presents results of a master's research about a bibliometric analysis to assist in the

construction of instruments that give greater support to the evaluation and decisions of both
the Ministry of Science and Technology - MCT as development agencies, to streamline and
flexible application of both public resources and policy making in the States and the
Federation. The research was the type Survey because it is a survey of data from the Planning
Portal Tabular CNPq, with methods of data analysis of Brazilian scientific production using the
bibliographic production table developed by the author information (where we observed the
existence correlation between the scientific production of states and the number of doctors
involved in the research), which were arranged in units of the Federation for PhD researchers,
covering the period 2005-2008. We conclude by highlighting the similarity of the national
productive efforts, with a large proportion of the scientific literature being produced by a small
number of authors and a large number of small producers equals in production, the small
number of large producers. Furthermore, it is concluded the absolute hegemony of the State
of So Paulo and for some states that scientific production is so small that neither was possible
to be registered. The Paraba appears hegemonic in producing work in conference proceedings
and Paul only outperforms the other states in the production of articles in international
journals, but closely followed by Cear, Maranho, Rio de Janeiro and Rio Grande do Sul
