REQUESTFORINFORMATION

PROCUREMENTOFNAVALSHIPBORNEUNMANNEDAERIALSYSTEM
(NSUAS)ANDASSOCIATEDEQUIPMENT
FORINDIANNAVY(IN
)

Introduction. The Ministry of Defence, Government of India, intends to


augmentthefleetbyprocurementofapproximately50NavalShipborneUnmanned
Aerial System (NSUAS) for Intelligence, Surveillance and Reconnaissance (ISR),
SLOC monitoring and Coastal/ EEZ surveillance, antipiracy and antiterrorism,
assistanceinSearchandRescueandassistanceinMaritimeDomainAwareness
usingAISinputs.

Categorisation.
Thevendorshavetospecifically bringout the preferred
modeofcategorisationasperPara20aofDPP13.

RFIStructure. ThisRequestforInformation(RFI)consistsoftwopartsas
indicatedbelow:

PartI.ThefirstpartofRFIincorporatestheintendeduseofNSUAS,
importantcharacteristicsandfeaturesthatshouldbemetbytheequipment,
requirementoftechnicalparametersandconditionsforsolicitationofoffer.
(a)

PartII.ThesecondpartoftheRFIgivesthemethodologyofseeking
responseofvendors.Submissionofincompleteresponseformatwillrender
thevendorliableforrejection.

PartI
TheIntendedUseofNSUAS(OperationalRequirements). TheNSUAS
shouldbecapabletobeoperatedfromtheIndianNavalshipsof sizeofatleast
50mupwards(withorwithouthelodeck)andbeabletoperformthefollowingroles
bydayandnight:

ImportantCharacteristicsandFeaturesofNSUAS.TheNSUASshouldbe
anautonomousUASwithsmallfootprintandthatprovidesintelligence,surveillance

andreconnaissance(ISR)capabilityinthemaritimedomain.TheNSUASshouldbe
capableofflyingeitherpreprogrammedoroperatorinitiatedmissionsguidedbythe
Global Positioning System and its onboard flight control system. The NSUAS is
primarilyintendedforoperationsfromship,butshouldalsobecapableofoperating
fromashore.Theoperatingspeed,rangeandenduranceofNSUASunderIndian
ReferenceAtmosphere(IRA)invariousrolesenvisagedfromshipandshorebesuch
thatitenablesaccomplishmentofabovementionedtasks.
RequirementofInformation.Companiesarerequestedtoprovidequantified
technical,operationalandmaintenanceparametersasqueriedinAnnexureI,asper
existing/ achievable capabilities(with time frame). Supporting relevant documents
andliteraturearetobeprovided.

Conditions for Solicitation of Offers. Vendors should confirm that the


followingconditionsareacceptable:

Incasethevendorsproposetoprogressthecaseundertransferof
technologythenthedetailsofToTincludingrangeanddepthofToTandkey
technologieslikelytobetransferredaretobeindicated.
(b)
Thevendorsshouldindicatewhethertheproposedequipmentisinuse
byanyotherNavy.
(c)
TheFETwouldbeconductedonaNoCostNoCommitmentbasisin
accordance with Para 37 of Chapter I of DPP 2013. The vendors are to
specificallyindicatewhethertheywouldbewillingtoconductofFETinIndia
orequipmentasfittedonotherplatformsabroadwouldbedemonstrated.
(d)
FieldEvaluationTrials(FET). TheNSUASandequipmentofallTEC
clearedvendorswouldbeputthroughaFETonaNoCostNoCommitment
basis.AStaffEvaluationwouldbecarriedoutbyServiceHeadquarters(SHQ
) to analyze the result of Field Evaluation and shortlist the equipment for
introductionintoservice.
(e)
The vendors should indicate the approximate manpower required to
operate and maintain besides modalities of their training. The details of
informationrequiredarehighlightedatPara21ofAnnexureI

ThevendorsshouldindicatewillingnessforOptionclauseincludingthe
durationforwhichtheOptionClausewouldbevalid.

Thevendorsneedstoindicatewhethertheywouldbeabletocomply
withallprovisionsofDPP2013ornot.Ifnot,whichPara/ClauseofDPPwould
notbeagreedtowithreasons.

