Walk into
Wadawurrung history

Just over two years after
the official opening of the
Bungaree History Walk, the
newest instalment of the
project has been unveiled.

Last Tuesday Bungaree Primary School students, and


members of the Bungaree
and District Historical Society uncovered a sign detailing the first inhabitants of
the land, the Wadawurrung
tribe, as a wedge-tailed eagle
flew overhead.
The Bungaree History Walk
includes 13 plaques commemorating different places
throughout the area, which
provide information put together by the students and
historical society.
In 2013, the students began
studying Aboriginal History, and as part of the unit
they looked at the Aboriginal population of their area.

Hundreds who answered the WWI call, remembered

Memories of the more than
800 soldiers from the Ballan
area who went to World War
I are safe in the hands of the
local historical society and
soon to be on display.

The

centenary of the ANZAC
landing at Gallipoli, and
any
memorabilia
that
residents may have tucked
away is being sought for the
exhibition.
Every day from Saturday 18
April until Saturday 9 May,
the exhibition will be open
at the Ballan RSL Hall from
10am until 4pm with free
entry.

We hope we get a lot of


people come along to the
exhibition for a look and
a chat and to enjoy it,
said Ballan and District
Historical Society Secretary
Richard Biden.

Visitors will be greeted by


a mass of poppies handmade by a society member;
800 of them to represent the
soldiers from the area who
went to war.

Its a mass of poppies so


people will look at it and
think my God, is that how
many soldiers went to war?
and of those soldiers, about
186 were killed. There was a
population of 6000 in the old
Ballan Shire, and the year
after the war started, it went
down to just over 4000.

Mr Biden said the society


would be grateful for any
memorabilia that locals
can loan or donate to add
to the already extensive
exhibition photographs,
uniforms, diaries, letters and
postcards.
We will be having students
from the six local schools
contributing,
putting
together a diorama of the
landing at Gallipoli - we dont
know how geographically
accurate it will be but it will
be a representation, and
there will be display boards
from the students about the
soldiers.

We also have model


aircraft from WWI and a
model of a Navy ship. The
model of the WWI aircraft
is an actual flying model,
and we will have it on static
display.
Weve got quite a few
display boards and display
cases with memorabilia
from WWI.

Arboretum branches out

THE seeds of Ballan becoming


a whole town arboretum are
growing, with designs ready to
go on display in March.
Arboretum Group member
Stephanie Day said different
designs for a town arboretum
were developed by 15 students
from RMIT.
The designs will be displayed
in shop windows in Ballan from
March 18 and run through to
March 21, Ms Day said.
People will see innovative
ideas. Were asking for public
feedback on the designs.
She said European trees planted by early white settlers of
Ballan had become part of the
towns identity with an annual
autumnal display.
I was interested to explore
what more could be made of
Ballans treescape, not only during autumn but throughout the
year, she said.
A while back I visited Singapore and noticed a sign saying
Treat Singapore as your garden. I considered it a thoughtprovoking idea. How could we
engender such a sense of ownership of public space in Ballan?
As Singapore has become a
city within a garden, could Ballan become a township within
an arboretum.

arboretum.
She said a lecturer at RMIT and
recent resident of Moorabool,
Michael Howard, saw an article
in the Moorabool News and approached the Arboretum Group
with an offer to make a whole
town arboretum the subject of
his next design course.
Mr Howard will conduct a

walk through Ballan on Friday,


March 20 at 5pm for people interested in being briefed about
his students ideas, and a book
of their work will be launched
at Expressions of Love Cafe at
6pm.
Ms Day said the book was a
result of a 14-week investigation
by highly engaged students
who developed diverse designs
and solutions.
This is a landscape concept to

unite the town. If the town arboretum is adopted as a concept


or vision then we can leverage
for philanthropic money, she
said.
We think this will boost tourism. Beauty is a very powerful
thing to bring in money.

Its not a monoculture, its


about mixture. Diversity is very
important. This is a gentle way
of enriching our lives.

The flooring of the Blackwood Hall will be


repaired with the announcement of $15,000
emergency funding.
The grant will be provided through the state
governments Public Safety on Public Land
program, which assists Committees of Managements to make public facilities the best
they can be for the use and enjoyment of local
communities.
Member for Macedon, Mary-Anne Thomas,
announced the funding.
Im glad that Government has been able to
move quickly to fix this problem, and that I
have been able to respond to the communitys
concerns, she said.
With the Easter Carnival fast approaching
we wanted to ensure the hall is ready to go.
Woodlands Ward Councillor Pat Toohey welcomed the announcement.
Were very pleased to see the state government has listened to the concerns of the
community. Hopefully council will be able
to address this issue with some support and
further funding opportunities from other
government authorities to see this project, of
urgent repairs of the flooring in the hall, to
make it fit for use once again. We have many
community user groups, senior citizens and
councils mobile library using the hall therefore must be brought up to a standard that
meets the communitys expectation.
There is further funding required for other
initiatives including kitchen upgrades, toilet
upgrades and tank work, but the priority now
is to repair and restore the footings and flooring so people can enter that building safely.

Rotating global
education

A 17-year-old Brazilian student has exchanged her life
in Rio, Brazil for a chance to
experience 12 months within
the Moorabool Shire.
Arriving on Australian soil
in January of this year, Bianca Valinhas has enrolled
at Bacchus Marsh Grammar
for her 12-month stay, and
will reside with Bacchus
Marsh Rotary Club members, Lisa and Scott Foot for
two months before moving
on to another host family.
Since
arriving,
Bianca
has visited the Ballarat
Wildlife Park, played lawn
bowls with the Rotary Club
and taken a school trip to
Queenscliff.
I went to Ballarat to pat
kangaroos, koalas and other
animals. I went to the beach
and I have also been to Melbourne three times to do
some shopping, she said.
I really like the beach, and
the city too, and it was very
exciting to see a kangaroo.

said Bianca had settled in
well and had a number of
things to look forward to,
including a three-week trip
organised by the Rotary
district.
They go away for three

weeks, we dont have a


proper schedule just yet, but
they go from Flinders Street
to Alice Springs, with all the
sight seeing bits in between,
then they go as far as Townsville and see all the beaches
before travelling south back
to Melbourne, she said.

