About MUAVIN
Mutual Assistance for Voluntary Institutions in India (MUAVIN) is a voluntary organisation
established in 1985 with the following aims and objects:
a) To undertake research and analysis and forward planning for the educational, economic
and social betterment of Weaker Sections of people.
b) To promote and facilitate and co-ordinate the pursuit of excellence by existing
institutions in their working for educational, economic and social betterment of Weaker

1. Introduction
Students in high schools, junior colleges and degree colleges and youngsters who have just
finished their education are generally aware of employment opportunities in the private sector
with qualifications in traditional fields like engineering, medicine, and commerce, or emerging
fields like IT and management. But they and their parents, teachers and career counsellors are
much less aware that these qualifications as well as qualifications in natural and social sciences,
humanities, languages and other areas also annually open up thousands of employment
opportunities in central and state civil and security services, and in public sector enterprises and
nationalised banks.
Even if they are aware of these opportunities, they do not have ready and convenient access to
the eligibility criteria and entrance procedures and requirements for seeking employment
opportunities in government and public sector organisations.
Generally, employment in the private sector is considered financially more attractive. But most
youngsters and their parents are not aware that employment in government and public sectors is
more accessible to all in a constitutionally mandated non-discriminatory framework. Such
employment is also more stable as dismissal or other punitive action has to precede a quasi-legal,
transparent due process of enquiry. Furthermore, organisations in the government and public
sectors provide more regular and protected benefits in terms of salary scales and increments,
dearness, housing, city and other allowances, health and retirement coverage, variety of leaves,
transparent promotional avenues etc. Finally, these organisations provide opportunities to serve
in a wide variety of sectors and locations.
With these considerations in the background, it was felt that compiling and providing readily
accessible necessary information on eligibility criteria and entrance procedures and contacts for a
variety of employment opportunities in government and public sector would be useful to
youngsters, parents, teachers, career counsellors, and others interested. The compilation that
follows is not exhaustive. For example, employment opportunities in all judicial, defence and
security services, all central and state public sector units, public universities, colleges, specialised
institutions, laboratories, training and consultancy organisations, among others, have not been
covered. Similarly, opportunities in the lower or semi-skilled employment grades have not been
looked into. However, an attempt has been made to cover say the top three or four employment
grades in several major organisations in government and public sectors.
It is hoped that our attempt here succeeds, at the minimum, in providing the youngsters, parents
and others the necessary information on some major employment opportunities in selected civil,
security and public sector organisations. More optimistically, we hope that many youngsters will
utilise the information and succeed in getting suitable employment in government and public
sector organisations.
Introduction
Union Public Service Commission (UPSC) is the nodal agency for recruiting fresh graduates and
postgraduates for various general and departmental civil services in the Central Government.
These include:

Indian Railway Accounts Service (IRAS)
Indian Railway Personnel Service (IRPS)
Indian Railway Service of Electrical Engineers (IRSEE)
Indian Railway Service of Engineers (IRSE)
Indian Railway Service of Mechanical Engineers (IRSME)

Young persons aspiring to enter these services should plan to appear for the various competitive
examinations conducted all over the country, as specified in the following sections, and go
through the other stages of the selection processes, including interview etc. Selection is based on
constitutionally mandated principles of non-discrimination. However, there are quotas for
Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes (OBCs), and in
some services, proportionate representation from States.
Once selected, the candidates enter one of these Central Government Services. Generally, these
services offer many advantages over employment opportunities in private or self-employed
sectors. They include: reasonably good and assured pay with regular increments, dearness
allowances, housing & city allowances, provident funds, retirement benefits, variety of leaves,
including study leave, and other benefits like regular opportunities for promotion as vacancies
occur, to senior positions upto Secretary to Government, etc. Removal from service happens
only if charge-sheeted, and with due and open process of enquiry, mostly for criminal and illegal
activities. These services provide an opportunity to serve in various sectors of the economy and
parts of the country and the world, if selected for Indian Foreign Service.

