The recent pilferage of official
records from the Ministry of
Petroleum and budget inputs in
ShastriBhavan in New Delhi reveals
shocking and frightening nexus. It is
like an organised industry.
Eventhough there have been a strong
physical security by Industrial
Security Force, protecting the vital
installations of information systems
are abysmal and low key affair which
has been handled very carelessly.

Wikileaks is the most apt and


striking example where a developed country like United States
faltered and failed miserably in their upkeeping of secret
information in the grey area of cypher crime which shocked
United States and the entire world to a great extent. It paved
way for vital ramifications in the entire world to pass on sensitive
and secret information which were stored. The government
offices normally have liberal access to vandals and marauders
who are regular visitors than the genuine business visitors.
In the early 1950s, Rajaji, the then Chief Minister of
composite Madras state issued an official order that the ruling
party members should be kept away from the premises of
Secretariat building which curtailed the entry. Only the real users
were allowed in the government offices. Greasing the palms to
peons and security staff stationed there to gain unauthorized
entry or to seek information is an ageold practice. The important
secret document which were stolen show that the government
department can be easily subverted by vested interests for
corporate gains. This is the case with regard to other government
departments also whether state or central. There are two kinds
of pilferage, one for public causes often leaked to press and the
other is corporate espionage which is a well organised network
for profiteering as the real motive behind.
The National Security Adviser, AjitDoval has categorically
revealed in last October how secret informationare leaked to
the media. He warned the media from publishing information
which impinged on the nations security aspects that are
dangerous. The system should be made more strong and
secretive that the important documents are not left behind in
tables or stored in open cupboards or almirahs. The staff should
be more disciplined in protecting valuable documents and should
be made accountable. The secret documents should be stored
carefully keeping high standards of security. Eventhough the
Delhi Police have cracked the ring and arrested some persons,
the actual beneficiary still to be identified,which is a lengthy
investigation. The company charged already distanced itself from
the arrested executive. Hence it is very difficult to make a shift
delivery of justice to the state in view of witnesses to be proved
with proper evidences beyond doubt. Modi government deserves
all praise for its proactive to probe all aspects under surveillance.
The system should be made more strong, protective and foolproof
enough that there should not be any laxity or aberrations in its
implementation of preserving secret information. The
investigation by the Delhi Police should be more thorough and
book the offenders viz., the big fish behind,and always escaping
criminal justice.
The centre has now woken up and decided to take firm
measures which is appreciable. Strict adherence to security
instructions and laid down procedure for handling and disposal
of documents were decided and the Joint Secretary will be the
departmental security officer. Security audit of computers will
be done periodically by Department of Electronics and IT. All
documents will be stored in locked safe which will only be
handled by a senior officer. Beyond all these factors, honesty of
officers and employees are more desirable.