The Rotary Club havent


had an inbound exchange
student for probably three
years now, so its exciting to
have Bianca for the first time
in a while. She is attending
[Bacchus Marsh] Grammar
and they have been absolutely wonderful.

Richardson said the exchange program was a great
way to introduce multiculturalism into the school.
It not only gives students
at the school an opportunity to meet an international
student, but also for an international student to meet
what I consider to be fairly
typical Australian students
at a fairly typical Australian
school, he said.
It gives [Bianca] an understanding of Australian
culture and the Australian
school system, and hopefully some long lasting
friendships are established
over her time here. Its all
about experiencing a different culture.

Suicide
recognise the
warning signs

A community awareness
session on suicide risk and
intervention will be held
at the Ballan Community
House this week.
Katie Lynde, from Lynde
Counselling Services in Ballan, will hold the session on
Wednesday 4 March from
7pm-9pm

A trained Counsellor, member of the Australian Counsellors Association and with


Applied Suicide Intervention
Skills Training through Living Works, Ms Lynde is also
the Board Support Officer
for Moorabool Community
Enterprises Limited and
has previously held community awareness sessions.
I will be giving the talk as
part of educating the local
community on how to recognise the warning signs that
somebody may be at risk of
harming themselves and

how to help them, she said.

Ms Lynde said she would


love to have as many people reached as possible, as
the community has been
touched by the sad passing of a number of people
through suicide in recent
times.

Every 40 seconds, somewhere in the world, a person dies by suicide. In 2011,


2,273 people took their own
life in Australia. This compares with 1,543 deaths by
motor vehicle accident in
the same period, according
to the Australian Bureau of
Statistics. Lets break the silence and get talking. Only
then can we make inroads
to ensuring that we encourage people to reach out if life
gets tough or they need help
or a listening ear.

will include handouts and

Turbine armageddon
angers Don
On one side is John McMahon, President of Wind
Industry Reform Victoria
Inc which is campaigning
for tighter regulations on
the size of turbines and how
closely they can be placed
to homes, arguing that they
cause health problems for
residents.

On the other side is member


for Melton Don Nardella,
defending his governments
plans to reduce the buffer
between turbines and homes
from two kilometres to one
kilometre, arguing that the
wind industry creates jobs
and benefits the economy
and that no research has
so far shown any health
problems.
Mr McMahon says that the

Macarthur
and Waubra are suffering
terribly, but this is just the
tip of the iceberg. There are
already more than 1300 new
turbines planned for western Victoria alone. Many of
these would be very close to
homes. Many of these will
be much larger than even
those at Cape Bridgewater.

Should all of these turbines be built as planned,


there will be enormous impacts on thousands of rural
Victorians. Legal battles will
be fought and politicians
will inevitably fall but, worst
of all, rural Victoria will be
decimated for decades to
come - socially, environmentally and economically.
Property destruction will

also be an unfortunate byproduct, as turbines reaching 40, 60 or even 80 storeys


into the sky will prevent
aerial fire fighting across
literally tens of thousands of
hectares.

Property values will collapse over entire districts


and local council revenues
will decline accordingly. The
idea that large wind turbines
are job-creating is a furphy.
The only significant job creation is in the short-lived construction phase. After that
there is a negative economic
effect. The huge Waubra
wind facility employs only
nine full-time people.

Daniel Andrews should


exhibit true leadership by
seeing beyond the easy
rhetoric of short-term jobs
to consider the far-reaching
long-term downside of allowing large turbines to be
placed too close to homes
and then not allowing EPA
monitoring of turbine noise.

He should facilitate further research to determine


safe setbacks for turbines of
different sizes. He should
improve noise regulations to
include infrasound.
Mr McMahon quoted a
recent study into wind turbines at Cape Bridgewater.

The recent release of the


Cooper Report into the
Cape Bridgewater wind facility provides a significant
step forward in helping the
wider community to see that
infrasound caused by todays large wind turbines is
problematic for those living
nearby.
However Mr Nardella says
that Mr McMahons claims
are illogical, irrational, and
rubbish.
Even the study hes quoting found instances where
people were being affected
by infrasound from turbines
that were actually stopped
- they were asked to keep a
diary, and then they checked

the records and the turbines


werent on during the time
that the residents complained of infrasound and
the effects. Thats the type
of situation that were facing
here.
The results he talks about
did not find that (health effects) at all Cooper just said
like any good consultant
there might be something
there, pay me some more
money or put more money
into research, but no research has ever found any of
this stuff.

be a climate change denier,

He is entitled to his view, but
hes also entitled to be challenged because what hes
saying is just not right.

Mr Nardella says that the


government has stringent
regulations in regards to
turbines, and that the proposed one kilometre buffer
is reasonable.
There may be effects on
neighbours, but its like climate change - theres three
or four per cent of people
that say its not happening,
but does that make the 96
and 97 per cent wrong?
He added that jobs are not
just created in the shortterm, and that even Mr McMahon himself admitted
that Waubra had nine fulltime ongoing jobs.

The wind industry creates


long-term skilled jobs, they
are jobs that wont go back to
China, the maintenance jobs,
the construction jobs cant be
off-shored.