2.3.1 Preliminary

Age-Limit: 21-30 years as on 1st August of the year of Examination. Certain categories of
persons (SC, ST, and OBC) as specified in the Commission's Notice as published in
Employment News/Rozgar Samachar are eligible for age relaxation.
Educational Qualification: Degree of a Recognized University or equivalent. Candidates
appearing in the requisite Degree qualification are also eligible for appearing in the examination;
however, they are supposed to submit proof of passing the requisite qualification along with
Detailed Application Form for Civil Services (Main) Examination.
Scheme of Examination: The Preliminary Examination consists of two papers of objective
type (multiple-choice questions) carrying a maximum of 450 marks. The Question Papers (Test
Booklets) are set in English & Hindi. Paper-I is General Studies for 150 marks, and Paper-II is
for 300 marks, which can be selected from the following 23 subjects: Agriculture, Mathematics,
Animal Husbandry & Vetinary Science, Mechanical Engineering, Botany, Medical Science,
Chemistry, Philosophy, Civil Engineering, Physics, Commerce, Political Science, Economics,
Psychology, Electrical Engineering, Public Administration, Geography, Sociology, Geology,
Statistics, Indian History, Zoology, Law .
2.3.2 Main
Usually, the exams are conducted in October/November. They consist of 9 papers. Duration of
the exam is 3 hours, for each paper. Paper-I is one on the Indian Languages from the 18
languages included in the VIIIth Schedule to the Constitution; Paper-II is English. Both are for
300 marks each. However, marks obtained in these papers are not added to the aggregate marks
as they are Qualifying Papers. Paper-III is Essay (200 marks); Papers-IV & V (300 marks each)
are General Studies; Papers-VI to IX (300 marks each) are from the prescribed optional subjects
(each subject having 2 papers). Apart from these, interview has 300 marks making the grand
total of marks 2300.

Optional Subjects: There are 51 subjects including 26 subjects from literature. They are:
Agriculture, Management, Animal Husbandry & Vetinary Science, Mathematics, Anthropology,
Mechanical Engineering, Botany, Medical Science, Chemistry, Philosophy, Civil Engineering,
Physics, Commerce & Accountancy, Political Science & International Relations, Economics,
Psychology, Electrical Engineering, Public Administration, Geography, Sociology, Geology,
Statistics, Indian History, Zoology, and Law. From Literature: Arabic, Gujarati, Manipuri,
Sanskrit, Assamese, Hindi, Nepali, Sindhi, Bengali, Kannada, Oriya, Tamil, Chinese, Kashmiri,
Pali, Telugu, English, Konkani, Persian, Urdu, French, Marathi, Punjabi, German, Malayalam,
and Russian.
Note
Candidates have the option to answer all the question papers, except the language papers, viz,
Paper-I and Paper-II, in any one of the languages included in the Eighth Schedule to the
Constitution or in English.
Candidates who have opted for an Indian Language as language medium for the Main
Examination have an option of being interviewed either in English or in the same language
which they have opted for the Main Examination.
On average 500 positions are filled every year through the civil services examination. The list is

Educational Qualification: Master's degree in Geology/Applied Geology or Marine Geology
from a recognized university; or Diploma of Associateship in Applied Geology of Indian School
of Mines, Dhanbad; or Master's degree in Mineral exploration from a recognized university (for
posts in GSI); or Master's degree in Hydrogeology from a recognized university (for posts in
CGWB).
Candidates appearing in the requisite qualification can also apply for the examination but are
required to submit proof of passing along with detailed application form.

Introduction
Andhra Pradesh Public Service Commission (UPSC) is the nodal agency for recruiting fresh
graduates and postgraduates for various positions in general and departmental services in Andhra
Pradesh. These State Government services, like the Central Civil Services (see Brochure on
UPSC), offer some advantages over similar opportunities in private or self-employed sectors.
These include: reasonably good and assured pay with regular increments, dearness allowances,
housing & city allowances, provident funds, retirement benefits, variety of leaves, including study
leave, and other benefits like regular opportunities for promotion as vacancies occur, to senior
positions upto Chief Secretary to Government, etc. Removal from service happens only if
charge-sheeted, and with due and open process of enquiry, mostly for criminal and illegal

3.3.1 Preliminary
Age-Limit: 18-39 years. In case of SC, ST and BC candidates, another five years have been
added to the upper limit, making them eligible to apply till age of 44 years.
Educational Qualification: A Bachelors Degree from any recognized University in India
established or incorporated by or under Central Act, Provincial Act, a State Act or an Institution
recognized by the U.G.C. or an equivalent qualification.
Scheme of Examination: It is only a screening test. Marks obtained in this exam are not added
to the Mains. The Preliminary Examination consists of only one paper of 150 objective type
questions carrying a maximum of 150 marks. It consists of General Studies, GK, Aptitude, and
Reasoning.

