fellowship for Dr. Chen Tao because as Deputy Provost I have oversight for Ph.D. Education and
some aspects of postdoctoral education at Penn. Unfortunately, I cannot be of much help to you.
There are no centrally-awarded postdoctoral fellowships given at Penn. Most postdoctoral
fellows are appointed, and work, under the supervision of an individual faculty member who
agrees to serve as the fellow's mentor. Financial support for a fellow is derived from the faculty
member's research or training grant. Therefore, the best way of obtaining a postdoctoral
fellowship is to write directly to an individual faculty member or to the department or program of
interest. I would also suggest that Dr. Tao visit the School of Medicine's website that lists open
postdoctoral positions (it also includes postdoctoral opportunities in Veterinary and Dental

Dear President Gutmann,
Thank you for your letter of September 15, 2005. Your story and family history
are moving. I fondly remember my association with the Philadelphia area Jewish
community. As a young entrepreneur in the 1980s, I owe my success to that connection.
I am disappointed with Penns decision to eliminate the Wharton Evening School.
The evening program began in 1904, and is a 102 year-old tradition. Diversity will suffer
at Penn as a result of the closing. Enclosed is a copy of Anita Hendersons letter denying
the completion of my BBA degree.
As a fifteen year-old high school student, I spent three days at Penn participating
in a junior science and humanities program. Upon graduating high school I did not
attend college due to socioeconomic factors and a craniofacial disorder that inhibited
speaking. Instead I labored at the US Steel Fairless Works for a year. Eventually I
landed a job managing a car dealership owned by a Jewish man.
Within a few years I started my own business, studied at the Wharton Evening
School, and obtained reconstructive surgery. At Penn I met Jordan Peiper, my business
law professor. He was a friend, and counsel to my business interests. However, after
earning my ABA, events caused me to question my education.
One such event was the fall of Wharton icon Michael Milken and his subsequent
criminal conviction. I still recall when his portrait was removed from Steinberg-Dietrich
Hall. Another was more personal, when Wharton professor Jordan Peiper was jailed for
stealing from a clients trust fund, and subsequently disbarred.

As an antidote to Penn, I moved west and earned a BA from The Evergreen State
College, Olympia. Contemporaneously I commuted to the Oregon Health Sciences
University, Portland, to continue craniofacial habilitation. There I met Dr. Ningyi Li, a
visiting scholar from the Peoples Republic of China. Dr. Li is chairman of Oral and
Maxillofacial Surgery at Qingdao Medical College Hospital.
On February 24, 1997, I wrote to the Wharton Alumni Club President for the
Peoples Republic of China, Professor Wang Xi, in an effort to utilize the much touted
lifelong relationship of the Wharton global network. Dr. Li also wrote Professor Wang
Xi on my behalf, in his native language. Wang Xi did not respond to either letter.
Earlier this year Dr. Li asked if I could find a fellowship for one of his students,
Dr. Chen Tao, MD, an Oral and Maxillofacial radiologist. I contacted Corky Cacas,
director of Penns DMD and Graduate programs, and Dr. Hangorskys office of
International Relations. There was little or no interest.
In your letter of September 15, 2005, you said the we all have an obligation to do
good in the world. If you could arrange for a fellowship on behalf of Dr. Li, I believe
this would be a mitzvah. Chinese workers do not have the occupational protections that
exist in America, and when workers are maimed in industrial accidents, Dr. Li and his
staff reconstruct their faces and lives. This is poignant as Chinese workers are
increasingly injured producing goods for the American market. Enclosed you will find
Dr. Lis contact information.
As for completing my BBA degree, I am abandoning that effort. I was seeking the
degree solely as a prerequisite for service in Iraq with an American contractor. My degree
from the Evergreen State College does not award grades, only narrative evaluations, which
are not compatible with the job application process. Since then my mother has taken ill
and I am caring for her.
For now I am writing a non-fiction book which incorporates some of the above
material. Is there a liaison who provides factual and historical information about Penn?

