakur), Block Coordinator and
Block Project Assistant for 101 ICDS projects in the above mentioned 12 districts under the IDA
Assisted ICDS Systems Strengthening & Nutrition Improvement Project (ISSNIP) for effective
implementation of the project;
2. The positions are purely on contract basis for the specific period of phase 1 of the project. The
positions will be offered for a period up to 31st December, 2015, with an initial probation of 6
(Six) months. A performance appraisal at the end of 6 (Six) month probation will determine
extension of the contract up to the end of phase 1 of the project;.
3. Contract will be awarded only for the project period. No claim for regular employment at any
point of time during the engagement or after expiry of the contract / termination of services, for
any reason whatsoever;.
4. Selection of the candidate on the basis of qualification, relevant experiences, and performance in
interview;
5. Preference may be given to those candidates having prior working experience with ICDS and
other related department / organisation;
6. Selection will be strictly done of the basis of merit list. Merit list will be prepared on the basis of
marks / division / grade obtained in examination passed, relevant working experiences and
performance in interview;

Position: Consultant (Nutrition and Child
I.

Development)

Background

The Ministry of Women and Child Development (MWCD), Govt. of India (GoI) has received a credit
from the International Development Association (World Bank) for implementation of the ICDS Systems
Strengthening and Nutrition Improvement Project S(SI NIP). This project has been designed to support
the select States and districts with high-burden of child under nutrition , in strengthening the Integrated
Child Development Services ((ICDS) Programme with the long term goal of improving child
development and nutrition outcomes. A total of 12 districts in Jharkhand have been selected for
implementation in the project. The project has a phased implementation design. Phase I of the project, to
be implemented over a three year period (2012-15), will focus on critical policy and institutional reforms
and on testing innovative pilots and Phase II, will be implemented subsequently over a four year period.
To support and manage project implementation, a State Project Management Unit (SPMU) has been set
up in Jharkhand. The SPMU is headed by the Director, Social Welfare, the State and is staffed by the
State government officials and a team of technical consultants to be contracted under the project. The
SPMU is responsible for implementation of the project in Jharkhand in line with the approved annual
action plans and procurement plans of the project. The Department of Social Welfare, Women and Child
Development, Govt. of Jharkhand seeks to hire a team of Consultants in the SPMU having expertise and
experience in the key technical areas to provide technical leadership and management support in the
implementation of the project.
II. Objective
A Consultant will be recruited on contractual basis, to support the SPMU in implementation of the
Nutrition and Child Development activities under the ISSNIP.
II.

Summary of Assignment

The Consultant (Nutrition & Child Development) will be a key member of the SPMU team and will
function under the overall guidance of the State Project Director and the ISSNIP Nodal Officer. The
Consultant will provide technical leadership, management and implementation support on all nutritionrelated activities of the project. This includes, but is not limited to support for planning, design,
operationalization, supervision, monitoring and achievement of results, working collaboratively and in
close coordination with the State Team of the Technical Assistance Agency (hired at the central
level),Coordinating with the Central Project Management Unit (CPMU) MWCD; the World Bank Project
Team, relevant line departments and other external stakeholders, for relevant inputs and facilitating
convergence of efforts.
III.

Detailed Scope of Work

Specific tasks of the consultant will inter alia, include:


Tasks with respect to the SPMU:
1.Provide technical leadership and facilitate relevant strategy development for nutrition and designing of
nutrition related activities and pilots to be implemented in the project;

