1 Introduction

Introduction

1.1 Scope
This document describes the energy conservation and emission reduction functions of Huawei
LTE eNodeB, which are intelligent power-off of carriers in the same coverage, RF channel
intelligent shutdown, adaptive power consumption, low power consumption mode, and power
consumption monitoring. In addition, this document provides technical principles and
engineering guidelines of these functions.

This document is intended for:
Personnel who understand the energy conservation and emission reduction feature
Maintenance personnel who work with Huawei products

2 Overview

Overview

2.1 Background
The global problems of severe energy crisis and environmental pollution have resulted in an
increase in operational expenditure (OPEX) of telecom operators. Considering the following
factors, Huawei introduces the concept of green communication and incorporates this concept
into an end-to-end green solution.
High OPEX
The increase in energy consumption and energy price leads to an increase in the OPEX of
telecom operators and consequently reduces their profits. In addition, fierce competition
among telecom operators results in a continuous decline in their Average Revenue Per User
(ARPU). In such a situation, the way telecom operators can lower OPEX and raise ARPU is
by reducing the Total Cost of Operation (TCO).
Energy shortage
There is a severe global shortage of energy. Standardization organizations in the telecom
industry, telecom operators, and equipment suppliers are taking actions to conserve energy
and reduce emissions. Standardization organizations are making continuous efforts to develop
standards related to energy conservation in telecom sector and telecom operators are
proposing their respective requirements. In such a situation, equipment suppliers can play a
major role in energy conservation and emission reduction.
Environmental pollution
Excessive carbon dioxide in the atmosphere causes global warming, and consequent climate
changes lead to various natural disasters. The United Nations requests worldwide effort in
reducing emissions of carbon dioxide to combat the greenhouse effect. Governments are
taking responsive measures by implementing policies and regulations on energy conservation
to reduce energy consumption in different industries.
The energy conservation and emission reduction feature of Huawei eNodeB is one of the
major features in Huawei's end-to-end green solution. By analyzing the energy consumption
on the networks of multiple operators, Huawei has found that electricity is the major form of
energy consumption. Most of the electric power is consumed by the access network which
involves wireless sites and narrowband/broadband access sites. The analysis shows that the
wireless sites of a number of telecom operators consume over 70% of the total energy. The
energy conservation and emission reduction feature is mainly targeted at wireless sites and
their auxiliary devices.

2.2 Energy Conservation and Emission Reduction


Functions
The energy conservation and emission reduction feature provides the following optional
functions:
LOFD-001042 Intelligent Power-Off of Carriers in the Same Coverage
For inter-frequency same-coverage cells, when the traffic is light in an area covered by
multiple carriers, some carriers are shut down and services on these carriers are taken
over by the other carriers. When the traffic in the area covered by the other carriers
exceeds the predefined threshold, these carriers are powered on again.
LOFD-001039 RF Channel Intelligent Shutdown
When there is no traffic on the serving carriers, some RF channels are shut down. For
example, two RF channels are shut down in the case of 4-way transmit diversity, and one
RF channel is shut down in the case of 2-way transmit diversity.
LOFD-001025 Adaptive Power Consumption (including Adaptive Power Adjustment
and eNodeB Regular Shutdown and Startup)
Based on the output load of the power amplifier (PA), the adaptive power adjustment
solution supports dynamic adjustment of the PA working state to achieve optimal power
amplification. Alternatively, the transmit and receive channels of the intermediate
frequency (IF) system can be shut down on a scheduled basis to improve energy
efficiency of the eNodeB.
LOFD-001040 Low Power Consumption Mode
When the eNodeB reports an alarm of power insufficiency or power failure, or the
eNodeB is being manually operated, the cell works in the low power consumption mode.
LOFD-001041 Power Consumption Monitoring
The energy conservation and power consumption status of all the eNodeBs can be
viewed on the M2000.
The power-consuming components of the eNodeB are feeder, RF module, baseband module,
power supply, and air conditioner, among which the RF module consumes most of the power.
The previously mentioned five functions are all used to reduce the power consumption of the
RF module.

2.3 Related Features


2.3.1 Features Related to Intelligent Power-Off of Carriers in the
Same Coverage
The function of intelligent power-off of carriers in the same coverage is related to the
admission and congestion control feature, mobility management in connected mode feature,
and scheduling feature.
The function of intelligent power-off of carriers in the same coverage determines
whether the Physical Resource Block (PRB) usage reaches the threshold. The PRB usage
is measured by the scheduling feature.
The Carrier Intelligent Power-Off Open Threshold and Carrier Intelligent
Power-Off Close Threshold must be lower than the Inter-Frequency Load Balance
Threshold in the admission and congestion control feature.

