Minutes of Poverty Reduction Action Plan(LPRAP) Workshop for Grassroots


Participatory Process (GPP) held on December 3, 2014 at the municipal
hall of Boliney, Abra
The opening thanksgiving prayer was led by CSO Rep.Roy O.Locquiao and the
singing of the National Anthem immediately followed by CSO Ledesma D. Bawalan
BHW Fed. President.
SB Arnold L. Agsalong opened the activity in place of the Mayor. The activity started
9:00am. There after was the overview of the activity tasked by Francis Pira MLGOO.
He stated that the ultimate objective of the workshop is to come up with the final
list of priority projects for 2016, adding that in identifying a projects it needs
consensus among the LPRAT members to make it real participatory process.
IN the absence of the MPDC (mourning leave) the SB Secretary took over the
facilitation on the poverty status of the municipality. An analysis of every data was
likewise elaborated for the information of the participants.
CM venus Aquino discussed the problem tree analysis along with how to craft a propoor strategies/targets. She also touched the process of identifying the priority
poverty problems to be addressed by the LGU based on agreed criterion and on the
poverty problems to be addressed by the LGU based on an agreed criterion and on
the poverty profile presented to produce evidence-based LPRAP.
For the workshop the CM let the participants write down on the board in a cartolina
paper their output and discussed. She further explained the poverty issue through
her illustration of the problem tree analysis connected to the poverty issue they
have identified.
Coming with Final List of Pro-poor projects
MLGOO presented the indicative list of projects for FY 2016 for the reference of the
participants in coming up with a final list of projects for 2016 as per the guidelines is
15M.
With many discussions and opinions in the prioritization the LPRAT came up with
only one priority projects that the people of Boliney are all benifitted.

The second priority which is the livelihood on Soft broom training was recommended
for the regular program of LGU.
On the other hand, the NAPC CSOs Monitoring Team Sir Ambros gave a his message
that CSOs must have to monitor projects for they are the main beneficiaries. He said
too that when you monitor, it is not thar you find faults but a constructive team
building between LGU and CSOs. CSOs are the watch dog of the implementation of
the projects because their yours, and so that the impact of the project to the
community is long term to use or there is the so called sustainability.
LPRAP documentation and reporting
The MLGOO informed the team on the LPRAP documentation and reporting
documentation requirements. It was stated by the MLGOO that the submission of
the duly accomplished requirements at the DILG Provincial Office is not later than
December 10, 2014 to give time of the said office to review before transmission to
the regional office.That the deadline of the submission of all proposed projects of
the entire CAR is on before 15 of December, 2014 at the DILG RO.
SB Secretary tasked the updates on the GPB 2013 and 2014 projects delegated by
MPDC Rameses. He further presented the lists of approved projects for FY 2015.
The activity was adjourned at 6:30 pm.
