II. BACKGROUND

An AFP-GUNG ROTC Cadets exchange under the auspices of the State partnership
Program (SPP) was held in Guam, USA from 10-15 November 2014 and was hosted by
Guam National Guard.
The AFP delegation was headed by CAPT ZUMEELA Y SERRONA 0-120097 PN (GSC),
Chief Admin Division for Reservist and Retiree Affairs, J9.

IV. SALIENT POINTS OF THE ROTC EXCHANGE STUDENTS

On 10 Nov 2014, the Armed Forces of the Philippines Cadets and


Cadres arrived at Won Pat International Airport, Guam USA at 1310h. We were welcomed
by Sgt. Blas of the Guam National Guard and escorted us to Fiesta Resort Hotel, Tumon
Guam, where we will be staying for the whole week. Right after we have checked in the
hotel we had our briefing led by Major Jay Castro, GUNG. He discussed us briefly about
the special things in Guam and a little history of it. After the brief orientation at 1820h the
cadets and cadres went to Micronesia Mall for dinner and shopping.

On 11 Nov 2014, the AFP ROTC Cadets met their sponsors from
University of Guam ROTC Cadets at Fiesta Hotel and conducted Staff ride at various
historical sites in Guam such as Hagatna (Capital of Guam, where Former Senator Angel
Guerrero Santos Latte Stones Memorial Park built), Pacific War Museum (US and
Japanese Military history and equipment), ASAN Bay Park (where Apolinario Mabini Shrine
built) and ASAN Bay Overlook (where the US Military Forces fought against Japanese
forces), and the Fort Nuestra De la Soledad (where Ferdinand Magellan first landed in
Guam dated March 6, 1521). The Staff ride helped the AFP cadets understand there is a lot
of similarities between Philippine and Guam history.

On 12 Nov 2014, the 3rd day of the Cultural Understanding Language
Proficiency Program 12 November 2014, Wednesday was the start of the activities with the
University of Guam Cadets and Cadres. At 0700h the Philippine Island ROTC Cadets and
Cadres had their breakfast, the Cadres had an office call with MG Paulino, Adjutant
General, Guam National Guard at 0800h. The Cadets and Cadres met at University of
Guam at 0900h for the Office Call with LTC Jay A Blakley, Professor of Military Science,
UOG ROTC. LTC Blakley has conducted an orientation/briefing regarding the program of

the UOG ROTC SAL (Scholar, Athlete, Leader). After the briefing at 1000h LTC Blakley
introduced his cadets that will be the sponsor of the PI Cadets for the whole program and
activities. The sponsors (UOG Cadets) have escorted the PI cadets to the University of
Guam for a tour and lunch. At 1230h the cadets and cadres went to the Natural and Applied
Science building to meet with Dr. Lee Yudin, Dean of Natural and Applied Science. Dr. Lee
Yudin have discussed some of the partnerships between the Philippines and Guam
regarding education matters. At 1440h the Cadets and Cadres went to the Business
Administration building for an office call with Dr. Robert Underwood, President of UOG. Dr.
Underwood tackles how the UOG and US Army ROTCs partnership program was and how
it is conducted and helps the development of the university as a whole. In the same
building PI cadets and cadres have joined the book launching of Philippine Consul General
Marciano De Borja at 1600h. In the event Consular General Marciano De Borja told us how
the book was written and the stories behind it. The book launching was participated by
mostly Filipinos and some of the government officials of Guam and other school officials of
UOG as well. At 1730h cadets and cadres had their movement back to Fiesta Resort in
their preparation for a later activity at Chamorro Village. At 1845h the cadets and cadres
went to Chamorro Village to witness some of the cultural activities of Chamorros. Together
with the UOG cadets the cadets and cadres spent their night socializing with each other.
The night and activities ended at 2100h and moving back to Fiesta Resort.

On 13 Nov 2014, the AFP ROTC Cadets conduct movement to
University of Guam Campus to attend Flag raising ceremony, They also observed UOG
Army ROTC six (6)-week planning presentation where the UOG Battalion Commander and
Staff are present. They also attend and observed classes such as MSL 101 and MSL 201
that gives them idea on what the UOGs curriculum looks like. They went to Fort Juan
Muna, Guam National Guard for the Humvee Egress Assistance Trainer (HEAT) and
Engagement Skill Trainer (EST) Demonstration. They experienced how it feels while riding
a Humvee and it also gives them idea on what will do in case the Humvee flips, through the
HEAT. And they were also tested on their shooting capabilities using the EST.

On 14 Nov 2014, the Philippine Island (PI) Cadets joined the US Army
Cadets MS 301 Lab- Combat Water Survival Training at Gab Gab Beach, Naval Base
Guam. The activities done are 10-minute swim, 5-minute threading, rifle carry swim and
Battle Dress Uniform as alternative water floating device. The friendship games was done
also by UOG and AFP Cadets like the typical Filipino games called Patintero and
Volleyball. And had a barbeque lunch with the US Army and Guam National Guard Officers.
At 1300h, conducted our installation tour to Naval Base Guam.

On 15 Nov 2014, in the afternoon, the Philippine delegation left the
Fiesta Hotel and proceeded to Won Pat International Airport for their flight back to
Philippines. They arrived at the Ninoy Aquino International Airport on 1700H.