This is in response to your letter of September 9,2005 requesting the completion
of your degree at the Wharton School. I reviewed your request to complete your degree,
and it is not possible for you to complete the degree. As you know the BBA program
will end in May 2006.
After reviewing your Wharton transcript, it is our assessment that you would be
required to return to Wharton for 6 fundamental courses (monetary economics, business
policy, 2 semesters of calculus, 2 semesters of statistics); 2 business electives; and 1
concentration course in marketing. Some of these courses (such as calculus and
statistics) are no longer offered because the program is being ended. You are not
permitted to transfer these courses from other institutions.
In addition, it is not the policy to allow students to have transfer credit apply to
the degree once they have matriculated. Exceptions to this policy have been made only
for students who are currently enrolled and cannot complete their non-business courses
by May 2006.

Thank you for the Christmas card, it is good to hear from you. How are you
feeling? How is your family? I hope everything is good for you.
I moved since my last letter to you. I am now living in Florida. As you may recall,
my family lives in Florida. I moved here in October and lived with them for a short time,
but now I have my own apartment. Enclosed are some post cards of Florida.
Another reason for my trip to Florida is to receive medical treatment for
velopharyngeal incompetence. I am now a patient at the University of Florida Shands
Hospital in Gainesville. My doctor is William N. Williams, Ph.D., speech pathologist,
and Director and Professor of the Craniofacial Center. Last month Dr. Williams
performed a videofluoroscopic assessment of my velopharyngeal port. Dr. Williams
thinks a surgical procedure may alleviate my need for an obturator. He will do a
nasendoscopic assessment on February 4 to determine if surgery is a viable
consideration. If so, I may receive surgery in March.
I did not accept the teaching position in Korea, preferring to finish my medical
treatment before I travel. Also, I would rather come to China and visit you. My alumni
magazine from the University of Pennsylvania, Wharton School, lists a Wharton Alumni
Club in China. The clubs address and president is:

opening a small business. I have many decisions to make about my career. Good jobs in
America are difficult to find. Too many jobs pay low wages. In March I turn 41 years old
and must make good use of my time to secure my future.

Your recent correspondence to Mr. Philip Shelton has been forwarded to me for response.
The Law School Admission Council has long been committed to ensuring student diversity in legal education,
and as part of that commitment the LSAC Fee Waiver Program was established to ensure that no person is
denied access to law school because of the inability to pay. However, because the cost of the services covered
by the LSAC fee waiver is only a fraction of the cost ofa legal education, the need criterion is considerably
more stringent than for other fmancial aid processes.
With regard to your specific question concerning the standards, calculation, and confidential nature of the need
criterion, know that while we are unable to make this infornlation public, the approval of a waiver of LSAC
fees is supported by a variety of components to determine a candidate's eligibility for a fee waiver. An
individual's income, cash balances, independent vs. dependent status, and number of dependents are all factors
used to determine eligibility. We are reluctant to disclose criterions because we have not requested a means to
validate an applicant's responses. Realize that fee waivers are intended for only the most needy candidates,
which implies need in excess of that required for routine fmancial assistance.
Additionally, the initial fee waiver consideration is based solely on the information included on a candidate's
fee waiver application. However, if the candidate's fee waiver is denied by LSAC and they decide to appeal
the decision, supplemental information then becomes crucial. In other words, you do have the right to appeal
Law Services' decision regarding your eligibility for a waiver if you have additional, substantial
documentation which will lend support to your fee waiver request. This is where a candidate's liabilitiesood
expenses would become mitigating factors. Examples of such documentation include, but are not limited to,
documentation of a disability, proof ofjob loss, and/or proof of extraneous medical expenses.
Responding to your comment addressing your concern that a candidate's disability status is ignored on the
LSATILSDAS Registration Form and the LSAC Fee Waiver Application, know that accommodations may be
available to individuals with documented disabilities who wish to take the LSAT (see pages 11-12 of the 1997
98 LSATILSDAS Registration and Information Book). Ifa candidate is granted testing accommodations
because ofa disability, he/she is afforded the option of having the information related to the request for
accommodations released with the reports to the law schools. So while it may appear we do not seek this data
during the registration and fee waiver process, be assured that applicable candidate files do reflect this
information. A copy of the 1997-98 Disabilities Request Packet, including the 1997-98 LSATILSDAS
Registration and Information Book is enclosed.
Also, please be assured that a candidate's ethnic designation on the LSAC Fee Waiver Application
and LSATILSDAS Registration Form is optional and has no bearing on fee waiver considerations. This
information is used to compile statistical data about the test-taking population and test-taker trends. It can also
assist law schools to identify and reach out to groups that are under represented in the applicant pool, if they so
wish. Concerning your specific question, the answer is based on the ways our applicants self-identify and the
overwhelming number of applicants who differentiate themselves in this way; for this reason we use those
distinctions.