2. Support development of annual state project action plans in consultation and collaboration with the
Project Director, ISSNIP Nodal Officer and other technical consultants;
3. Support adaptation and/or review of relevant guidelines, operational manuals, documents for specific
nutrition actions, developed by the CPMU and facilitate their dissemination at the state, district and subdistrict level; additionally, develop relevant documents to facilitate nutrition actions as defined by the
specific needs of the State;
4. Review proposals for innovations and pilots submitted by the project districts for their technical
soundness and relevance in improving nutrition outcomes;
5. Prepare Terms of Reference, as required, for nutrition specific activities to be outsourced to external
agencies, including the state technical agency;
6. Facilitate implementation of all nutrition related activities in the project, including multi-sectoral
nutrition actions;
7. Support the Project Director and ISSNIP Nodal Officer in organizing and facilitating meetings with
technical expert committees, relevant line departments such as, departments of health, rural development,
social welfare, agriculture, food processing etc. and other stakeholders on nutrition and multi-sectoral
issues;
8. Work with other technical consultants to ensure incorporation of nutrition inputs into all activities
designed and implemented under the project, such as training programs, behavior change communication
strategy, project MIS, operations research and evaluations etc.
9. Monitor and review progress of all nutrition related project activities and indicators (MIS data),identify
areas and Project Districts in need of support and take follow up supportive action as required;
10. Support documentation and dissemination of best practices on nutrition in the project and facilitate
cross learning on the same across project districts;
11. Support the Project Director and ISSNIP Nodal Officer in the preparation of quarterly and annual
state project progress reports for nutrition related activities;
12. Support the Project Director and ISSNIP Nodal Officer in the preparation of Phase II of the project.
Tasks with respect to the State Team of the Technical Agency:
13. Coordinate and follow up with the state technical agency for ensuring timely action on all nutrition
related deliverables that they are tasked with;
14. Inform the state technical agency about emerging needs and requirements during the course of project
implementation, and facilitate action on the same through the development of ToRs, processing relevant
approvals etc. , as required;
15. Review all nutrition related documents, guidelines, manuals, etc. prepared by the state technical
agency and provide technical inputs, as required, to ensure quality;
16. Facilitate dissemination of all guidelines, manuals etc. prepared by the state technical agency.
Tasks with respect to the CPMU:
17. Identify areas where support is required from the CPMU and seek guidance on the same;

18. Coordinate with the CPMU, obtaining necessary approvals, inputs and feedback on activities and
documents prepared under the project
19. Periodically share progress reports with relevant counterpart sat the CPMU and collate and provide
relevant information as and when required by the CPMU.
Tasks with respect to District/Block Teams:
20. Support project districts in the preparation of district annual project action plans, focusing on nutrition
activities;
21. Orient and build capacities of district and block level project staff on all nutrition related guidelines,
manuals, tools etc .prepared at the State level and facilitate the development of action plans for their
further dissemination and useat the district and block level;
22. Guide and support district and block level staff in implementing project activities in a timely manner
,with quality;
23. Review progress and performance of project related nutrition activities in the district (district level
MIS data) and carry out periodic supportive supervision visits, prioritizing poor performing districts
Interface with the external stakeholders:
24. Liaison and coordinate with the World Bank through the SPMU, seeking inputs, guidance, support as
necessary to ensure smooth implementation of project activities;
25. Liaison and coordinate with development agencies/ Civil Society Organizations/NGOs etc. to ensure
complementarity in efforts and explore possible avenues of engagement and support;
26. Any other activity, identified by the Project Director, as relevant to the project.
IV.

Deliverables

The Consultant will develop an annual work plan, listing specific activities, timelines and key
deliverables, in consultation with the State Project Director and the ISSNIP Nodal Officer in the SPMU.
Such work plan will be in line with the approved State Annual Action Plan (AAP). Performance of the
Consultant will be measured against such work plan and it will be updated every six months. Consultant
will submit quarterly progress reports stating her/his accomplishments against the agreed work plan and
also submit any other reports as required by the project.
V.

Qualifications, Experience and Skills

Essential:
(i)
Post Graduate Degree/Post Graduate Diploma in Nutrition / Public Health or related field that
includes courses on community nutrition/public health.
(ii)
At least 5 years of progressively responsible professional work experience in planning,
implementation and monitoring of child development and nutrition programmes at state and
district levels, especially those that have demonstrated/piloted innovations to improve
nutrition or program me delivery is mandatory. (For PhD applicants, 2 years of doctoral time
may be counted as experience).
(iii)

In-depth knowledge and a full understanding of the key nutrition issues (technical and
programmatic) in the State is essential;

(iv)

Experience of working with the government departments/ projects, at least part of it being
atthe State level.

