4.1

Introduction
This section describes the mine plan and includes:

general mine sequence


mine production forecast
mine development sequence
mine drainage plan

For a description of the design considerations for the mine plan described in this section,
see Section 12.4.

4.2

General Mine Sequence


Mining will start with the opening cut in the south portion of the mine pit in 2013 and
continue in a counter-clockwise progression, with conclusion of mining operations in
2037 adjacent to the CNRL Lease 18 boundary (see Figure 4.2-1). The mine sequence is
designed to accelerate availability of pit floor space for overburden and interburden
disposal, and tailings management, while maintaining a consistent feed grade to the
extraction plant.

4.3

Mine Production Forecast


For the production forecast for overburden and interburden and mined ore material
quantities, see Table 4.3-1. For the material balance showing quantities mined and placed
at their final destinations, see Table 4.3-2.

4.4

Mine Development Sequence


The following subsections describe mining activities by period, beginning with
pre-production development. For illustrations of annual mine progress for the first
10 years of development and in five-year increments thereafter, until mining completion
in 2037, see Figure 4.4-1 to Figure 4.4-12.

4.4.1

Pre-Production Development 2011 to 2016


Mine pre-production activities (see Figure 4.4-1) will occur from Q4 2011 to Q3 2016 to
prepare for mine production start-up in Q1 2017. The main tasks associated with the
pre-production period are described in the following subsections.

4.4.1.1

Site Preparation
Site preparation will include tree clearing, excavation of drainage ditches and
development of roads in support of all construction activities, beginning Q4 2011.
Merchantable trees will be salvaged. Muskeg and upland soils will be salvaged for future
reclamation.

4.4.1.2

Joslyn Creek Realignment


Flow in Joslyn Creek will be redirected to a temporary channel to facilitate construction
activities that will start in late 2011. A component of the permanent realignment is a
compensation lake for loss of fish habitat in Joslyn Creek. For additional information, see
Section 8.4.2.

4.4.1.3

Haul Roads
A haul road underpass beneath the CNRL road will be constructed to provide access from
the mine to EDA-C, EDA-D, Pond 1 and SBA 1. A temporary at-grade haul road will
also be constructed to provide access during construction of the underpass.

4.4.1.4

Power Supply
The project will have access to power through the existing 260-kV powerline along the
TEPJCNRL boundary (see Section 7.2.1).

4.4.1.5

Crusher Slot Excavation


The crusher slot will be excavated in 2012 and 2013 in the area of the ore preparation
plant (OPP) to provide sufficient time for installation of the crusher and associated
infrastructure. Suitable material from the excavation will be used for construction
purposes and the remainder hauled to EDA-C.

4.4.1.6

Mine Pre-Strip
Pre-stripping of the mine pit is planned to begin in 2013. Suitable overburden material
will be hauled to Pond 1 and SBA 1 for dyke construction, and the remaining material
will be used for haul road construction and plating of EDA-C.

4.4.1.7

Tailings
Construction on all tailings dykes is planned to begin in 2013. Pond 1 dyke construction
is planned to reach an elevation of 337 masl by year-end 2016 to provide storage for
11 Mm3 of water for extraction plant start-up. DDA 1 dyke construction is planned to
reach an elevation of 331 masl by year-end 2016. SBA 1 dyke construction is planned to
reach a minimum elevation of 318 masl along the north side and a maximum elevation of
331 masl along the west side, by year-end 2016, in preparation for disposal of coarse
sand tailings. Reclamation activities will begin along the slopes of EDA-C and SBA 1,
and along the landforms surrounding the JCR.

4.4.1.8

Offstream Storage Pond


An offstream storage pond (OSSP) with a minimum capacity to store 90 days of water
under steady-state extraction plant production will be constructed east of the Ells River
(see Section 8.4.3).

