Vives,1995; Argimn et al. 1994; Bajo y Sosvilla, 1993; Gonzlez-Pramo,
1995). ellospor lo general obtener la elasticidad significativa entre el nivel
agregado de la produccin y stock de capital pblico, aunque la magnitud de
esta elasticidad es muy diferente. XXXXXXXXXXXXXXXXXXXXXXXXXXXXX
Siguiendo el enfoque de la funcin de costes, otros trabajos han
tratado de cuantificar el impacto del capital pblico mediante la
consideracin de funciones de costes y/o beneficios, en las que se estiman los
efectos del capital pblico en trminos de ahorro de costes o incremento de
los beneficios empresariales.
El trfico generado supone directamente beneficios para los usuarios,
, aunque hay un debate sobre si estos viajes generados conllevan mayores
beneficios econmicos que no son capturados en el anlisis coste-beneficio
convencional. Los viajes de ocio pueden beneficiar al destino al atraer gastos
de turista, personas que viven fuera de la ciudad y viajes de negocios, aunque
es crucial distinguir si se trata de una expansin genuina de la actividad
econmica o una simple relocalizacin de los empleos y la actividad
econmica existente.
El debate sobre estas cuestiones se centra en si estos cambios
realmente suponen una actividad econmica adicional o si se trata de una
simple relocalizacin de la misma. En una economa de competencia perfecta
sin paro involuntario, la teora nos dice que no habra ningn beneficio neto.
En la prctica, hay motivos por los que cabe esperar beneficios adicionales.
En primer lugar, si la inversin traslad empleo a reas deprimidas, esto
podra reducir el paro involuntario. La experiencia de Lille, que ha sido
regenerada por su ubicacin en las lneas de alta velocidad entre Pars,
Bruselas y Londres, es un buen ejemplo.
El tren de alta velocidad tambin puede permitir la expansin de los
mercados y la explotacin de las economas de escala, reduciendo el impacto
de la competencia imperfecta, y animar la ubicacin de empleos en los
principales centros urbanos donde hay beneficios externos de aglomeracin
(GRAHAM 2005).
Vickerman (VICKERMAN 2006) concluye que las lneas de alta velocidad
podran generar beneficios adicionales por estas razones, pero que los efectos
son muy variables y difciles de predecir.
En este trabajo, se supone que el impacto de las infraestructuras de
transporte puede no ser inmediata. Las infraestructuras de transporte
permiten comunicaciones ms rpidas que pueden mejorar las ventajas
competitivas de los lugares relacionados. Sin embargo, los cambios en la
actividad econmica no puede ser inmediata. Por otro lado, el la inversin en
infraestructuras de transporte permite a las empresas locales para reconvertir
a partir de su inicial actividades a otras actividades ms rentables antes de la
inversin que se hace (vase Martin y Rogers, 1995 o Holtz Eakin y Lovely,
1996).
En la dcada de los aos noventa se proponen modelos de vectores
autorregresivos, para la estimacin del impacto de un shock en la tasa de
crecimiento del capital pblico sobre las variables macroeconmicas (una de
las ms destacadas PIB. La utilizacin de modelos VAR para estimar el
impacto del capital pblico permiten superar algunas limitaciones inherentes

the conclusions reached in this work about the path of the accumulated
response of output with respect to shock in public capital are in line with
those derived from cointegration techniques or VAR. estimates, at both
Spanish aggregate and regional levels by Bajo and Sosvilla (1993) and
Marvao and Roca-Sagals (2003), respectively. The output elasticity of
transport infrastructures grows from an initial impact of 0.06 to a long
run elasticity of 0.25. These results show that a long period of time could
be necessary to evaluate the full contribution of investment in transport
infrastructures.

The results reveal that infrastructure stock, labour force, public and
private investments have played an important role in economic growth in
China. More importantly, authors find that Infrastructure development in
China has significant positive contribution to growth than both private
and public investment. Further, there is unidirectional causality from
infrastructure development to output growth justifying China's high
spending on infrastructure development since the early nineties. The
experience from China suggests that it is necessary to design an
economic policy that improves the physical infrastructure as well as
human capital formation for sustainable economic growth in developing
countries.

empirical results show that regional spillovers are very important, and
that although public infrastructure has been a powerful instrument to
promote long-term growth, it has done so in a way that is unbalanced
across regions. The long-term accumulated elasticities of private capital
and employment with respect to public infrastructure are 0.270 and
0.414, respectively. Accordingly, public infrastructure crowds in both
private capital and employment. In turn, the long-term accumulated
elasticity of output is 0.523. This means that the marginal productivity of
public infrastructure is 2.892, or that a one-euro increase in public
infrastructure leads to a long-term accumulated increase in private
output of 2.892 euros. Another way of interpreting this figure is by
considering that if the average life expectancy of public infrastructure is
twenty years, then investment in public infrastructure has an average
rate of return of 5.5 %. These results show that public infrastructure has
a significant positive effect on aggregate output.
The two robust results are: (i) growth is positively affected by the stock
of infrastructure assets, and (ii) income inequality declines with higher
infrastructure quantity and quality. A variety of specification tests
suggest that these results do capture the causal impact of the exogenous
component of infrastructure quantity and quality on growth and
inequality. These two results combined suggest that infrastructure
development can be highly effective to combat poverty

true technological progress due to the omission of
infrastructuresThe omission of public capital in traditional
growth accounting produces an overestimation of true
technical progress, given that our results imply that
infrastructures have a cost reducing effect on private
production and, thus, are productive.
For the whole of the Spanish private sector,the effect of the three
privately provided inputs tends to underestimate true technological
progress offsetting, although only partially, the effect of publicly
provided infrastructures.