Ramp funding mystery

Woodlands Ward Councillor Pat Toohey has called on


the State and Federal Governments to find the money
promised for Halletts Way
and start work immediately.
Cr Toohey said that since
$7.8 million was announced
by the Federal Government
five years ago to build on/
off ramps for Halletts Way in
Bacchus Marsh, to help improve chronic traffic congestion in the town, the money
has disappeared.
Originally announced back
when Anthonys Cutting was
being completed, he said the
project underwent understandable delays as it was tied
in with a proposed extension
of Woolpack Road through
the Avenue of Honour, which
was then abandoned.
But with subsequent changes of government, both Federal and also State which
committed money to the project, where the funding is, is
still unclear.
Cr. Toohey said Its criti-

cal for the movement and


the plans for further critical
infrastructure and road upgrades throughout Bacchus
Marsh.
Weve been waiting for five
years for a solution to traffic
problems in Bacchus Marsh,
when the original Anthonys
Cutting project was done.
Its very clear that the Halletts Way on/off ramps is a
key component of that and
we call on the new state
government, and of course
the federal government, to
confirm the funding arrangements for that major project
and get on with the job.
Cr Toohey said that a change
of government should not
mean that projects which
have been announced, and
have funding, can then be
abandoned.
The issue is around the sovereignty of government if
the community of Australia
cannot trust in our Federal
Minister of a duly elected
government who announced
funding for a project, then
we have a basic problem with

the governance of Australia.


As one of the fastest growing communities in the state,
its very important that these
projects proceed as a priority.
Its time the people of Bacchus Marsh can expect this
project to proceed, he said.
Member for Melton Don
Nardella told the Moorabool
News last week (24 February
2015) that he will be meeting with VicRoads, the State
Roads Minister and Moorabool Shire Council in coming
weeks to work out the funding issue.
Meanwhile, a joint statement
released by the Federal and
State Governments last week
announced that a new bridge
will be constructed over the
Werribee River in Bacchus
Marsh to improve northsouth flowing traffic.
That bridge is a key component - but the initial critical
part of it is the on/off ramps
for Halletts Way, Cr Toohey
said.

Bridge to tame troubled waters

Joint funding from the state and federal


governments will see a new upgrade to
the Halletts Way bridge over the Werribee
River in Bacchus Marsh.
The Federal Government will contribute
$2.177 million towards the total project cost
of $4.3 million, with council making up the
rest of the funds required.
A joint statement by Deputy Prime Minister Warren Truss along with Victorian
Roads Minister Luke Donnellan announced
the funding for the construction of a new
bridge on a new 1,360m north-south Rd
connection under the $300 million national
Bridges Renewal program.
The value of these upgrades in small communities is directly reflected by the quality
of proposals received from local councils,
with 12 of the 18 Victorian successful projects being from councils across the state,
Mr Donnellan said.
Moorabool Shire council Mayor Paul Tatchell agreed, saying the funding is the result
of a job well done.
Its been a good outcome, a good result
- it certainly takes pressure off councils
budget.
A lot of work went into the application,
council was in talks with the Federal Minister, all the councillors were involved, and
Phil Jeffreys put together a very conclusive
application - its a team effort.

aware of the announcement until contacted
for comment by the Moorabool News.
Councils General Manager of Infrastructure Phil Jeffrey said council is
pleased its application was included in the
announcement.
Council is also contributing significant
funds to this project that will cost in excess
of $10 million, he said.
This announcement is a significant step
in achieving the road link and design,
with preplanning work for the project well
advanced.
Mr Morris also welcomed the funding.
I am delighted to see this funding from
the Federal Government for a vital piece of
road infrastructure in Bacchus Marsh.
It emphasises the importance the Federal
and State Coalitions place on improving the
road network in Bacchus Marsh. We understand the congestion, safety problems and
growth limitations posed by the current
roads.
Mr Nardella welcomed the announcement.
This is good news for Bacchus Marsh and
for the construction of the Halletts Way
from north to south, making the connection
between our communities easier.
I thank both the Federal and State Governments for looking after the people of
Bacchus Marsh, he said.

Gloves are on for the Halletts Way battle

As the debate over longpromised funding to build


on/off ramps for Halletts
Way in Bacchus Marsh heats
up, Moorabool Shire Council Mayor Paul Tatchell has
called for calm.
Both sides of politics need
to look at the chronology of
this thing and then reconsider their positions, he said.
What we need is both parties to sit down and have a
logical discussion.
This is a relatively new
government, and we need to
give them the opportunity
to work out the funding and
what was put in place with
the previous government lets take things slowly and
not get too excited.

last week to commit to the
previous Liberal governments $35 million project
which involves upgraded

achieving this package of
upgrades. It has been agreed
to for good reason and now
the current Government sees
fit to ignore this, he said.

Traffic Improvement package was announced in
March 2014 and was part of
the larger Anthonys Cutting
Project allowing Bacchus
Marsh to act on its potential
as a growth corridor as identified in the Melbourne Planning Strategy.

impact on community development, liveability and wellbeing in the Shire.
Funding is available for up to $25,000 with preference given to those that demonstrate:
A contribution toward the cost of the project by cash or in-kind support,
The leveraging of funds to support external funding opportunities,
A strategic basis - the project is detailed in a community plan, master plan or strategic plan.

A stray, three-legged dog


has been embraced by a new
family after council officers
impounded her at the Moorabool Shire Animal Pound
last December.
Abby, a bull terrier x cattle
dog was impounded just
after Christmas, following a
number of unsuccessful attempts to locate her owner.
Councils Community Safety officers placed pictures
of the special pooch on the
Moorabool Shire Pet Adoption Facebook page, however
despite a vast level of interest, it was only in recent days
that a suitable home was
found.
Community Safety Officer,
Shannon Walsh said they
were delighted to see Abby
had been given a new home
with Bacchus Marsh residents, Taylah and Jordon.
When Abby came to us,
she required a number of vet
visits, and had treatment for
skin issues, which improved
her skin dramatically, he
said.
She was de-sexed and received treatment for arthritis
in her hind legs. She finally
required someone special to
make her part of their fam-

