AERODROME CERTIFICATION COURSE

Introduction
In accordance with ICAO International Standards and Recommended Practices as detailed in
Annex 14 and Doc 9774, all aerodromes should be certified by the state and licensed for use.
However, also consistent with the provision of Doc 9774, the state may limit the certification
requirement to the operation of certain aerodrome only. This course nonetheless discusses also
the requirements for uncertified aerodromes. It consists of a practical exercise, giving
participants the opportunity to participate in simulated certification assessments while putting
their new learning into practice under the expert guidance of an Airport Certification Instructor.
COURSE DESCRIPTION
This is a ten-day comprehensive course that will provide participants with a working knowledge
of airport certification and inspection procedures in accordance with the requirements of CAAP
CAR-Aerodrome and the Manual of Standards for Aerodrome (MOS). The course reviews the
certification requirements of CAR-Aerodrome including the related Advisory and Memorandum
Circulars, ICAO Annex 14 and ICAO Doc 9774 as they relate to the existing situations in the
Philippine airports. The course is designed for Aerodrome regulatory authorities to enhance their
aerodrome oversight functions and for the aerodrome operators to develop their awareness on
their safety responsibilities and improve their technical and managerial skills as it addresses the
development and implementation of the necessary regulatory management system and associated
processes together with supporting documented procedures.
METHODOLOGY
The course will be conducted utilizing the Lecture Method interspersed with Discussion Method.
It will utilize Aerodrome Case Studies in relation to which participants will undertake the
necessary activities relating to certification and on-going oversight including changes to
aerodrome infrastructure and operation.
An educational field trip to an airport will be arranged, the main objective of which is to enhance
the participants classroom learning and to make connections between that focus and a particular
airports environment. The participants will have the opportunity to observe an airports
operation that will give them first-hand experience that bears a direct relationship to the theories
and principles learned in the classroom.
A 2- hour written examination consisting of 25 items will be conducted at the end of the course.

COURSE OBJECTIVES

1. To provide the participants an understanding of airport certification requirements and


the methodology and measures for airport certification from the perspective of a regulator
as well as an airport operator.
2. To provide the participants a systematic approach in airport inspections to ensure
compliance with the appropriate regulatory requirements in reducing risks of aircraft
incidents and accidents at airports will also be covered.
3. To develop awareness on how certification enhances safety and brings efficiency in
airport operations.
