Gyeonggi Province

Gyeonggi Province

Republic of Korea

General
The
Republic
of South
Korea Korea
(SouthisKorea)
is located
the eastern
edge of the Asian
continent.
The
total
area of
99,538
and its on
population
is approximately
50 million.
The
capital
of South Korea is Seoul. Neighbors include China to the west separated by the Yellow Sea,
and Japan to the east and south just across the South Sea. To the north lies North Korea and
just beyond the boundaries of the Amnok and Duman Rivers in North Korea are China and
Russia.

History
The first nation to be established on the Korean peninsula was Gojoseon founded by Dangun
in 2333 B.C. Gojoseon was the first of many tribal nations to rise and fall on the Korean
peninsula until the ancient kingdoms of Goguryeo, Silla, and Baekje were founded. In 688,
the divided country was unified by the Silla kingdom. After the era of a unified Silla
kingdom, Korea experienced the Goryeo and Joseon dynasties which contributed greatly to the
shape it has today.
Korea is proud of its long history and tradition from ancient times to the present. In the process
of
developing the nation, Korea faced hardships such as the Japanese Colonial Period and the
Korean War, but each time it was able to persevere with the strong spirit of the people. In
the 1960s, South Korea achieved unprecedented economic growth, and in 1988 it hosted the
24th Summer Olympic Games in Seoul. Afterwards in 1996, the Republic of Korea became a
member of the OECD, and in 2002 the nation co-hosted the 2002 FIFA World Cup with Japan.

Koreans are basically diligent and polite. Having good manners is very important to Koreans,
and because of a rich tradition in confucianism, it is quite common to see young people offer

Terrain & Climate

Korea is surrounded by water on three sides and has a magnificent landscape with many
mountains and rivers.
As for the climate, Korea is a temperate region with four distinct seasons. Spring comes in
March
with clear skies and warm weather and lasts until May. In June, July, and August, the
temperature goes up, and during the monsoon season from late June to early July, the weather
can get quite hot and humid. In September, October, and November the temperature cools
down, but the diurnal temperature ranges become larger. Winters in Korea which begin in
December and last until February, are usually cold and dry.

Koreans speak in an honorific tone when addressing an older person, and the younger person
is
obliged to bow to the older person first unless he wants to be regarded as impolite. It is also
bad manners for the younger person to smoke in front of an elder.
Another characteristic of Korean people is that they are full of affection for their fellow
neighbors
and have a strong sense solidarity. The collective cheers of Korean supporters and the "Red
Devils" during the 2002 World Cup are a good example Koreans showing their unity to the
world.
Traditionally, Koreans are a people that enjoy song, dance, and wine. They are accustomed
to
sharing in celebration, so they offer each other drinks, and fill one another's empty glass. An
empty glass should always be filled to the brim and it is against tradition to refill a glass that
is not empty. Also, when pouring a drink or receiving one from an elder, the younger person
should use both hands to be polite.

Culture
Despite rapid industrialization, Korea still embodies much
agricultural tradition and culture, because it was originally
a farming community. Also, the influences of
Confucianism and Buddhism enrich Korea's culture even
today. Korea's filial piety and respect for elders originates
from Confucian teachings and Buddhist elements strongly
remain in Korean culture.
In addition, Korea has many traditional holidays such as
Chuseok (harvest festival), Seol (Lunar New Year),
Jeongwol (First full moon of the year), and Dano (start
of summer, May 5 by lunar calendar). Koreans spend
their traditional holidays with family and share authentic
dishes.

managed by occupants
except
Apartments are usually bought by occupants, but Jeonse
(long-term rent) is possible and there are apartments for
rent as well.

Individual house
This is a house built on selected land for
a
single family. Each house has its own
private gate and garden. Many foreign
workers
in Korea
choose
to rent
a house
and live together.
The house
owner
receives
a security
deposit and monthly rent from tenants.

Villa
This is a type of common housing where many individual living quarters exist
in
a single building. Each living quarter has its own bedroom, kitchen, and
bathroom, and separate heating as well. Tenants can pay in the form of
monthly rent or Jeonse (long-term rent).

Tenement
house
This type of housing is similar to
individual house in that it is built on
private property, but the purpose is to
create a tenancy. These houses cannot
have more then 4 stories and at least
one tenements within the complex will

apartments in that each household has its own private
yard. Tenants can pay in the form of monthly rent or
Jeonse (long-term rent).

Gyeonggi Province

Entering
lease

into

Tenants must conclude a lease agreement with house owners

before moving into a house. Housing contracts are usually
made through real estate brokers (for a certain fee), but
tenants can directly negotiate with house owners if desired.
Recently, real estate listings in newspapers and on the
internet have become popular sources of information.
However, most foreigners find concluding a housing
contract a complicated task, so they seek the help of

Jeonse (Long-Term
Rent)
This is a type of housing agreement where the tenant pays a Jeonse deposit in advance to
cover
the rent during the lease period. The Jeonse period is two years by law, but in many cases
the contracting parties choose to rent only one year. The tenant gets back his/her Jeonse despoit
when the lease expires.