Abbys new owners met the
three-legged canine in December, when they attended

Talking 2041 to the people

When it comes to finding
out how Moorabool as a
Shire will look in the future,
Council is taking it to the
people.
By 2041, Moorabools Shires
population will double to
55,076 residents; the areas
of Bacchus Marsh, Darley
and Maddingley will be
home to 31,751 residents
and a further 9,861 will call
the district of Bences Road,
Hopetoun Park, Long Forest
and Parwan home.
The population in the rural
areas of the Shire, primarily
in the west, will also grow to
7,476 - with almost 2,000 new
residents moving to this part
of the Shire.
As part of the Talking 2041
campaign, council is seeking
feedback from residents to
help plan for the future and
throughout February and
March is holding consultation sessions in the Shires
small villages and towns.
A session held at Wallace on
Tuesday 10 February saw a
good turnout of up to 20 locals, said West Ward Councillor Tom Sullivan.
It was positive there
was a fair bit of excitement
in the room for the future
prospects of Wallace and I
think there was also positive
comments coming from the
community with respect to
the benefits that this process
might bring for 2041.
He said that having a sewerage system in the town was
a major talking point and
while council does not have
the resources to fund a small
town sewerage scheme, it
is willing to advocate and
lobby for one.
Council is keen for this
I see it as a great opportunity to allow development
to occur in these towns
particularly if sewerage for

goes ahead because it would
open up opportunities for
sustained growth in these
towns.
When you think of the location of where these towns
are, they have a great opportunity for development
and sewerage would allow
unlocking of some of that
potential.
Cr. Sullivan said that because the public had only
short notice to attend, that
another session will be held
in Wallace on Thursday 19
March with the location and
time to be announced.
A session held at Bungaree
on Tuesday 17 February saw
up to 40 people attend, with
locals taking advantage of
the presence of council officers to ask questions about
potential growth in the area.
Cr. Sullivan said he believes
the community is very supportive of that and said one
of the comments was get on
with it - we want to make
this happen.
I found it a very positive
meeting and I think there
was a very positive vibe
about the place.
He said that the amount of
land locked down by water
catchments and state parks
which cover nearly 80
per cent of the shire was
brought up as a hot topic.
We discussed the fact that
limited opportunities for development have forced out
young people who couldnt
come back to the town because they couldnt build,
the fact that now the population is older they are having
to move out because theres
no services locally, the potential for development
would assist in both those
instances.
One person was saying
that when they came there
40 years ago there was about

20 kids on the bus going to


Ballarat and theres only
one now; theres not a lack of
opportunities, theres lack of
opportunity to build in the
town and having natural
gas and sewerage and the
ability to build would help
that.
Mayor Paul Tatchell also
attended both of the consultations, saying they are a
promising start to the consultation process.
Having the management
sit alongside the Councillors
has proven to be an efficient
tool in terms of clarifying issues raised in a positive format. The local residents have
been active and enthusiastic
in their approach with consistent viewpoints.
This type of coal face
Council work puts the steering wheel firmly in the grip
of those willing to drive their
regions into the future. The
future of the small towns
strategy can and should be
driven by those that live in
the regions and is simply
a case of turning the local
conversations into positive
actions.
I am looking forward to
taking on-board all of the
views of the towns in the
region, the future of this
Shire needs to be developed
holistically - balanced by
our diversity and driven by
inclusion.

- are among the communitys ideas in planning for Bacchus Marsh come the
year 2041.
It was all part of the first stage of Talking 2041 a Moorabool Council initiative
to engage the community in identifying the communitys priorities for managing
an almost doubling of population in the Bacchus Marsh region through to 2041.
The answers were given in short postcard surveys completed at primary and
secondary schools, council facilities, local retailers, the Strawberry and Cherry
Festival and the Bacchus Marsh Train Station as well as at two community
workshops.

150 years of service to families celebrated

CHILD and Family Services


(CAFS) celebrated 150 years of
service to families living in Ballarat and surrounding districts
including Moorabool last week.
CAFS CEO Allan Joy said: We
aim to take this special year as
an opportunity to maintain and
enhance our legacy; one based
on community support, ownership and governance.
CAFS first began in 1865 as the
Ballarat and District Orphan
Asylum, a charitable institution
founded by the community to
care for children in need following the turbulent gold rush
period. Over the years it was
branded as the Ballarat Orphanage, Ballarat Childrens Homes
& Family Services and finally
Child & Family Services Ballarat
(CAFS).
CAFS has had a formal presence in Bacchus Marsh for decades and an informal presence
for decades prior to that. Ser-

vices were offered from centrally leased premises at 12 Grant


Street, Bacchus Marsh from 1996
to 2006, until new premises were
built at the current site 52 Grant
Street.
CAFS began its services by
caring for children in need,
which it continues to do, but in
recent years has diversified by
providing services for problem
gambling, financial counselling, family violence prevention,
homelessness and supporting
families.
CAFS currently runs 42 programs, employs around 185
staff and has 250 wonderful volunteers supporting CAFS and
Wozzles Wearhouses. CAFS is
also a major regional employer,
Mr Joy said.
I would like to thank all of our
supporters who have helped us
on our journey to become the vital community service organisation we are today.

To commemorate 150
years, nursery rhyme
paintings by the
Henderson brothers were
returned to CAFS from
Ballarat Health Services.
BHS acquired seven of the
paintings 50 years ago,
which form part of a series
of nine. The collection of
nursery rhyme paintings
dates back to the 1920s
and was believed to be
donated to Ballarat
Orphanage when the
Kenny Toddlers Block was
built. CAFS is seeking any

remaining paintings:

Victoria is currently facing a dementia epidemic. In 2013, there were around 75,000 people living with
dementia in Victoria. This number is projected to increase to almost 246,000 by 2050, unless there are
medical breakthroughs.
What is Dementia and who gets it?
Dementia is the term used to describe the symptoms of a large group of illnesses which cause a progressive
decline in your ability to carry out daily tasks that you used to fi nd easy. It is a broad term used to describe
a loss of memory, intellect, logic, communication skills and what would be considered normal emotional
reactions.
Who gets dementia?
Most people with dementia are older, but it is important to remember that most older people do not get
dementia. It is not a normal part of ageing. Dementia can happen to anybody, but it is more common after
the age of 65 years although people in their 40s and 50s can also have dementia.