Govt. of India and their Attached and Subordinate Offices which are in the pay scales the
maximum of which is Rs.10,500 or below and (ii) all non-technical Group C posts in the
various Ministries/Departments of the Govt. of India and their Attached and Subordinate
Offices, except those posts which are specifically exempt from the purview of the Staff
Selection Commission.
Staff Selection Commission conducts Graduate Level Examination every year for various
posts, qualification for which is graduation, and Combined Matric Level Examination for
posts requiring matriculation qualification or High School. Those candidates who qualify in
the prelims are required to appear for the Mains. Candidates qualifying in the mains have to
appear for an Interview or Physical Efficiency Test (PET). Those qualifying in the Matric
Level Main Exam are required to pass a skill test (typing or stenography). Some exams such
as the Section Officers, Investigators etc, are held separately and no prelims are held for
them.
The age limits are different for different posts and are to be confirmed from the Notice of
exam published in the Employment News/ Rozgar Samachar. Generally, the age limits are
18 to 27 years on the crucial date. The age concession in the upper age limit for SC/STs is 5
years, for OBCs it is 3 years and for physically handicapped candidates it is 10 years. For
widows, divorced women and judicially separated women, the age limit is 35 years for UR
category; 40 years for SC/ST women and 38 years for OBC women.
Young persons aspiring to enter these services should plan to appear for the various
competitive examinations conducted all over the country, as specified in the following
sections, and go through the other stages of the selection processes, including interview etc.
Selection is based on constitutionally mandated principles of non-discrimination. However,
there are quotas for Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward
Classes (OBCs), Physically Handicapped, and women, etc.
Once selected, the candidates enter one of these Services. Generally, these services offer
many advantages over employment opportunities in private or self-employed sectors. They
include: reasonably good and assured pay with regular increments, dearness allowances,
housing & city allowances, provident funds, retirement benefits, variety of leaves, including
study leave, and other benefits like regular opportunities for promotion, as vacancies occur,
to senior positions through departmental examinations, etc. Removal from service happens
only if charge-sheeted, and with due and open process of enquiry, mostly for criminal and
illegal activities.

Staff Selection Commission (SSC) conducts examinations as and when required for
recruitment to the posts within its purview. The examinations would be held as far as
possible at different centres and successful candidates posted, to the extent possible, to their
home State/Region. It conducts Open Competitive Examinations for recruitment to the

Introduction
Public Sector Undertakings (PSUs) are the companies in which the Government of India or
the State Governments have at 51 per cent or more of the ownership share and control the
administration of the companies. Though subject to specific Government policies and
regulations, many of the CPSUs in consumer and producer goods and services sectors are
efficient and profitable. They successfully compete with private and multi-national
corporations at home and abroad. A few PSUs have been set up to meet the Governments
special needs in selected strategic areas. All of them provide challenging and stable
employment opportunities to work in a large variety of sectors and locations. More details
on the individual companies can be found in their websites. They all offer almost all the
facilities available to Central Government Employees. Many of those companies have
branches/offices in Hyderabad and Andhra Pradesh. Contact addresses of a few Andhra