Three years ago, three Wharton alumni
formed the Wharton Entrepreneurial
Alumni Club to help enterprising alumni
network and develop ideas for new business ventures.
Today, the club has more than 400
members on its database as well as a host
of activities planned for the rest of this
year, according to Nigel Edelshain, WG93,
one of the three founders.
For entrepreneurs more than any other
business people, contacts are critical, says
Edelshain. In addition, by working
together, small business owners can gain
access to resources they would otherwise
miss.
The Wharton Entrepreneurial Alumni
Club holds informal bi-monthly cocktail
hours and has sponsored such speakers as
John Sculley, WG63, Alan Patricof and
Ronald Lauder, W65.
It has also partnered with the Wharton
Club of New York to present discussions
on entrepreneurial topics like How to Buy
a Business.
A club newsletter will be available electronically and a membership directory,
giving details of all members interests and
industries, is planned for later this year,
Edelshain says.
Other new initiatives include partnership programs with the Wharton Clubs of
Northern and Southern California, and
the creation of special interest groups for
more in-depth discussions of key issues.

The Program for Advanced Standing


Students is especially designed for
graduates of foreign dental schools who
want to practice dentistry in the United
States. Most states require a degree from
an American Dental Association (ADA)
accredited dental school before they grant
license. To prepare non-U.S. trained dentists
to meet this requirement, the University of C~~~~;::~
Pennsylvania School of Dental Medicine
offers a two-year Program for Advanced Standing Students (PASS) which
leads to a D.M.D. degree. Successful completion of the program allows
dentists from overseas to take licensing exams in any state.
Special features of PASS
The program starts with an ten-week course from April through June
where students review knowledge and skills taught in the first two years
of the dental curriculum. "Principles of treatment" at the School of Dental
Medicine are discussed. An additional feature of the summer program is
the DentSim Virtual Reality) Laborato!"'L. The DentSim unit, with a
stylized patient mannequin, creates a realistic learning context for
practicing and perfecting dental procedures.
This summer program enables PASS students to make a smooth transition
into the clinics in the fall. Students are integrated into the regular class
where they take part in all courses and clinical experiences in the third
and fourth years of dental school. They participate in a modern group
health care delivery system which simulates general practice. In addition,
they rotate through specialty departments and work under the
preceptorship of master clinicians.
PASS also offers a special English course that will allow foreign dentists to
enhance and strengthen communication skills in the English language.
Classes are arranged to prepare students for interaction in clinical settings
as well as for everyday conversation. Support and advisory services are
provided through a student advisor appointed to assist foreign dentists
and through the Office of International Programs at the University of
Pennsylvania.

Program Overview
Program Director: Dr. Linda Otis
This two-year program is designed to prepare graduate dentists for
academic careers in teaching and patient care and to provide an
introduction to research. Students are expected to develop the clinical and
academic skills needed to use complex imaging systems in the diagnoses,
study, and management of oral and maxillofacial disease. Students
participate in conferences, seminars, demonstrations, and laboratory
work. Approximately half of the student's time is devoted to clinical
training, gaining radiographic and diagnostic experiences with patients.
Flexibility in the program structure allows students to tailor their training
toward personal career goals.
Eligibility for licensure in the Commonwealth of Pennsylvania is mandatory
for this program.

