MUNICIPAL RESOLUTION NO. 076-2014

GRANTING AUTHORITY TO HON. ANN Y. ONGJOCO, MUNICIPAL MAYOR OF GUINOBATAN,
ALBAY TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF
SOCIAL WELFARE AND DEVELOPMENT FIELD OFFICE V, WITH OFFICE ADDRESS AT
MAGNOLIA ST., PNB BURAGUIS, LEGAZPI CITY, REPRESENTED BY ARNEL B. GARCIA,
CESO III, FOR THE IMPLEMENTATION OF THE SUPPLEMENTAL FEEDING PROGRAM.

WHEREAS,
pursuant to the provisions of the Local Government Code of 1991, every
local government unit in the exercise of their devolved functions and responsibilities, has an
incidental function to provide such basic services and facilities such as those pertaining to social
welfare services which could be provided through coordination with appropriate government
agencies for the implementation of youth and children development projects and programs;
WHEREAS,
the Supplemental Feeding Program being managed and coordinated in
the day care centers throughout the region by the Department of Social Welfare and Development
(DSWD) Field Office V, is a program which aims to distribute foods in order to supplement the
energy and other nutrients missing from the diet of those who have special nutritional requirements
to prevent or alleviate malnutrition, among others;
WHEREAS,
this august body deems such program as necessary and beneficial for the
development of the children and the youth within the municipality as a way of facilitating efforts
contributing to their welfare, thus now consents the Local Chief Executive to bind the local
government in the implementation of such program and to discharge the responsibilities embodied
in the Agreement;
WHEREFORE, in view of the foregoing premises, be it now:

RESOLVED, as it is hereby resolved by the Sangguniang Bayan of Guinobatan, Albay in

session assembled, to grant as it hereby grants authority to Hon. Ann Y. Ongjoco, Municipal Mayor
of Guinobatan, Albay to enter into a Memorandum of Agreement with the Department of Social
Welfare and Development Field Office V, with office address at Magnolia St., PNB Buraguis,
Legazpi City, represented by Arnel B. Garcia, CESO III, for the implementation of the Supplemental
Feeding Program.
RESOLVED FURTHER, that the provisions of the said Memorandum of Agreement are
made an integral part of this Resolution and hereto attached and marked as Annex A.
RESOLVED FURTHERMORE, that a copy of this resolution be furnished the Honorable
Mayor and the Department of Social Welfare and Development Field Office No. V, and such other
concerned offices/agencies, for their information and appropriate action.
APPROVED UNANIMOUSLY on motion of the Majority Floor Leader, Honorable Councilor
Frances John M. Oxales, and duly seconded by the members present this 23 rd day of June, 2014
during their 22nd Regular Session.