Recruitment
An All India Advertisement will be released every year, inviting applications from candidates
possessing Degree in Engineering with a minimum of 60% marks in the Final year
examination, candidates appearing for final year examinations during the period and who
have scored 60% or more marks on an aggregate in the previous Semesters, will also be
eligible to apply. Written Test will be conducted by entrusting the work to a reputed
Institution in order to ensure objectivity. On receipt of the marks obtained in the test,
candidates in the ratio of 1:6 will be called for Interview/Group task by a Committee
consisting of senior executives not below the rank of JGM and Officer-in-charge OD/
Centralized Recruitment. Candidates whose results have not been declared at the time of
application will be permitted to appear for the test only on condition that they should have
passed successfully the course with requisite marks of 60% or more when they appear for
interview.
The candidates selected as Management Trainees in Engineering and other Professional
areas will undergo INDUCTION TRAINING for a period of one year. The induction
training will be coordinated by Centre for Manpower Development & Research Department
of Corporate Personnel Directorate which will plan the induction training schedule for the
entire year. The trainees will be oriented in Units, Business Groups/ Functional Directorates
as per the need of the Organization.
On successful completion of induction training, the candidates will be posted to the
respective Units, Business Groups/Functional Directorates and they shall be suitably
designated. They shall be kept on PROBATION for a period of one year during which
period their performance will be observed by the Unit Chiefs/ EDs. The verification of
antecedents should be obtained during the period of induction training. Letters of
confirmation will be issued by the Unit Chiefs / EDs on successful completion of probation
subject to verification of their antecedents.
The Management Trainees will be required to execute the SERVICE BOND along with the
Surety, agreeing to serve the Company for a period of 3 years on successful completion of
their induction training. Those who wish to leave the company before the bond period will
have to compensate the company for expenses incurred for their training etc as per the
companys rules.
Stipend and Other Allowances & Pay Fixation
Whereas the candidates selected through Campus Recruitment would draw salary, the
Management Trainees recruited through Open All India Advertisement would get stipend
during induction training period which would be minimum of the scale in PS III plus other
admissible allowances such as Ad hoc Relief, DA, HRA and CCA as applicable to the place
of posting. During Official Tour they shall be eligible for TA / DA benefits as admissible to
the Executives in PS III.
Reservation of SC/ST
The reservations and relaxation for SC/ST shall be as per the Presidential Directives, issued
from time to time. Prescribed minimum marks are relaxable at the discretion of Director,
Personnel.

Introduction
Public Sector Banks (PSBs) recruit thousands of freshers every year. More than 8 lakh employees
are working in public sector banks. And 50% of present bank employees will retire in next five
years. In 2008 more than 50,000 posts were filled. State Bank of India recruited 33,703
employees in 2008-2009 and it is going to recruit more than 11,000 employees in 2009-2010. On
an average 100 people are recruited everyday by the PSBs.
Young persons aspiring to enter banking services should plan to appear for the competitive
examinations conducted all over the country, as specified in the following sections, and go
through the stages of the selection processes, including written exam and interview etc. Selection
is based on constitutionally mandated principles of non-discrimination. However, there are
quotas for Scheduled Castes (SCs), Scheduled Tribes (STs), and Other Backward Classes
(OBCs), and in some services, proportionate representation from States. Since there is no nodal
agency to recruit employees each bank conducts its own exam. However, the exam pattern is
similar, though the number questions asked and the marks awarded and some other elements
differ. For this purpose, candidates have to check each banks notification carefully. The

Once selected, the candidates are appointed for the respective positions. Generally, these
positions offer many advantages over similar employment opportunities in private banks. They
include: reasonably good and assured pay with regular increments, dearness allowances, housing
& city allowances, provident funds, retirement benefits, variety of leaves, and other benefits like
regular opportunities for promotions, as vacancies occur, to senior positions. Removal from
service happens only if charge-sheeted, and with due and open process of enquiry, mostly for

