TAEMUN 2015

Terrorism has once again shown it is prepared

deliberately to stop at nothing in creating human
victims. An end must be put to this. As never
before, it is vital to unite forces of the entire world
community against terror. Vladimir Putin
Welcome delegates to your committee, the Security Council. As you all
know, the Security Councils duty is to maintain peace and security across
the globe. The Chair hopes that you achieve successful resolutions that can
fulfill the needs of all nations and solve the problem at hand. Achieve this
by reading the handbook properly and understanding the main points of
it. If you do this, it will be easier for you to generate good ideas and give
fluency to the debate.
The topics to be discussed, along these three days of hard debate,
will be: Topic A: Fragmentation of the International Community due to
Terrorist Expansion in the Middle East, and Topic B: Protection of Media
and Communication Instances on Armed Conflicts. Remember to avoid
deviation from the main ideas.
Finally, the Chair wants to thank you for assisting to TAEMUN 2015,
it is a pleasure to have you with us. We hope your ideas and objectives
flourish along these three days. On behalf of all of the members that
compose TAEMUN, we wish you success and happiness. Good debate!

SECURITY COUNCIL

Topic A: Fragmentation of the International Community due to Terrorist

Expansion in the Middle East
Nowadays, terrorism has gained a great amount of power, especially
in the Middle East. This excess of chaos has generated a crack in the
International Community. The challenge to reunite the International
Community is getting bigger; countries need to look for ideas that can
strengthen the relationship they hold and prevent it from disappearing.
The International Community must act against these subversive groups
that attempt against the peace of every nation.

In the Security Council (SC) terrorism is one of the main topics, due to the
alteration of the SCs main goals, which are peace and security. On the 24
September 2014, the Security Council arrived to a resolution1 that called
upon all nations to take action against terrorism. This resolution addresses
the International Community to realize that by taking preventive measures
and following a set of guidelines and rules, terrorism can be eradicated or
diminished: all of this without recurring into brutal force.

Terrorism does not exclude any country; every one of the members inside
the International Community has a role to play. Nevertheless, there
are countries that have taken an important part on this topic. Middle
EEastMMember States are the ones known to be relate with terrorism
(Bahrain, Egypt, Iraq, Jordan, Kuwait, Lebanon, Libya, Oman, Qatar,
Saudi Arabia, Syrian Arab Republic, United Arab Emirates and Yemen),
but not all of them are interconnected with it2. The United States, the
United Kingdom, France, Germany and many others have been victims of
terrorist acts; andHaving also taken actions in order to counter terrorism.
The United States deployed troops to Iraq and Afghanistan as a reaction
to the terrorist acts they have suffered. North Atlantic Treaty Organization
(NATO) has also been of great importance regarding terrorist attacks.
After the 9/11 incidents, it took action and deployed troops in order to
make comply with Article 5 of the NATO charter3.
Terrorist Groups in the Middle East are often referred to as Jihadist groups;
being the Islamic State of Iraq and the Levant (ISIL) and Al-Qaeda the most
prominent subversive groups in the region. Jihadist groups often perform
violent attacks that affect not only the people inside their country, but
the international community as well. One of the most recent cases of an
attack performed to a country outside the Middle East by Jihadist groups
was ISILs attack on the Canadian capital state of Ottawa, where an ISIL
gunman attacked the Canadian Parliament but was successfully taken
down by Canadian forces. The most famous attack performed by Jihadist
groups, in this case, Al-Qaeda, was to the Twin Towers located in the city
of Manhattan, New York, where approximately2977 people lost their lives.
The Middle East has suffered a destabilization of their international
relationships between countries inside the region in the last years due
to armed conflicts. These armed conflicts are fought generally between
groups who profess different modalities of Islam. The most recent armed
conflict fought in the Middle East regarding terrorist groups is the current
war against the Islamic State of Iraq Levant, who has taken control over
territories of Iraq and Syria in the search of establishing their own nation.
This subversive group has been involved in numerous terrorist attacks and
constitute a very strong front and menace to the Middle Easts stability.
International efforts to tackle this problem have been madeiThere were
signs of international cooperation between Russia and the United States
allies, which signals and improvement in international relationships
between the two sides. Also, the Security Council has made various
resolutions to address this problematic like the Resolution 2178 achieved
on September 24, 2014.

SECURITY COUNCIL

In order to properly address this topic, diplomatic measures must be

taken. We cannonot allow the international community to get shattered
due to the fact that the international cooperation against terrorism plays
a key role in the solving of it. The establishment of a common goal as
international community and the actions to be taken by nations in order to
tackle terrorist groups must be addressed in the committee. Treaties shall
be discussed in order to create new ones and revise the flaws contained
in the ones already existing. The international community must work
together despite feuds between nations because it affects everyone.
