Over thirty years of experience as Project Manager and Consultant, in charge of worldwide Projects at Oi
Refineries
and Power Energy, working for companies in Europe, Canada, South America, Asia, and in the USA.
I am inventor of USA Patent No.: 6,289,585 B1 which is related to energy savings and waste heat utilization.
I am experienced in design, calculation, material selection, manufacturing processes, inspection and maintenan
trouble shooting and repair of various equipment at Oil Refineries and Power Generating Plants.
My experience includes: Power Boilers, Heat Exchangers, Pressure Vessels, Piping, Gas and Steam Turbines,
HRSG’s, all Pumps and Valves, Rotating Equipment, Diesel Engines, and Balance of Plant (BOP) Equipment.
I have good knowledge of ASME Codes, API Standards, DIN (German), BS (British) Standards, GOST, EC/EU,
NBIC (Repairs and Modifications), B31.1 & B31.3 (Piping), as well as various Local Codes and Regulations.

Technical Director (2009 - Present)
I am in charge of all technical issues and I actively participate in developing New Projects requirements
including feasibility study, improving efficiency and cost. I am also preparing/reviewing Engineering
documentation for Bids.

Supervised daily activities of Engineering Department and Subcontractors during assembly and
installation
of a new 100 MW Power Generating Plant with equipment (including 18 large Diesel Engines)
supplied by
various companies located in the USA and in European Union.
• “Cantarell Servicios de Operaciones de Nitrogeno” S.A. de C.V. , Mexico, Consultant (2008)
Provided technical solutions and helped to repair and test the equipment for Nitrogen production,
which was
extremely urgently needed for continuation of oil production in Gulf of Mexico region
• ALCOA, Samara, Russia, Energy Manager (representing USA) for “Alcoa Russia” (2006)
Supervised the team of local 17 Project Managers, prepared documentation for installation of a
new
equipment and machinery. Projects budget: US$165,000,000/year. Supervised inspections and
prepared recommendations for equipment upgrade. Analyzed the equipment prices and delivery
time with international
suppliers. Reviewed bids and recommended the best solutions.
Improved the technology and found new solutions to improve the production and to lower the final
cost.
Lowered the existing production energy losses by repairing/improving the existing systems.
Calculated the expected profits and prepared required technical documentation for the Purchasing
Department.
• UOP LLC, Des Plaines, IL , Consultant (2005)
Prepared Project Specifications for special equipment for Oil Industry, assured compliance with all
relevant codes, API Standards and other additional requirements. Recommended design changes
and improvements
of mechanical equipment for energy and materials savings at Oil Refineries and Oil Platforms.
Assisted and lead Power Projects organization in all aspects of contracting and implementation activities
related
to Power Projects pursued by Mitsubishi Power Systems. This included interaction with Customer’s
engineering personnel, EPC contractors and MPS subcontractors to ensure that all technical requirements
were properly communicated and understood between the parties and MPS/MHI personnel. Assisted field
personnel at various
Project sites and coordinated communications between MPS/MHI and Customer or EPC Contractor, to
apply all technical requirements.
ALSTOM POWER INC., Bellingham Project in Connecticut & Head Office in Richmond,
Virginia
Senior Project Quality Engineer (2000 – 2001)
In charge of Bellingham Project Quality Engineering issues, supervising Site QE and Inspectors.
Performed Auditing and Qualification of various suppliers of Power Generating Equipment for various
Projects,
including Lake Road, Blackstone, Midlothian, Milford, Hays, and Rosarito.
Helped to solve various technical problems related to manufacturing processes and equipment
compliance with

All relevant Codes and Standards. In cooperation with ABB Switzerland solved engineering problems
related to
worldwide produced materials and prepared acceptable materials equivalents, including all welding
issues.
Acted as a Chairman of Design Reviews, evaluated Design Assurance and Engineering Department
systems.
Audited and Qualified of potential suppliers/subcontractors of Power Plant Equipment Worldwide,
checking
compliance with relevant Codes, Standards and Specifications. Served as lead representative in specific
Engineering and QA disciplines providing supervision and direction for assigned resources.
Performed variety of engineering and technical tasks generally involving the application of advanced
engineering concepts and specific engineering disciplines.
Performed Auditing and Qualification of various companies, prior to Subcontracting Manufacturers of
Power
Generation equipment, including: Power Boilers, Drums, HRSG’s, Power Piping, and various auxiliary
components.
Prepared complete packages of technical documentation for approval by local authorities out of USA.
Projects included co-generation Power Plant multi-fuel Boilers, Pressure Vessels and Power Piping for
Power Generation. Analyzed compliance of design and fabrication with various codes, obtained Approval
and Registration of the Project with Local Authorities.
Assigned as Project Engineer to various contracts (Chevron, Exxon, Shell and T.O.S.C.O), responsible for
general coordination of projects, scheduling, budget control, progress report, and interfacing with other
departments. Involved in the design concept and field inspection of Power Boilers, Pressure Vessels, heat
exchangers, and rotating equipment, including pumps and compressors. Provided engineering support
including calculations, material selection, drawing review, shop survey, and vendor selection. Prepared
various specifications,
job notes/reports and bid analysis. Closely cooperated with manufacturers, supported fabrication.
Cooperated with Federal and State of California agencies and Authorities, regarding energy savings and
Clean Air Act.
