10:10 a.m. Finalize P&S Policy Workgroup Charge:
To make short term and long term recommendations to the Health IT Policy Committee on
privacy and security policies and practices that will help build public trust in health information
technology and electronic health information exchange. Specifically, the workgroup will seek
to address both complex privacy and security requirements through the development of
proposed policies, governance models, solutions, and approaches that enhance privacy and
security while also facilitating the appropriate collection, access, use and exchange of health
information to improve health outcomes.

Discuss forwarding to Strategic Planning Workgroup for incorporation as an
initial set of overarching principles
10:40 a.m. Discussion of Meaningful Use Proposed Rule (NPRM) (privacy criteria
only), and Certification Criteria Interim Final Rule (IFR) (privacy &
security criteria only)
Meaningful Use – discussion on pages 64‐65 of prepublication version; Table 2
(beginning on page 103) has a chart of goals, stage 1 objectives, and stage 1 measures –

Certification Criteria: intended to support stage 1 meaningful use objectives; privacy and
security criteria for EHRs is on pages 81‐85, with specific chart – Table 2B‐ on page 85; details on
