Enclosed with this correspondence is the 2014 Annual Facility Report for JBE RE #1 Inc.'s
Plastics2Oil facility located at 20 Iroquois Street in Niagara Falls, NY. This Report is prepared
in accordance with the facility’s Solid Waste Management Permit ID 9-291 1-00348/00003. This
Annual Report is for the period from 1/1/2014 through 12/31/2014, and includes the following
information per 6 NYCRR Part 360, Section 3.4((3):
Amount of waste received by NY State counties, and other states and countries
Amount of liquid napiitha produced
Amount of residue produced, shipped and disposed off-site; including disposal location
Unusual events or accidents at the facility and responses taken by the facility personnel
Changes from approved plans, reports or permit along with a justification for the change
Summary and description of unauthorized wastes, if any, brought to the facility
Updated closure cost estimate for closure activities to reflect inflation and/or any changes

‘The feedstock in 2014 consisted predominantly of Crayola crayons and markers from their main

There were no incidents from either #1, #2 or #3 Systems during 2014,
‘This information is provided to the NYSDEC to present any proposed facility, equipmens or process
‘modifications which might affect the latest version JBI RE #1, Inc. Solid Waste Management Permit
1D 9-29111-00348/00003- Modification #1 (issued 7/23/12)
(On 12/20/13 applications for Renewal of both the Pact 360 Solid Waste Permit and the Air Permit were
submitted to NYS DEC to meet the requirement of submission at least | 80 days prior to the date oF the
permit expiration on 6/50/2014. Significant items included in these renewals included the following items:
Addition of third Processor PO3 with Residue Reactor
Addition of a New Building #2 to house the third Processor
Addition of a Dust Collector (to be used if necessary dur
Co-feeding Used Oil with the Plastic Materials
Processing of Off grade Crayola Materials
Installation of two new Petroleum Storage Tanks
(On 7/30/14 the Solid Waste Division of NYS DEC issued Solid Waste Management
Permit # 9-291 1-00348/00003 to JBL RE #1 INC.
On 8/14/14 the Air Division of NYS DEC issued Renewal #1 to the Air State Facility Permit # 9-2911-
(0034810002 to JBI RE # INC. This renewal allows more flexibility to the ratio of the Used Oil to the
Plastic fed to the reactor than in Modification #4 of Renewal 0. Other modifications submitted were all
incorporated into the new Air Permit.
No additional stack testing was requested by NYS DEC nor performed at JBI during 2014.
General Operations
3 Processing Unit only ran during January 2014, and then was shut down and remained down through
1231/14, Neither #1 nor #2 Processing Unit was operated at any time in 2014. The entire plane remained
shut down for the rest of 2014 far business reasons.
Used Oil Consumption
No Used Oil was processed ft 2014
Only one trailer of Used Oil was received during 2014.
As required, this oil was monitored for Sulfur Content, Total Halogens, Lead and Gross Heat Value and
determined t0 mest the requirements of BNYCRR Parts 225-1 and 225-2.
As required, it was logged in and the following pertinent information was recorded:

During 20 14 208,703 Ib of Plastic had to be rejected due to poor quality and_was sent ¢o Regional
Recycling of Canada, a plastic recycling site, with less stringent quality requirements than JB1"s Plastic 10
iit facility in Niagara Falls, N.Y.