All applicants must have a DMD/DDS degree. The director of each
program will furnish any additional information needed. Personal
interviews are desirable and in most cases may be required. Applicants
residing or visiting in the vicinity of Philadelphia are invited to visit the
School at any time.

Applicants must be eligible to obtain temporary licensure from the


Commonwealth of Pennsylvania, for which graduation from an
accredited U.S. or Canadian dental school is required.
Students can apply to the program through the Postdoctoral

Application Support Service (PASS) with the American Dental

Education Association. The deadline for applications received through

PASS is September 1. AQ lications can be Qrocessed online through the

PASS web site.

In addition to the PASS application process, Penn Dental Medicine requires

Clinical Education
Clinical training occurs throughout the program, but is emphasized after
the didactic core is completed. Clinical topics include imaging physics and
techniques, image interpretation, risk protection, and quality assurance.
Clinical experience in TMJ, implant, and celphlometric imaging is achieved
in clinical rotations at the School of Dental Medicine. CT, MRI, nuclear
medicine, and radiation oncology experience is achieved through hospital
rotations.

Linda Otis, DDS, MS
Dr. Otis is the Program Director of the Oral and Maxillofacial Radiology
Residency Program and Associate Professor of Oral Medicine. She is also a
captain in the Dental Corps of the United States Naval Reserve, and
commanding officer to the Naval Hospital Bethesda Detachment 1006.
She is certified by both the American Board of Oral Medicine and the
American Board of Oral and Maxillofacial Radiology. In 1998, she earned
Research and Development Magazine's R&D 100 Award. Dr. Otis is the
author of numerous scientific articles and books and holds two patents for
imaging devices she developed.
Marjorie Jeffcoat, DMD
Dr. Jeffcoat is Professor of Periodontics and Dean of the University of
Pennsylvania School of Dental Medicine. A member of the National
Institutes of Health-NIDCR Advisory Committee for Research on Women's
Health, she has also served on the editorial boards of a variety of
professional research journals for more than 20 years, including her
current position as editor-in-chief of the Journal of The American Dental
Association. Prior to joining Penn Dental Medicine in July 2003 as Dean,
Dr. Jeffcoat served as Assistant Dean of Research and Professor and Chair
of the Department of Periodontics at the University of Alabama School of
Dentistry. While at Alabama, she was also a professor of biomedical
engineering, held the James Rosen Endowed Chair of Dental Research and
served as interim chair for the Department of Oral Biology. A graduate of
the Harvard School of Dental Medicine, she also taught periodontology
there for 10 years. Dr. Jeffcoat is a past president of both the American
Association for Dental Research and the International Association for
Dental Research.
Eisa Mozaffari, DMD
Thomas Sollecito, DMD
Dr. Sollecito is Associate Dean of Academic Affairs and Associate
Professor/Clinician Educator of Oral Medicine, teaching oral medicine to
both postgraduate and predoctoral students. He also serves as Director of
the oral medicine residency program, in which he directly instructs and
administers to postdoctoral students in didactic and clinical parameters
concerning oral medicine. He is Director of the Hospital Externship
Program at the University of Pennsylvania Medical Center and Director of
two selective courses, including operating room dentistry and advanced
oral medicine seminars. In addition, he is a clinical attending instructor in
the Oral Diagnosis Clinic at SDM, as well as the Hospital of the University

The School of Dental Medicine has a long history of internationalization in


its mission, programs, and its constituency. Its students, faculty, and staff
is diverse reflecting the increasing diversity in the US . Alongside the
diversity is the growing awareness and increasing involvement in global
issues in oral health.
The Office of International Relations was created in 1989 to develop and
implement programs that will maintain the international stature of the
School of Dental Medicine; strengthen the international outlook of its
faculty, students and staff, increase the school's involvement in global
oral health issues and to expand its network with dental schools and other
Institutions worldwide.
Our Vision
We continue to strive toward the continuation of the School of Dental
Medicine as an international center for education, clinical practice, and
research in oral health. The School's goal for internationalization is part of
the thrust of the whole university's vision: "The University of Pennsylvania
affirms its international commitment - in its people, its pursuits, and Its
programs; the preparation of its students and faculty to be members of a