Educational Qualifications: 60% aggregate marks in class XII or Diploma course after 10th
standard AND 55% aggregate marks in Graduation irrespective of Pass Course or Honours
Course. For SC/ST, 55% aggregate marks in class XII or Diploma course after 10th standard
AND 50% aggregate marks in Graduation irrespective of Pass Course or Honours Course.
Selection Procedure:
Phase-I: Written Examination: Time 3 Hrs. (Combined Objective & Descriptive Type Tests)
The duration of objective type test will be 2 hours and will consist of :
i) Test of English Language (Grammer, Vocabulary, Comprehension etc.)
ii) Test of General Awareness, Marketing & Computers
iii) Test of Data Analysis & Interpretation
iv) Test of Reasoning (High Level)
The duration of descriptive type test will be 1 hour and the test will be "Test of English
Language (Comprehension, short precis, letter writing & essay)"
Descriptive test paper of only those candidates will be evaluated who are adequately high in
percentile ranking in each of all the four objective tests and have scored overall aggregate 40% in
case of General category and 35% in case SC/ST/OBC/PWD category.
The qualifying marks for descriptive test will also be 40% for General category and 35% for
SC/ST/OBC/PWD. The merit list of written examination will be based on the aggregate of the
marks obtained by the candidates in objective and descriptive tests.
Phase-II: Group Discussion & Interview
The aggregate marks of objective test and descriptive test will be arranged in descending order
and the candidates who have qualified in written examination will be called for group discussion
and interview depending upon the vacancies in each category subject to maximum of three times
the number of vacancies. The marks of group discussion and interview will be put together and
the candidates who secure 40% marks (35% in case of SC/ST/OBC/PWD) in group discussion
and interview will be considered for final selection. The selection will be made from the top
merit ranked candidates in each category. The candidate will have to pass both in Phase I & II.

Introduction
The Indian Railways is the largest civilian employer in the world at approximately 14.22 lakh
employees. The training of all the cadres is entrusted and shared between Centralised Training
Institutes. They are:
1. Indian Railway Institute of Transportation Management, Lucknow, for officers of the
Traffic department
2. Indian Railway Institute of Civil Engineering, Pune, for civil engineers
3. Indian Railway Institute of Signal and Telecommunications Engineering, Secunderabad,
for engineers of S&T department
4. Indian Railway Institute of Mechanical and Electrical Engineering & Jamalpur
Gymkhana, Jamalpur, for mechanical engineers
5. Indian Railway Institute of Electrical Engineering, Nasik, for Electrical Engineers
6. RPF Academy, Lucknow, for officers of the Railway Protection Force and
7. Railway Staff College, Vadodara, functions as the apex training institute for the officers
of all departments in general and Accounts, Personnel, Stores and Medical departments
in particular.
The Management Cadre of the Indian Railways consists of Class I and Class II Gazetted
Officers. Direct recruitment to the Class I Railway Services is made through the Union Public
Service Commission on the basis of the annual competitive examinations.
Recruitment to the Indian Railway Traffic Service (IRTS) and the Indian Railway Accounts
Service (IRAS) is done on the result of the Civil Services Examination and that to the Indian
Railway Services of Engineers (IRSE), Indian Railway Service of Electrical Engineers (IRSEE),
Indian Railway Service of Signal Engineers (IRSSE) and Indian Railway Service Stores (IRSS) is
made on the basis of the Combined Engineering Services Examination.
For recruitment to the Indian Railway Service of Mechanical Engineers, there is a dual method.
Approximately, 50 per cent of the candidates are recruited through the Combined Engineering
Services Examination. The remaining 50 per cent are recruited as the Special Class Railway
Apprentices for which the U.P.S.C. conducts a separate competitive examination every year (see
Brochure on UPSC).
So far as the recruitment of Class II services is concerned, the entire Class II service is manned
by personnel promoted from subordinate ranks from Class III by a process of selection on the
basis of merit.
Class III service is composed of literate class of employees, both technical and non-technical.
These cover a large number of categories such as Clerks, Assistant Station Masters, Ticket
Collectors, Guards, Drivers, Workshop Charge men, Foremen, etc.
Initial recruitment to technical Class III services to the engineering signaling and telecommunication engineering, and electrical departments are of two types, namely, one to the class
of skilled tradesmen and the class of initial Supervisors, Charge men, Assistant Inspectors of
Ways and Works, Assistant Signaling and Telecommunication Inspectors, etc. The former are
drawn from trade apprentices and the latter are recruited from candidates having diploma
qualifications in the upper branch of engineering specially.

Recruitment to Class III posts in various departments of Railways is done through various
competitive examinations conducted by the respective Railway Recruitment Boards. These
Boards are located at big towns/cities.
These services offer many advantages over employment opportunities in private or selfemployed sectors. They include: reasonably good and assured pay with regular increments,
dearness allowances, housing & city allowances, provident funds, retirement benefits, variety of
leaves, including study leave, and other benefits like regular opportunities for promotion as
vacancies occur, to senior positions. Removal from service happens only if charge-sheeted, and
with due and open process of enquiry, mostly for criminal and illegal activities.

