urging of Sheik Hamoud al Uqala. Jihad in Chechnyawas a frequenttopic of the Sheik's
lectures.' An acquaintancefrom the Arbaysh Mosque in Brayma, SA, Abd Al-Rahim, told
detaineeto travel from Jeddah,SA, to Quetta,Pakistan(PK), via Karachi, PK. (Analyst
Note: Abd Al-Rahim is assessed
to be an Al-Qaida recruiterand facilitator.) In Karachi,
Ihassan(NFD met detaineeat the airport and arrangedfor someoneto meet him in Quetta.
Once there, an Afghan met detaineeat the airport, and they traveled to a guesthousein
Kandahar,Afghanistan (AF), circumventing checkpointsat the border. Detaineewas
instructedto stay at what he believed was an Arab guesthousefor a few days3
c. (S//NF) Training and Activities: Detaineethen traveledto Al-Farouq, arriving in
what he believedto be the end of May 200I. Upon arrival at Al-Farouq, detaineewas
searched,allowed to retain his passportand other personalbelongings,and instructedto fill
out an application. While at Al-Farouq, detaineetrained on the Kalashnikov. After
approximately three weeks, he was told that the camp was to be evacuatedbecauseof the risk
of coalition bombing." He was told to go to a guesthousein Kabul, AF. After residingin
that guesthousefor sevento ten days, detaineedepartedfor Jalalabad,AF, where he stayedin

a guesthouserun by Musaub for approximately thirty days. At the end of that time, Tora
Bora commander,Ali Mahmoud, cameto the guesthouseand told detaineeto "rsturn" to
Tora Bora since Jalalabadwas about to fall. When detaineeanived in Tora Bora, his unit
commander, Al-Zubair, issuedhim a Kalashnikov.5 lAnalyst Note: Al-Zubair is probably
senior Al-Qaida trainer HamzaZubair al-Masri.) Detainee's front line position was named
after his commander. Detaineeclaimed he lost his passportwhile at this location.6

6. (S/NF) Evaluation Of Detainee's Account: Detaineeprovideslimited information
about his timeline. Detaineewas not able to explain why he still had what he claimed was AlMaki's cell phone number months after their alleged last encounter. His claim that he had a
roundtrip ticket to Pakistan,that he filled out no forms, and that he was allowed to hold onto his
personaleffects is highly suspectgiven the Al-Qaida modus operandi as it relatesto theseareas,
and the fact that he is listed on the safety deposit box document. Detaineeclaimed he spentthree
weeksat Al-Farouq and fled in June2001 in anticipationof coalition bombings. Coalition
bombingsdid not occur until October2001,raising questionsaboutdetainee'stimeline.
Detaineefailed to provide information about his activities at, and departurefrom Tora Bora. It is
also not clear whether detaineewas at Tora Bora and returned a secondtime as Jalalabadfell. It
is unclear why officials at Bagram believed detaineehad information related to Jaish-EMohammed (JEM). Detainee's actions contradict his claim that his father is dead. In2002
detaineesent his father a letter stating he was in Cuba and would probably never seehim again.ll

al-'Uqla ash-Shu'aybi. Sheik Hamoudal-'Uqla was one of the first to issuefatwas,
or religious rulings, calling on Muslims to supportthe foreign mujahideenhelping
Afghans fight the Soviets. In 1995,he was among severalclerics arrestedfor
criticizing the Saudiroyal family's pro-Westernpolicies. After the 11 September
2001 attackson the US, he issuedfatwas declaring that those supportingthe US and
coalition forcesagainstMuslims were themselvesnonbelievers.His fatwasjustified
the attacksand instructed Muslims to defend the Taliban. Additionally, he helped
raisemoney for UBL until his deathin SaudiArabia in 2001.)20
o (S/A{F) Abd Al-Rahim assisteddetaineein his travel to Afghanistan for jihad.
(Analyst Note: Despite limited information, it is assessedAl-Rahim was an Al-Qaida
facilitator.)21
o (S/AIF) According to assessedAl-Qaida member Abd Al Aziz Abd Al Rahman,ISN
US9SA-000264DP (3A-264), detaineehas sometype of leadershiprole among detainees
and strongly influences them. 3A-264 also said detaineehas "deep and strong
information." (Analyst Note: It is unknown whether the information detaineehas refers
to information about Al-Qaida or about others at GuantanamoBay.)22
o (S/AIF) Detainee'snameand/oraliaswere discoveredin documentsassociatedwith
Al-Qaida as well as documentsdiscussingcapturedTaliban and Al-Qaida fighters.

arrived in Afghanistanin December2001 to fight. Thesemujahideendid not
completetraining and were subsequentlyarrestedby Pakistani authorities."

aliases,and nationalities, recoveredfrom raids on safehousesassociatedwith
suspectedAl-Qaida membersin Karachi,PK. Detainee'snamewas associatedwith
the alias Sa'ad al Ansari, two numbershaving an unknown significance, and the
statement"has possessionof a Saudi passport,ticket, id card and ATM card."24

mujahideenrecoveredfrom a 20 gigabyte hard drive associatedwith senior Al-Qaida
operativeKhalid Sheik Mohammed(KSM).25

in Rawalpindi, PK, and Karachi, PK, on 1 March 2003 and 10-12 September2002

provided by a foreign govemment servicewhich identified membersof Al-Qaida.

c. (FOUO) Detainee's Conduct: Detaineeis assessed
as a MODERATE threatfrom a
detentionperspective. The detainee'soverall behavior has been non-compliant and rarely
hostile to the guard force and staff. The detaineehas not had an assaultsince 9 February
2004. SA-192 currentlyhas 20 Reportsof Disciplinary Infraction listed in DIMS. The most
recentoccurredon25 November2004 when the detaineefailed to stop crossblock talking.
Other incidents for which the detaineehas been disciplined include failure to follow
instructions,possessionof contraband(non-weapontype items), damageto property, and
assault. The detaineealso has a mentionableamount of detaineenotes for conducting PT in
his cell and for preaching/teachingto the other detaineeson the block.
