Private Sector Counterterrorism Awareness Course

Workshop Purpose:
This workshop is designed to improve the knowledge of Private Sector security professionals by
providing exposure to key elements of soft target awareness, surveillance detection, and
improvised explosive device (IED) recognition. The workshop training materials enhance and
reinforce participants knowledge, skills, and abilities related to preventing, protecting against,
responding to, and recovering from terrorist threats and incidents. This workshop reviews the
current development of strategies requiring collaboration of numerous agencies across multiple
localities, disciplines and level of government. The workshop outlines specific counterterrorism
awareness and prevention actions that reduce vulnerability and mitigate the risk of domestic
terrorist attacks.
Student to Instructor Ratio:
2 facilitators to 50 participants, 5 facilitators to 250 participants Max
Evaluation Strategy:
The Kirkpatrick Training Evaluation Methodology Level I questionnaire is used.
Participant Resource Requirements:
Logistics requirements are coordinated with the host agency during planning and coordination
and include the following:

Classroom facilities to accommodate the expected number of participants with the ratio
of 50:2 students to facilitators, as well as 10 VIP visitors
Laptop computer, LCD projector with sound system, projector screen and white board

U.S. Department of Homeland Security (DHS) Resource Requirements:


DHS facilitators shall provide participants with the following:

Module 1: Workshop Introduction


Duration: 30 minutes
Purpose:
This module provides an introduction to the workshop by outlining the agenda and overall
purpose of the program. The introduction defines the threat and provides background
information on relevant national policy, including the National Infrastructure Protection Plan
(NIPP), Homeland Security Presidential Directive 7 (HSPD-7) and Homeland Security
Presidential Directive 19 (HSPD-19).
Terminal Objectives

Describe workshop purpose and methodology.


Review workshop agenda.
Review national policy, including the NIPP and HSPD-19.
Identify objectives and programs to be implemented.
Define steady state and threat initiated actions.

Module 2: Trends in Terrorism


Duration: 45 minutes
Purpose:
This module broadens participants understanding of the asymmetrical threat posed by terrorists
and their organizations by looking at chronological trends in terrorist tactics, techniques, and
procedures. This overview of trends in terrorism identifies IEDs as the most likely terrorist
threat to the homeland. Terrorists have constantly shown their willingness and ability to use
explosives as weapons worldwide and there is ample intelligence to support the conclusion that
they will continue to use such devices to inflict harm.
Terminal Objectives:

Describe the objectives of terrorism.


Illustrate chronological trend of terrorism.
Exemplify terrorist tactics utilizing explosive devices.
Recognize potential terrorist targets.

Module 3: Soft Target Awareness: Practical Threat Assessment Procedures for the Private
Sector
Duration: 45 minutes

Purpose:
This module reinforces the private sectors effort to counter the threat posed by IEDs by
providing a venue to receive baseline terrorism awareness. The training materials provide
information and strategies that address the full range of preparedness activities prevention,
protection, response, and recovery. This module allows participants to achieve a greater
understanding of terrorist methodology of attacks through historic examples and lessons learned
regarding terrorist use of IEDs. The training materials emphasize prevention strategies that could
detect and defeat adversaries in the beginning stages of the attack cycle and protective measures
that could mitigate the consequences of an IED should an attack occur.
Terminal Objectives:

Discuss the operational phases of a terrorist attack cycle utilizing IEDs.


Define prevention, response and recovery as it applies to IED incident management.
Identify potential targets within the region.
Describe and convey terrorists information gathering and recognition of indicators, types
and patterns of behavior and warnings associated with an IED threat.
Be familiar with intelligence/information sharing and dissemination relating to an IED
threat.
Explain threat assessment procedures in dealing with IED threats.
Recall prevention, protection, response and recovery strategies regarding threat IEDs.
Recall lessons learned regarding terrorists use of IEDs.