The function of intelligent power-off of carriers in the same coverage triggers handovers.

2.3.2 Features Related to RF Channel Intelligent Shutdown


The function of RF channel intelligent shutdown is related to the power control feature.
Intelligent shutdown of RF channels can increase the transmit power of reference signals.

2.3.3 Features Related to Adaptive Power Consumption


The function of adaptive power consumption is not related to any other features.

2.3.4 Features Related to Low Power Consumption Mode


The function of low power consumption mode is related to the scheduling feature, power
control feature, and MIMO feature.
When the eNodeB enters the low power consumption mode by "Lowering Transmit
Power of Available Services", services are scheduled according to the configured
maximum transmit power of available services.
When the eNodeB enters the low power consumption mode by "Lowering Transmit
Power of Reference Signals", the eNodeB lowers the transmit power of the whole cell
according to the configured transmit power of reference signals.
When the eNodeB enters the low power consumption mode by "Shutting Down Some
RF Channels", it cannot work in MIMO mode.

2.3.5 Features Related to Power Consumption Monitoring


The function of power consumption monitoring is not related to any other features.

Intelligent Power-Off of Carriers in the


Same Coverage
When the number of UEs on a carrier is small, the carrier (known as the source carrier) hands
over the UEs to another carrier (known as the target carrier) and then it is powered off for
energy conservation. The source carrier and the target carrier belong to inter-frequency
same-coverage neighboring cells under the same eNodeB.

3.1 Related Concepts


Inter-Frequency Same-Coverage Neighboring Cells
An inter-frequency same-coverage neighboring cell is a cell in the same coverage area as the
source cell but at a different frequency from the source cell. For example, S(2/2/2) means
there are two frequencies in each sector. The cells of the two frequencies are called
same-coverage neighboring cells.

Load
The LTE system involves three types of load: load on the Uu interface, load on the eNodeB
hardware, and load on the S1 transmission resources.
The measurement of the load on the Uu interface is based on 3GPP TS 36.314. The PRB
usage of the cell represents the load on the cell. The PRB usage of Guaranteed Bit Rate (GBR)
services and the PRB usage of non-GBR services are separately measured. The load
mentioned in this document refers to the load on the Uu interface.
The formula for calculating the system PRB usage is as follows:

RBrequiredi represents the required number of Resource Blocks (RBs) to meet the QoS
requirements of service i. If the QoS requirements of current services are not met, the actual
number of RBs is considered.
The load statistics collected by the eNodeB are used for features such as scheduling,
admission and congestion control, intelligent power-off of carriers in the same coverage, and
adaptive power consumption.

Inter-Frequency Load Balance Threshold (InterFreqMlbThd)


This parameter is used to start the inter-frequency load balancing algorithm. When the serving
cell is overloaded, the eNodeB hands over some UEs to other cells.
To prevent the inter-frequency load balancing algorithm from being started or stopped due to
load fluctuation, the algorithm needs to be used together with LoadOffset. When the load
exceeds the value of InterFreqMlbThd plus LoadOffset, the algorithm is started; when the
load falls below the value of InterFreqMlbThd minus LoadOffset, the algorithm is stopped.

Carrier UL/DL Intelligent Power-Off Close Threshold (A)


Carrier UL/DL Intelligent Power-Off Close Threshold (A) means the carrier is powered off
when both the load on the serving cell and the load on the neighboring cell are lower than A.
The value of A must be smaller than the value of InterFreqMlbThd minus LoadOffset.
The formulas are as follows:

Carrier UL/DL Intelligent Power-Off Open Threshold (B)


Carrier UL/DL Intelligent Power-Off Open Threshold (B) means the target carrier is powered
on when the load on the carrier is higher than B. The value of B must be smaller than the
value of InterFreqMlbThd minus LoadOffset.
The formulas are as follows:

3.2 Conditions for Starting Intelligent Power-Off of


Carriers in the Same Coverage
If the serving cell has inter-frequency same-coverage neighboring cells and
InterFreqHoSwitch (the switch for inter-frequency handover algorithm) is turned on, the
eNodeB enters the "intelligent power-off of carriers in the same coverage" mode when the
following conditions are met:
The specified period for intelligent power-off of carriers in the same coverage starts.
The UL/DL PRB usage of the serving cell is lower than Carrier UL/DL Intelligent
Power-Off Close Threshold (A).
The average UL/DL PRB usage of the serving cell and all the neighboring cells is lower
than Carrier UL/DL Intelligent Power-Off Close Threshold (A).
One of the neighboring cells (the UE is handed over to this neighboring cell when the
carrier is powered off) meets the following condition: UL/DL PRB usage of the serving
cell + UL/DL PRB usage of the neighboring cell < Carrier UL/DL Intelligent Power-Off
Open Threshold (B).
The duration of intelligent power-off of carriers in the same coverage, Carrier UL/DL
Intelligent Power-Off Close Threshold (A), and Carrier UL/DL Intelligent Power-Off Open
Threshold (B) can be configured by setting related parameters. For details, see section 9.1
Configuring Intelligent Power-Off of Carriers in the Same Coverage."