(k)
The vendors should indicate willingness to offer offsets, if proposal
exceedsRs300Crores(forBuy(Global)andBuyandMakecasesonly).
(l)
VendorsmayconsiderRFIasadvanceinformationtoobtainrequisite
governmentclearances.
(m) Thevendorsshouldindicatethetentativedeliveryscheduleforsupply
oftheequipmentafterconclusionofcontract.
(n)
Thevendorsshouldindicatetheiracceptabilitytothetermsofpayment
asperDPP.
(p)
The vendors should provide an approximate estimation of cost
including an approximate breakdown of all the elements that need to be
structured into the costing of the equipment system (spares, training,
documentation,productsupportpackage).

(q)
OverallCostingPhilosophy.Thevendorsmayberequiredtoconclude
aComprehensiveAnnualMaintenanceContract(CAMC)alongwiththemain
contractformaintenanceofthesystem.ThecostofCAMC/ProductSupport
PackagewouldbetakenintoaccountfordeterminingtheL1vendor.

Additionaldetailsasdeemedappropriate.

Vendorsshouldconfirmthatfollowingconditionsareacceptable:
(a) Offer. The solicitation of offers will be as per Single StageTwo Bid

System.ItwouldimplythataRequestforProposal(RFP)wouldbeissued
soliciting Technical and Commercial offers together, but in two separate
sealedenvelopes.TheCommercialOfferneedstobeFirmandFixedwitha
validityofatleast18monthsfromthedateofsubmissionoftheoffers.
(b) Technical Evaluation. The technical offers would be evaluated by a

TechnicalEvaluationCommittee(TEC)toverifycompliancewiththeRFP.

(c)
TheequipmentofallTECclearedvendorswouldbeputthroughaField
Evaluation Trial in India on a No Cost No Commitment basis. A staff
evaluation would be carried out by SHQ to analyse the result of field
evaluationandshortlisttheequipmentforintroductionintoservice.
(d) Amongst the vendors cleared by Staff Evaluation, a Commercial
NegotiationCommitteewoulddecidethelowestcostbidder(L1)andconclude
theappropriatecontract.
(e) Product Support. Vendor would be bound to provide
comprehensiveproductsupportandmaintenancesupportfortheNSUASand

supplied equipment. The product support is to be provided for time period


specifiedintheRFP,whichincludessparesandmaintenancetools/jigs/fixtures
forfieldandcomponentlevelrepairs.
(f)
Contract. The vendor would be required to accept the general
conditionsofcontractgivenintheStandardContractDocumentatChapterV
ofDPP2013.
(g) Offset(ifapplicable).Thevendorconfirmstoundertakeoffsetcontracts
(ifapplicable)amountingto30%ofthevalueofcommercialproposals.
(h) IntegrityPact. AnIntegrityPact(IP)alongwithappropriateIntegrity
PactBankGuarantee(IPBG)isamandatoryrequirementintheinstantcase
(Annexure I to Appendix H of Schedule I of Chapter I of DPP 2013).An
integrity pact along with appropriate Bank Guarantee is a mandatory
requirement asperAnnexureItoAppendixHofScheduleItoChapterIof
DPP2013.

PerformancecumWarranty Bond. A PerformancecumWarranty
Bondof5%ofvalueoftheContractwouldbefurnishedbythesellerinthe
formofaBankGuaranteeaftersigningofthecontract.Thebondisrequired
tobefurnishedfromaPublicSectorBank(SBI,BankofBaroda,CanaraBank
orSyndicateBank)oraPrivateSectorBank(ICICIBankLtd,AxisBankLtdor
HDFCBankLtd)authorisedtoconductgovernmentbusiness.
(k)
ToT(ifapplicable).IncaseToTisbeingoffered,GoIwouldbedesirous
oflicenseproductionofequipmentafteracquiringToTintheinstantcase.

Payment Terms. Acceptability to the terms of payment as per DPP
2013.

(a) Format.Thedetailsoftechnicalrequirementsaretobeforwardedas
mentioned in Annexure I of RFI, in terms of specifications, parametric
information,descriptionandparticularsasmentionedagainsteachitem.In
addition,vendorsare toprovidespecificinputssought forrequirementsas
indicated against each in the Annexure. Vendor must also fill the form of
responseasgiveninAnnexureIIofRFIasalsoinAppendixEofChapterIof
DPP2013.Apartfromfillingdetailsaboutcompany,detailsabouttheexact
product, available infrastructure, past track record etc should be carefully
filled.Additionalinformationontheproductandproductsupportfacilitiescan
bealsoattachedwiththeform.

DPP2013.
