The residentof Flat 16a,CherwellDrive,Marston,Oxfordhas raisedconcernsaboutbeingdisturbedby
noisefrom externalfans servingan adjacentPizzaHut at 18 CherwellDrrve.
PhilipAcousticsLtd has beencommissioned
by HydeSouthbankHomesto carryout an investigative
noise
and vibrationsurveyto determinethe extentof any noiseor vibrationand to considerpossiblemitigation
measures.
The assessmenthas been requestedby JasonWilliams,Environmental
HealthOfficerof OxfordCity
Council.lt is anticipated
that OxfordCityCouncilwill requirenoisefromthe equipmentto be assessed
againstexistingbackgroundnoiselevelsoutsidenearestaffectedresidential
propertiesgenerallyin
accordance
with proceduresin BritishStandard854142. PhilipAcousticsthereforerecommends
that noise
fromthe kitchenextractfans be designedto not exceedthe existingbackgroundnoiselevelat the closest
non-associated
property.At this levelnoisewouldnot be expectedto be audiblenor cause
residential
nuisanceto residentswithinthe property.
The extractfan will operateduringopeninghoursof Ihe PizzaHut,typicallyto 11pm/midnight
latest.
Acoustictestshavethereforebeencarriedout between10.00pmand 11.30pm.
Lowestmeasuredbackgroundnoiselevelsat 1m from Flat16a bedroomwindowsduringoperatingtimesof
the proposedequipment(equipmentswitchedoff)are Lngo41d8. Backgroundnoiselevelsare due to traffic
on localroads,includingCherwellDriveand MarshLane,and moredistanttrafficon the nearbyA40 dual
carriageway.Basedon the lowestmeasuredbackground

The residentof Flat 16a,ChenvellDrive,Marston,Oxfordhas raisedconcernsaboutbeingdisturbedby
noisefrom externalfans servingan adjacentPizzaHut at 18 chenvellDrive.

by HydeSouthbankHomesto carryout an investigative
noise
and vibrationsurveyto determinethe extentof any noiseand vibrationand to considerpossiblemitigation
measures.
This reportprovidesdescription
of the equipment,resultsof a noise,vibrationand observations
surveyplus
discussionof outlinerecommendations
for possiblenoiseand vibrationreductiontreatments.The report
also providescontactdetailsfor suppliersof the specifiedtreatments

ACOUSTIC CRITERIA
The authorconsidersthatwherethereare complaints
from residentsaboutnoisefrom industrial
"Method
developmentsthen assessmentusingguidancein BritishStandardP,54142:1997
for rating
industrialnoiseaffectingmixed residentialand industriatareas"is appropriate.
Section1 of 854142 describesthe scopeof the standardas beingsuitablefor assessingsourcesof noiseof
an industrialnatureaffectingresidents.
Sections4 throughto 8 provideguidanceon equipmentrequired,surveymethodand calculation
of a rating
level necessaryto carry out an assessment.
The assessmentmethodof 854142 is coveredin Section9 of the standard.Thereare threeconclusions
to
the assessmentdetailedwithin834142. Theseare:

/ difference (after subtractingthe background noiselevel from the rating level of the equipment)of
around +10d8 or more indicates that complaintsare likely.

(HorizontalGuidanceNoteIPPC H3 (Part 1)) discussesthis aspectof 8541421997 and statesthat "To be
sure that there is no reasonable cause for annoyance,the Rating Level (Ltr,r) of the noise from the
installationshould be the same as the BackgroundNoiseLevel (Lneo,r)."

BACKGROUND NOISE SURVEY


Two fans servingthe Pizza Hut take-awayare installedon the externalrear wall of the property,ductedto
inside.
Flat 16a is diagonallyadjacentto the PizzaHut abovean adjacentcommercialproperty.Rearwindowsof
the flat,includingthoseof a bedroom,overlookthe locationof the fans and are approximately
6-8mfromthe
fan location.The fans are screenedfromthe bedroomwindowsbv the rearextensionof the PizzaHut
property.
Duringthe visitto sitethe authoralso identified
condensingunits,likelyto be servingthe walk-in
fridge/freezer
of the PizzaHut locatedat low levelon the externalwall. Noisefromthesecondensersis
currentlymaskedby noisefromthe fans,howeverit is anticipated
that once noisefromthe fans has oeen
reducedthen noisefrom the condensersmay becomeapparentand possiblydisturbing.Thesecondensers
operateintermittently,
as requiredby the coolingloadon the fridge/freezer
and the authorwas unableto
measurethe noisefrom the condensersindependently
of the fans at the time of the survey.

