Consumer guidelines

for
Grid connectivity
of
Solar Roof-top PV systems
on
Net-metering in BESCOM

GENERAL INSTRUCTIONS
1. The applications are invited from domestic, commercial, educational institutions,
industrial establishments, partnership firms of BESCOM consumers. Format-1
2. The rooftop/terrace must have easy access.
3. The applicant should be the owner of the property or authorized person. If the property is in
the name of the Company, Trust, Co-operatives/ partnership firms, then authorization shall be
assigned to a person for correspondence, paperwork, execution of various agreements, etc.
Such person must be authorized by the management of the organization. In case of
partnership firms, the authorized signatory must be one of the partners, to whom written
consent has been given by the other partners. The authorization format no.1A / 1B can be
downloaded from the website.
4. The fee payable are as follows:

5. Application registered is not transferable.


6. Interconnection voltages as per KERC

Note: For above 500 kWp approval shall be obtained from KERC.

7. If the existing power supply of the consumer in single phase, who wishes to apply for
SRTPV for Three phase supply, then the additional loads shall be sanctioned before applying.
Otherwise the application shall be rejected.
8. The tariff for injecting surplus energy by rooftop installation will be as per the prevailing
tariff determined by KERC from time to time. (At present the tariff is Rs.9.56 per unit for
installations without subsidy and Rs.7.20 per unit for installations with subsidy upto 31st
March 2018).
9. The nodal point of contact for Solar RTPV program shall be the AEE, C, O & M Sub-division
is the nodal point of contact.
10. In regard of any queries/ complaints / information, the Applicant/ Consumer can contact the
Solar help desk at DSM section, Corporate office, BESCOM.
11. For Solar (Rooftop) PV systems upto 10kW the concerned AEE, C, O & M Sub-division
shall be the inspecting authority and for Solar (Rooftop) PV systems of above 10kW, the
Department of Electrical Inspectorate, Government of Karnataka shall be the inspecting
authority in respect of safety of installation
12. During the period of synchronization of the SRTPV system with BESCOM grid, the
BESCOM personnel shall inspect, calibrate and seal the bi-directional meters. DISCOM
personnel reserve the right to inspect the entire plant routinely at any time and otherwise in
accordance with Electricity Act 2003.
13. The Technical, safety, grid connectivity standards are to be followed are available in the
Technical section of this manual.
14. The list of approved vendors for meters are available in BESCOM website.
15. The Seller shall pay the Electricity tax and other statutory levies, pertaining to SRTPV
generation, as may be levied from time to time.
16. The Applicant shall install the meter of SRTPV system and bi directional meter in separate
meter boxes in the same proximity or at a suitable place in the premises accessible for the
purpose of recording the reading whenever necessary.

CONSUMER GUIDELINES FOR INTERCONNECTION


1. Applicant can submit the On-line application or can get the Application form and Supporting
documents downloaded from www.bescom.org.
2. The On-line / filled in (downloaded) application with Application fees and the original
documents are submitted to concerned C, O & M Sub-division for general screening of
application.
3. The documents to be submitted along the applications are:
i.

Copy of the latest Electricity bill. (mandatory)

ii.

Authorization letter format No.1A in case of company/Trust/Co-operatives/ Partnership


and format No.1B for Partnership firms.

iii.

Copy of the Subsidy Sanctioned letter from MNRE.

4. On submission of Application form to concerned AEE Sub-divisional office, will perform


general screening and register the application with acknowledgment to the Applicant.
5. After revenue verification the Application shall be sent to concerned Section officer / Executive
Engineer, C, O & M BESCOM as per delegation of powers for Technical feasibility report.
6. After obtaining the Technical feasibility report, AEE, C, O & M Sub-division will seek Technical
details of the Equipments / components used in the SRTPV system from Applicant.
The time frame shall be 7 working days from sl no. 2 to 5.
7. The Applicant at his liberty can select a reputed system installer, to gather technical information
of SRTPV systems. And to furnish the technical details of PV modules and Inverters of the
SRTPV systems, proposed to be installed at the roof of the applicant within 30 days to the
concerned C, O & M Sub-divisional office for technical screening.
8.

