0 INTRODUCTION
"We are entering into an era of continued growth as we position ourselves into the
New Millennium when we become an industrialized nation with not only manufactured goods
to export but also skills and expertise to sell overseas. In order to fulfil this aspiration the
Construction Industry need to be guided, nurtured and developed to attain the required quality
and ingredient" said by Y.B. Datuk Leo Moggie, Minister of Public Works, 16 December 1994.
The United Kingdom (UK) has established the Construction Industry Training Board
(CITB) which is funded by contractors in the UK as mandated by the law. All contractors doing a
specific volume of annual business or above, contribute funds based on the number of hours
worked on projects per year. The governing body of CITB comprises of representatives from
government, education, labour and business. Using the CITB as a model, Malaysia has set up a
Construction Industry Development Board (CIDB) to monitor and upgrade the industry. CIDB
also collects funds in a similar way to the CITB.
Construction Industry Development Board (CIDB) is established under the Act 520
Construction Industry Development Board 1994. CIDB is a statutory body under the Ministry of
Works, Malaysia and began its operation officially in 1995. Main income from levy on
construction contracts worth more than RM500,000.00 (around RM90 million annually) Main
responsibilities of CIDB in construction world is to develop the capacity and capability of the
construction industry through the enhancement of quality and productivity by placing great
emphasis on professionalism, innovation and knowledge, in the endeavour to improve the quality
of life.
CIDB Malaysia has taken various significant and effective steps as well as initiatives that
are geared towards the enhancement of the Malaysian Construction Industry. In the long run,
CIDB's endeavours to assist the Construction Sector to attain the level of a captive global player,
in the course of undertaking efforts to prepare Industry Players to excel in their project delivery.

Yes, at Port Dickson when I was working with HRA Teguh Sdn Bhd as site
engineer (Power Plant Project at Jimah TNB Power Station & Rehabilation of
Power plant PD2).

What is the most challenging obstacle that you have experienced during your involvement with

To improve the contractor attitude in developing skills and knowledge since some of the
contractors are illegal as they did not registered under CIDB so we at CIDB find it hard
to supervised them and ensure they follows the good ethic of construction however some
of the legal contractors also failed to follow the ethic of construction.

Project success can be defined as meeting goals and objectives as prescribed in the
project plan. A successful project means that the project has accomplished its technical
performance and maintained (Yaw et al 2003). However, when the project cannot be completed
in time this is called project delay.
Delay could be defined as an act or event that extends the time required to perform the
tasks under a contract. It usually shows up as additional days of work or as a delayed start of an
activity (G. Sweis et al 2007).

If a project has been delayed to a certain period of time, what action should CIDB take to
maintain the progress of the project?
CIDB does not have any project, or conducting / controlling project or awarding a project
to contractors. If there have been delayed in a project, CIDB can only advised by writing
a letter to the contractor to expedite/ accelerate the project according to the time schedule.
We also will do the enforcement at site.

Safety management is the key to ensuring that safety measures are implemented on construction
site, thus Malaysia government has been announced many agencies to manage the safety and
health and a lot of enforcement or program are launched on construction site.(Steve Rowlinson,

As we know, construction bring a huge contribution to country economic growth but it
also bring an impact of construction safety problem threaten construction site worker such as
injuries, illnesses even death. According to statistic the Social Security Organisation (Socso) paid
out RM1.6 billion in compensation to 52,639 workers who were involved in accidents at the
workplace and while travelling to.(The Star, 2011)
Variety of unexpected accidence occur, the light caused by the loss of equipment and
working hours, minor injury, but severe case may ruin and death. The construction safety and
health is the process of construction industrial development, which cannot be ignored. Workers
are often because of lack of experience caused accidents, the proportion of the damages around
50%, it is very serious case to threated construction site safety.

Accidents occur at construction site is one of the biggest issue that haunt construction industry
since some of the accidents caused fatal. What is CIDBs action to increase awareness between
worker or industry player about how they should take serious regarding their safety?
Many program and rules and regulation that have been enforcing to safety and health to
minimize the accident happen in construction site by the board. Those programs are result
in effectiveness to minimize the accident rate in construction site such as safety and
health induction and green card program. CIDB also award those well performance
construction site workers called Malaysian Construction Industry Excellence Award
(MCIEA) every year.
CIDB Green Card initiated by CIDB since August 1997. This is an integrated program
that involves the registration and accreditation of Construction Personal to enhance safety
level at Construction Sites and ensure that construction workers are aware of the
importance a safe and healthy working place and provides a basic knowledge on safety
and health at the construction work site.