3.1 Instrumentation
Table 1 belowliststhe equipmentusedduringthe testsand to download,evaluateand reportthe results.
The soundlevelmeterwas calibratedusingthe UKAScertifiedcalibratorbeforeand afterthe testswith no
chanoenoted.

and vibrationsampleswere recordedadjacentto the fan location,at 1m outsidethe bedroomwindowof Flat

NOISE FROM MECHANICAL SERVICESEQUIPMENT


The surveyresultsshow thatthe fansoperating(Leq)increasedthe existingbackgroundnoiselevel(Lso)
outsidebedroomwindowsto Flat 16a by approximately
14dBA. In accordancewith BS4'1421997,
an
additionalpenaltyof +sdB shouldbe appliedto this measuredlevel,as the fans are considered
to havea
distinguishable
note (whine).This providesa RatingLevelof60dBA.
The assessmentmethodof 8S4142:'1997
subtractsthe measuredbackgroundnoiselevel(Lso41dBA)from
this calculatedRatingLevel(Leq67dBA). This providesan excessof '19dBA. P541421997advisesthat "a
difference of around +10d8 or more indicatesthat complaintsare likely".

To complywith proposedcriteriafor "no reasonablecausefor annoyance"(referSection2 above),fan noise
levelswouldneedto be reducedby at least1gdBA.This is a very largereduction,and wouldrequire
significant
acoustictreatments.Outlinedetailsfor suitablenoisereductionmeasuresare providedin Section
6 of this reoort.

VIBRATIONFROMMECHANICALSERVICESEQUIPMENT

In summaryresultsof the measurements
clearlyidentifypeaksin measuredvibrationin the 100H2and
2O0Hzfrequencybands(1"tand 2ndharmonics),
bothon the fan casingand withinthe bedroomwiththe fan
operating. Notethat it was not possibleto take a measurementon the higherfan casingduing the survey
due to accessreasons.
This is a positiveindicationthat vibrationdue to the fans is incidenton the bedroom,albeitat a lowerlevel
than likelyto causecomplaintdue to the vibrationitself.
Noiselevelsmeasuredwithinthe bedroomwiththe windows(includinginstalledsecondaryglazing)closed
with the fan operatingshowan increaseof approximately
4dBA over measuredbackgroundlevels,including
9dB.

Notethat PhilipAcousticsLtd can only adviseon noiseand vibrationissuesand thereforeit is recommended
that professional
advicefrom othersmay needto be soughtto confirmsuitability
of the specifiedtreatments
with regardto non acousticissuessuchas airflow,structuralsupportand any visualrequirements.
As discussedin Section3 of this report,duringthe visitto sitethe authoralso identifiedcondensingunits,
likelyto be servingthe walk-infridge/freezer
of the PizzaHut locatedat low levelon the externalwall. Noise
fromthesecondensersis currentlymaskedby noisefromthe fans,howeverit is anticipated
that once noise
fromthe fans has been reducedthen noisefromthe condensersmay becomeapparentand possibly
disturbing.As such,it has not beenpossibleto designsuitablenoisecontroltreatmentsfor the condensing
unitsat this stageand thereforethesehavenot beenincludedin this report.Anticipatednoisecontrol
treatmentsfor this type of equipmentwouldtypicallyincludeacousticlouvredenclosuresor solidacoustic
enclosureswith forcedventilation,
dependingon the levelof attenuationrequired.PhilipAcousticswill be
pleasedto provideassistancein this matter,oncethe dominantnoisesourceof the fans has been
controlled.

6.1

Noise

Whilstit was not possibleto closelyinspectthe silencersfittedto the high levelfan,the silencerinstalledto
the low levelfan dischargewas observedto be circulartype,approximately
1D long,typicallyas suppliedexstockby manyfan manufacturers.lt is consideredlikelythatthe silencersinstalledto the highlevelfan are
particularly
of similartype but 2D long. Thesetypesof silencersgenerallyprovidelow levelof attenuation,
at
the fowfrequencies(63H2to 25OHz)and it is recommended
that the atmospheric
side silencersto bothfans
shouldbe replacedwith high performance
typesilencers.In additionroomsidesilenceris requiredto the low
levelfan,to reducenoisebreakoutfromthe ductworkwhichpassescloseto the bedroomwindow.
To reducenoisebreakoutfromthe fan casingand adjoiningsectionsof ductworkpriorto the silencers,

usingspringtypevibrationisolatorshavinga
nominalstaticdeflectionminimum25mmunderthe installedtotalweightof the fan. Typicallyfour mounts
rubberor
are required,one for eachcornerof the extractfan unit. The springisolatorsmustincorporate
the fans shallhave
neoprenenoisestop pads. As discussedin Section6.1 above,it is also recommended
