Administrations, Senates, house of the Representatives, judicial
courts and the Citizens of the Republic of the Philippines. I am here to
address THE PEOPLE my proposition for the betterment of the republic. We
had experience a lot of challenges, difficulties, and crisis on our daily lives. I
would like to enhance the country, Philippines, and the Filipino people.
We had a problem regarding corruption since the start of the 3 rd
republic. The latest survey put the country fourth in terms of political
corruption with a rating of 8.27. Civil servants at the city level were deemed
most corrupt (8.89), followed by city and other-local level political leaders
(8.51), civil servants at the national level (8.10) and national-level leaders
(7.57). In terms of institutional corruption, the country was the third-worst
with a score of 8.50. The military had the worst grade (9.25), followed by the
tax bureau (8.97) and the police (8.89). The institution viewed as the least
corrupt was the stock market, which had a 6.57 score. With a grade of 8.50,
meanwhile, the Philippines were tied in third place with Cambodia in terms of
private sector corruption.
So, we need to re-asses again the budget made by the
Legislative body. Because according to the facts, the least corrupt were the
important source of the country which is the DepEd, DOH and the DSWD.
These three provides a larger percentage in order to lessen corruption and to
increase needs for the society. This will control the corruption status of the
Philippines, and we would also implementations concerning the Cork Barrel
of the legislative body.
We had a problem also with the population. In fact, population
made big more problems in the Philippines which were high levels of

unemployment rates and poverty. These two in fact influence in economic

concern. According to statistics the population of the Philippines was
estimated to 101,833,938. The increase in the growth of population in the
Philippines which is 7.4% was very rapid enough. Of course when population
increases, it will increase individuals to go to school, leads to increase of
graduate students and then unemployment rates which currently 2.9 million
Filipinos began to grow. After, poverty would inherit everyone. When also
increase in population also decrease awareness of the contingent illness that
would lead into a pandemic disease trouble.
We, the government, were still striving in this problem to control
the population. We implement bills and laws in family control for the benefit
of the family, the society and the government as well. The individual should
attend seminars regarding this fact. We would spend and invest in order to
make industries and to increase the employment rate in the Philippines. We
would create and establish a Filipino products and merchandise
manufacturing factories around the Philippines in order to be benefited and
to make other Filipinos benefited in terms of life earnings.
Lastly, the main problem handling was the Philippines were not
self-sufficient enough to manage its own resources. One reason is, we were
still dependent to imports. Second, many Filipinos fly abroad to earn money
for the family. Third, the resources of the Philippines massive and the
Philippines itself is rich in minerals and still we had no manufacturing
industries to make use of our own resources. As evidence by, we export iron,
copper, nickel, and other metals to china and the Chinese made it steel and
the steel they made were we consumed and bought daily.
We would like to encourage business investors to invest and to
participate within the commerce of the Philippines. We would decrease taxes
for the investors of manufacturing companies in order to have products
made in the Philippines. It also facilitates Job employments. This would
increase our imports and our national income. We would like also to
encourage researchers, scientist and engineers to research and to discover
new valuable facts which makes beneficial to the country itself.
These planning would last for 3 yrs. This would a new
government and a new society. We facilitate change in this country and to
conserve improvements. We hope for your concern to be self-sufficient even
started from the family up to the nationals. We are one body of Filipino and
Have unity my fellowmen. Always be proud to be a Filipino and for the
country. MABUHAY!