This Program entails a one day Safety and Health Induction Course for construction
Workers and provision of personal protective equipment consisting of a safety booklet
and helmet. Green Card will be issued to participants of the one day safety and health
induction course which also services as proof of registration with CIDB under the
Former Minister of Human Resources, Datuk Seri Dr Fong Chan Onn said that Malaysia
currently has about 1.8 million foreign workers and at the same time, local employers are
submitting a large number of applications monthly to the Home Affairs Ministry to employ
more foreign workers. (Bernama, 2006).

Therefore, it shows that it is easily for the employer to bring-in the foreign workers to the
industry. Most of the reason, it is happened because there are highly demand for local
workers in the industry since local citizens are not interested to work in this field. In
desperate situation when demand for workers are high and they need to compete with others
in order to get employee, local employers do not have any choice but to employ foreign
workers in order to execute construction work.
QUESTION 11
Nowadays in construction industry demand for workers are high especially for skilled workers,
how CIDB deals with this situation to ensure this situation will not cause slowdown in any
construction project?
The demand on the skilled works is very huge in construction industry. How CIDB deals
with this situation are :
Construction personnel Accreditation programme (local or foreign workers). In
this program, CIDB will check and accredit the construction works on site. This

Percentage of foreign workers in construction industry is greater compare to local workers. How
CIDB deal with this to ensure in future Malaysia will not only depends on foreign workers to
work at construction site?
For this question, the answer is same on the question no 11 point no 2. CIDB have our
own subsidiaries (ABM) in 6 regions (ABM Utara, ABM Selatan, ABM Tengah, ABM
Timur, ABM Sabah & ABM Sarawak). Here we trained and produced the skilled workers

using this method, number of workers can be reduced hence time for construction can
also be reduced.

What are the strategies currently being implemented to attract local people especially youth to
work in construction industry?
CIDB also take initiative by sponsoring the training course that being conduct by ABM in
order to attract local citizen to join this academy and develop their interest in this field.

Intake of foreign people as workers in our country especially at construction site is said to be one
of the factors causing rate of crime to be high in Malaysia. What is CIDBs role to control or
minimize this problem?
CIDB are not involving in the controlling of crime problem among the construction

By conducting this interview session, I get a clear view on what is the important of
having authorities in Malaysia and how they help in Malaysia development especially in
construction field. In order to complete my given task, I have chosen one of the authorities in
Malaysia roles is CIDB as my interviewed organization. I have interviewed En. Mohd Hafiz b.
Zahar, manager at CIDB Selangor, on roles and responsibilities of CIDB.
Construction Industry Development Board (CIDB) is a statutory body under the
Ministry of Works that carrying out all activities in respect of the Construction Industry. CIDB
plays important roles in this industry to ensure construction industry in Malaysia are well

organized and are free from any problem that can cause any damage that can ruin Malaysias
reputation. With CIDBs overall objective to develop the capacity and capability of the
Construction Industry through the enhancement of quality and productivity by placing great
emphasis on professionalism, innovation and knowledge, in the endeavour to improve the quality
of life, this statutory board does every aspect to achieve their objective and goal.
CIDB Malaysia has taken various significant and effective steps as well as
initiatives that are geared towards the enhancement of the Malaysian Construction Industry. In
the long run, CIDB's endeavours to assist the Construction Sector to attain the level of a captive
global player, in the course of undertaking efforts to prepare Industry Players to excel in their
project delivery. From this research, I found that CIDB is one of the local authorities in Malaysia
that is very important especially in construction field as without this board, Malaysia
Construction Industry might not run smoothly as now and with all the issue that popped out in
this field might cause cancerous in the industry.
Throughout this interview session, I have learn a lot of new knowledge regarding
construction rules in Malaysia and how the process of the rules being carried out. I also learnt on
do and dont in construction ethics and aware of current issues that related with construction
industry such safety issue, worker issue and project issue. This issue taught me on how to adapt
myself in construction world and get rid of 3D Syndromes (Dirty, Dangerous & Difficult) in
construction field.