Monthly Rent
This is a payment system where tenants lay down a security deposit at the beginning of the
contract and pay rent to the owner each month. The monthly rent is not returned, but the
security deposit is returned when the lease expires. However, if a tenant fails to pay his/her
monthly rent, the house owner will collect the unpaid rent from the security deposit.

Things to
remember
Check the register document before signing a contract: Always check the register book
(deunggibudeungbon) of the property to see if it is under provisional seizure or
provisional registration and make sure it is not an encumbered real estate. The register
book can be obtained at the registration office of jurisdiction.

23

The agreement must be concluded with the

owner listed in the register book. Any
housing agreement concluded with a lessor
and not the original owner is not protected by
law and can be made void.
Double check the contract: Check to see if

agreement: Before moving into the house,
check if water, electricity, and heating are
operational, and decide with the owner on
how taxes and utilities will be paid.

Real Estate Brokerage

Fee
Real estate brokerage fees are applied differently according to the type of transaction such as
purchase or rent, and the price of the deal. However, there is a ceiling on the amount of
commission an agent can request.

Medical Care

Korea has many medical centers such as hospitals,

oriental hospitals, clinics, dental clinics, and oriental
herbal clinics. In addition, Korea's prescription law
which separates dispensary from medical practice
requires patients to receive a doctor's prescription and
submit it to a pharmacist who prepares the
medicine. Pharmacies are usually located near
hospitals where they are easy to spot.

Medical
Centers
for
Foreigners
Not many hospitals in Korea have staff that speak
fluent foreign languages, so foreigners may have
trouble communicating at hospitals. It is
recommended to be accompanied by a Korean friend
when visiting a hospital. However, there are some
Hospitals with medical support centers for foreigners:

Oriental
Hospital
Oriental hospitals are different from western hospitals. Doctors
at oriental hospitals feel a patient's pulse for diagnosis, and
prescribe treatments such as acupuncture, moxa cautery,
and herbal medicine. Oriental treatment is not about eliminating
the disease, but rather strengthening our body's immune system
against disease. Each individual is treated according to his/her
unique physical constitution. The main ingredients in herbal
medicine are natural elements from plants and animals which

It is necessary to know how to dispose of waste in Korea because there are different rules in
disposing waste according to waste type such as general waste, food waste, large items,
recyclables and so on. Any violation of these rules can be subject to punishment such as a
negligence fine.
For more information contact your local City, County, or District Government Office or

Purchasing garbage bags

Useful Information
- Children are eligible to begin schooling at the age of 6 in Korean age. (In Korea, the child is one year
old when he/she is born and adds a year at the beginning of each new year.)
- A school attendance notification is sent 2~3 months before the start of the new school year when the
child becomes eligible for schooling. Anyone who does not receive a notification must check with the Dong
office.
- Korea has private and public schools. However, in the case of private schools, admission is decided by
drawing lots and the schooling fee is expensive.
- Most schools in Korea now follow the coeducational
system.
- Elementary schools do not rank students on performance, but in middle school and high school the classes
are longer and there are many exams. Students are put through a rigorous education course to prepare for

Religion

In Korea, freedom of religion is granted to everyone. People are allowed to choose their
religion
freely, whether it is Protestant, Catholic, Buddhist, Islam or any other religion. About 50%
of Koreans have a religion. Traditionally, Buddhism has had a great influence on Korea, so there
are many Buddhists, but the number of Protestants in Korea are increasing by the day.

Waste Disposal

In Korea, all households and offices are charged according to the amount of waste they produce
through a volume-based waste fee system. And garbage can only be dumped at designated
areas.
30

Gyeonggi Province

General household waste must be placed in designated

garbage bags.

Garbage bags must be purchased at locations

designated by the local city, county, or district
government. In most cases, garbage bags can be
purchased at a nearby supermarket or convenience
store, but in rural areas they are also sold at the
residence of the head of the village. Shops that sell
garbage bags are easily noticeable because they hang a
sign with the environment symbol of the Ministry of
Environment at the entrance.

Sizes
Garbage bags come in a total of 8 sizes (3, 5, 10, 20,
50,
30, 75, and 100 ), but many stores do not carry 3 and
5 bags because there is no demand for these
sizes.

When to take out the garbage

In most cases, garbage bags are left at designated areas for collection after sunset (20:00) for
sanitary and aesthetic reasons. However, each jurisdiction has its own designated time for
disposal.

Food
Waste
Food Waste must be placed in designated garbage
bags as well after removing as much moisture as
possible. Garbage bags for food waste are sold at
the same shops that sell garbage bags for general
waste. In some jurisdictions, a separate dumpster is
placed at the designated disposal area to collect food
waste. In this case, the food waste is not put into

for collection early each morning.

