WHAT IF"... ..an Article V Convention is called by Congress to amend the US Constitution? An Article V convention, which is a constitutional convention, has been promoted for decades under various names, of which the most aggressive are the “Balanced Budget” Amendment convention application and the “Convention of States”. In the 1970s, Virginia Democrats passed an application for a convention. In 2004 it was soundly rescinded along with all other previous Virginia applications for a convention. WHAT IF Congress uses its legal authority to make the rules as prescribed in Article I, Section 8, Clause 18 (the “Necessary & Proper” clause) and chooses to attend the convention as delegates themselves; such as John Boehner, Lindsay Graham, John McCain, Charlie Rangel, Nancy Pelosi, Harry Reid or Mitch McConnell? WHAT IF Congress chose to select “populist” delegates such as George Soros, Leo Linbeck III, Lawrence Lessig, Mark Meckler, small and big business owners, representatives from Christian, Jewish and Muslim congregations, a university professor, a student, a documented and an un- documented immigrant? WHAT IF just for the sake of argument, Congress relinquishes the power granted to it by law (how likely is that?) and gives delegate- appointing authority to the States, the number of votes for which is determined by the electoral college method, allowing California 55 delegates and Virginia 13? In that case, the delegates for Virginia are the ones Virginia's Speaker of the House, Bill Howell, has appointed to the “Assem- bly of State Legislatures” whose current mission. is to determine the rules and procedures at such a convention? All four of Howell's appointees voted for $B513, the currently operating Hampton Roads ‘Trans- portation “Accountability” Commission (HRTAC), establishing Regionalism in Vir- ginia, proving they have no objection to an unnecessary, unconstitutional, unaccountable new layer of government comprising only ap- pointed members. ‘These four also, each of them, voted for the largest tax increase in Virginia's history. Two have pre-filed for an Article V convention, although they voted in 2004 to oppose it on the basis that the risks are too high. WHAT IF at the convention, conservative delegates object to a proposal when it comes up for a vote, and then, the convention Chair says, “All in favor, say Aye. Opposed, No. The Ayes have it. Next.” WHATIF 5. don’t ike the direction or results of the convention? Answer: It will be too late to stop the convention once Con- gress has called it. WHAT IF grassroots opposition to an Article V convention got the amount of money that the many Article V promoters receive and became able to get the word out using a paid staff and expensive marketing materials? We need not change the Constitution! Had they been obeying it, and had we not failed in requiring them to do so, we wouldn't be at this point. TAKEHEART. THERE IS A SOLUTION THAT WILL WORK and not as slowly as changing the Constitution (a solution that won't work).