Documents to be submitted for technical screening:


1. MNRE sanctioned subsidy letter.
2. Details of grid tied inverters and PV modules as per the format enclosed.

9. On clearing of Technical screening, Approval letter for installation work of SRTPV system will
be issued to the Applicant.
The time frame for Approval letter for installation by AEE C, O & M sub-division, shall be 3
working days after submission of Technical details by Applicant.
10. Consumer may also require clearance/approval from Chief Electrical Inspector, if the capacity of
SRTPV is above 10 kW.
11. After completion of installation of rooftop facility, the work completion report are to be
submitted to AEE/ EE C, O & M, BESCOM with the following documents:

To pay facilitation fee.


Approved drawings from Chief Electrical Inspectorate (CEI), GoK.
Test Certificate of bi-directional meter from MT division, BESCOM.
Approval for Commissioning by CEI, GoK (For capacity upto 10kW exempted).
Copy of Power Purchase Agreement on Rs.200/- stamp paper with BESCOM.
Completion report from system Installer as per the format enclosed.
Facing sheet of Bank pass book containing details of Name of the Bank.
Type of account, Account No, Name of the Branch, IFSC code etc.,

The maximum time frame for completion of installation work by the applicant is 180 days.
12. AEE/ EE C, O & M (As per delegation of powers) personnel will come for final site inspection
within 3 days.
o To verify that the installation work has been carried out as per approved drawings.
o To verify metering points and connections.
o To verify whether the equipments installed are as per BESCOM guidelines and are of
approved standards.
o Safety inspection shall be carried out.
If any abnormalities/ defects found the same shall be communicated to the Applicant and
rectified at the earliest by the applicant.
13. On completion of site inspection with 3 days, AEE/ EE C, O & M, BESCOM ( as per delegation
of powers ) along with MT division, BESCOM will go commissioning and synchronising of
rooftop facility with the grid. The installation will be serviced by connecting bi-directional
meter procured from the Applicant from the BESCOM approved vendors, duly tested by MT
division, BESCOM.. The existing meter will be rewired to record the Solar generation.
14. For installations above 10kWs, Chief Electrical Inspectorates will be inspecting authority for
safety aspects.

Subsidy:
1. The Applicant can avail MNRE subsidy of 30% on the capital cost of the Solar rooftop PV
systems.
2. For availing subsidy, MNRE guidelines and standards are to be followed, details obtained
from MNRE website.
3. MNRE subsidy shall be availed through KREDL only or by any MNRE channel partners.

Billing and Payment:


1.

BESCOM shall issue monthly electricity bill for the net metered energy on the scheduled
date of meter reading.

2. In case, the exported energy is more than the imported energy, BESCOM shall pay for the net

energy exported as per Tariff agreed in the agreement within 30 days of issue of bills duly
adjusting the fixed charges and electricity duty if any.
3. In case, the exported energy is less than the imported energy, the SRTPV consumer shall pay

BESCOM for the net imported energy as per the prevailing retail supply tariff determined by
the Commission from time to time.
4. BESCOM shall pay interest at the same rates as is being levied on the consumers for late

payment charges in case of any delay in payment for the net energy exported beyond 30
(thirty) days period from the date of issue of bill.
5. Explanation: Net metered energy means the difference of meter readings of energy injected by

the SRTPV system into the grid (export) and the energy drawn from the grid for use by the
seller (import) recorded in the bi-directional meter.

Dispute Resolution:
All the disputes between the SRTPV consumer and BESCOM arising out of or in connection with
the agreement shall be first tried to be settled through mutual negotiation. The parties shall resolve
the dispute in good faith and in equitable manner. In case of failure to resolve the dispute, either of
the parties may approach the appropriate Forum of law.