Sizes Food waste garbage bags come in a total of 4 sizes (1, 2, 3,
and

5 ).

Recyclables
Recyclable items in Korea are paper, glass, plastics,
aluminum, and metals. In most cases, recyclables
are collected once a week on a designated day.
Each jurisdiction has its own collection rules and
schedules, so the most sure way to find out about
disposing recyclables is to ask a neighbor.

Large
Items
Items that are too big to fit in garbage bags such as old refrigerators, furniture, or electronics
are classified as large waste items. These items require special handling, so before disposal, visit
your local Dong office or designated garbage bag sales location to acquire a disposal sticker.
Items with a disposal sticker attached will be accepted for disposal. Another way to dispose
of large items is to call in a professional waste management company to come and collect the
item. Each jurisdiction has its own specific rules of disposal, so it is always wise to check with a

Beauty Salon and Barber Shop

Koreans get their hair cut at beauty salons and barber
shops. Recently, beauty salons have been outnumbering
barber shops, and it is quite common for men to have
their hair cut at beauty salons instead of barber shops.
The fee varies according to shop, but it is usually
around 10,000 won.

Public Safety

Korea is generally a safe place. Possession of firearms is not allowed in the country so the
chances of meeting someone with a gun is highly unlikely. There are many police stands on
the streets, so if any dangerous situation occurs the police are always nearby.

The most popular form of public transportation in Korea is bus. Korea has regular buses,
village buses, standard city express buses, and deluxe city express buses. Bus fares vary
according to region and distance, but generally regular buses and village buses are less
than 1,000 won while city express buses are more than 1,000 won. In some cases,
regular buses and city express buses share bus stops, but village buses have separate stops.

Television

Television sets can be purchased at electronics shops or large discount stores. A 20-inch TV
set
can be purchased for around 100,000 won. Apartments usually come with antennas and fixed
cable connections, so viewers only need to plug in their TV sets for viewing, but single houses
do not have antennas, so users must install antennas to get good reception.
Viewers can also subscribe to cable TV. The cable company will install an antenna and
viewers can receive a variety of additional channels. However, in addition to the basic TV
reception fee, cable TV subscribers must pay a monthly cable TV fee as well.

Skylife is Korea's sole digital satellite broadcast operator, and it

offers more variety of services than terrestrial or cable
broadcasting. Viewers must install a receiver to receive services.
With Skylife viewers have access to more than 160 channels
covering movies, news, music, sports, and foreign broadcasting in
addition to public broadcasting such as KBS and MBC. The
resolution and sound quality is also much better than conventional
broadcasting.

indicate where it is. Take your number and wait until it appears on
one of LCD displays above the windows. When your number

Taxes in Korea break down largely into national and regional taxes. National taxes are handled
by the National Tax Service. Regional taxes are levied by each local autonomous government,
including those of the metropolitan cities, provinces, cities, counties, and districts. They vary
from one jurisdiction to another.

Regional

Taxes

of

Some regional taxes are directly managed by the provincial government, others by the
municipal, county, or district government. When the regional tax bill arrives, go to the nearest
post office or bank to pay it by the deadline noted in the bill. You may also pay the bill by
electronic means. Automatic transfer is also available after you are approved of the application
for its use. Some types of taxes are not billed but must be reported and paid. Property taxes

Acquisition
Tax
When you purchase real estate or an automobile, you are required to report the purchase to
the appropriate municipal, county, or district office within 30 days of the purchase and pay
the acquisition tax. A penalty fee will be incurred if you miss the deadline.

Taxes

The national taxes include the global income tax, corporate tax, inheritance tax, donation tax,
value-added tax, special excise tax, and liquor tax. The tax law dictates that foreigners face the
same tax treatment as Koreans.

Income
Tax
If you receive a salary at work or acquire income from self-employment or other activities,
you are obliged to pay the appropriate amount of income taxes. The tax schedule is
progressive: the higher the income, the higher the tax rate.
Foreigners who work at a company do not need to go to a tax office to pay their income
taxes because the company deducts the taxes from each paycheck. The
company is required to withhold taxes from the paychecks of
their employees and remit them to the tax office on behalf of
the employees.
Corporations are required to report their income to the tax office
and pay income taxes on their earnings.

Precautions about getting a job

You should not sign your name on a document before making sure what it is
about.
You must not put your passport and flight ticket in the hand of your employer. Even if
the
employer asks for them, make it clear that they belong only to you and keep them safe.
It is safer to make a labor contract in writing. A verbal commitment may not normally
be
problematic, but you will have difficulty proving your case in the event of a dispute.
You should carefully read the working conditions before agreeing on them with the employer.
_ You should check what the workplace is like.
You need to check if the employer has often delayed payment, if industrial accidents have
occurred many times, if the safety system is properly in place, and how good the lodgings are.
