Shelter vs. Outdoor Cabinet Deployment Policy Letter
Subject: AT&T Mobility New Site Build Guidelines
Shelter vs. Outdoor Cabinet
Executive Summary: This policy provides the AT&T National standard for selectionof a wireless concrete or lightweight steel/aluminum equipment shelter vs. an outdoor equipment cabinet/unit (ODU) for New Site Build
(NSB).
This re-issue will replace the former method of justification and establish shelters as the primary and preferred
approach to be used for all NSB. Provisions are included for outdoor cabinets to be used as an alternative method
of NSB construction via an exception justification/review process. Justification documentation for the selection
of an outdoor cabinet new site build is to be retained within the site records repository.
Background
Financial analysis exercises and total cost of ownership studies have always shown that a shelter is a lower cost option
than three or more outdoor cabinets.Due to the continued emphasis on reducing expenses and identifying cost savings,
it is necessary to set guidelines and standards to determine when it is appropriate to allow an exception for outdoor
cabinets instead of using preferred shelters for NSB. Criterion includes analysis of initial capital costs, ongoing operating
costs (such as battery maintenance/growth), ancillary equipment growth, new technology growth, network reliability and
personal safety of our employees. This policy letter was revised to refocus market build plans toward using equipment
enclosures that are the best choice for our constantly evolving network.
Objectives
This Policy will set the default equipment enclosure/housing type as a shelter/hut and provide all markets with a clear and
acceptable process for approving the exception when outdoor cabinets must be selected over the default concrete or
lightweight steel/aluminum equipment shelter.

P Have Justification Form approved at the Region Director level (approval e-mails will suffice)
P Submit Justification Form, Region Director approval e-mail, and any other supporting documentation (e.g. traffic
forecast, zoning or lease document) to the Region AVP
P Region AVP will handle final approval. Approval and supporting documentation will be retained in site record repository
of record
P Site approval and supporting document must be made available, if requested, for site audit process