I have recently completed
watching a DVD entitled Underwater Universe Season
One, which I borrowed from
the Melton Library. It is very
interesting and informative.
There are creatures we have
not even dreamed of underneath us. It is explained that
we have not even touched
half of what is right here on
Earth! Why cant we spend
the money we use to explore
the places that we might
visit? As far as I am concerned, spending millions (if
not hundreds of millions) of
dollars exploring space that I
see only a chosen few special
people will ever visit.
Just think of what we might
be missing. We just dont
know what may be right
here.
Write to your local councilor and even state politician. Ask them what they

Ballan will soon be home to
Australias first gay, lesbian and
transgender retirement village
as plans for the Linton Estate
development are unveiled.
The $26 million Linton Estate
project is set to comprise 120
single storey two to three bedroom
independent living units, a village
mini bus, a 24 hour a day emergency
system seven days a week, a club
house and an open air theatre.
A multi-million dollar leisure

centre will house a tennis court,


bowling green, swimming pool,
spa, gymnasium, caf, restaurant,
piano room and business centre.
The development is set on a
17.5 hectare site and will involve
environmentally friendly design
features including solar hot water
systems, grey water systems, water
tanks and solar power along with a
storm water lake and creek.
Linton Estate Managing Director
and majority owner Peter Dickson
said the idea for the Estate was first
formed 16 years ago.

A sign has gone up at the site of
Australias rst gay, lesbian, bisexual,
transgender,
intersex
(GLBTI)
residential village to be built near
Ballan.
Stage 1 of Linton Estate is advertised as
now selling, with homes starting from
$399,000.

The lifestyle village that is open to all,

The site, at the crossroads of BallanDaylesford and Old Melbourne


Road, is estimated to cost around $30
million and will feature more than 100
residences as well as on-site services
including security, medical alerts, and
a community centre with recreational

activities.
A permit was rst granted for the
project in 2008 but it experienced
delays with designs and with altering
its status from a retirement village to a
residential village.
Project developer Peter Dickson
declined to comment on the release of
stage one until after the airing of an
exclusive about the project on the ABC
TV 7.30 program.

Police pursuit ends in ditch

A police pursuit through Gordon has


ended in three males being questioned
by police.
The incident began in Ballarat on
Thursday 19 February at about 3.30pm
when a car was pursued at high speeds
but the chase was called o after just
one minute because it was occurring
during school trac time.

at high speed and engaged another
pursuit.
It went back towards Yendon and
turned left down to Lal Lal, it took a
couple of back roads and then came
back onto the Corroden-Lal Lal Road
but then it turned a corner and tried to
avoid another vehicle and went into a
ditch, Snr Constable Young said.

Three intoxicated males all aged in


their 40s and from Ballarat, were in the
car.

An ambulance was called when the


driver complained of back and neck
pain and he was airlifted to the Alfred
Hospital and released the next morning,
while the other two occupants were
taken to the Ballarat Base Hospital.

The driver is yet to be interviewed and


enquiries are pending.

Moorabool residents have been warned of the seriousness of drink driving, after nine DUI related offences
were heard in the Bacchus Marsh Magistrates Court last
Friday.
Three out of the nine offenders, who recorded bloodalcohol readings of 0.072, 0.068 and 0.085 during preliminary breath tests in 2014, applied for the removal of
the alcohol interlock device, stating that their drinking
habits had been altered so that they only drank in excessive amounts on special occasions.
However Magistrate Andrew Capell warned the defendants that this was not an applicable excuse.
Thats three for three people who have said that they
only drink on special occasions, he said.
But what is a special occasion? Every Friday may well
be a special occasion for some.
Magistrate Capell granted the applications, however
stressed the seriousness of drink driving, stating that
next time they may not be so lucky.
Meanwhile, two of the DUI related offences were documented on either a Saturday or Sunday morning of 2014,
with each of the defendants stating that they had miscalculated the amount of drinks they had had the night
before.
Two Victorian licenses were disqualified for a period
of 12 months, and four license eligibility applications
were approved, however Magistrate Capell said that it
was the sole responsibility of the drivers to understand
how long it takes for alcohol to leave the system before
getting behind the wheel of a vehicle.

the Year award.
On Monday, February 16
the Lions Club of Bacchus
Marsh awarded the 17-yearold with the John Cadzow
Memorial Youth trophy,
during the award ceremony
held at the Royal Hotel, Bacchus Marsh.
Lions Youth of the Year coordinator Len Murfitt said
the late John Cadzow was
an esteemed member of
the Lions Club of Bacchus
Marsh, committed to assisting youth in the Bacchus
Marsh community.
Sarah competed against fellow Bacchus Marsh Grammar students, Leyla Chapman, Marcus Macklin and
Andrew Lock, and Bacchus
Marsh College students
Sophie Antonello and Josh
Hayward.

The Youth of the Year

an outstanding youth to
be an ambassador for Australia and travel overseas
under the auspices of Lions
International.
Mr Murfitt said the entrants
were judged on a variety of
aspects.
The criteria involved assessing their personality,
leadership skills, academic
prowess and general knowledge, their involvement
in the wider community,
including sporting and cultural activities, and public
speaking.
Sophie Antonello, of Bacchus Marsh College was the
winner of the public speaking section.
The 2015 judging panel consisted of La Trobe University
Senior Lecturer, Dr Chris
van der Poel, Solicitor, Pauline Madden and Grow West
facilitator, Helena Lindorff.

der Poel said he congratulated Sarah and Sophie for
their achievements, and
wished Sarah well as she
progresses to the next level
of the program in the coming weeks.