Note: Even in categories where selection is through a single stage examination, the
Railway Recruitment Board can prescribe a second stage examination depending upon
the number of candidates, administrative exigencies etc. In such cases final selection will
be on the basis of the merit position of the second stage examination.
After the final results are announced, the selected candidates have to report to the office
of the Railway Recruitment Board on a nominated day for verification of their original
certificates. If they are unable to attend the verification on the nominated day, they are
given a second opportunity. If a candidate does not attend the verification even on the
second occasion, his candidature is cancelled.
Candidature of candidates who cannot produce the necessary documentary proof in
support of the minimum educational/technical qualifications, age, community etc. is also
cancelled.
Railway Recruitment Boards (RRBs) have not prescribed any books or guides for the
examinations being conducted by them. Similarly no coaching institution is recognized for giving
coaching to candidates, unlike APPSC, and Civil Services Examination. However, there is a
provision for taking online demo tests (free of cost) at the RRB websites for the candidates who
applied for the exam. This test will serve as a good guidance for the written examination of RRB.

Age concessions to other specified categories, wherever available, are indicated in the

The age concessions are liable to be modified as per the general policy of the Ministry of
Railways (Railway Board).
Relaxations in upper age for candidates belonging to Scheduled Caste, Scheduled Tribe and
Other Backward Class candidates is permissible only when posts reserved for them are available.
However, they can compete for unreserved posts also under the normal age restrictions.

handicapped are fully exempted from payment of the prescribed examination fees.

Introduction
National Academy of Construction (NAC) has been registered as a "Society" and incorporated as
a "Public Charitable" institution in September 1998. It is managed by a Board of Governors with
the Hon'ble Chief Minister of Andhra Pradesh as its Chairman.
Since its inception in the year 1998, NAC has emerged as a distinctive institution and one of its
kind for providing training and development of all types of construction resources, and
technologies for fast track completion of projects.
Construction is one area where technology is developing at a fast rate. Hence one needs proper
understanding of the technology and importance of proper training. Starting with one centre and
five trades and training 150 technicians per year, NAC has grown steadily to more than 200
centres throughout AP with target of training 50,000 technicians per annum.
For administrative convenience, NAC has created six regional centres in Guntur, Kadapa,
Vishakapatnam, Karimnagar, Rajahumndry and Hyderabad which are also headed by Regional
Directors. Assistant Directors are appointed in each district for better co-ordination and quality
control of the training programmes.
To augment and play an effective role, NAC is now establishing three Zonal centres with a
capacity of 2000 trainees per annum in each Zonal centre. These Advanced Skills Training
Institutes (ASTI) at Pulivendula in Kadapa District, Jagityal in Karimnagar District and
Bommaru near Rajamundry in East Godavari District are expected to become the future hubs of
trades training. Thus, NAC will be having three Zonal Centres in all the three regions of the
State. The Advanced Skill Training Institutes (ASTIs) consist of administrative block,
classrooms, staff rooms, boys and girls hostels, staff quarters, play area, auditorium amphitheatre
etc.
NAC is a vocational training provider approved by Director General Employment & Training
(DGET), Ministry of Labour and Employment, Govt. of India. It imparts various skills to the
aspirants who have not even completed 10th Standard, free of cost. After the completion of
training, NAC trainees are tested by external assessing agency approved by DGET. Successful
candidates are issued with National Certificate in Modular Employable Skills. This certificate can
be registered in all Employment Exchanges. The trainees are assisted in placement by NACs
Placement Cell through their network of construction companies, contractors and architects. On
successful placement, the trainees are paid attractive salaries.

Admission Procedure: Entrance exam will be conducted and the candidtaes who obtain
a minimum of 40 marks will be selected.
Other Facilities: The trainees have several other amenities at their disposal. They have
daily yoga classes apart from their curriculum. They have games such as basket ball and
volleyball for their recreation.
Issue of Certificates: Training consists of theory and practical classes, which account
for 20% and 80% respectively. Examinations are conducted monthly. The final
examination is conducted through an external jury comprising of Members from the
building industry, factory from enquiring/polytechnics/PWD/Irrigation departments.
Successful candidates are issued with National Certificate in Modular Employable Skills.

