SCOPE OF SERVICES

Provision of Procurement Committees Coordination Services


Services to be performed by the CONTRACTOR shall include the following, but
without limitation:
SERVICES Description:
The responsibility of the Contracts and Procurement Committees Coordinator is fully defined
in the C&P Committee procedures PRD-CP-CP-R0. The C&P Committees Coordinator role
may be by the delegation of the CP CC or CP VC Secretary, whichever applies and he shall
in the normal course of duty:

Review dossiers as presented by duets working on the defined template for presentation
for the review/approval of the CPCC/CPVC to ensure that presentation guide are duly
followed

Prepare with DUETS C&P SAAF that shall be endorsed by the Sponsor before
presentations to CP VC;

Organize and coordinate CP CC Dry Run Meetings, CP CC Meetings and CP VC


Meetings.

Collect all C&P dossiers nominations for submissions to CP CC/ CPVC and agrees with
CP CC/ CPVC Secretary on schedule of presentations;

Work according to the schedules of the committees and ensure deadlines for submission
of dossiers are set and observed

Ensure inclusion of other dossier, with value less than the limits fixed in the above table,
but considered by the DUETS or defined by the CP SC as strategic, submitted to the CP
Committees Coordinator in the CP CC and CP VC agendas;

Perform all or part of these activities during the CP CC Dry Run meeting, which shall be
organized by the CP Committees Coordinator, prior to CP CC or CPVC meetings in
order to ease the work of the CP CC and CPVC,.

Ensure transmission of dossiers for presentation to ALL members of the committees


(CPCC/CPVC) ahead of the meetings ; make copies to be placed before members
during the meetings and ensure their retrieval at the end of each of the committee
meetings according to the procedure rules of the committees

Handle emergencies in consultation with and directives of the C&P Methods Manager
and the Secretaries but decisions of the Secretaries shall supersedes

Manage the secretarial responsibilities and participate in CPCC and CPVC meetings,
he is not part of the quorum of the meetings nor in its deliberations;

Ensure adequate record of the list of dossiers approved during the CP CC and CPVC
meetings, forwarded by the CPCC and CPVC Secretary, are kept;

Give to the appropriate DUET extract of the CP SAAF / Minutes of Meeting, in particular
in case of submission rejection and when deviation, additional recommendation, request
for additional information and important comments are recorded;

Maintain up-to-date, fireproof and secure files containing complete original submissions
including back-ups and slide presentations as signed, modified or rejected by CP CC/
CPVC and the original signed copy of the CP SAAF;

Organize training/sensitization sessions for all actors involved in the Supply Chain
activities

Distribute and publish the yearly committed schedule for meetings launched by the CP
CC and CPVC Secretaries;

Prepare in advance, the Agenda for the CP CC meeting based on the submissions
received from DUETS and/or based on the monthly rolling forecast of PR and other
strategic subjects recommended by the CP SC.

Assist the DUET in preparing SAAF during the CP CC Dry Run Meeting;

Distribute and file necessary confidentiality and main practices, recorded during the CP
CC and CPVC meetings, and issued by the CP CC and CPVC Secretaries.

Record and file all correspondence during Emergency e-mail approvals

Any other tasks assigned by his line Manager

SERVICES Scheme:
Standard office hours ; 5 days a week
SERVICES PERSONNEL profile:

A Degree or equivalent in Engineering, Management or Social Sciences, Purchasing or


Supply Chain Management, plus not less than 4 - 7 years Oil & Gas Industry experience
Membership of the Chartered Institute of Purchasing & Supply (CIPS UK or Nigeria) and
an MSc in Supply Chain Management is definitely an added advantage
Excellent knowledge and proficiency in the Microsoft Office Suite and a very good
knowledge of C&P tools including SAP, BW, CONTIKI and Jupiter e-sourcing are definite
advantages.
Commitment to excellence, respect for deadlines, team spirit, skills to communicate,
sense of Organization are all essential.

Membership of relevant professional bodies while not compulsory may be an added


advantage