(v)

Demonstrated technical, management and supervisory skills;

(vi)

Excellent oral and written communication skills in Hindi and English and ability to converse
in local language; and

(vii)

Good computer skills (knowledge of excel, PowerPoint etc)

Desirable: Knowledge of monitoring and evaluation techniques as well as conducting impact assessment
studies on nutrition and child development; Capacity for documentation of nutrition related good
practices. Ability to work effectively in a team, interact persuasively with a range of stakeholders, and
travel extensively.
VII. Duration and Type of Contract
The position of Consultant (Nutrition & Child Development) is purely on contract basis for the specific
period of Phase 1 of the Project. The position will be offered for a period up to 31 December2015 with an
initial probation period of six months. A performance appraisal at the end of six months will determine
extension of the contract. An annual performance appraisal mechanism will also be in place, which will
determine continuation of the Consultant till project end (December 31,2015).
VIII. Reporting arrangements
The Consultant will report to ISSNIP Nodal Officer in the SPMU and will also have a line of reporting on
technical aspects with the Nutrition Consultant in the CPMU, MWCD.
IX. Remuneration and Payment terms
The consolidated remuneration of the Consultant will beRs.60,000/-per month. Travel expenditure, per
them and other cost incidental to the travel undertaken by the Consultant will be reimbursed as per the
norms of the project and TDS will be deducted as per the Income Tax law. No other allowances would be
reimbursed. An annual increment of about 8% is envisaged, subject to satisfactory performance.

III.

Summary of Assignment

The Consultant (Behavior Change Communication & Capacity Building) will be a key member of
the SPMU team and will function under the overall guidance of the State Project Director and the ISSNIP
Nodal Officer. The Consultant will provide technical leadership, management and implementation
support for all interventions relating to the Behavior Change Communication & Capacity Building
components in the project. This includes, but is not limited to, support for planning, design,
operationalization, supervision and monitoring of BCC and CB initiatives. S/he will be accountable for
achievement of results set for BCC and CB efforts in the State under the Project. The Consultant will
work in close coordination with the State Team of the Technical Assistance Agency hired at the central
level), the Central Project Management Unit (CPMU) of the MWCD and also the project team at the
World Bank, as required. S/he will coordinate with relevant line departments and other external
stakeholders within the State for getting necessary inputs and facilitating convergence of BCC and CB
efforts of the project.
IV.

Detailed Scope of Work

2. Support development of annual state project action plans in consultation and collaboration with the
Project Director, ISSNIP Nodal Officer and other technical consultants;

the state, district and block level;
4. Support the designing of specific behavior change communication & capacity building intervention to
be piloted in the state and develop relevant documents to facilitate behavior change communication &
capacity building interventions as defined by the specific needs of the state;
5. Prepare Terms of Reference, as required, for behavior change communication & capacity building
interventions to be outsourced to external agencies;
6. Review proposals for innovations and pilots submitted by the project districts for their technical
soundness and relevance in achieving project outcomes;
7. Facilitate implementation of all behavior change communication & capacity building interventions in
the project districts;
8. Support in organizing and facilitating meetings with technical expert committees relevant line
departments such as, departments of health, civil society organizations and other stakeholders on issues
related to behavior change communication & capacity building;
9. Provide relevant inputs on behavior change communication & capacity building to other state technical
consultants, as required, to support design and quality implementation of other thematic activities in the
project, such as community mobilization initiatives, project MIS, operations research and evaluations etc;
10. Monitor and review progress of all behavior change communication & capacity building interventions
and indicators (using project MIS data), identify areas and project districts in need of support and take
follow up supportive action;
11. Support documentation and dissemination of best practices on behavior change communication &
capacity building in the project and facilitate cross learning on the same across project districts;
12. Support the Project Director and ISSNIP Nodal Officer in the preparation of quarterly and annual
project progress reports on behavior change communication & capacity building interventions;
13. Support the Project Director and ISSNIP Nodal Officer in the preparation of Phase II of the project.

Tasks with respect to the State Team of the Technical Agency


14. Coordinate and follow up with the state team of the technical agency for ensuring timely action on all
deliverables related to behavior change communication & capacity building that they are tasked with;
15. Inform the state technical agency about emerging needs and requirements during the course of project
implementation, and facilitate action on the same through the development of ToRs, processing relevant
approvals etc. , as required;

