OBJECTIVE
Understanding Environmental Stewardship.
Fully understanding the duties and responsibilities,
as well as the role and function of the PCO.
In the beginning ..

Plants, Living creatures and Man
And God saw all that He had made, and
behold, it was very good
Called to Rule
Genesis 1:28:
God blessed them; and God said to them, Be
fruitful and multiply, and fill the earth, and subdue
it; and rule over the fish of the sea and over the
birds of the sky and over every living thing that
moves on the earth.
Therefore, from the beginning, God intended
humans to care for the earth and rule
creation.
Rulership vs Stewardship
Rulership of man and woman pertains to
continuing and maintaining the task of
creating order and preserving its goodness ,
not reducing the world back into disorder.
Stewardship is defined as careful and
responsible management of something
entrusted to ones care.
Steward/Caretaker/Katiwala one entrusted
with managing the property of another.
Environmental Stewardship
Two Types of response needed:
1) Mitigation - Green
Being environment-friendly; green products, green
buildings, green technology, green jobs, green
advocates, green organizations and green politics.
- Much greater commitment is needed
- Expensive. Failing to do so, however, would be
more costly.
- Policies and incentives must encourage green
practices and technology.

QUALIFICATION OF A PCO
Basic Qualifications
Filipino Citizen
Mentally and Physically Healthy
Good Moral Character
Legal age
Must have a Professional Qualification
Categories of PCOs
PCO I
One single establishment
Less pollutive
Small works
Attended at least one accredited PCO
training in the past three (3) years
Categories of PCOs
PCO II
One single establishment
More pollutive/operation of a pollution
control system
Attended at least five (5) accredited PCO
training in the past eight (8) years
Categories of PCOs
PCO III
Establishment with two or more locations and
with PCO each
Highly pollutive with combinations of pollution
control systems
Small works
Attended at least ten (10) accredited PCO
training in the past twelve (12) years
Registered engineer with at least 18 units
graduate course
Environmental Unit
A unit or section of every government office or industrial
establishment whose function is to attend and monitor their
activities pertaining to the installation or construction of
pollution source and control facilities with the end in view of
ensuring their compliance with the air, noise and water
quality standards and to handle other matters of
environmental concerns including protection activities such
as solid waste management construction and maintenance
of sewer system, and other pollution control measures.
Professional Requirement:
Water Pollution Control Systems:
For the operation of WWTF treating highly
concentrated or toxic or voluminous wastewater
and requiring the supervision or management of
highly technical person, the officer must
preferably registered Chemical, Mechanical,
Mining or Sanitary Engineer or any registered
engineer with masters degree in Environmental
Engineering or related field.
In-charge/Reliable/Accountable
TASKS OF PCO
- Supervision of APSF
- Representation/Liaising
- Formulation of envi programs for the company
(MMT/SDP-CSR)
- Monitoring of APSF
- Reportorial to DENR (SMR/CMR/CMVR/EMP/
EMoP)
- Budgeting (WFP)
- Secure/renew permits
- Conduct Monitoring of APSF (Air/Water)
- Attends meetings of Envi rganization