The sun was up, the temperature rose and by the time
the clock had struck 11am,
the car park was already half
full, with a steady stream of
visitors progressing down
Racecourse Road to the Ballan reserve.
Another large crowd attended the day and were
greeted with many exhibits
and displays.
The BSA motorcycle club

made their annual pilgrimage, as did the Bacchus


Marsh Holden Car club.
As always the old tractors
were put through their paces
on the track, trying to record
that Full Pull!
Butter churners, hay baling
and steam engines, of all
shapes and sizes, showed
the newer generations how
the older generations farmed
and lived their daily lives.

Looking to the skies, remote controlled airplanes,


helicopters and jet-fuelled
planes entertained the two
year-olds through to the 82
year-olds.
The Ballan and District Vintage Machinery Club hold
two events throughout the
year and the next event is a
big Swap Meet at the Racecourse Reserve on Saturday
7 March from 8am.

Trains
are not
toys

THREE Ballan youths were


involved in a near miss with
a train at the Ballan Station
crossing on January 16.
The incident occurred at
around 9.55pm and was
reported to Bacchus Marsh
Police.
The three youths were
included in V/Line figures
released last week which
showed there were more
than 20 pedestrian near miss
incidents in January.

The high number of near


misses has prompted V/Line
to issue a safety warning to
pedestrians near train lines
and level crossings.
V/Line Chief Executive
Theo Taifalos said train lines
and level crossings were not
the places for games.

This
behaviour
is
extremely dangerous and
its a frightening example
of pedestrians dicing with
death, Mr Taifalos said.
The consequences could
have been fatal, he said.
Mr Taifalos said not only
are people risking their
lives, but these incidents also
affect train drivers.

Market grows community

Ballans Farmers market is
booming and the town itself is
benefitting in turn.
Since September 2014 the market has donated more than $1000
to local organisations as part of
the give back to the community
strategy adopted by the Ballan
Farmers Market Committee.
Amanda Sfetcopolous, Chair of
the Committee, said that recipients of donations from the Market have included Ballan District
Health and Care and the Ballan
Mens Group.
It is our policy, now that the
market is self-sustaining, to be
able to support local organisations and charities, she said.
Ms Sfetcopolous said the committee and the volunteers, who
help run the market on the second
Saturday of each month, agree
that the policy is a way of saying
thank-you to the local community for supporting the Farmers
Market, now in its fourth year of
trading.
Each month, visitors to our
market enjoy a variety of fresh
produce, entertainment from local musicians, friendliness, and
a feeling of community spirit. We
think it only fitting that our community should benefit from this.
Ballan District Health and Care
received around $400 but was unable to say where the funds had
specifically been spent.
When accepting the contribution to Ballan District Health and
Care, Wayne Weaire CEO told
Market Treasurer Carol Saffer
that it will enable us to provide
timely support to families who

are in particular need at Christmas time and throughout the


year.
Ms Saffer said that the two markets so far this year have gone
well, with 800 people attending
the February market and the next
market being held on Saturday
14 March, at Mill Cottage from
9am-1pm.
We conducted a postcode survey to establish where people are
coming from and the majority
are local, from Ballan, and we had
a large contingent last week from
Bacchus Marsh, and from Gordon
and Greendale; weve also realise that we have quite a diverse
spread as well, we had people
from Torquay and Doncaster.
And we have quite a big following on Facebook it brings outsiders into the town, and were quite
pleased about that, she said.
Proceeds from the March market will go towards an inaugural
$350 prize to be awarded at the
Art Show as part of the Ballan
Autumn Festival.
Its for any medium photography, sculpture, painting - we will
award our prize to the medium
that gives what we like to think of
as the core part of the market, the
community feel.
When we ask what it is about
the market that people particularly like, the response is they like
the community feel and thats
what were going to be looking
for when we judge the prize at the
art show. We want to see something thats not a portrayal of the
market necessarily, but that captures the community spirit of the
market.

Wave energy an emerging technology


I must say that for much of
my time thinking and writing about climate change I
presumed that because climate change is a threat to all
of us, the people with power
would come to their senses.
I thought that the rich and
famous would wake up and
join us. I am not so sure now.
People who have vested interests in power and privilege could well hold on to
their position and even fight
for it. They will not join the
rest of us. While in the long
run we will all suffer, for the
near future those who currently run our world will use
their money and influence to
save themselves this also
goes for rich countries and
the way they will treat the
poorer countries. An example of the wealthy looking after themselves in this

future scenario might be


well illustrated in a recent
incident. In the US, insurance companies have begun
dispatching teams of private
firefighters to their highend customers when their
mansions in California and
Colorado are threatened by
wildfires. So what I am now
seeing is that the wealthy individuals and countries will
use their power and wealth
to preserve themselves and
their loved ones too, and to
hell with the rest. Is this too
pessimistic?
Before continuing with the
saga of the effects on the
planet as we continue to
warm it, some good news of
actions taken that will slow
this heating. Following successful testing last year, the
Perth Wave Energy Project
was switched on recently,

HMAS Stirling. As the CEO
of the company said This
is the first array of wave
power generators to be connected to an electricity grid
in Australia and worldwide.
He went on to say, During
the testing phase, the first
240 kW peak capacity CETO
5 wave unit operated successfully for more than 2,000
hours.
Clean Energy Council Chief
Executive Kane Thornton
said Wave energy is an
emerging technology with
huge potential. Investment
in early stage technology
development is vital for new
renewable energy technologies, like wave energy, to
reach their full potential.
Mr Thornton went on to say
that the review of the Re-

newable Energy Target was


casting a shadow over the
future of the renewable energy industry in Australia.
The entire renewable energy industry urges the Federal Government to bring an
end to this review and lock
in a strong future for renewable energy in Australia,
said Mr Thornton.

Sheet is 4 kilometres thick in
parts and holds enough water to raise global sea levels
by more than 50 metres. In a
4 degree warmer world this
is possible and combined
with the melting of the ice
on Greenland would raise
the ocean by 65 metres. In
this scenario New York and
its ilk are just a memory.
Could this happen, possibly
not, but when the last time
the world was 4 degrees
warmer there was no ice at
either poles. In this 4 degrees
warmer world China, as rapidly as it is growing and as
commercially successful as
it has been, will see its agri-

cultural production collapse.