16. Review all documents, guidelines, manuals, etc. prepared by the state technical agency related to
behavior change communication & capacity building and provide technical inputs, as required, to ensure
quality; and facilitate the dissemination of the same.
Tasks with respect to District/Block Teams
17. Support project districts in the preparation of district annual project action plans, focusing on behavior
change communication and capacity building activities;
18. Guide and support district and block level staff in implementing behavior change communication and
capacity building activities in a timely manner;
19. Review progress and performance of project related behavior change communication and capacity
building activities in the district (district level MIS data) and carry out periodic supportive supervision
visits, prioritizing poor performing districts;
Tasks with respect to the CPMU
20. Identify areas where support is required from the CPMU, MWCD and seek guidance on the same;
21. Coordinate with the concerned Project Manager in the CPMU, obtaining necessary approvals, inputs
and feedback on activities and documents prepared under the project;
22. Periodically share progress reports with relevant counterparts at the CPMU and collate and provide
relevant information as and when required by the CPMU;
Interface with the external stakeholders
23. Liaison and coordinate with the World Bank through SPMU, seeking inputs, guidance, support as
necessary to ensure smooth implementation of project activities;
24. Liaison and coordinate with development agencies/Civil Society Organizations/NGOs to ensure
complementarity in efforts and explore possible avenues of engagement and support;
25. Any other activity, identified by the Project Director, as relevant to the project.
V. Deliverables
The Consultant will develop an annual work plan, listing specific activities, timelines and key
deliverables, in consultation with the State Project Director and the ISSNIP Nodal Officer in the SPMU.
Such work plan will be in line with the approved State Annual Action Plan (AAP).Performance of the
Consultant will be measured against such work plan and it will be updated every six months. Consultant
will submit quarterly progress reports stating her/his accomplishments against the agreed work plan and
also submit any other reports as required by the project.

VI. Qualifications, Experience and Skills


Essential:
(i) Post Graduate Degree/Post Graduate Diploma in Health Communication or Social Science or Rural
Development either with formal courses on communication and participatory training or with relevant
work experience.

(ii) At least 5 years of experience in planning and implementing public health/nutrition programmes
focused on behavior change communication and capacity building interventions. (For PhD applicants, 2
years of doctoral time may be counted as experience).
(iii) Experience of working with the government departments/ projects, at least part of it being at the State
level.
(iv) Demonstrated experience of facilitating trainings for different stakeholders
(v) Demonstrated technical, management and supervisory skills;
(vi) Excellent oral and written communication skills in Hindi and English and ability to converse in local
language; and
(vii) Good computer skills (knowledge of excel, powerpoint etc)

VII. Duration and Type of Contract
The position of Consultant (BCC & CB) is purely on contract basis for the specific period of Phase 1 of
the Project. The position will be offered for a period up to 31 December 2015with an initial probation
period of six months. A performance appraisal at the end of six months will determine extension of the
contract. An annual performance appraisal mechanism will also be in place, which will determine
continuation of the Consultant till the project end (December 31,2015).
VIII. Reporting
The Consultant will report to the ISSNIP Nodal Officer in the SPMU and will also have a line of

The Consultant (Social Development & Community Mobilization) will be a key member of the SPMU

community mobilization and equity interventions in the project. This includes, but is not limited to
support for planning, design, operationalization, supervision, monitoring and achievement of results,

estimate keeping in view of the approved allocations and past expenditure under the project, revised
estimates (if any) and ensure its submission to the department.
ii. Tracking of funds released by GoI: Keep track and maintain database of funds released under the
project by GoI to the extent of 90% of the approved allocations.
iii. Allocation of budget to districts and blocks: Once the budget is approved by the state legislature
and released by the finance department, ensure timely allocation of the budget to the district and blocks
and maintain the budget allotment register.
iv. Liaison with Finance Deptt. for budget allocation, re-allocations and other approvals as may be
necessary from time to time.
v. Collection of expenditure reports and reconciliation with Treasury and AG: collection of monthly
financial reports from the districts and blocks and ensuring reconciliation with the treasury and AG
(A&E) at-least on a quarterly basis.
vi. Consolidate and control over: advance contingency bills and receipt of utilization certificates (UC)
from NGOs/other agencies where funds are released to NGOs/other agencies.

