MUNICIPAL RESOLUTION NO. 033-2013

RESPECTFULLY REQUESTING THE MUNICIPAL MAYOR AND THE MUNICIPAL
DEVELOPMENT COUNCIL TO CONSIDER IN THE 3-YEAR TERM INVESTMENT PROGRAM OF
THE MUNICIPALITY THE ESTABLISHMENT AND DEVELOPMENT OF A 5-HECTARE
AGRICULTURAL CENTER OF GUINOBATAN, ALBAY.

WHEREAS, by the vision itself set by the Municipal Government of Guinobatan to be a progressive
LGU where its inhabitants live harmoniously in an atmosphere of peace and equitably
enjoying the benefits of a balanced ecology and food security among others,
Guinobatan must for the next 3 years invest more in agricultural programs to ensure
food security;
WHEREAS, the importance of agriculture to life of Guinobateos is an admitted fact that the LGU
itself recognizes by making it among its primary missions to propel economic growth
through sustained agri-based development among others;
WHEREAS, with these guiding principles, Guinobatan must invest in a more focused and enhanced
programs on agriculture where farming, nursery, fishing, livestock raising, meat
processing and marketing, agricultural researches on crops, prevention and control of
animal and plant diseases and pests, trainings and the like can be learned and can be
had to maximize productivity by our farmers and local entrepreneurs;
WHEREAS, it will be more unique and pleasing if all these envisioned agricultural programs and
services will be provided and can be found in just one place, in a one-stop agricultural
facility, where a little of everything can be found and showcased, including the Office of
the Municipal Agricultural Services and its allied farmer-partners;

WHEREFORE, in view of the foregoing premises, be it:

RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in session
assembled, to request as it is respectfully requesting the Municipal Mayor and the
Municipal Development Council to consider in the 3-Year Term Investment Program of
the municipality the establishment and development of a 5-hectare Agricultural Center
of Guinobatan, Albay.
RESOLVED FURTHER, that should this request be favorably granted, an ad hoc committee must be
created by the Honorable Mayor solely for the purpose of carrying out the objectives of
this resolution who will be tasked among others, the identification of the appropriate
lot/site for the agri-center, including the negotiations for the purchase of the same in
favor of the LGU and eventually its development for the stated purpose.
RESOLVED LASTLY, that a copy of this resolution be furnished the Hon. Mayor, Municipal
Agriculturist and the Members of the MDC through the MPDC, for their information and
appropriate action.
APPROVED UNANIMOUSLY on motion of Hon. Councilor Ryan B. Palomillo and duly seconded by
the members present this 16th day of September, 2013 during their 12th Regular
Session.