Introduction
District Selection Committee (DSC) was set up under the aegis of the Department of
School Education, Andhra Pradesh, which is the administering authority for primary and
secondary level education in the State. It fills several positions at various levels to meet
the growing needs of education.
Young persons aspiring to enter the teaching profession should plan to appear for the
competitive examinations conducted all over the State, as specified in the following
sections, and go through the other stages of the selection processes, including interview
etc. Selection is based on constitutionally mandated principles of non-discrimination.
However, there are quotas for Scheduled Castes (SCs), Scheduled Tribes (STs), and
Other Backward Classes (OBCs).
Once selected, the candidates enter the State Government Service. Generally, teaching
profession in the public sector offers many advantages over private or self-employment.
They include: reasonably good and assured pay with regular increments, dearness
allowances, housing & city allowances, provident funds, retirement benefits, variety of
leaves, including study leave, and other benefits like regular opportunities for promotion
as vacancies occur, to senior positions. Removal from service happens only if chargesheeted, and with due and open process of enquiry, mostly for criminal and illegal
activities. This profession provides an opportunity to serve in various parts of the State.
Since schools hardly work for more than 220 days a year, employees in teaching sector
enjoy more holidays than in any other sector.
9.2
Age Limit
Applicant must have completed the minimum age of 18 years and must not have
completed the maximum age 39 years as on the 1st day of July 2008. However in case of
BC/SC/ST candidate the maximum age limit is 44 years, and in respect of Physically
Challenged candidates the maximum age limit is 49 years.

9.5
Method of Selection
Candidates shall be selected on the basis of marks secured in the written test conducted for 100
marks and following rule of reservation. The selection of candidate for the posts in
Plain/Scheduled (agency) area under the control of Tribal department shall be taken up only
after the selection of candidate for the posts in Plain/ Scheduled (agency)area under the control
of District Educational Officer is completed. The candidate can, however express option by
indicating his/her willingness in the application itself.
9.5.1 Medium of Question Papers
The Question papers will be in the medium concerned. The Question Paper in Telugu Medium
will be supplied to the candidates appearing for the test to the post in Telugu Medium and
likewise to other medium candidates.
9.5.2 Written Test
The candidate should take the Test only in the district in which he/she submitted his/her
application. The candidate shall be required to answer multiple-choice questions by way of
shading in the space indicated in the O.M.R sheet. The question paper in each category will
consist of 200 multiple choice questions.

Where/How to Apply
Printed application forms may be obtained on payment of Rs.200 /- in all Head post Offices at
the District Head Quarters and Head Post Offices /Sub Post Offices at the Revenue Divisional
Head Quarters and e-Seva centres.
The Applicant must enclose the following to his/her application:
a) Attested copies of Memorandum of Marks and Pass Certificates of the Educational
Qualifications prescribed to the post.
b) Attested copy of Date of Birth Certificate (SSC or its equivalent certificate).
c) Attested copy of the caste ``certificate in the prescribed proforma issued by Mandal
Revenue Officer in the case of S.Cs and S.Ts and B.Cs.
d) Attested copy/copies of the study certificate(s) from the heads of Institutions for classes
IV to X (S.S.C) or copies of the residence certificate as a proof of local candidate in case
of the candidate who has not studied in any recognized school during the whole or any
part of the Seven year period ending with his/her appearance for the first time for classX (S.S.C) or equivalent examination.
e) Attested copies of certificates of proof of visually Handicapped /Hearing Impaired
/Orthopaedically challenged as the case may be.
f) Apart from pasting a latest black and white passport size photograph on the application
form, every candidate should submit 3(three) latest black and white passport size
photographs.
g) Three (3) self addressed envelopes of size 10X4 each with stamps worth Rs 5/-.
h) Service certificate obtained from the District Sainik welfare officer of the concerned
District shall be submitted in case of Ex-servicemen if he claims the relaxation of age and
reservation for selection under the Ex-servicemen quota. The Ex-servicemen who are
drawing pension are only eligible to claim Ex-serviceman quota.
Applications without all the relevant enclosures will not be accepted and will be rejected.
Receipt of Application
Applications shall be submitted in person to the secretary of the District selection committee
(District Educational Officer) of the concerned district, at the place/places indicated by the
secretary of the District selection committee (District Educational Officer). The details of
place/places of submission of application will be prominently displayed at the Collectors Office,
Zilla Parishad and the Offices of District Educational Officer, Deputy Educational Officer and
Mandal Parishad development Officer.
Original Certificates for Verification
All the original certificates shall be produced by the candidates for verification at the time of
submission of applications. Applications of the candidates who do not produce the original
certificates for verification will be rejected summarily. The candidate who produces a bogus
degree or other certificate will be liable for prosecution besides other action as per rules. Mere
acceptance of an application either inadvertently or otherwise shall not exonerate the applicant
for submitting bogus certificate.
Issue of Hall Tickets
Hall Tickets will be dispatched to the eligible candidates for written test by post. The hall tickets
will be available in the website also. The candidates can download their e-hall ticket and can
appear for the written test. The website address will be announced in all leading News Papers.