3.3 Actions of eNodeB in Intelligent Power-Off of Carriers


in the Same Coverage Mode
The eNodeB hands over UEs from the serving cell to the inter-frequency same-coverage
neighboring cell after it enters the "intelligent power-off of carriers in the same coverage"
mode. Carriers of the serving cell are powered off when there are no UEs in the cell.

3.4 Conditions for Stopping Intelligent Power-Off of


Carriers in the Same Coverage
The eNodeB exits the "intelligent power-off of carriers in the same coverage" mode and the
carriers are powered on again when one of the following conditions is met:
The specified period for intelligent power-off of carriers in the same coverage ends.
The "intelligent power-off of carriers in the same coverage" switch DbShdSwitch is
turned off.
The average UL/DL PRB usage of the neighboring cells is higher than Carrier UL/DL
Intelligent Power-Off Open Threshold (B).

RF Channel Intelligent Shutdown

The function of RF channel intelligent shutdown is similar to the function of intelligent


power-off of carriers in the same coverage. When there are no UEs in a cell and the RF
channel intelligent shutdown period starts, some RF channels are powered off to save energy.
In this case, the eNodeB increases the transmit power of RF channels so that the system
coverage is not affected.

4.1 Conditions for Starting RF Channel Intelligent


Shutdown
The eNodeB enters the "RF channel intelligent shutdown" mode when the following
conditions are met:
There are no UEs in the cell.
The "RF channel intelligent shutdown" period starts.

4.2 Actions of eNodeB in RF Channel Intelligent


Shutdown Mode
After the eNodeB enters the "RF channel intelligent shutdown" mode, it shuts down some RF
channels and increases the transmit power of reference signals to ensure system coverage.

The eNodeB shuts down the RF channels on which the number of UEs is 0. In the case
of 4-way transmit diversity, the two channels on the highest numbered CPRI ports are
shut down. In the case of 2-way transmit diversity, the channel on antenna port 1 is shut
down and the channel on the main TX diversity (antenna port 0) is reserved. After some
RF channels are shut down, the remaining channels continue to transmit common
signals.

The eNodeB increases the transmit power of reference signals. Since the transmit power
of the PBCH, PCFICH, PDCCH, and PDSCH is based on the reference signal power
plus offset, the power of these channels will be increased.

The energy saved by shutting down RF channels is much higher than that consumed by
increasing the power of reference signals. For the principles of configuring the power of the
previously mentioned channels, see the Power Control Feature Parameter Description.

4 RF Channel Intelligent Shutdown

The start time and stop time of RF channel intelligent shutdown are specified by the
parameters RfShdStartTime and RfShdStopTime respectively.
The eNodeB increases the transmit power of reference signals after shutting down some
channels to ensure system coverage. The increased power of reference signals is specified by
the parameter RfShdDelta.

4.3 Conditions for Stopping RF Channel Intelligent


Shutdown
The eNodeB exits the "RF channel intelligent shutdown" mode and the RF channels are
powered on again when one of the following conditions is met:
There are UEs in the cell.
The "RF channel intelligent shutdown" period ends.
The "RF channel intelligent shutdown" switch RfShdSwitch is turned off.
The remaining RF channels are working abnormally.

5 Adaptive Power Consumption

Adaptive Power Consumption

With the function of adaptive power consumption, the eNodeB dynamically adjusts the power
consumption to achieve optimal power amplification and energy efficiency. Energy consumed
can be allocated in the following modes:
Adaptive power adjustment
The eNodeB adjusts the offset voltage of the PA according to the load.
eNodeB regular shutdown and startup
The eNodeB shuts down the receive and transmit channels of the IF system in a specified
period.
The following sections describe the two modes in detail.