vii. Prepare and submit quarterly Interim Unaudited Financial reports (IUFR) and Utilization
Certificates to CPMU: Consolidate the financial reports received from the districts; prepare and submit
IUFR in the prescribed format to the CPMU in MWCD within 30 days of the end of the quarter. Also,
ensure timely submission of UCs to CPMU.
viii. Liaison with the State AG (Civil Audit) for annual audit of the project financial statements: this
will involve preparation of annual financial statements, reconciliation of project expenditures with the AG
(A&E), schedules of pending AC Bills and UCs as of March 31, 2014 and facilitate in completion of
audit by the AG as per standard Terms of Reference by July 31 of each year and submit it to CPMU by
August 31 of each year.
ix. Any other financial related activities of the project that may be assigned by the project, including
payment of bills etc. and ensuring adequate internal controls to support the payments.
x. Oversight & capacity building of districts/ blocks: Ensuring (by way of training & support to the
District Accountants) that common reporting formats as provided in financial guidelines are used by
districts in order that consolidation of accounts is facilitated at state level and reviewing the accounts and
records of the DSWO/CDPO on a periodic basis by way of field visits.
xi. Addressing audit objections: Coordinating with the DSWOs to address the audit objection/internal
control weaknesses, issues of disallowances, if any.
xii. Coordination with the CPMU: Maintain close coordination with the Financial Management
Consultant in the CPMU.
IV. Background and Experience
- Retired Officer from the State Finance/Treasury/Audit Services/AG with experience in budgeting, audit
and treasury functions;

procurement of goods, non-consultancies and consultancies as per the approved procurement plan for
ISSNIP ensuring full compliance with World Bank Guidelines: Procurement under IBRD Loans and IDA
Credits (January 2011), and Selection and Employment of Consultants by World Bank Borrowers
(January 2011) and the principles of economy, efficiency, transparency and fair competition.

Detailed Scope of Work

1) Based on the approved State Annual Action Plans (AAP), update procurement plan periodically as
required and share with CPMU and the World Bank for their No Objection;
2) Share updated, approved procurement plans with the districts covered under the project and ensure its
disclosure on state Government website;
3) Ensure timely implementation of approve procurement plans - procure goods and services as per
approved procurement plan following World Bank procurement guidelines for goods and consultancy
services respectively;
4) Liaise with technical team members to develop expressions of interest, technical specifications for
goods, bid documents, terms of reference for non-consultant and consultant services, requests for
proposals, evaluation criteria for goods and works, selection criteria for non-consultants and consultants,
contract documents and amendments to contracts, where necessary;

5) Secure no objections from CPMU and World Bank for prior review procurements as well as for Terms
of Reference, shortlist of consultants, recommendation for award of contract for consultancies, and
amendments to contract, where necessary;
6) Prepare and issue clarifications to bidders queries in support of fair and transparent procurement
processes;
7) Facilitate/undertake evaluation of bids in consultation with qualified technical experts;
8) Participate in negotiations and supporting contract award;
9) Liaise with Financial Management Consultant and the technical team to ensure all quality deliverables
enumerated in contracts are secured, prior to release of the final payment tranche;
10) Review quality of goods procured and disseminated through the project and recommend remedial
actions where quality of goods are compromised;
11) Maintain all documentation and procurement records for annual post procurement reviews;
12) Maintain and manage records of all contractors, suppliers and consultants;
13) Establish a procurement complaint mechanism consistent with the requirements of the World Bank
Procurement Guidelines, resolving complaints and sharing reports on each complaint with the Bank;

c) Correspondence with the District and Block teams providing relevant information and data;
d) Compilation of district -wise monthly progress/monitoring reports and preparation of the State-level
monitoring reports on the project;
e) Organizing and facilitating review and other meetings on the project;
f) Coordination with the Technical Consultants in the SPMU, State Team of the Technical Assistance
Agencyand also with the CPMU;
g) Regular updating/uploading of project data/information on the State WCD Website;

Project (ISSNIP) funded by the World Bank. The SPMU is responsible for implementation of the project
in Jharkhand State in line with the approved annual action plans of the project. A total of 12 districts in
Jharkhand have been selected for implementation in the project. The Directorate of Social Welfare,
Jharkhand, seeks to hire the suitable candidates as District Coordinator in each of the selected districts
under ISSNIP to provide management, monitoring and capacity building support for the implementation

The District Coordinators will be recruited on contractual basis to provide the required management and
implementation support for all project activities in the district, under the overall guidance of the State
Project Director and in coordination with the District Social Welfare Officer (DSWO). S/he will be
responsible for the achievement of district level project targets.

