Adopt a Resolution:
1. Approving the plans and specifications for the Sanitary Sewer Manhole Rehabilitation
FY 2015 Project, 15-10903-C, located at various locations within the City;
2. Accepting the bid of Mosto Construction, the lowest responsive and responsible
bidder; and
3. Authorizing the execution of a contract and any amendments, extensions or other
change orders until completion of the project in accordance with the approved plans
and specifications, in an amount not to exceed $225,600.
FISCAL IMPACTS OF RECOMMENDATION
Funding is available in the FY 2015 budget in the Sanitary Sewer Fund (Fund 830), and
no other funding is required.

CURRENT SITUATION AND ITS EFFECTS
The 23 sanitary sewer manholes in these areas are reported as defective per the Citys
smoke testing program and/or other condition assessments. Field investigations indicated
poor structural walls, deteriorated manhole bases, and root infiltration from City trees.
These manholes should be replaced or rehabilitated to reduce inflow and infiltration of
stormwater, and to prevent sewer blockages and leakage problems.
The manholes to be replaced and/or rehabilitated as part of this project are located
throughout the City (see Attachment 2: Location Map). In general, the work consists of
the complete removal and replacement of 10 existing manholes, and the rehabilitiation of
13 other manholes. The contract scope of work and cost include funds for emergency
and urgent work on an as-needed basis at other locations in the City. Because of the

nature of the work, a 20% contingency for construction services is required. The term of
the contract is 150 calendar days, which includes a performance period of 90 days and
an additional 60 calendar days for project closeout.
This sanitary sewer project is part of the Citys ongoing program to rehabilitate or
replace the aging sewer system, and to eliminate potential health hazards to the public.
BACKGROUND
The City has implemented a long-term, mandated Sanitary Sewer Capital Improvement
Program in order to comply with the EPA and Regional Water Quality Control Board
(RWQCB) Consent Decree (CD) filed on July 28, 2014 to eliminate sanitary sewage
overflows (SSOs), and reduce storm water infiltration and inflow (I/I) into the sanitary
sewer system. Under this program, the City is utilizing a comprehensive asset
management approach based on complex and evolving hydrologic and hydraulic
modeling and condition assessments to repair, replace, or upgrade the Citys portion of
the sanitary sewer system to aid EBMUD in eliminating discharges from their Wet
Weather Facilities by the end of 2035.
This is the 1st year of the 22-year program under the CD. Under the CD, the City shall
perform Collection System Repair and Rehabilitation at a pace of an average annual
rate of at least 22,120 feet of sewer mains on a 3-fiscal year rolling average, to control
infiltration. This work is in support of, and in addition to ongoing work identified in the
Citys Sanitary Sewer Management Plan (SSMP) and Asset Management
Implementation Plan (AMIP).
The scope of work includes provisions for related emergency and urgent work at other
locations within the City on an as-needed basis, in order to address and repair acute
defects. Acute defects, such as SSOs, must be addressed within one year after
identification, as required in the CD.
This project was released for bids on December 10, 2014, and bids were opened on
December 30, 2014; seven non-local bids were received, from a low of $188,000 to a
high of $365,754. Mosto Construction was the lowest responsive and responsible
bidder. References for Mosto Construction were provided and were deemed to be
satisfactory. Staff recommends that a contract for this project be awarded to Mosto.
The Living Wage Ordinance does not apply to this project since Public Works
construction contracts are, pursuant to City policy, subject to State prevailing wage
laws. The contractor will need to submit a Certification of Compliance for the Equal
Benefits Ordinance.
ENVIRONMENTAL SUSTAINABILITY
Improvements to the Citys sanitary sewer system will help to minimize the frequency of
sanitary sewage overflows, and reduce infiltration and inflow in the Citys sewer system,
which in turn will minimize impacts to the San Francisco Bay and protect water quality.