Year 2016 to 2017


Commissioning of the facilities will start in Q4 2016. Mine production will begin in
Q1 2017, ramping up to full production of 100,000 bbl/d of bitumen by Q4 2017. Mining
will progress toward the west (see Figure 4.4-2).
Suitable overburden and interburden material will be used to construct the Pond 1 and
SBA 1 tailings dykes. The remaining material will be hauled to EDA-C.
Thickened tailings will be deposited in DDA 1. The dyke will be constructed to an
elevation of 335 masl by the end of 2017. Coarse sand tailings will be deposited in SBA 1
along the western dyke, allowing for water and fluid fine tailings to accumulate along the
eastern side of SBA 1, adjacent to EDA-C. The SBA 1 dyke will be constructed to an
elevation of 319 masl by the end of 2017.
Froth treatment tailings will be deposited in Pond 1. The dyke will be constructed to an
elevation of 339 masl and will have a water surface elevation of about 331 masl by the
end of 2017.
Additional RMS areas will be placed along the eastern flank of DDA 1. Reclamation
activities will continue along the slopes of EDA-C and SBA 1, and the JCR will be fully
reclaimed.

4.4.3

Year 2018 to 2019


Mining will advance north in 2018 and along the southeastern final pit wall
(see Figure 4.4-3 and Figure 4.4-4) by the end of 2019.
Suitable overburden and interburden material will be hauled to Pond 1 and SBA 1 for
dyke construction. The Pond 1 dyke will reach an elevation of 344 masl and the SBA 1
dyke elevation will be 328 masl.
There will be sufficient pit space to begin construction of the Pond 2 in-pit dyke by 2019,
for future placement of froth treatment tailings. The Pond 2 dyke will reach an elevation
of 234 masl by year-end 2019.
The remaining overburden and interburden will be stored in EDA-C, and in-pit along the
southeast edge of the mine pit, to an elevation of 225 masl.
Thickened tailings will continue to be deposited in DDA 1, coarse sand tailings will
continue to be deposited in SBA 1 and froth treatment tailings will continue to be
deposited in Pond 1. By the end of 2019, the water surface elevation in Pond 1 will be
about 338 masl.
Reclamation activities will continue along the slopes of EDA-C and SBA 1.

Year 2020 to 2021


Mining will advance up the western final pit wall between 2020 and 2021 (see
Figure 4.4-5 and Figure 4.4-6).
Suitable overburden and interburden material will continue to be hauled to Pond 1 and
SBA 1 for dyke construction. Pond 1 dyke construction will be completed in 2021 to a
final crest elevation of 346 masl. The SBA 1 dyke will be constructed to an elevation of
336 masl by year-end 2021.
Suitable overburden and interburden material will also continue to be hauled to Pond 2
for dyke construction, reaching a final elevation of 260 masl by 2021. Construction of
DDA 2 will begin in 2021 and will reach an elevation of 240 masl by year-end.
The remaining overburden and interburden from the mine will continue to be hauled to
EDA-C and in-pit along the western portion of the mine pit.
Thickened tailings will continue to be deposited in DDA 1 and coarse sand tailings in
SBA 1. In 2021, water from Pond 1 will be pumped to Pond 2 and deposition of
thickened tailings in the area occupied by Pond 1 will start, forming the final DDA 1
footprint. Pond 2 will be available for froth treatment tailings deposition by the end of
2021 and will reach a water surface elevation of 221 masl by the end of 2021.
Reclamation activities will continue along the slopes of EDA-C and SBA 1 and begin
along the eastern slope of DDA 1.

4.4.5

Year 2022 to 2023


Mining will continue to advance north along the western final pit wall between 2022 and
2023 (see Figure 4.4-7 and Figure 4.4-8).
Suitable overburden and interburden material will continue to be hauled externally to
SBA 1 for dyke construction, reaching an elevation of 345 masl by year-end 2023.
Suitable overburden and interburden material will also continue to be hauled to DDA 2
for dyke construction and will reach an elevation of 260 masl by year-end 2023.
The remaining overburden and interburden from the mine will be hauled to EDA-C until
the final design elevation of 350 masl is reached. Material will also be hauled in-pit along
the western final pit wall inside DDA 2.
Thickened tailings will continue to be deposited in DDA 1 and coarse sand tailings in
SBA 1. Froth treatment tailings will continue to be deposited in Pond 2, reaching a water
surface elevation of 242 masl by the end of 2023.
Reclamation of EDA-C will be near completion by year-end 2023. Reclamation along the
slopes of SBA 1 and DDA 1 will continue.