Prof Arif A Waqif
Prof. Arif A Waqif is currently Principal, Bentham Institute of Management and Languages,
Hyderabad. Earlier he taught briefly as Visiting Faculty in Auroras Business School, Hyderabad.
During 2008-09, he was Adjunct Faculty in ICFAI School of Public Policy, Hyderabad. Prior to
that, he was Academic and Research Director, Association of Management Development
Institutions in South Asia, Hyderabad (2005-08); Professor and Founder Dean, School
Management Studies, University of Hyderabad (1999-2005); Larsen and Toubro Chair Professor,
Chairman, Economics Area and Dean, Research (for two years), Administrative Staff College of
India, Hyderabad (1979-1999); and Assistant Professor of Economics, Pahlavi University, Shiraz,
Iran (1976-79) and California State University, San Bernardino (1974-76).
He was Friedrich Ebert Stiftung (Foundation) Visiting Fellow in Brussels, Bonn, Berlin,
Heidleberg, Munich and Maastricht (1987, 1998); South Asian Regional Project Co-ordinator for
the Committee for Studies in Co-operation for Development (CSCD) in South Asia, Colombo,
and for the Co-ordinating Group for Studies in South Asian Perspectives (CGSSAP), Delhi,
Islamabad, Colombo (1990-92 and 1992-94); US-NIH Bio-engineering Fellow at UC-Berkeley
(1967-69); and Asst Research Engineer, Institute of Science and Technology, University of
Michigan, Ann Arbor, and member, UofMs 2-man Team for the International Indian Ocean
Expedition, Bombay (1962-67). He has been Chairman/Expert Member of several national and
international advisory and management committees, including for the UGC, Chambers of
Commerce and Industry, Central and State Universities, Schools and Departments, national and
international academic journals, and NGOs, among many others.
He has published three monographs and four edited international seminar proceedings, apart
from more than 130 papers in national and international research journals, seminar proceedings
and edited books. He was the principal investigator/coordinator of over 25 nationally and
internationally sponsored research projects. His research interests include liberalisation and
globalisation, management and higher education, unemployment and poverty alleviation, regional
economic and academic cooperation, management of environment, social cost-benefit and
impact analysis, among others. He has traveled widely on academic assignments to countries in
South, South-East and East Asia, East Africa, Northern Europe and North America.
He obtained his Bachelors and Masters degrees in Engineering from the University of Michigan
(1962, 1965), and Masters and Ph.D. degrees in Economics from the University of California,
Berkeley (1970, 1975).

N. Ravinder Reddy
N. Ravinder Reddy is currently working as Project Coordinator, MUAVIN, Hyderabad.
Previously he worked as a Research Associate in ICFAI School of Public Policy, Hyderabad. He
received his M.A. in English Literature from Madurai Kamaraj University and Master in Public
Policy (MPP) from ICFAI University. He published two book reviews in The Icfai University
Journal of Public Administration and an article in a book titled Ideas and Issues in Education all three
in the area of education. His interests include policy research and developmental issues related to
education and environment, and creative writing, among others.
