Obama arrives in India, graces R-Day celebrations

The Editors Column


Dear Student,
Welcome to the February Edition of the Law Bulletin.

United States President Barack Obama arrived in


India for a highly anticipated three-day landmark
trip during which the two countries will strive to
make progress on climate change, defence and
economic cooperation.
Prime Minister Narendra Modi was at the Air
Force Station at Palam to greet the visiting
dignitaries. The three shared pleasantries before
President Obama sat in his presidential vehicle
'The Beast' and left for his hotel ITC Maurya.
Obama, who landed in the overcast capital, was
accorded a red carpet welcome at the start of a
visit which is seen as symbolizing a new warmth in
sometimes strained bilateral ties.
The others who were present to greet President
Obama at the airport included minister of state
(independent charge) for power, coal and
renewable energy Piyush Goyal and Indian
ambassador to the US, S Jaishankar, among others.
Meanwhile, security was stepped up along the
International Border between India and Pakistan
and in the national capital in anticipation of
President Obama's visit.
President Obama, who was the chief guest of this
year's Republic Day parade, became the first US
president to attend the Republic Day celebrations.
Obama, who visited India in 2010, is also the first
US president to visit the country twice while in
office.

Fervour gripped the whole of India and newspapers


were working extra hours, as the nation was buzzing
with the excitement of US President Barack Obamas
visit. He landed in India with a fairly large contingent,
that included First Lady Michelle Obama. He was a
part of Indias Republic Day celebrations. He later flew
to Riyadh to meet newly appointed Monarch King
Salman, and pay his respects to the family of the late
King Abdullah.
Ten passengers died and over 100 were injured after
nine bogies of the Bangalore-Ernakulam Intercity
Express derailed near the border between Tamil Nadu
and Karnataka.
Meanwhile, the ICC Cricket World Cup 2015 got
underway, as New Zealand and Australia geared up to
play hosts after 23 years.
In other news, UK is set to become the first country to
introduce laws to allow the creation of babies from
three people.
In an historic move, MPs have voted in favour of the
creation of babies with DNA from two women and
one man.

Kejriwal elected Delhi CM, for the second time
Arvind Kejriwal and his Cabinet took oath at the Ramlila
Maidan -the protest venue of the anti-graft
campaigners over three years ago even as various
departments started work on a roadmap to implement
AAPs 70-point election manifesto.
Kejriwal, accompanied by senior leader Manish Sisodia,
met Prime Minister Narendra Modi and sought his help
in addressing various problems facing the city. He also
urged Modi to grant full statehood to Delhi to
overcome the perennial problem of multiplicity of
authorities.
Kejriwal, in a meeting with senior party leaders,
finalised the list of the cabinet ministers which was later
sent to Lt Governor Najeeb Jung.
Arvind Kejriwal will be heading a seven-member AAP
cabinet which will include his close confidante Manish
Sisodia as Deputy Chief Minister and four new faces,
party sources said on Thursday. There will be no
woman in the new cabinet.
The party submitted a list of the seven cabinet ministers
to Lt Governor Najeeb Jung. The party is understood to
have decided to induct Jitendra Tomar (Tri Nagar MLA),
Sandeep Kumar (Sultanpuri Majra) and Asim Ahmed
Khan (Matia Mahal)- the only minority face- in the
government.
Aam Aadmi Party (AAP) beat Bharatiya Janata Party
(BJP) and Congress by scripting a landslide victory,
winning 67 of the 70 seats in the Delhi Assembly
elections, stopping PM Narendra Modi and his, what
looked like, unstoppable pan-India ride to power.
The party said it had invited only Prime Minister
Narendra Modi, Union Home Minister Rajnath Singh,
Union Urban Development Minister Venkaiah Naidu
and seven MPs representing Delhi in the Lok Sabha for
the ceremony at Ramlila Maidan.
The BJPs humiliation was complete with its Chief
Ministerial face Kiran Bedi losing in the traditional
stronghold of Krishna Nagar which was long held by
party veteran Harsh Vardhan. The BJP won a paltry
three seats as all its veterans had to bite the dust. The
party gambled on Kiran Bedi but relied mostly on Prime
Minister Narendra Modis image, which still did not
work for the party.
PM Modi chairs first NITI Aayog meeting with CMs
Prime Minister Narendra Modi, on NITI Aayog's first
meeting, said states should forge a model of
"cooperative federalism" to resolve differences.

of NITI Aayog, he said India cannot advance
without all its states advancing in tandem.
Modi added that he envisioned different states
competing with each other in promoting
governance initiatives in a spirit of "cooperative,
competitive federalism".
NITI Aayog or 'National Institution for
Transforming India' Aayog is a policy think-tank
which has replaced the Planning Commission and
aims to involve the states in economic policymaking.
The PM asked chief ministers to work with the
central government to forge a model of
cooperative federalism, whereby the centre and
the states can come together to resolve
differences and chart a common course to
progress and prosperity, the release added.
Modi said that the world has started looking at
India differently, but "our biggest challenge still is
how to eliminate poverty."
Observing jobs cannot be created, and poverty
cannot be removed without growth, he said: "First
and foremost we should aim at a high rate of
growth."
Noting that projects are often held up for want of
timely decisions, Modi asked chief ministers to
give personal attention to such factors which slow
down projects.
The prime minister emphasized that the central
government wished to empower the states with
finances, with technology and knowledge so that
they are able to plan better and execute even
better.
The interaction between the chief ministers was
coordinated by Finance Minister Arun Jaitley and
the opening remarks for the meeting were made
by the panel's vice chairman Arvind Panagariya.
Jayanthi Natarajan quits Congress:
Former union minister Jayanthi Natrajan resigned
from the Congress party accusing it of not being
democratic. She was Environment and Forest
Minister in previous UPA government. In her
letter to Congress President Sonia Gandhi, she
disclosed that Rahul Gandhi was involved in policy
decisions at a micro-level during the UPA-II
regime. Jayanthi Natarajan said that she has
become a victim of a false and motivated media
campaign against her by some Congress leaders.