Year 2024 to 2025


Mining will continue to advance north along the western final pit wall between 2024 and
2025 (see Figure 4.4-9 to Figure 4.4-10).
The crusher will be relocated in-pit in 2025 to reduce ore haulage distances and operating
and capital expenditures. A conveyor ramp from the pit crest to the pit floor is planned to
link the in-pit crusher to the surface ore processing facilities. Details of the relocation will
be developed during subsequent engineering.
SBA 1 will reach its final elevation of 355 masl by year-end 2025. Suitable overburden
and interburden material will be hauled to DDA 2 for dyke construction. The DDA 2
dyke will reach an elevation of 295 masl by 2025.
The remaining overburden and interburden from the mine will be hauled to EDA-B,
which reaches its final elevation of 328 masl in 2025, and to EDA-A, to an elevation of
310 masl. Material will also be hauled in-pit along the western final pit wall.
Thickened tailings will continue to be deposited in DDA 1 and begin to be deposited in
DDA 2, and coarse sand tailings in SBA 1. The thickened tailings in DDA 1 will overtop
the Pond 1 cross-dyke in 2025.
Froth treatment tailings will continue to be deposited in Pond 2. Pond 2 will reach a water
surface elevation of 246 masl by the end of 2025.
Reclamation of EDA-C will be near completion by year-end 2025. Reclamation of
EDA-B will be completed in 2025. Reclamation along the slopes of SBA 1 and DDA 1
will continue.

4.4.7

Year 2026 to 2031


Mining will continue to advance north along the western final pit wall between 2026 and
2031, exposing the final footprint for DDA 2 (see Figure 4.4-11). Mining will progress
east after reaching the CNRL boundary.
Suitable overburden and interburden will be hauled to DDA 2 for dyke construction. The
DDA 2 dyke will reach its final elevation of 295 masl by year-end 2027.
The remaining overburden and interburden from the mine will be hauled to EDA-A and
EDA-D. EDA-A will reach a final elevation of 320 masl and continue to tie-in to the
in-pit material, and EDA-D will reach its final elevation of 335 masl during this period.
Material will also be hauled in-pit along the western and eastern final pit walls.
Thickened tailings will continue to be deposited in DDA 1 and in DDA 2 until 2027, at
which time DDA 1 deposition will be complete. Sand capping of DDA 1, using
hydraulically placed coarse sand tailings, will be completed by year-end 2031. Disposal
of coarse sand tailings in SBA 1 will be completed by year-end 2026, when disposal in
SBA 2 will begin.
Froth treatment tailings will continue to be deposited in-pit in Pond 2. Pond 2 will reach a
water surface elevation of 256 masl by the end of 2031.
Reclamation of SBA 1 will start in 2027. Reclamation of EDA-A, EDA-B, EDA-C and
EDA-D will be completed by year-end 2031.

Year 2032 to End of Mine (2037)


From 2032 to 2037, mining will continue east toward the Ells River (see Figure 4.4-12).
As the mine face advances, overburden and interburden will be placed in in-pit disposal
areas. At end of mining, average elevation of the in-pit disposal areas will be
approximately 10 to 20 m above original topography. As the central area of the mine pit
will develop into a pit lake at closure, it will not be entirely backfilled.
Thickened tailings will be deposited in DDA 2 until 2037. Coarse sand tailings will be
deposited in SBA 2 and SBA 3 until 2037. Froth treatment tailings will be deposited in
Pond 2 until end of mine life and the water surface will reach a final elevation of
256 masl in 2037.
A sand cap will be placed over DDA 2 and Pond 2 after mining operations cease. The
sand cap will consist of coarse sand tailings rehandled from SBA 3. Reclamation of
DDA 1 and SBA 2 will be completed before 2037. Reclamation of DDA 2, Pond 2 and
SBA 3 will occur after mining has been completed.

4.4.9

Conceptual Closure Plan


The final surface elevation of the reclaimed landscape will be contoured to provide
long-term drainage. For a description of the final mine closure landscape, see Section 11.

4.5

Mine Drainage Plan


For a description of groundwater management during mine operations, see Section 8.3,
for surface water management, see Section 8.4, and for drainage plans at closure, see
Section 11.

4.6

Mine Equipment
For a summary of the major mine equipment fleet requirements for the project, see
Table 4.6-1.