Mass starvation would be
an ongoing crisis in the 4
degree warmer world. While
severe droughts have happened in the past some of
the survivors have managed
to escape the mayhem and
find the greener pastures
elsewhere. There is no elsewhere for us to go in this 4
degrees warmer world. Also
in this 4 degree warmer
world the worlds weather
will go increasingly haywire
with wilder storms - and ask
Queenslanders about wild
storms.

New REIV data shows solid
price gains across mid-sized
houses and units in regional
Victoria last year while in
Melbourne, larger homes
saw greater price growth.
Across the states towns
and cities, two-bedroom
houses delivered the greatest gains with median prices
up 6.6 per cent in the past 12
months. This compares to
growth of about six per cent
for three-bedroom houses in
regional areas. Meanwhile,
in Melbourne, inner and
middle suburban buyers
showed a clear preference
for larger, three and four
bedroom, houses.
It was a similar story for
units and apartments.
In regional areas, smaller
units saw the greatest median price growth, while
in the city buyers opted for
larger units and apartments.
In Melbourne, three-bedroom homes showed the
strongest 2014 price growth whereas across regional Victoria three-bedroom units
grew at a lesser rate (4.6 per
cent) than two-bedroom (5.1
per cent growth). And onebedroom units led the way,
delivering 6.1 per cent median price growth over the
year.

Given the importance of


factors such as location,
nearby infrastructure and
the quality of the home, it is
no surprise that there were
great variations across the
state.
Three-bedroom homes in
central Ballarat, where buyers are looking to enjoy the
provincial lifestyle and still
be within commuting distance of Melbourne, were in
the top 10 for capital growth
in Victoria, Melbourne suburbs included, in the most
recent quarter.
Its December quarter median price of $325,000 for a
three-bedroom house was
up 10.2 per cent while over
the 12 months, the increase
was 14 per cent.
Other strong median house
price performance for threebedroom homes in 2014 included Apollo Bay, Benalla,
Buninyong, Bendigo, Drysdale, Geelong, Metung and
Woodend. Its important to
note though that the number of sales varied across
these areas, with fewer sales
recorded in the smaller
locations.
But this new data is a very
helpful reference tool for
house hunters looking to
enter the market in coming
months. While it is always
important to realise that an
areas median price does not
necessarily mean that is the
price every home sells for, it
provides an indication of the
size of homes and locations
within larger towns in particular that are attracting the
highest median prices.

Parks Victorias conservation management to restore and
protect park habitat includes the control of introduced
plant and animal species. As part of an ongoing strategy,
notice is hereby given that Parks Victoria will be laying
buried baits containing Sodium Monofluoroacetate (1080
poison) on public land for the control of foxes. Baits
containing 1080 poison will be laid from Monday
9 March 2015 until Monday 6 April 2015.
Baits will be laid at strategic sites and other known areas
of fox habitat within the Brisbane Ranges National
Park and Steiglitz Historic Park.
1080 poison signs will be posted throughout the baited
area and members of the public who are living, visiting
or working in the above named areas are advised to
take particular care not to disturb or interfere with
bait stations. Domestic dogs and cats are particularly
susceptible to 1080 poison and should be under effective
control, muzzled or kept away from the baited areas.

The bowling and fielding pressure was
incredible with Cody Gates taking three
wickets and with other players taking a
wicket each with two run outs, including an
incredible direct hit from Jack Johnston.
Clint McEgan and Cody Gates made their
highest scores of the year and helped the
team on the way to the first win of the season.
This win and the celebrations from the
players afterwards shows how much this
meant to the team and will help them going
forward in their junior careers.

Darley Cricket Club

Results
The final round of the
Melton Junior Cricket Association concluded last Friday
with both Darley Pride and
Roar advancing to the finals
in first and second place
respectively. Darley Cubs
narrowly missed out in fifth
spot after a great season.
With half of the last round
to go in the Ballarat competition, all but one side know
their fate. The Second XI and
Under 14s are through to the
finals, whilst the Under 16
Gold require 119 runs with
seven wickets to spare to
play finals.
After being sent in to bat at
the Western Oval, the First
XI were bowled out for 65
and have a big task ahead to
reign in Brown Hill, whom
are 7/295. Tim Hughes on 24
not out was the only shining light for the Lions with
the bat, whilst Ryan Ali 3/72
and Matt Cape 2/44 were
the highlights with the ball.
Former international, Shane
Harwood, single-handedly
took the game apart with
4/16 with the ball and 134
with the bat.
The Second XI started the
round in fourth spot just
one point below Brown Hill.
Brown Hill were sent into
bat at Darley Park and the
hosts wasted no time asserting their intentions having
the visitors 3/5 then 5/17. A
small fight back in the sixth
wicket saw Brown Hill get
to 53 before Darley struck
again and quickly bowled
the visitors for 68 off 43
overs. Ben Longhurst 4/19,
Corey Beaton 2/11, and Rohan Parag 2/13 were the pick
of the bowlers. Darley batted
smartly for 36 overs firstly
ensuring a first innings win
to secure their finals berth,
and then to set up a chance
for an outright finishing the
days play on 3/131. Keen for
the three votes, Ben Longhurst shone again scoring 63,
whilst youngster Zac Ticehurst is looking to build on
his unbeaten 39*. Third spot
on the final ladder is now
secured, and outright win
(depending on other results)
could see the side climbing
back into first spot.
The Third XI sent Brown
Hill in to bat at Progress Park
and struck early having the
home side 1/6 then 2/18. Two
big middle order partnerships saw Brown Hill get to
6/162, before Darley fought