9 Censor Board members resign a day after Chief
Leela Samson quits
Nine Censor Board members put in their papers
protesting what they claimed was the "cavalier and
dismissive manner" in which the Board is treated by
the government.
The members said the events that led to the
Chairperson Leela Samson resigning from her
position were merely the "proverbial last straw".
Ms Samson, who headed the statutory body under
the Information and Broadcasting Ministry, resigned
amid controversy surrounding the clearance of
controversial film "Messenger of God" featuring
Dera Saccha Sauda chief Gurmeet Ram Rahim Singh.
In a letter, the nine members -- Arundhati Nag, Ira
Bhaskar, Lora Prabhu, Pankaj Sharma, Rajeev
Masand, Sekharbabu Kancherla, Shaji Karun,
Shubhra Gupta and T G Thyagarajan had submitted
their resignation from the Censor Board.
The members said that since the time that they first
joined the Board, they had been seeking critical
changes, which were imperative if the functioning of
the CBFC has to be reformed.
No funds have been released for conducting
orientation workshops for the panel members, they
said, adding officers from other departments, who
have no understanding or experience in cinema are
appointed as officials.
They also claimed that there are several positions in
the regional offices that do not have regular
appointments.
CSKC Limited is CSKs new owner
India Cements Limited transferred the Indian
Premier League (IPL) team Chennai Super Kings
Cricket (CSK) franchise to its new subsidiary Chennai
Super Kings Cricket (CSKC) Limited.
The decision was taken by India Cements ViceChairman and Managing Director (MD) N Srinivasanled Board of Directors meeting held in Chennai,
Tamil Nadu. With this, the company targets to get
into a pure-play cement company.
Around 97000 shareholders of India Cements will be
given free shares of Chennai Super Kings Cricket Ltd
in proportion to the shares they currently hold in the
company. The promoters together hold a 28.23
percent stake in the company.
With this decision, CSK will be first franchise team in
IPL history to be owned by the shareholders of a
company.

19 dead after Taiwanese plane crashes
A Taiwanese flight carrying 58 people turned on its
side in midair, clipped an elevated roadway and
careened into a shallow river shortly after taking
off from Taipei, killing at least 19 people and
leaving 24 missing.
More than half of the passengers aboard TransAsia
Airways Flight GE235 were from China and the
death toll was expected to rise as rescue crews
cleared the mostly submerged fuselage in the
Keelung River. Teams in rubber rafts clustered
around the wreckage, several dozen meters
(yards) from the shore.
Dramatic video clips apparently taken from cars on
Taiwan's National Freeway No. 1 were posted
online and aired by broadcasters, showing the ATR
72 prop-jet as it pivoted onto its side while
zooming toward the elevated highway. In one of
them, the plane rapidly fills the screen as its nowvertical wing scrapes over the road, hitting a
vehicle before heading into the river.
Christchurch sparkles as World Cricketing War is
officially Open
Its officially OPEN! Undoubtedly the biggest
extravaganza of cricket, the ICC World Cup 2015
was declared open at a glittering opening
ceremony in Christchurch, which kickstarted with a
warm induction of debutants Afghanistan into the
World Cup fold. As colourful and musical as it
promised to be, the opening ceremony of the ICC
World Cup 2015 enthralled the spectators so
much, that no one budged an inch.
Hagley Park was decked up in festivity as Australia
and New Zealand kickstarted their stint as World
Cup hosts after 23 years, a lone bagpiper
beginning the proceedings ahead of the cut throat
competition that is to follow in the month-and-a
half to come. The opening ceremony also paid
tribute to the 185 people who lost their lives to a
devastating earthquake that ripped through the
city in 2011.
Among the dignitaries present in the ceremony,
apart from the captains, teams and officials were
John Key, the New Zealand Prime Minister, Mayor
Leanne Dalziell, International Cricket Council chief
executive David Richardson, who unveiled the
Cricket World Cup trophy.

Residential University and is sixth in the series of National Law Schools in India.
HNLU has been included in the list of the Universities maintained by the

been declared fit to receive Central assistance.
Admission to the B.A.LL.B. (Hons.) Program is made strictly on the basis of

The HNLU has a three-storied library with an air conditioned reading hall. The HNLU Library has adopted an
open access system so as to make it easier for the readers to access to the library resources thereby saving
precious time. The library has a large collection of law books, case law reports and journals. HNLU has a fully
air conditioned Computer Lab with sufficiently large number of Desktop Computers with Internet connectivity.
Computer Lab is at use useful for preparing their project reports and Memorials for Moot Court Exercises. One
of the features of HNLU is its Six Schools as Centers of Excellence in the respective fields and Six Units/Centers
under each School with total of thirty six units.
