CONSULTANCY TO CONDUCT A NATIONAL PUBLIC HEALTH SURVEY: FAMILY AND COMMUNITY SAFETY
WITH EMPHASIS ON THE SITUATION OF GENDER-BASED VIOLENCE IN BELIZE
REQUEST FOR PROPOSAL (RFP): COMBINED TECHNICAL AND FINANCIAL

1.0 Context
The Government of Belize (GOB) is tackling the issue of crime and violence with a renewed vision, one
that is more integrated, and encompasses a continuum of multi-sectoral and inter-agency initiatives,
ranging from prevention to control. This integrated vision has emerged out of a consensus that an
integrated approach is needed to effectively address the issue because of its multifaceted nature. The
focus is on early risk factors affecting a number of vulnerable populations, inter alia youth and women.
In support of this policy direction, and in tandem with the 2012 commitments, the GOB with funding
support from the IDB, CDB and the UN Trust, through the Ministry of Human Development, Social
Transformation and Poverty Alleviation(MHDSTPA)in collaboration with other key line ministries are
engaged in the execution of the Community Action for Public Safety(CAPS), Youth Community and
Transformation(YCT), UNTrust Fund projects among other preventive and protective social services
aimed at strategically intervening to reduce the level of crime and violence impacting the target
populations and their respective communities.
To this end, the Ministry is issuing this RFP for suitably qualified consulting firms or teams to undertake
the coordination, management and implementation of a nationally representative public health survey
on family and community safety with emphasis on the situation of gender base violence in Belize. It is
expected, that the outcome report will provide for much needed baseline data from which to conduct
further research, monitor and evaluate the efficacy of on-going citizen security interventions and offer
robust evidence for improved integrated planning of interventions to strengthen GOBs response to the
issue of crime and violence within family and community environments.

2.0 Scope of Work


2.1 Goal and Objective
MHDSTPA via the Womens Department(W)D is seeking to contribute to a culture of improved evidence
base social policy in Belize through the conduct of a National Public Health Survey: Family and
Community Safety with emphasis on Gender-Based violence(GBV) The Survey will generate much
needed evidence from which key policy actors will be able to:

Establish a national baseline from which to conduct future research and monitor the efficacy of
citizen safety and security policies and programmes across their lifecycles, inter alia prevalence
and severity of gender based violence nationally and at the district levels.
Plan comprehensive integrated interventions to address citizen safety and security, inter alia
gender-base violence/violence against women;
Formulate/strengthen national citizen safety and security policies

To this end, the consultancy is expected to deliver a synthesis report presenting and analysing the
Survey findings, inclusive of policy implications and recommendations.

2.2 Survey Parameters


The Survey is national in scope and driven by the design as specified by the Client in consultation with
the Statistical Institute of Belize, and will follow the best practice methodology as detailed by the
World Health Organisations approach to this subject, as detailed in their 2005 Multi-country Study on
Women's Health and Domestic Violence against Women Report. To this end, the consulting team/firm
is required to ensure adequate presence and the necessary field governance arrangements across the
six districts taking into full account, urban-rural agglomerates for effective coordination and
implementation of the Survey. Other parameters of the Survey are outlined below:

2.3 Duration, Deliverables and Timeframe


Estimated level of effort is 150 days over a seven month period as outlined below and subject to final
approval as detailed in Inception Report

4.0 Education, Experience and Skills:


Consulting team/firm must possess at minimum, the following criteria:

Advanced degree in Social Policy, Public Policy, Women/Gender Studies or equivalent discipline
and qualifications in Statistics;
At least 5-years, experience in survey coordination, management and implementation in Belize;
Sound quantitative and qualitative research skills;
Knowledge and application of gender base violence issues, studies and research;
Experience in conducting nationally representative surveys and research of a sensitive nature;
Knowledge and application of international best practices in gender related surveys/studies;
Experience in preparing quality technical reports;

6.0 Management of the Assignment


The consulting firm/team will report directly to the Project Coordinator: Womens Department and the
IPSMIS Technical Director, Policy and Planning Unit; deliverables will be approved by the Project
Steering Committee comprised of membership from the Womens Department, Policy and Planning
Unit, Ministry of Human Development, Social Transformation and Poverty Alleviation; National
Womens Commission and other experts as deemed appropriate by the Ministry.