5.1 Adaptive Power Adjustment


The RF module consumes most of the energy of the eNodeB, and the PA consumes most of
the energy of the RF module. Therefore, increasing the PA efficiency is the key to improving
the energy efficiency of the eNodeB. The adaptive power adjustment solution is mainly used
to increase the PA efficiency.
With this solution, the offset voltage of the PA is adjusted according to the load of the eNodeB.
The purpose is to reduce power consumption of the PA and improve energy efficiency of the
eNodeB.
The parameter DynAdjVoltSwitch specifies whether to enable the adaptive power adjustment
function. After this function is enabled, the offset voltage of the PA is adjusted as follows:
When the eNodeB is heavily loaded, the transmit power of the PA increases and the
eNodeB can guarantee the linearity of the PA by raising the offset voltage to prevent
signal distortion.
When the eNodeB is lightly loaded, the transmit power of the PA decreases and the
eNodeB can reduce static power consumption by lowering the offset voltage.
That is, the eNodeB calculates the matched voltage of the PA according to its load status.
The function is recommended in the following situations where the load of the eNodeB
changes dynamically:
Daytime and night-time

Initial stage and later stage of network deployment

5.2 eNodeB Regular Shutdown and Startup


This function automatically powers on or powers off the RF channels on a regular basis. For
example, if you specify the time when there are no UEs in the cell as a "regular shutdown"
period and the time when there are UEs in the cell as a "regular power-on" period, then:
The eNodeB automatically shuts down the transmit and receive channels of the IF
system when there are no UEs being served by the eNodeB.
The eNodeB automatically powers on the transmit and receive channels of the IF system
when there are UEs being served by the eNodeB.
The regular shutdown and startup function is typically applicable to the eNodeBs along the
high-speed railway lines, as the periods during which there are no UEs being served by the
eNodeB are definite. Huawei eNodeB provides the regular shutdown and startup function to
reduce the power consumption of the power supply.
The parameter AUTOPOWEROFFSWITCH specifies whether to enable this function. The
start time and end time of regular shutdown and startup period are specified by the parameters
PowerOnTime and PowerOffTime respectively.

Low Power Consumption Mode

When the eNodeB reports an alarm of power insufficiency or power failure, or the eNodeB is
being manually operated, the cell reduces the power consumption to prolong the service time
of the eNodeB.

6.1 Conditions for Entering Low Power Consumption


Mode
When the low power consumption mode switch LPSWITCH is turned on, the eNodeB enters
the low power consumption mode in the following ways:
Automatically entering the low power consumption mode
In a specified period, the eNodeB reports the alarm ALM-25622 Mains Input Out of
Range. The time period is specified by the parameters LowPwrStartTime and
LowPwrStopTime.
Entering the low power consumption mode through manual operations
If the low power consumption switch LowPwrOrder is turned on, the cell will enter the
low power consumption mode regardless of whether a time period of low power
consumption is specified or an alarm is reported.

6.2 Actions of eNodeBs in Low Power Consumption Mode


In low power consumption mode, the eNodeB automatically takes the following actions in
sequence:
1.

Lower the transmit power of available services of the cells

2.

Lower the transmit power of reference signals

3.

Shut down some RF channels

4.

Shut down the carriers

The eNodeB takes all the actions until it meets the conditions for exiting the low power
consumption mode. For details, see section 6.3 "Conditions for Exiting Low Power
Consumption Mode."

6 Low Power Consumption Mode

6.2.1 Lowering Transmit Power of Available Services


When the eNodeB enters the low power consumption mode, it first lowers the transmit power
of available services in the cell, that is, the transmit power of traffic channels.
The transmit power of traffic channels is lowered by setting the parameters
LowPwrServPowerRduTimer and LowPwrServPowerRduPercent.
When the timer for lowering the power of available services (LowPwrServPowerRduTimer)
times out, the eNodeB lowers the transmit power of reference signals.

6.2.2 Lowering Transmit Power of Reference Signals


The transmit power of reference signals is lowered by setting the parameters
LowPwrSignalPowerRduTimer and LowPwrSignalPowerRduDelta.
The eNodeB lowers the transmit power of traffic channels and that of reference signals
simultaneously.
When the timer for lowering the power of reference signals
(LowPwrSignalPowerRduTimer) times out, the eNodeB shuts down some of the RF
channels.

6.2.3 Shutting Down Some RF Channels


After some RF channels are shut down, the remaining channels continue to transmit common
signals.
In the case of 4-way transmit diversity, the two RF channels on the highest numbered
CPRI ports are shut down.
In the case of 2-way transmit diversity, the RF channel on antenna port 1 is shut down
and the RF channel on the main TX diversity (antenna port 0) is reserved.
The "RF channel shutdown" duration is specified by the LowPwrRfShdTimer parameter.
The eNodeB lowers the transmit power of traffic channels and reference signals, and shuts
down some RF channels.
When the timer for shutting down some RF channels (LowPwrRfShdTimer) times out, the
eNodeB also shuts down the carriers of the serving cell.