Specific tasks of the District Coordinators will, inter alia, include the following:
a) Develop district level project annual action plans in coordination and consultation with the
DSWO;
b) Provide support in preparation of the ICDS District Annual Plans with assistance of the
State/District Team of the Technical Assistance Agency (hired by the Central Project
Management Unit of the MWCD);
c) Support and supervise timely implementation of all project activities and pilots in the district;
d) Make regular monitoring and supportive supervision visits to provide on-site support to Block
Coordinators and the ICDS Supervisors;
e) Periodically assess capacity building needs of district and block level project staff and ICDS
functionaries and organize and facilitate relevant trainings in coordination with the SPMU;
f) Ensure effective coordination between the existing ICDS programme activities and project
activities (wherever required) in collaboration with the DSWO;
g) Ensure timely allocation of budgets to the blocks and maintain database of funds received and
allocated to the blocks under the project;

II. Objective
The Block Coordinator will be recruited on contractual basis to provide management and implementation
support for all project activities in the block, under the guidance of the District Coordinator and in close
coordination with the ICDS Child Development Project Officer (CDPO). S/he will be responsible for the
achievement of block level project targets.
III. Detailed Scope of Work
Specific tasks of the Block Coordinator will, inter alia, include:

Support and supervise implementation of all project activities in the block


Provide inputs and support to the development of district level project action plans as well as
ICDS District Annual Plans
iii. Organize and facilitate relevant trainings for capacity building of ICDS Supervisors and AWWs
in coordination with the District Team
iv. Carry out regular monitoring and supportive supervision visits to provide on-site support to
AWWs and monitor project implementation
v. Ensure effective coordination between the existing ICDS programme activities and project
activities (wherever required) in collaboration with the CDPO
vi. Maintain all financial records and documents under the project; and provide necessary assistance
to the District Coordinator during Audit of the project expenditure;
vii. Prepare and submit the financial reports in the prescribed format to the District Coordinator every
month;
viii. Prepare monthly progress/monitoring reports in the prescribed formats and submit the same to
the District Coordinator;
ix. Coordinate with related line departments at the block level for facilitating convergent/multisectoral activities under the project;
x. Facilitate engagement with community based organizations such as womens groups, youth
groups etc. for partnership and support for project implementation.

IV. Deliverables

The Block Coordinator will prepare an annual work plan listing key deliverables in consultation with the
District Coordinator, to be updated every six months and will submit bi-annual progress reports stating
her/his accomplishments against the agreed work plan.
V. Qualification and Experience
Graduate Degree from a recognized University in Social Sciences/Nutrition/Home Sciences, with a
minimum of 2 years of work experience in any organization/NGO, preferably in the development
sector.
Experience of working with the community/local governments (Panchayat) at the grassroots level
will be an added advantage;
Good oral and written communication skills in Hindi and fair in English;
Good computer skills/knowledge of internet/email;
Ability to work in a team, and willingness to travel extensively.
The position is based in the block headquarter.
VI. Duration and Type of Contract
The position of Block Coordinator is purely on contract basis for the specific period of Phase 1 of the
Project. The position will be offered for a period up to 31 December 2015 with an initial probation period
of six months. A performance appraisal at the end of six months will determine extension of the contract.
An annual performance appraisal mechanism will also be in place, which will determine continuation till
project end (December 31, 2015).
VII. Reporting
S/he will report to the District Coordinator under the project.
VIII. Remuneration and Payment terms
The consolidated remuneration of the Block Coordinator will be Rs. 12,000/- per month and will be paid
on a monthly basis. Travel expenditure, per diem and other cost incidental to the travel undertaken by the
Consultant will be reimbursed as per the norms of the project and TDS will be deducted as per the Income
Tax law. No other allowances would be reimbursed. An annual increment of about 8% is envisaged,
subject to satisfactory performance.

Terms of Reference (TOR) for hiring of Block level Project Assistant in the State of Jharkhand
under ISSNIP

I. Background
The State Government of Jharkhand has set up a State Project Management Unit (SPMU) under the
Directorate of Social Welfare to implement the ICDS Systems Strengthening and Nutrition Improvement
Project (ISSNIP) funded by the World Bank. The SPMU is responsible for implementation of the project
in Jharkhand State in line with the approved annual action plans of the project. A total of 12 districts in
Jharkhand have been selected for implementation in the project. The Directorate of Social Welfare,
Jharkhand, seeks to hire the suitable candidates as District Coordinator in each of the selected districts
under ISSNIP to provide management, monitoring and capacity building support for the implementation
of the project activities.
II. Objective
The Block Project Assistant will be recruited on contractual basis to provide support to the Block
Coordinator in all his/her functions in the effective management and implementation of the project
activities in the district.
III. Detailed Scope of Work
Specific tasks of the Project Assistant, Block will be to provide all necessary support to the Block
