The project Climate Change and Security in the Dniester River Basin
is funded by Austrian Development Cooperation and European
Commission Instrument for Stability (EC/IfS) and is an integral part of
the larger scale Environment and Security Initiative (ENVSEC) project
Climate Change and Security in Eastern Europe, Central Asia and the
Southern Caucasus. The project aims to increase adaptive capacity
of the riparian countries sharing the Dniester river basin, through
improved transboundary cooperation. Main results will include the
development of a basin-wide transboundary climate change
adaptation framework together with an implementation and resource
mobilization plan and the support for the implementation of a few
priority adaptation measures in the basin.
One of the priority adaptation measures is calculating water use
balance for the Dniester basin. Calculations of water use balance will
help identify which sectoral needs may be at risk due to lack of water
including impacts of climate change and what is required to ensure
their operation. Calculation of water use balance foresees
hydrological part including collection, analysis and provision of
relevant hydrological data on the Moldavian part. The services for
hydrological part will be provided from 15 October to 30 November
2014.
Tasks and Responsibilities

For the purposes of the given assignment, the expert will be


expected to implement the following tasks:
collection and provision of data on hydrography, water flow, cities,
villages and administrative country border;
coordinate activities on data collection, analysis and calculations
among relevant experts in Moldova;
develop a map of water use districts including a list of relevant
hydrological stations for the basin together with the expert from
Ukraine;
analyze the data on water flow according to identified water use

districts and fill it into a relevant data base provided by the OSCE
including creation of water availability curves and their intercalate
polygons;
develop the algorithm and formulas for incorporating climate
change into the components of water use balance for the period
2014-2050;
prepare the report on data collection and recommendations for its
further improvement;
test, comment to improve and install the program on calculating
water use balance at the State Hydrometeorological Service of
Moldova.
Necessary Qualifications

university degree in a relevant environmental field;


experience (more than 10 years) in GIS and water resources;
previous experience in transboundary and international projects
including the Dniester basin;
good communication and understanding with relevant water,
environmental protection and hydrometeorological agencies in
Moldova;
good knowledge of Russian language.