6.2.4 Shutting Down Carriers


The eNodeB shuts down the carriers of the serving cell.

6.3 Conditions for Exiting Low Power Consumption Mode


The eNodeB exits the low power consumption mode if the following conditions are met:
If the eNodeB automatically enters the low power consumption mode, it exits the mode
when one of the following conditions is met:

The low power consumption timer times out.

The alarm is cleared.

Power Consumption Monitoring

This function enables the eNodeB to report the current status of power consumption to the
M2000. Users can view the energy conservation status of all the eNodeBs and the status
reports on the M2000. The power consumption monitoring function involves the following:
Collecting power consumption statistics of the eNodeB
Querying energy conservation status of the eNodeB or cell
Setting energy conservation parameters of the eNodeB or cell

7.1 Collecting Power Consumption Statistics of the


eNodeB or Cell
Users can specify the measurement period and time granularity on the M2000 to collect the
power consumption information about the components or equipment of the eNodeB. The
statistics to be collected are as follows:
eNodeB equipment power consumption
BBU power consumption
RRU power consumption
eNodeB DL throughput
The measurement results are displayed in a list or a chart on the M2000.

7.2 Querying Energy Conservation Status of the eNodeB


or Cell
On the M2000, users can query the energy conservation functions a monitored cell or eNodeB
has enabled and also view the detailed configuration data of these functions. For example,
users can query and collect the duration of each shutdown of the RF channels or carriers
within a specific period.
If a cell or an eNodeB is monitored, it performs corresponding energy conservation functions,
as listed in Table 7-1.

Correlations Between Functions

The correlations between the functions "intelligent power-off of carriers in the same
coverage", "RF channel intelligent shutdown", and "low power consumption mode" are as
follows:
If the serving cell has been in the low power consumption mode, the eNodeB will not
shut down the carriers and RF channels.
If the serving cell has been in the "RF channel intelligent shutdown" mode and it meets
the conditions for entering the low consumption mode, the eNodeB will power on the RF
channels after the shutdown period ends, and then the serving cell will enter the low
power consumption mode.
If the serving cell has been in the "RF channel intelligent shutdown" mode and it meets
the conditions for starting "intelligent power-off of carriers in the same coverage", it will
enter the "intelligent power-off of carriers in the same coverage" mode.
If the serving cell has been in the "intelligent power-off of carriers in the same coverage"
mode and it meets the conditions for entering the low power consumption mode, the
eNodeB will power on the carriers after the shutdown period ends, and then the serving
cell will enter the low power consumption mode.

9.1 Configuring Intelligent Power-Off of Carriers in the


Same Coverage
For inter-frequency same-coverage cells, if the eNodeB is to automatically disable or enable
the carrier of the serving cell in a specified period when the system load reaches a certain
threshold, set the following parameters:
DbShdStartTime: Start time of intelligent power-off of carriers in the same coverage. It is
recommended that the start time be set to a time when the daily traffic becomes low.
DbShdStopTime: Stop time of intelligent power-off of carriers in the same coverage. It is
recommended that the stop time be set to a time when the daily traffic becomes high.
DbShdDlPrbCloseThd: DL PRB Usage Close Threshold
DbShdDlPrbOpenDelta: DL PRB Usage Open Threshold Delta

9.2 Configuring RF Channel Intelligent Shutdown


If the eNodeB is to automatically disable or enable some RF channels of a cell in a specified
period, set the following parameters:

RfShdStopTime: Stop time of RF channel intelligent shutdown
RfShdDelta: increased power of reference signals
After this function is enabled, the cell throughput decreases.

9.3 Configuring Adaptive Power Consumption


9.3.1 Configuring Adaptive Power Adjustment
The eNodeB automatically adjusts the voltage after the adaptive power adjustment function is
activated. Therefore, the parameter configuration is not required.

9.3.2 Configuring eNodeB Regular Shutdown and Startup


If the eNodeB is to automatically disable the transmit and receive channels of the IF system at
a specific time, set the PowerOffTime parameter. It is recommended that the parameter be set
to a time when there is no traffic, for example, at the midnight.
If the eNodeB is to automatically enable the transmit and receive channels of the IF system at
a specific time, set the PowerOnTime parameter. It is recommended that the parameter be set
to a time when the traffic becomes high, for example, in the early morning.
After this function is enabled, the transmit and receive channels of the IF system of the
eNodeB will be shut down and the eNodeB will not provide services.

9.4 Configuring Low Power Consumption Mode


If the eNodeB is to reduce the transmit power of available services and reference signals and
shut down some RF channels in a specified period after it enters the low power consumption
mode, set the following parameters:
