Mayor, council
answer questions
at public comment

Animal Welfare Club gets a visitor

Action at March 17 meeting was departure

from previous decision, when Brown,
council would not immediately answer
By ZANE CLARK

The Marlton Middle School Animal Welfare Club had a special treat on March 19 when bull terrier
Preston and Azita Kay, president of the Paw It 4ward Foundation, stopped by to talk about the
foundation, which assists local animal rescues with funds for medical bills. The club will also once
again be participating in the foundations Rock 4 Paws fundraising event on May 30 at Indian Acres
Tree Farm in Medford. The club is also accepting pet food, treats, toys, bedding and cleaning supplies through the end of April that can be dropped off at the schools main office.

Silence is often described as

golden, but at the March 17 meeting of the Evesham Township
Council, it was the absence of silence that several residents were
praising.
For the first time since February, Mayor Randy Brown and
members of council interacted
with residents directly as a meeting was in session and responded
to residents questions as they
were asked during the multiple
public comment portions of the
meeting.
This was a departure from several previous meetings during
which Brown and council had
taken a stance of not immediately
answering questions asked during public comment portions of
the meeting, instead choosing to
respond during the council comments session at the end of meet-

ings or not at all.

The issue received coverage
from several news outlets in the
tri-state area, with stories also
eventually popping up on news
websites and outlets across the
nation.
As the meeting took place,
Brown, a Republican, the other
four Republican members of
council, the township solicitor
and township manager answered
several questions from residents
regarding bond ordinances, land
development and other issues.
Resident Kenneth Mills complimented council on things seemingly changing, himself having
had several questions answered
earlier in the meeting, and said
the speech he had prepared was
rendered moot.
Even though the mayor called
me Harry Reid on the radio the
other day, Im still willing to let

Residents question development

of property formerly owned by mayor
BY ZANE CLARK
The Sun
At the March 17 meeting of the
Evesham Township Council, residents once again raised questions
surrounding the redevelopment
of a property along South Maple
Avenue and Mayor Randy
Browns previous ownership of
said property.
At the meeting, council, with
Brown abstaining due to a conflict of interest, voted to designate
a master redeveloper for the former property housing the United
Title & Abstract Agency formerly
owned Brown.
Developer Mitchell Davis, on
behalf of current owner South
Maple LLC, gave a presentation at
the meeting with plans to turn
the property, located across from
the Evesham Township School
District Administrative Office,
into a group of apartments.
Several residents raised questions about that vote, asking if
there was any preferential treatment being given to the property
because of the mayors previous
ownership.
One resident, Joe Scialabbo,

said he found it difficult to understand that with the many

properties available for redevelopment in the town, the one previously owned by the mayor
seemed to him to be moving the
quickest.
One of the busiest roads in
the town thats already a traffic
concern, did that get any preferential treatment to be one of the
properties up for development?
Scialabbo said.
Township solicitor John Gillespie said all proper procedures
have been followed in the process,
with Brown recusing himself
from all necessary votes, with
Brown even taking the extra precaution of leaving the dais when
the votes are taking place.
Gillespie also said he did not
believe the process was moving
quick, with the area the property
is located in first being declared
in need of redevelopment back in
the summer.
Gillespie also said there was no
secrecy with the property, as multiple public council meetings and
planning board meetings have
taken place in which the property
was discussed and the public had

Regional school taxes could increase for residents

LRHSD board of education approves tentative budget at last weeks meeting
By MIKE MONOSTRA
The Sun
Evesham Township residents could be
paying a little bit more on their regional
school tax bill this year.
The Lenape Regional High School District board of education unanimously approved the district's tentative 2015-16 school
year budget at last week's meeting.
The tentative budget includes an increase of $78.02 for an Evesham Township
resident with the average assessed home of
$270,472. The regional school tax rate increased 2.82 cents per $100 of assessed
value.
The total budget is $154,058,531, an increase of 1.4 percent from last year. Most of
the budget is funded with taxpayer money,
with $114,362,944 expected to come from
taxpayers in the district's eight municipalities.
Details on the tentative budget were not

discussed at the meeting. The budget was

passed so it could be submitted to the
Burlington County superintendent's office
prior to March 20.
District officials plan to discuss the
budget in full during the public hearing,
scheduled for Wednesday, April 28 at the
district administration building in Shamong at 7:30 p.m.
In other news:
Read Across America isn't just for elementary school students. Earlier this
March, students at Cherokee High School
joined their younger peers to read a short
book.
Senior Rob O'Leary talked about the
school's Read Across America program
during a presentation highlighting Cherokee's accomplishments so far this school
year. Students at Cherokee High School
dressed up and read with first-grade students from multiple area elementary
schools.

O'Leary said the initiative goes beyond

encouraging the students how to read.
The goal is to also introduce Cherokee
to the younger kids, he said.
The board of education honored
Cherokees championship winning football
team and marching band at the meeting.
The football team won its second straight
South Jersey Group V championship in the
fall, while the marching band won the U.S.
Bands Group 5A National Championship
after coming in second place the previous
four years.
A pair of late winter snow days on
March 5 and 6 are having an impact on the
school calendar.
Superintendent Carol Birnbohm said
graduation in the district has been shifted
to June 18 because the school calendar has
been extended to make up for the snow
days the district has had this year.

Brown: Those at meetings

are politically motivated
BROWN
Continued from page 1
bygones be bygones, but I hope
that this council will take some
action and be more independent,
Mills said. This is what should
happen at every meeting. People
should ask questions, they should
get answers.
In the past, Brown had identified Mills as a political opponent
who has consistently campaigned
against Brown.
The March 17 meeting was also
heavily attended, and Mills said
he believed that might have
helped turn the tide regarding
residents having their questions
answered.
Were not here to crucify anybody, but we do like to have answers, and I want to compliment
all of the people that showed up
tonight, and I think that helped
turn the tide here on the idea not
to comment on public comments, Mills said.
Former Democratic council
member Mike Schmidt, who
served from 2005-2009 and ran
against Brown in the 2010 mayoral elections, said he hadnt attended a meeting in awhile but
had read the media accounts.
Its nice to see some interaction with our residents here, so I
think we got to keep that up. Its
what I knew when I lived here on
this council, so Id say keep the
discussion flowing, Schmidt
said. Our residents deserve,
theres 50,000 of us represented
by 100 people in this room
tonight, so they deserve answers
if they have questions, to the best

of your ability. So I think thats a

fair expectation of council.
Schmidt also suggested council
consider televising meetings or
putting recordings online for people who cant attend in person.
I think it will serve you well as
you articulate your vision for this
town, and it will also serve our
residents well because even if
they cant get to a meeting, they
can go to a website, Schmidt
said.
At the end of the meeting,
Brown reiterated a point he has
made in public before that it is his
belief that a majority of those attending meetings and asking
questions are doing so for political motivations.
This is 100 percent politically
motivated, Brown said. The interaction, as Michael knows, as
he sat up here with us, has not
changed with the public from the
moment I sat here as mayor to
where I am today.
In the past, he has expressed
his belief that the majority of residents speak through elections,
and Brown said those who disagree with him should run for office.
As I look out there, at least the
people that we beat in elections
have the courage to put their
names on a ballot, Brown said.
But some of you, who as I will
say, lead the for-nothing, againsteverything charge, put your name
on a ballot.

MARCH 2531, 2015 THE MARLTON SUN 9

Officers search vehicle, find

18 bags of heroin and cocaine
The following information
comes from Lt. Joseph Friel of
the Evesham Township Police Department:
On March 16 at 10:30 p.m., an officer patrolling conducted a motor vehicle
stop on Route 73 after
becoming aware that a
driver with a suspended license was operating a vehicle.
During the stop, the officer observed a small bag of cocaine that
was discarded on the roadway by
the female passenger.
During a subsequent search of

the vehicle, 18 bags of heroin and

crack cocaine were discovered
along with drug paraphernalia.
The driver was also found to be
three times over the legal alcohol
limit.
A male, age 51, of
Delran, was charged
with third-degree possession of
heroin,
third-degree possession of crack cocaine,
a disorderly persons offense for
possession of drug paraphernalia
and DWI.
A female, age 20, of Hainesport, was charged with third-degree possession of heroin, third-

police
report

degree possession of crack cocaine, and a disorderly persons offense for possession of drug paraphernalia.
On March 10, at 3 a.m., an Evesham police officer patrolling inside the Data Driven Approach to
Crime and Traffic Safety Zone
conducted a motor vehicle stop
after observing a vehicle with
equipment violations.
During the stop the passenger
was found to have 22 outstanding
warrants for her arrest. While arresting the female, officers displease see K-9, page 12

meetings, Gillespie said. There

is no secret. For anyone to suggest that this is all being done behind closed doors look at the
records.
Scialabbo also said he wanted
to know if anyone else on council
had an interest in the property,
but Gillespie said New Jersey
land use law requires that anyone
with a 10 percent interest or more
in a planning board application
must disclose who those ownership interests are.
Gillespie said if anyone else
had an interest in the property he
would have advised them to recuse themselves as he did with
Brown.
Resident Joe Barbagiovanni
also voiced concerns over the
apartments, and said they were
coming to what he called a nice,
residential community and the
town had more than enough in
that area.
If you guy two blocks to the
north right across Route 70
theres about 1000 apartments,
Barbagiovanni said. You want to
put another 250 apartments

where the old K-Mart used to be.

You just put 50 apartments on
Main Street. Now youre going to
be another 55 apartments on
Maple Avenue.
Barbagiovanni also questioned
how the apartments would be
filled as New Jersey was losing
population
Youre putting up all these
apartments and youre expecting
people to rent them,
Barbagiovanni said. Where
are the people coming from? I
want you to think about this.
Dont ruin a good neighborhood.
Gillespie said that the issues of
traffic and landscaping were for
the planning board to decide,
meeting which Gillespie again
noted were public meetings
where those with concerns were
free to attend.
Councilman Ken DAndrea
said that he didnt necessarily
want a four-story apartment
building in that area either, but
there is a planning board process
that needs to take place and it
wasnt for council to decide.
I was a little bit taken back
when I looked at that design,
DAndrea said. I also am not interested in a four story setup either, but you did hear from the developer or perhaps from anybody,
but the market seems to be will-

ing to bear that versus anything

else.

We've had a total of four snow

said.
The snow days are also having
an effect on the board of education's meeting schedule. The
meeting scheduled for June 17
has been moved back one week to
Wednesday, June 24, to allow the
meeting to take place after the
end of the school year.
In what has become a

drive for 2015.
Students, faculty and staff at
all four high schools are encouraged to donate gently-used clothing, accessories, toys, books and
other small household items and
place them into a donation bin located in each school's parking lot.
Since 2012, the district has collected 109,387 pounds of donations.
Through the drive's first two
weeks, Cherokee High School
jumped out to an early lead, having contributed 0.84 pounds of donations per student. Cherokee
has won all three of the past Give
to Goodwill drives. The competition runs through April 17.

DDACTS integrates locationbased crime and traffic data to establish effective and efficient
methods for deploying law enforcement and other resources.
Using geomapping to identify
areas that have high incidences of
crime and crashes, DDACTS uses
traffic enforcement strategies
that play a dual role in fighting
crime and reducing crashes and
traffic violations.

Drawing on the deterrent of

highly visible traffic enforcement
and the knowledge that crime
often involves the use of motor
vehicles, the goal of DDACTS is to
reduce the incidence of crime,
crashes and traffic violations in
Evesham Township.
Following the armed robbery
of a T.J Maxx Store in Evesham
Township on Jan. 19, investigators were able to collect DNA evidence from the scene that was
later used to identify and connect
a suspect to the crime.
During the investigation, Evesham investigators submitted
DNA evidence to the State Police
laboratory for testing.
The results of the DNA tests
along with other evidence led the
Evesham Police Department to
charge a male with committing
the robbery.
On March 4, the U.S. Marshals
Service located and arrested the
suspect hiding in an apartment

building in East Camden.

stop on Route 73 after observing
the vehicle being operated in a
careless manner.
During the investigation, Evesham Police K-9 Spike was called
upon to assist officers with the detection of narcotics. K-9 Spike
was walked around the exterior
of the suspects vehicle at which
time he alerted officers to the
presence of narcotics inside the
car. A subsequent search of the
vehicle by officers resulted in the
discovery of drugs and more than
20 fraudulent credit cards. All
four occupants were arrested during this investigation.
A male, age 23, of New York
was charged with 16 counts of

third-degree theft by deception

and fraudulent documents and a
disorderly person offense for possession of marijuana. He was
lodged in the Burlington County
Jail on $80,000 bail.