Module 4: Surveillance Detection


Duration: 60 minutes
Purpose:
This module highlights the benefits of a proactive surveillance detection program that employs
both human elements and technology to identify potential threats posed by terrorists conducting
pre-operational surveillance. Participants will learn how terrorists rely on surveillance to support
operational planning for future successful attacks to soft targets. The objective of this module is
to instill a basic understanding of how terrorists use open source intelligence and surveillance
techniques to select targets, assess security, and conduct operational planning and what actions
can be taken to detect and counter these surveillance efforts.
Terminal Objectives:

Highlight terrorists method of operation, use of surveillance in the 7-step attack cycle.
Brief a case study where terrorists used surveillance to conduct an attack.

Identify disruption of the surveillance, through surveillance detection; of the 7-step attack
cycle is crucial in disrupting and preventing terrorist attacks.
Identify site-specific considerations posed by terrorist threats.
Identify terrorism awareness and surveillance detection strategies to identify potential
terrorist surveillance and prevent a terrorist event.
Identify detecting, reporting and response to suspected surveillance as a key components
in disrupting potential attacks.

Module 5: Hazardous Device Recognition, IED Threats and Explosive Effects


Duration: 105 minutes
Purpose:
This module broadens participants awareness of the threat posed by IEDs and the catastrophic
effect of these attacks, by illustrating various IED threats including components and explosive
materials used in making IEDs and the effects and damage that IEDs may cause.
Terminal Objectives:

List IED threats.


Categorize IED type by function and characteristics.
Classify components used in the construction of IEDs.
Illustrate Hazardous Device Recognition and Means of Employment
Explain explosive effects.
Familiarization with the safety precautions to reduce explosive effects of an IED.

Module 6: Demystifying the Suicide Bomber


Duration: 90 minutes
Purpose:
This module broadens participants awareness of the threat and unique challenges posed by
suicide bombers. The training materials provide an overview of the tactics, techniques, and
procedures used in these attacks as well as the goals and mindset of suicide terrorists
Terminal Objectives:

List tactics of suicide terrorists.


Categorize usage of "Suicide Bombing" and related terms.
Classify components used in the construction of IEDs.
Illustrate profile of a suicide bomber.
Explain dynamics of a suicide attack.

Module 7: DHS TRIPwire Overview


Duration: 30 minutes
Purpose:
This module focuses on information sharing resources sponsored by Department of Homeland
Security the Technical Resource for Incident Prevention or TRIPwire. An online knowledge
portal based on direct user input and collaboration with bomb technicians, explosives detection
canine handlers and other law enforcement officials in the bombing prevention community. The
portal provides near real-time information regarding terrorist tactics, techniques and procedures
translated directly from terrorist open-source material. TRIPwire is currently available
nationwide to the law enforcement community. awareness of the threat posed by IEDs and the
catastrophic effect of these attacks, by illustrating various IED threats including components and
explosive materials used in making IEDs and the effects and damage that IEDs may cause.
Terminal Objectives:

Explain online knowledge portal and collaboration research tool.


Familiarization with the user registration and account request process.

Module 8: Wrap-up of Counterterrorism Awareness Workshop Events


Duration: 30 minutes
Purpose:
This module summarizes the workshop. Participants will have the opportunity to ask final questions,
and complete the Level I questionnaire.
Module 8 Terminal Objectives:

Review workshop events


Address final questions
Distribute and collect DHS questionnaire
Allow time for TRIPwire sign ups

Concept of Operations
Planning Assumptions:

Two independent Instructor teams -- instructor teams will conduct bounding scheduling
to provide continuous coverage during a five week effort in ten separate locations.
Instructor teams will consist of 5 subject matter experts
Work day consists of 10 hours.
The delivery of a course in a given city will be a an event of 5 days which includes predeparture preparation, travel to the site, the event, departure travel, post mission
administration including analysis of student feedback)
The level of effort to execute in ten Cities using two teams is equal to a minimum of 50
days 500 hours.

Requirements:
Personnel:

2 Teams of 5 personnel per Team (Instructors and SMEs)


1 Program Manager (Coordination and Orchestration)
2 Graphics Artist / Production / Administrative Support

Travel:

2 Teams to five Cities each for a total of 10 people to 10 cities


2 Rental Cars (Large SUV) per City