out for 208 off 49 overs. An
epic spell from skipper Craig
McDonald with 6/61 was the
highlight of the bowling
innings. Chris Mackenzie
also chipped in with 2/33 as
did Zac Butters with three
catches. The Thirds are 5/98
in reply, and have a big task
ahead to finish of the season
with a win, but with 80 overs
and batting stock available,
a win is very possible. Travis Stephenson, 30, was the
highlight so far in the batting innings.
The Fourth XI were looking
to capitalise on their postChristmas form with the
home match against Brown
Hill at Civic Hub Oval. Sent
into bat by the visitors, Darley were bundled out for
27 in the 33rd over. Despite
some determined batting
from Andy Bird there was
little to take from the innings. Despite the perilous
position, the home side dug
in with the ball, and whilst
only managing one wicket
for the day, they were able to
restrict Brown Hill to 131 off
37 overs, and will look to restore pride on the final days
play this Saturday.
Under 16 Gold face potential
elimination from the finals
race in this last round match
against top placed Brown
Hill at Civic Hub Oval. Currently in fourth position, a
loss could see the side slip
to fifth spot if other results
dont go their way. Brown
Hill won the toss and batted
well to get to 1/70. The young
Lions were determined to
make their own destiny and
fought back taking regular
wickets to bowl out the visitors for 127. Mitchell Ward
4/31 and Jai Stephenson 3/17
were the highlights with the
ball. With just five overs remaining for the day, the Lions were keen to consolidate
the day and set up for a big
finish this Saturday. Brown
Hill had other ideas, and
swooped in with 3/9 to finish the day. The Lions have
the batting stock available to
fight this out for a win rather
than rely on other results to
make the finals.
Under 16 Blue were keen
to finish off the year with a
bang playing last placed East
Ballarat at Russell Square.
After winning the toss and
electing to bat Darley had
trouble maintaining partnerships and were bowled
out for 85 with Baidon Leonard unbeaten on 16. Darley
responded well with the ball
taking the first three wickets
cheaply to have the home
side reeling at 3/11, however
the middle order took charge
and East Ballarat passed the

Galea again bowled well returning figures of 2/15.
The second placed Under
14s took on first placed Buninyong away. With just three
points separating them, a
win means everything to either side despite both having
guaranteed a finals berth.
After electing to bat, Darley
were in a commanding position with 2/82 at the split innings break, and capitalised
afterwards having the home
side at 6/89 at the close of
play. Connor Ascough with
36 not out is the highlight so
far with the bat and Jordan
Monaghan is the standout
on 3/7 with the ball.
The Darley Cubs took on
Darley Pride on the Turf
Wicket at Darley Park. The
Cubs managed 59 with
Rockey Hoey the highlight
with the bat on 16, whilst
Dylan Cooper 2/3 was the
highlight for the Pride. The
Pride managed 110 after
unbeaten innings by Brodie
Ward 18* and Bailey Young
14*, whilst Lane Havelberg
3/14 and Ben Taylor 2/9 did
the damage with the ball for
the Cubs.
Darley Roar hosted the expansion side Eynesbury at
Civic Hub Oval and bowled
really well to restrict the
visitors to 126. Jyson Fawcett 2/7, Ryan Densley 2/15,
and Michael Bill 2/16 were
the highlights with the ball.
Very strong batting across
the order from the home
side ensured a big score of
7/216cc. Ryan Densley 40*,
James Martindale 26*, Will
Johnson 25, and Noah Simmons 20 were the highlights
with the bat.
After the Home and Away
Season in the Melton Junior
Cricket Association, Darley
Pride finished first on 51
points and will most likely
host Melton West Saints,
whilst Darley Roar finished
second on 45 points, and will
most likely host Centrals
White. Both matches will
take place on Friday night so
check the website later in the
week for confirmation of the
venue and opposition.

Final in two weeks time,
whilst the loser would play
in the semi-final next week
in a knockout game.
Avenue jumped out to an
early overall lead due to
Bill Hawkens rink having
a commanding lead of 20-0
after only seven ends and
Frank Pomeroys rink being
14-6 up after ten ends. The
other two rinks, skippered
by Glenn Davies and Charlie
Grant, had more of a battle
on their hands with Charlie
Grants rink gaining valuable shots after the tea break
to run out winners by 12
shots, whilst Glenn Davies
rink battled on to gain a one
shot victory.
Frank Pomeroys rink lost
their initial buffer, losing
seven of the last ten ends,
however they were good
enough to hang on by two
shots. It was a different story

for Bill Hawkens rink who


only surrendered nine ends
to their opponents for the
day to run out winners by 17
shots.
The Avenue side now has
a week off before the Grand
Final.

On the back of successive
losses, Avenue had their
backs to the wall in a sudden
death game against Linton,
their conquerors just two
weeks ago.
Avenue held the early ascendancy with Bob Delaneys rink jumping out to
a 9-0 lead after seven ends,
Alan Thistlethwaite leading 18-6 after 11 ends, Peter
Glass rink being 16-5 after
13 ends and Dave McKendrick leading 9-6 after
ten ends. Unfortunately it
wasnt all smooth sailing for
Avenue from those points on
with the Thistlethwaite rink
losing their focus over the
final ten ends of the game to
go down by four, whilst the
Delaney rink also lost their
way over the final ten ends
to go down by seven.
Fortunately, Peter Glass
rink held sway all day, despite dropping seven shots

on the 19th end. However


their opposition only won
another six ends for the day
allowing the Avenue rink to
record a 31-16 victory, which
along with Dave Mckendricks rink which lost the
lead on the 15th end, got the
lead back on the 22nd end
and held on to win by five
shots. This enabled Avenue
to win by nine shots overall and book a place in next
weeks cut throat preliminary final.

Led by a strong performance
from Peter Kays rink, which
had an excellent 15 shot win
(32-17) and Brian Bullens
four shot win (24-20), Avenue were able to overcome
their opposition by 13 shots
and book a Grand Final spot.
Oscar Mauff led his rink to
an honourable draw, whilst
Ron Millington came back
from being 14 shots down
with three ends to play to
only lose by six shots, in a
remarkable comeback.
The team will have a week
off before the Grand Final in
two weeks.
